A new sports bar is coming to the former Hard Times Cafe space across from the Clarendon Metro station.

The G.O.A.T Sports Bar, at 3028 Wilson Blvd, is described as “Northern Virginia’s premier sports and game lounge.” It’s expected to open at some point in early summer 2017.

The bar comes from the prolific team behind A-Town Bar and Grill in Ballston, Don Tito in Clarendon and Barley Mac in Rosslyn. It will serve American comfort food, said Scott Parker, one of the partners, but few additional details were available beyond the sports focus.

“The G.O.A.T. is a popular sports acronym for ‘Greatest of All Time,'” Parker said. “Much of the concept is still being developed, but we’re going to be doing a complete redesign of the space.”

Parker added that a second new bar/restaurant from the team may be opening in Clarendon around the same time as The G.O.A.T. The details behind that new concept are also under wraps.

“That deal is very close to being done and we are pretty confident both concepts will be open in that time frame,” he said.


Police car (file photo)A Maryland man is in jail after police say he kicked and punched a police dog while burglarizing a restaurant in Clarendon.

The incident happened just before 3:30 a.m. Saturday, on the 3200 block of Wilson Blvd.

Police say 24-year-old Christian Taylor, of New Carrollton, forced entry into a restaurant and struck an employee in the face as part of a burglary. Police were called and arrived while the man was still inside the business.

“The subject ignored [an] officer’s commands to exit the business,” according to an Arlington County Police Department crime report. “Following several announcements by police that were unanswered by the suspect, a K9 was deployed. The suspect kicked and punched the K9. Officers were able to take the combative subject into custody.”

Taylor has been charged with burglary, destruction of property, assault on a police dog, obstruction of justice and assault and battery.

Police did not specify the name of the restaurant, but there are only two on the 3200 block of Wilson Blvd: Silver Diner and Northside Social.


Airbnb logo at MakeOffices Clarendon(Updated at 11:30 a.m.) The Arlington County Board on Saturday approved regulations on Airbnb and other short-term home rentals — a move cheered by Airbnb as “fair” and “progressive.”

Such rentals were previously prohibited by the county’s Zoning Ordinance, though that didn’t stop hundreds, if not thousands, of local residents from listing and renting their homes on Airbnb, Craigslist and other services.

Above the objections of Arlington Republicans, and a “no” vote by John Vihstadt, four of the five County Board members voted to approve regulations that legalize Airbnb rentals while enacting certain restrictions.

Among the restrictions, per a county press release:

  • Short-term rentals allowed only in units used by owner as his or her primary residence at least 185 days per year
  • “May host the larger of either six lodgers, or two lodgers per number of bedrooms in the unit per night (but no more than allowed by Building Code)”
  • “Will not be allowed in detached accessory buildings”
  • “Smoke detectors and fire extinguishers, and where applicable, carbon monoxide detectors, must be provided and accessible to all overnight lodgers”
  • “Does not authorize use of the home for any other commercial use such as parties, banquets, weddings, meetings, charitable fund raising, commercial or advertising activities or any other gatherings for direct or indirect compensation”

“Like other jurisdictions, Arlington is adapting to the rise of the sharing economy,” Arlington County Board Chair Libby Garvey said in a statement. “The extensive input we received about short-term rentals throughout this engagement process was essential to help shape new regulations… Today’s decision will help promote positive and safe experiences for renters, rental owners and their neighbors.”

In response to feedback at Saturday’s meeting, next month the Board will go back and consider allowing renters, not just owners, to rent their residences on Airbnb and similar services. The Board will also reconsider a restriction it approved specifying no more than one rental contract at a time for any given residence.

Airbnb cheered what it described as “the first D.C. area municipality to pass an ordinance creating fair rules for middle class residents and families to continue sharing their homes.”

“Today, the Arlington County Board voted to protect the rights of citizens to share their home and earn extra income to make ends meet,” the company said in a statement emailed to ARLnow.com Saturday.

“Airbnb is proud to have worked with the County Board to improve the previously restrictive proposal and create smart, progressive regulations around home sharing in Arlington County,” the statement continued. “We look forward to using this ordnance as a model for shaping sensible home sharing guidelines across the Commonwealth of Virginia and the entire Washington, D.C metropolitan area.”

Earlier this year the Virginia General Assembly passed a bill legalizing Airbnb statewide, superseding any potential local restrictions, but the bill was sent for a year of further study before Gov. Terry McAuliffe considers signing it. In passing its ordinance, Arlington County beat the state to the punch.

It was partially because of the speedy process that Vihstadt said he voted no. He proposed, unsuccessfully, that the Board’s vote be deferred until January.

“I still have some serious reservations about what is before us today,” he said. “I’m still concerned that it is too rushed, I’m concerned that it overreached in several respects while leaving other issues inadequately addressed, and I believe that it fails to some degree to recognize the realities of the sharing economy where consumers are empowered as never before, which calls for I think a much more flexible, lighter hand of government.”

Board member Katie Cristol voted for the regulations, but spoke in support of allowing renters to rent their property.

“Long term renters are contributing to our neighborhood,” she said, “and should have the same opportunity to take advantage of this additional income.”

At least one resident who spoke at the meeting, however, said the regulations were not restrictive enough.

“I have serious misgivings on the legalization of short-term Airbnb-style rentals, especially the lax permitting proposals by the county,” said Charles Hughes.”People choose to live in these neighborhoods and remain because of the feelings of neighborliness. Allowing homes and neighborhoods to turn into businesses will change the nature and character of our neighborhood.”

The new regulations will take effect on Dec. 31. Homeowners will have to apply for an “accessory homestay permit,” proving that they own and reside in the property in question, though so far there is no fee associated with the permit.

The cold air is expected to push into the area Wednesday night, and will bring with it wind and the possibility of some light snow.

The last time we saw snow in Arlington was when the remains of a giant snow pile in Ballston, left over from the January blizzard, finally melted. Unlike some past years, to our knowledge no flakes fell in November this year.

High School Boundary Change Petition — Matthew Herrity, the Washington-Lee student who penned a widely-shared open letter to the School Board regarding its recent high school boundary change decision, has now started an online petition. Community Center, Gymnastics Contracts Approved — At its meeting on Saturday the Arlington County Board approved a $3.9 million contract to plan and design a new four-story Lubber Run Community Center, with a gymnasium, playgrounds, offices and underground parking. In response to heavy program demand, the Board also approved a $1.7 million addition of a second gymnastics area at the Barcroft Sports and Fitness Center. [Arlington County]

D.C. Police Misconduct Story Has Arlington Connection — There’s an Arlington connection to one of the misconduct allegations against Sgt. Jessica Hawkins, the head of the D.C. police Lesbian, Gay Bisexual and Transgender Liaison unit. Hawkins reportedly took two underage summer interns to Freddie’s, the LGBT bar in Crystal City, and laughed about one using a fake ID. She’s now facing possible disciplinary action for that and for allegedly showing the interns a homemade sex tape on her phone. [Fox 5, Fox 5]

A military helicopter experiencing mechanical problems landed on Yorktown High School’s football field Friday night.

The landing was first reported around 9 p.m. There was no report of injuries.

Arlington County Police said via Twitter that a maintenance crew arrived on scene just after 10 p.m. to make repairs.

Kate RocheAs leader of the Arlington Chamber of Commerce, Kate Bates (née Roche) has lately taken an active role on issues like trespass towing and Airbnb rentals.

The Chamber is very much opposed to a proposed addition to the county’s towing ordinance that would require business owners to individually authorize each tow from their parking lots. The Arlington County Board is set to take up the issue this coming Tuesday, with the County Manager recommending against the so-called “second signature” requirement.

On Airbnb and other short term rentals, the Chamber has actively engaged its members on the county’s new proposed regulations, which are going before the Board on Saturday. With hotels in support of additional regulations, and apartment owners against (they would like the option of generating revenue through Airbnb while they lease up new buildings), the Chamber has declined to take a stance beyond encouraging its members to make their own voices heard.

(Updated at 3 p.m.) Arlington County is moving forward with construction plans for Stratford Park.

The 3.8 acre park, at 4321 Old Dominion Drive, is located next to the H-B Woodlawn Secondary Program building, which will later become a 1,000 seat middle school when H-B moves to Rosslyn in 2019.

The current park has picnic tables, a youth baseball/softball field (which has also been used by adult team sports), two lighted tennis courts, a rectangular field and a lighted basketball court.

The new park, which is in the final design stages and is expected to go out to bid in the first quarter of 2017, will include upgraded fields, courts, landscaping and site furnishings.

Among the planned changes: the new diamond field will be fenced in, with dugouts, batting cages and bleachers added.

While the fence around a soon-to-be-upgraded diamond field in Bluemont Park prompted a neighborhood outcry this fall, since largely resolved by removing portions of the fence, thus far there has been little public protest about the Stratford Park fence.

Arlington Dept. of Parks and Recreation spokeswoman Susan Kalish said the field’s primary purpose will be to host organized baseball and softball activities, though other uses will be allowed when the field is not otherwise being used.

“The approved plan does include fence around the diamond field, as the field will primarily be used for diamond sports (permit takes priority),” she told ARLnow.com, via email. “The fence entrances will always be open to allow people access to the area when the field is not in use.”

The parks department sent an email to residents who live near the park last month, updating them on the project’s progress. An excerpt of that email, detailing some of the changes, is below.

Construction of the park upgrades is expected to begin in the second quarter of 2017 and wrap up within the first three months of 2018. The overall design, management and construction budget is $1.7 million.

In early 2015, the County worked with the community to develop a  concept  plan for the site. The  concept plan is a tool to inform the County, APS and the community on how new school access routes and other changes to the school site within the park boundary could impact the plan for park improvements.  DPR worked closely with APS in order to coordinate pedestrian accessibility from the park to the school. In addition, a restroom facility will be provided at the school for park users. DPR may make some minor changes to the concept as final costs for the improvements are determined in order to ensure the project remains within budget.

The approved project scope includes replacing and bringing existing features to current standards and adding new amenities to the park. Below is a breakdown of each one.

Shawafel, a fast-casual restaurant near Courthouse, quietly closed earlier this fall after about a year in business.

The eatery opened at 1910 Wilson Blvd in September 2015, offering “an ‘Americanized’ twist to traditional Lebanese cuisine.”

According to Yelp users, it closed in October.

There was no announcement on the restaurant’s Facebook page; its phone number has since been disconnected. The original Shawafel on H Street NE in D.C. appears to still be open.

Though such restaurants often appeal to a lunchtime crowd, the Arlington Shawafel was located on a big hill between the employment centers of Rosslyn and Courthouse.
