Arlington County Board member Katie Cristol says she’s running for re-election, becoming the first candidate to jump into the race for two Board seats on the ballot this fall.

The Democrat, who is a fresh off a year rotating in as chair of the five-member Board, told ARLnow that she announced her decision to seek a second term in office to supporters today (Thursday).

Since first winning office in 2015, Cristol believes the county has “started to make progress on the issues I’m passionate about,” but she’s hoping for another four years on the Board because she sees more work left to do on everything from expanding affordable housing options to increasing the availability of childcare in the county.

Cristol says she’s well aware that the next four years will be challenging in Arlington, particularly as the Board copes with some unpleasant budgets and manages Amazon’s arrival in Crystal City and Pentagon City.

The latter topic has drawn more than its fair share of attention to the county, and Cristol in particular, over the last few months, but she plans to embrace the complexities of the company’s impact during her campaign.

“We’ve never been a community where we just let things happen to us, we plan for things,” Cristol said. “But the only way to make sure that happens is to believe in our potential to do that, and elect leaders who are problem solvers, not just problem spotters… There’s been a lot of temptation through all this to say ‘No’ or reject it or find enemies, as opposed to looking to maximize the benefits, which is hundreds of millions in tax revenues to help fund the priorities we care about.”

Cristol points out that, without Amazon bringing its new headquarters to the county, she’d face the similarly unpleasant prospect of running for re-election as the county grapples with a 20 percent office vacancy rate, which became a key issue during Democrat Matt de Ferranti’s successful campaign to oust independent John Vihstadt last year.

Even still, Cristol acknowledged that Amazon won’t be the answer to all of the county’s fiscal challenges as she asks for another four years on the Board. Officials have repeatedly warned that it could take years for the county to see tax revenues from Amazon’s new office space, requiring a mix of tax hikes and service cuts in the new fiscal year to fill a hefty budget gap.

Cristol concedes that “as would any elected official, I’d prefer to be cutting taxes and expanding services in a re-election year.” But she also believes that her chairmanship of the Board last year, when it managed to avoid any tax increases in favor of a handful of spending cuts, demonstrates that she can govern in a “sustainably progressive” manner despite the fiscal headwinds.

“We found a way to work through our budget challenges last year where we made difficult decisions about cuts, but didn’t cut anything to the bone or harm our core priorities,” Cristol said. “And I’m optimistic that’s what we’ll do again this year, even if it will be tougher.”

Though Cristol is the only candidate in the race so far — County Board Chair Christian Dorsey has yet to announce whether he’ll seek re-election — she’s well aware that she could face a more difficult race this year than when she last ran four years ago.

In that contest, Cristol and Dorsey easily triumphed over independents Mike McMenamin and Audrey Clement. But this time around, Cristol could well find herself squaring off against her former colleague Vihstadt, who recently thrust himself back onto the county’s political scene with his renewed criticism of costs of the Long Bridge Park Aquatics Center project.

For her part, Cristol says she doesn’t know whether Vihstadt plans to mount another independent bid. In an election year without any statewide races at the top of the ticket, she says his entry into the race would present an “interesting question” of political strategy, but she’s not spending too much time worrying about it quite yet.

“The message that I’ll run on and what I can bring to the table is going to be the same irrespective of what decision he makes,” Cristol said. “I think I have a fantastic record to really be proud of.”

It’s unclear whether Cristol could face Democratic primary challengers before she even reaches the general — Commonwealth’s Attorney Theo Stamos, state Sen. Barbara Favola (D-31st District) and Del. Alfonso Lopez (D-49th District) have all drawn primary opponents thus far in Arlington’s local races — but any primary would be quite different from the six-way race she won four years ago.

In 2015, Cristol ran as a young newcomer to county politics, beating out some more experienced candidates. This time around, she has a record to defend, but also experience to run on.

“Some of the points I made back then do hold now,” Cristol said. “As a fresher face on the scene, I knew I didn’t have all the answers, so I thought it was important to listen to both longstanding Arlingtonians and those that hadn’t been as included in the past… and if I’ve learned anything in four years, it’s that nobody knows all these answers. That listening will still be at the heart of my campaign.”

Cristol says she’ll make a formal announcement at the Arlington County Democratic Committee meeting next Wednesday (Feb. 6), with a campaign kickoff event later that month.

Arlington Public Schools will be opening two hours late tomorrow (Thursday), marking the second straight day with a delay.

The school system says the delay is to allow “added time to warm buildings and address any potential mechanical issues with HVAC systems or buses.”

“The Extended Day program will also open two hours late and morning field trips are canceled,” APS staff wrote in a tweet. All essential employees and food service workers should report to work at the regular time; others should report two hours late.

The forecast for Arlington tomorrow calls for highs in the mid 20s and lows in the teens.

Arlington officials could soon advance zoning changes designed to make it easier for more childcare providers to open up shop in the county, as part of a lengthy push to increase access to daycare options for local parents.

County leaders have batted around a variety of potential changes for months now, but they finally seem ready to pass a suite of zoning tweaks impacting both large childcare centers and smaller “family daycare” homes. The proposals will go before the Planning Commission’s Zoning Committee for the first time tonight (Wednesday), and could make their way to the County Board sometime later this spring.

The Board previously approved a “Childcare Action Plan” last summer laying out some potential changes, including a new subsidy to help families afford daycare services. But it has long planned these additional zoning changes to encourage more childcare providers to move to Arlington, initially hoping to vote on them before the end of 2018 and address what officials see as the exorbitant cost of childcare in the county.

Despite the delay, officials now seem ready to advance the proposals, particularly after soliciting feedback from the community via online surveys and public gatherings in recent months. In all, the main potential zoning changes include:

  • Cutting back on parking requirements for new daycare facilities
  • Expanding the maximum number of children allowed in family daycare homes from nine to 12
  • Allowing small family daycare homes to educate nine children “by right,” without extensive county approval
  • Reducing the frequency of county permit reviews for daycare facilities

The parking changes may well prove to be the most impactful alterations that the county is considering, as many childcare providers say Arlington’s current standards make it a bit difficult for them to open new locations along the county’s Metro corridors.

Currently, the county requires that large childcare centers offer one parking space for each employee.

But staff subsequently discovered that many childcare employees aren’t driving to work — a December study by the county found that roughly 40 percent of parking spaces for childcare centers currently go unused, and a survey of local employees found that 36 percent commuted by using public transit, biking, carpooling or walking.

Accordingly, county staff are proposing requiring one parking space for every eight children attending a center, which should cut back on the number of parking spaces each one needs. The average daycare center in the county currently requires about 40 spaces using the employee-based ratio; the new proposal would cut that number back to about 25 spaces per location.

That would put Arlington more on par with parking requirements in Fairfax and Prince William counties, where daycares generally have 32 spaces and 24 spaces, respectively.

Staff are also suggesting that the Board allow additional parking reductions for centers hoping to locate near Metro and bus stations, letting companies apply for less parking as part of the process of earning a use permit from the county. For comparison, Alexandria lets childcare centers have as few as three spaces if they have access to transit options, while D.C. only requires five spaces for all centers.

The transit advocates over at Greater Greater Washington are especially enthusiastic about that section of the plan. The group’s development director, Pentagon City resident Jane Fiegen Green, praised the county for examining parking requirements in a recent blog post, and urged readers of the site to back changes to such “outdated” standards.

While the parking changes would largely impact centers educating dozens of children, many of the other proposed changes are aimed at loosening standards for smaller family daycare homes.

By bumping up the maximum number of children allowed in each facility to 12, the county would come into alignment with the standard outlined in state law. Arlington and Alexandria are currently the only localities in the D.C. area with a cap of nine children, staff wrote in a report for the zoning committee.

“Expanding the maximum number of children will increase Arlington’s potential child care supply, align with the maximum set by the state, provide potential additional revenue for providers and additional child care jobs in homes that are able to increase their capacity, increase opportunities for children to play together and help address the county’s lengthy child care wait lists,” staff wrote.

The recommendations also call for easing permitting requirements on small providers, as many are “intimidated” by the complex process of earning the county’s permission to set up childcare facilities. Staff found that centers with nine children or fewer regularly operate “without significant disruption to their surrounding neighborhoods,” so it would make sense to allow them to open up “by right” without extensive permits.

The proposed changes also include allowing small daycare homes with up to nine children in more dense sections of the county zoned for apartments, which could “expand the number of units eligible to operate a family day care home by approximately 3,220 units in Arlington County.”

So long as the zoning committee signs off on these zoning alterations, the County Board could order public hearings on the matter at its Feb. 23 meeting. The Planning Commission could then take them up on March 4, setting up a final Board vote on March 19.

Arlington leaders are pushing back their consideration of an incentive package to seal the deal for Amazon’s new headquarters by at least a month.

Ever since the tech giant announced its plans to bring 25,000 workers to the county in mid-November, the County Board has pledged to hold a public hearing and vote on the logistics of its offer to Amazon no earlier than its Feb. 23 meeting.

But officials have begun hinting in recent weeks that they may miss that self-imposed deadline, and Board Chair Christian Dorsey confirmed those intimations at the Board’s meeting yesterday (Tuesday).

“February was the date that was targeted, but it’s not going to be before March that it’s before this Board,” Dorsey said. “We just want to give everyone that comfort and peace of mind.”

It seems the Board plans to use the extra time to convene additional community discussions about the company’s plans to move in to Pentagon City and Crystal City.

New Board member Matt de Ferranti added Tuesday that the Board will soon be extending an invitation to all the county’s civic associations for more community meetings on Amazon. De Ferranti said that each group will be able to request that up to two Board members attend a neighborhood gathering on the subject in the coming weeks.

Thus far, the Board has held just a pair of community “listening sessions” on Amazon. Those gatherings have proven to be contentious ones, with the company’s fiercest opponents using the events as chances to register their concerns about the tech giant’s business practices and potential to further gentrify Arlington neighborhoods.

Others still say they’re deeply concerned about the prospect that state and county officials could soon send hundreds of millions of dollars in incentive money to a company owned by the world’s richest man.

State lawmakers signed off on an incentive package just this week to direct up to $750 million in tax rebates to the company over the next 15 years or so, though the county’s offer is a bit more modest.

Arlington is proposing to send $23 million in grant money to the company over the same time period, with the money to be drawn from a projected increase in hotel tax revenues driven by Amazon’s arrival in the region.

The county would also agree to spend $28 million over a 10-year period on infrastructure improvements around the proposed headquarters, with the money coming from a preexisting property tax levied on businesses across Crystal City, Pentagon City and Potomac Yard. Additionally, Arlington has agreed to help the company build a helipad at the new headquarters, though securing federal approval for that effort could prove to be quite challenging.

The County Board could consider the incentive offer next month during either its March 16 or March 19 meetings, should officials not avoid additional delays.

So long as the Board approves the deal, as is broadly expected, the company would then begin submitting plans for the construction and renovation of several buildings across Crystal City and Pentagon City, requiring additional county approvals.


With a budget well over $1 billion, Arlington’s checkbook can feel a bit overwhelming to the average taxpayer — but the county is launching a new resource to help change that.

The county rolled out the first phase of “Arlington Wallet” yesterday (Tuesday), unveiling a new online tool to help Arlingtonians get a clearer look at how officials are spending money each year.

The website, commonly known as an “open budget” database, will allow users to access budget data in graphs and charts, and drill down into each county department’s budget for a clearer look at Arlington’s expenses and revenues over the years.

The tool also lets users create their own charts and download any of the raw data for themselves.

“There’s no greater obligation we have than to be good stewards of taxpayer dollars,” County Manager Mark Schwartz said in a statement. “Arlington Wallet makes it easier than ever for our residents and business owners to see exactly how the county is spending money.”

The database currently contains budget information from fiscal year 2014 through December 2018, though the county has plans to expand it in the future. Officials are also planning to launch a second phase of the tool later this year, with data on individual county transactions.

The county compared the new phase in a news release to a “a personal checkbook or online account statement” that will show “what the county is buying and who it’s buying it from.”

“Arlington Wallet” runs on a platform created by the software company OpenGov, which provides similar services to hundreds of other governments and government agencies. Information on how to access the database is available on the county’s website.

Arlington previously launched an open data portal with a variety of county information available back in 2016, and has since regularly convened meetings of an “Open Data Advisory Group” to guide its transparency efforts.

Arlington officials have given the green light for a new childcare center to set up shop in Ballston, in a debate that forced the County Board to weigh its years-long effort to expand access to childcare in the county against the vocal opposition of neighbors to the project.

The Board voted unanimously last night (Tuesday) to award the Bright Horizons Children’s Center with the permits it needs to open a new location on the first and second floors of a building at 4001 Fairfax Drive.

The new center will have room for about 145 kids in all, and include a 4,700-square-foot playground in the small courtyard between the building and an adjacent set of condos at 1001 N. Randolph Street.

The playground, in particular, worried neighbors. Matt Nyce, a board member at the nearby EastView Condos, told ARLnow via email that the location was a “totally inappropriate” place for a playground, given its proximity to two exhaust fans and how close it would be located to homes on the first floors of the two buildings.

But Board members were convinced that some of those concerns were a bit overblown — as Erik Gutshall put it, the Board judged the childcare center unlikely to be “an overwhelming detriment” to quality of life in the area, or to property values.

Officials would acknowledge that the playground would be a bit of a tight fit in the courtyard, and that it would occupy some of Ballston’s very limited open space. But, as the Board weighs a comprehensive overhaul of its zoning regulations governing childcare centers, members also said that they were willing to allow designs that may not be absolutely perfect if it means expanding options for Arlington parents.

“This is not a willy nilly one-off, but consistent with a direction the county seeks to go,” Gutshall said. “This is an evolution as we rethink what is acceptable for our ground floor uses.”

The Board did not make the decision lightly, however. Board member Katie Cristol, a lead backer of the county’s childcare overhaul, said she even considered pushing for a deferral of any decision on the matter, particularly after the Ballston-Virginia Square Civic Association decided to oppose the project.

Collier Cook, the group’s president, told the Board that he worried that dropping a playground on the site would rob the nearby residents of some crucial open space.

And, as an EastView resident himself, Cook said he understood the concerns of his neighbors. One, Andres Delgado, told the Board that the prospect of additional noise was particularly concerning for people who live in the building and work from home.

“We have neighbors who live on the first floor and it goes right into their living room,” Delgado said. “Noise is a big concern for them.”

Similarly, he said neighbors are worried about smoke from the nearby parking garage impacting the kids’ health.

But Zach Williams, an attorney representing Bright Horizons, said the company made every effort possible to address those playground concerns. The childcare center plans to pay for a timer to ensure the exhaust fans aren’t operating while children are outside, and Williams said they even agreed to shrink the playground by 200 square feet to give residents some more breathing room.

Yet, with the county’s ordinances requiring that the center add 75-square-feet of playground space for each child outside at any given time, Williams said Bright Horizons can’t do much more to address those issues.

“We don’t have a lot of flexibility, but we’ve tried to do as much as we can,” Williams said.

Board members commended those efforts and made another point for neighbors worried about noise — considering the way the area is zoned, a new bar or nightclub could easily move into the space instead and set up outdoor seating, which could prompt even more substantial noise concerns than the childcare center.

“It would be completely irresponsible for us, I believe, to suggest we can prevent change from happening,” said County Board Chair Christian Dorsey. “The other ways in which this property could change could be all manner of degrees more intense.”

With this approval in hand, Williams said the center plans to open by January 2020. Bright Horizons is also on the cusp of opening another childcare center in Courthouse, which also faced its fair share of pushback from neighbors last year.


(Updated at 10:15 a.m.) Anyone planning on hitting the Four Mile Run bike trail should watch out for a detour near the county’s Water Pollution Control Plant these next few days.

The county announced a “limited, partial detour” on the trail starting today (Wednesday) as it runs past 3304 S. Glebe Road, in the Arlington Ridge neighborhood along the county’s border with Alexandria.

A tweet from the county’s Department of Environmental Services said the work should last for a “few weeks,” and that it stems from construction at the sewage plant. A subsequent tweet described the primary disruption for trail users to be “a 200-yard one-lane merge.”

The County Board approved a series of repairs at the plant in 2017, with work planned on some aging water tanks at the treatment facility.

Anyone biking or running on the trail should follow posted detours.

Arlington schools officials are pumping the brakes on a controversial plan to swap the Arlington Science Focus School and Key Immersion School buildings, after new projections revealed an unexpected increase in the county’s elementary school students in the coming years.

The school system had previously planned to move Key’s Spanish immersion program to the ASFS building, and vice versa, sometime in the next two years. The move was designed to solve some complex boundary issues in North Arlington neighborhoods, as some students currently zoned to attend ASFS actually live closer to Key.

But the school system’s plans have attracted some fierce community pushback since Superintendent Patrick Murphy rolled them out in September, with parents criticizing the logistics of the move and Murphy’s decision to press ahead with the decision without putting the matter to the School Board for a vote.

Yet Arlington Public Schools officials say the decision to “pause” the swap was driven instead by the newest data about school enrollment growth in the county, which staff presented to the Board last week.

APS planners previously believed that the county’s student population growth was finally beginning to level off after years of large jumps, but they’re now expecting a 24 percent jump in the student population between now and 2028.

Notably, elementary schoolers account for most of that change. Officials are forecasting a 21 percent increase in the elementary school population alone, which translates to about 2,778 more students over the next decade — that’s about 1,000 more kids than they expected the school system would add just a year ago.

“Given this projections update and the strong commitment APS has to the dual-language immersion program, the location for elementary immersion will be reevaluated to best meet the needs of our students,” APS staff wrote in an announcement on the school system’s website. “APS will reevaluate where the immersion program can grow, either at ASFS or other locations, while providing equitable access for all students in the immersion option.”

Both schools are currently overcapacity, and each one requires several trailers to educate those students. Some parents were already concerned that the swap would pose space problems even before these projection updates, as Key is both larger and currently holds more students than ASFS. A petition urging the Board to stop the swap has already garnered more than 800 signatures.

But with this new information in hand, the school system says it plans to keep studying the issue, with the goal of maintaining the “50/50 student balance of native Spanish speakers with speakers of English” for the immersion program wherever it might land.

“It’s important to consider the best locations for the immersion program at the elementary level to ensure equitable access for all students, and encourage participation by English learners along with native English speakers,” APS staff wrote. “This is critical to the integrity of the dual-language model and helps ensure that the academic benefits of the program are fairly distributed within a community.”

School officials hope to deliver a recommendation on a path forward to the Board by December, in order to include any adjustments as part of the next round of elementary school boundary adjustments. That is set to impact 14 schools in all, coming on the heels of the Board’s boundary changes for eight South Arlington schools at the end of last year.

More broadly, the new elementary school projections are igniting some big questions for the Board.

Planners reassured school leaders at their meeting last Thursday (Jan. 24) that this sort of surprise jump in student population is “not unprecedented,” and largely driven by the relentless pace of development in the county. But it’s concerning nonetheless for Board members, who only just signed off on a biannual update of the school system’s construction plans for the next 10 years.

“Our growth is continuing long-term,” said Board member Barbara Kanninen. “Until this update, the county and our data were kind of projecting we were going to level off at some point, probably around 32,000 students. You’re going beyond that… It really shows we have continual growth.”


The co-owner of popular Clarendon nightlife spot Spider Kelly’s is planning a new restaurant for the base of a Crystal City office building.

Restaurateur Nick Freshman is launching “The Freshman” at 2011 Crystal Drive, he announced today (Tuesday). He hopes to have it open by sometime in 2020.

Freshman hopes to offer “high-quality coffee, teas, and craft cocktails” at the restaurant, in addition to “breakfast, lunch and dinner options made in-house with fresh local ingredients.”

The Freshman will set up shop in a 3,400-square-foot space that was once home to a Noodles & Company location, which shut down last fall. The restaurant will have room for 120 diners and a 50-seat outdoor patio.

“I’ve seen firsthand how much the neighborhood has changed over the years and I knew I wanted to be a part of the growth,” Freshman, who lives in the area, said in a release. “When Amazon announced that they were coming to town, I knew that the opportunity to be part of this story was just too good to pass up, especially considering this is my backyard.”

Like most of the other office buildings across Crystal City, developer JBG Smith owns the property, and is trumpeting The Freshman as the first retailer to sign a lease in the area since Amazon tabbed the neighborhood for its massive new headquarters.

The company is planning an expansive new redevelopment of other retail offerings nearby, and it’s envisioning The Freshman’s arrival as one in a series of big changes on the way for the newly dubbed “National Landing” neighborhood in the coming years.

“The Freshman is a perfect fit for National Landing given Nick’s longstanding ties to the neighborhood and his concept’s natural appeal to the neighborhood’s residents, office workers and daily visitors,” Amy Rice, senior vice president at JBG Smith, said in a statement.

Freshman is launching the eatery in tandem with Mothersauce Partners, a restaurant advisory and investment firm he launched in 2016. The company has helped found The Eleanor and Takoma Beverage Company in D.C., with similar offerings as Freshman’s plans for the new Crystal City establishment.


The Drew Model School in Nauck will soon get a new name as the school undergoes a bit of a transformation — but one key part of the building’s moniker won’t be going anywhere.

The elementary school is named after Charles Drew, a groundbreaking surgeon who grew up in Arlington. He was the first black man to hold a variety of prominent positions in the medical community, and is widely credited with establishing new storage techniques to set up lifesaving blood banks during World War II.

Drew’s family home in the Penrose neighborhood won a designation as a National Historic Landmark in 1976, and both a park and community center in Nauck also bear his name.

But the school named after the surgeon, who died in 1950, seemed set for a bit of a change after the School Board convened a committee to pick out a new name for the building earlier this month. The school system is shifting the county’s Montessori program out of the building next year, prompting the latest in a series of recent debates over a new school name.

That will make the school a full “neighborhood” program, drawing students only from homes surrounding the school. The Montessori program will move to what was Patrick Henry Elementary, while many (but not all) Henry students will move to the new Alice West Fleet Elementary, in what became a contentious process that angered many parents.

Yet, as the Drew naming committee gathered to begin its work last week, school officials told the group that it shouldn’t plan on making too many substantial changes. According to notes from the Jan. 22 meeting, Superintendent Patrick Murphy himself told the committee that the naming process is designed to “build culture and community rather than to eliminate the recognition of Dr. Drew’s legacy, who was a preeminent scientist and wonderful role model from Arlington.”

The notes show that some committee members questioned why the group was even convened if Drew’s name wouldn’t be changed, while others said they sought to join the committee specifically to advocate for the retention of the school’s name.

But Murphy stressed that he did not believe the Board ever intended to see Drew’s name removed from the building, a point he reiterated at the Board’s meeting Thursday (Jan. 24) — the Board did not deliver a specific charge in kicking off the group’s work, unlike when it stipulated that a naming committee should not consider the prospect of retaining the original name of Washington-Lee High School.

The committee is still in the early stages of its deliberations, but the meeting notes show that it’s already considering several options that could honor the Science, Technology, Engineering, Arts and Math (STEAM) program that just started up at the school. Options the group has proposed so far include “Drew Science Focus School,” “Charles Drew Inspiration School,” “Charles Drew Science Academy” and “”The Charles Drew Academy.”

The committee also discussed the prospect of simply adding “of South Arlington” to the building’s current name, or perhaps adding a prominent artist’s name to the building alongside Drew’s.

The group broadly agreed to focus on priorities like “adding instructional focus,” “adding a second name to Drew,” “adding a descriptive designation such as academy” and tacking on a “geographic component” in settling on a new name. Members now plan to survey the school’s community for their preferences as well.

The committee is set to meet several more times between now and April, and the Board is planning a final vote on an updated name for Drew in May.

The Board also agreed at its Jan. 24 meeting to spend $1.8 million in capital reserve funding to speed up renovation work at both Drew and Henry to “refresh” both buildings ahead of next fall’s changes.

Some long-awaited improvements could finally be on the way for the Ballston Pond, which could help keep trash out of the waterway and help better manage stormwater in the area.

County officials are planning a community meeting to discuss the project tomorrow (Wednesday) at Arlington Central Library (1015 N. Quincy Street). The gathering is set to start at 7:30 p.m.

The meeting is the first on the pond improvements since 2012, and the county has been eyeing some work on the small body of water since early 2011.

The pond, located near the intersection of I-66 and Fairfax Drive, was originally designed as a way to collect stormwater runoff from the highway back when it was first built decades ago. But sediment from the water built up in the pond over the years, and a combination of invasive plants and trash have also plagued the area.

Accordingly, the county has long sought to install new trash control devices and other new vegetation buffers around the pond. Officials have also decided to replace a walkway around its perimeter, particularly as it nears the CACI office building and AVA Ballston apartments, and add a new “boardwalk” along a section the pond as well.

The county drained the pond to clean it up a bit back in 2013, then spent the next few years removing unwanted plants growing nearby and securing the necessary easements to let the project go forward.

But with all that work finally completed, the county is now finalizing designs for the project and hopes to get work started later this summer.

So long as the community signs off on the designs, the County Board could vote to send the project out for bid this spring.
