Ebbin Bill to Return Checks As Tax Refund Option — State Sen. Adam Ebbin has proposed a bill that would force the state to start using paper checks again for tax refunds. In 2012 Virginia budget eliminated paper check refunds, allowing residents to get their refund either via electronic transfer or pre-paid debit card.
