A new cafe and coffee house is now open just off Columbia Pike.

Idido’s Coffee and Social House opened its doors recently in the base of the Columbia Place condo complex, located at 1107 S. Walter Reed Drive.

Readers told ARLnow that the eatery opened up this past Saturday (Feb. 23). Its owners have been working to set up the space since March 2017, according to county permit records.

Idido’s offers a fully array of caffeinated beverages, snacks and even beer and wine.

The new cafe sits adjacent to the Pureluxe Nails and Spa nail salon, which is also located on the first floor of the building.

It sits across the street from a BB&T Bank branch and the Avalon apartment building (formerly the Halstead).

With more than 150 new students set to attend classes at the Arlington Career Center in the coming school year, officials are now scrambling to free up some extra classroom space at the facility.

The county school system now plans to move eight trailers over from the adjacent Patrick Henry Elementary School to free up room for those students in the 2019-2020 school year. Career Center Principal Margaret Chung informed parents of the move in an email Monday (Feb. 25) that was subsequently obtained by ARLnow.

Chung wrote that school leaders initially hoped instead to move students into the second floor of the Columbia Pike Branch Library space, which is located in the Career Center. But county officials rejected that request, prompting the reliance on the so-called “relocatable classrooms” instead.

“To accommodate our expected growth next year and beyond, we have had to identify space for the additional students,” Chung wrote.

The downside of that move is that the trailers will take up some space currently used for the Career Center’s Animal Science program.

The program includes classes focused on animal care and veterinary science, with a variety of animals housed at the site for students to study. Chung expects that the trailers will take up the space currently set aside for three grazing animals — APS spokesman Frank Bellavia says that includes two goats and a miniature pony — forcing the Career Center to “reimagine that program for a more urban setting.”

“This does not mean that we are discontinuing our focus on animal sciences,” Chung wrote. “We will continue to maintain the smaller animals onsite for learning and instruction.”

She added that her staff has “begun to explore options to find a new home” for the animals that need to move, with the goal having them settled by the time the new trailers are in place this summer. That’s also when the school system will move the Montessori program currently housed at Drew Model School into the Henry building.

But with demand for the Career Center’s programs anticipated to only keep growing in the coming years, and the planned expansion of the building to accommodate more high schoolers still years away, Bellavia says the new trailers won’t solve all the building’s space limitations.

Accordingly, APS officials plan to ask the county for permission to use both the first and second floor of the library as instructional space, Bellavia said, with the goal of having it available for students in time for the 2020-2021 school year.

It’s a move that “comes as a surprise” to Kristi Sawert, the president of the Arlington Heights Civic Association and a member of working group that spent months studying the planned expansion and renovation of the Career Center.

Eventually, the school system plans to build room for another 1,050 high schoolers at the facility. But the process of doing so has been a thorny one, with Sawert and other local parents pressing the school system to add a full suite of amenities at the site to make it equivalent to the county’s other comprehensive high schools.

Still, Sawert says that the need to take up the library space for the new students was “never mentioned” during the working group’s deliberations, some of which included the library’s future. The group suggested that the county could ultimately buy up some properties near the Career Center and use that land for a stand-alone library.

“We were told repeatedly during the [working group’s meetings] that internal modifications to the Career Center would accommodate the incoming class of 150 students,” Sawert wrote in an email to concerned neighbors she provided to ARLnow.

Roughly nine years ago, the county kicked off a firestorm of controversy when it proposed shuttering the Pike library and moving its offerings to the Arlington Mill Community Center. The branch has been located at the facility since moving there in 1975.

While moving students into the library space (and the changes to the animal science program) may end up ruffling a few feathers, Chung chose to paint the impending changes as indicative of the demand for the center’s programs.

“We are so pleased to see the excitement and interest in our programs, and it is extremely rewarding to know that more and more students and families want to be part of the opportunities that our programs provide,” she wrote.

An Arlington Heights parent is launching a challenge to School Board Chairman Reid Goldstein, arguing that the county school system needs a more transparent, comprehensive planning process to match the county’s persistently rising student enrollment levels.

David Priddy told ARLnow that he’s filed papers to compete in the upcoming caucus to win the Democratic Committee’s endorsement in the race. School Board seats are nominally non-partisan, and candidates don’t run under party labels, but local parties frequently endorse candidates for the Board.

Goldstein announced his re-election bid in early January in the race for the lone Board seat on the ballot this fall. He’s seeking his second term in office after winning the seat in 2015, replacing retiring Board member Abby Raphael.

Democratic Committee Chair Jill Caiazzo says that Goldstein and Priddy were the only candidates to file for the caucus ahead of last night’s deadline. Considering that every School Board member for the last 15 years has won the party’s endorsement before going on to win the general election, the caucus will likely decide the outcome of the race.

Priddy wrote in an email that he’s an Arlington native, and grew up attending Arlington Public Schools. He serves on Superintendent Patrick Murphy’s Advisory Committee on the Elimination of the Achievement Gap and he has two children currently in the county’s school system: one at Thomas Jefferson Middle School and the other will attend Alice West Fleet Elementary School when it opens next year.

He hopes that, as “a product of APS as well as an APS parent,” he’ll have a unique perspective to bring to the job.

“Priddy is running for the School Board because he believes better transparency into School Board decision-making is needed, along with comprehensive planning for growth to enable fiscally-responsible financial investments in both new and renovated educational facilities,” his campaign biography reads. “He is not afraid to directly confront the tough issues – from technology to inclusion to capacity challenges – that Arlington’s schools are currently facing.”

Priddy’s Arlington Heights neighborhood has a bit of a fraught history with the school system, and Goldstein, in particular.

The process of determining how, exactly, the school system will add new space for high schoolers at the Arlington Career Center has frustrated many parents in the neighborhood, who argue that the school shouldn’t open as a high school serving the South Arlington neighborhood unless APS can guarantee it will boast the same amenities as the county’s other comprehensive high schools.

Similarly, the recent redistricting process to divvy up students from nearby elementary schools and send them to Fleet as it opens next year sparked conflict in the community.

Parents at Patrick Henry Elementary School, which will soon become the exclusive home of Drew Model School’s Montessori program, argued that Board members (Goldstein, in particular) repeatedly promised them that the school community would move as one to Fleet. School officials dispute their account, and the Board ended up directing about a fifth of Henry’s student body elsewhere, prompting plenty of hurt feelings.

However, Priddy does not make any direct reference to those controversies in his campaign materials, and he said he will launch his campaign in earnest in mid-March.

Goldstein and Priddy will square off in a three-day, “unassembled” caucus in June.

Democrats hoping to vote in the race can do so on June 4 at Drew Elementary (3500 23rd Street S.) from 7-9 p.m., June 6 at Key Elementary (2300 Key Blvd) from 7-9 p.m. or June 8 at Washington-Liberty High School (1301 N. Stafford Street) from 11 a.m.-7 p.m. Anyone hoping to vote in the race will be required to sign a pledge indicating that they are a Democrat and don’t plan to support any other candidate in the race.

Caiazzo stresses that this process is different from a primary, which Virginia law does not allow to decide nominations in School Board races.

Though the opening of the ever-controversial Long Bridge Park aquatics and fitness center is still a ways off, county officials are gearing up to hire two new staffers set to work at the facility.

County Manager Mark Schwartz set aside $110,000 for the newly created positions as part of his proposed budget for fiscal year 2020. He forwarded along his first draft of the new spending plan to the County Board late last week.

Schwartz is recommending that the Board act now to start the recruitment and hiring process for a general manager and a maintenance technician for the facility, currently expected to open sometime in “early 2021.”

“Hiring these two positions prior to the facility opening will allow the Department of Parks and Recreation to develop standard operating procedures; ensure mastery of all building systems, including specialized aquatics equipment; procure inventory; and develop staff training plans,” Schwartz wrote in a message attached to the budget proposal.

The manager expects that the county will be able to afford the new hires largely through some staff reductions elsewhere across the department. In all, Schwartz is recommending $5.2 million in cuts in his budget, affecting 29 full-time positions and one-part time position across the county government. He’s also proposing a tax hike to meet some of the county’s growing expenses, though the Board opted to explore an even larger tax increase than he originally recommended.

Construction has continued apace on the $60 million Long Bridge project ever since it finally broke ground last summer, following years of debate over its scope and cost. Schwartz added in his budget proposal that he “remains committed” to somehow striking a naming rights deal for the facility to defray some of its costs — the Board decided last year to hire a marketing firm to help the county search for potential sponsors.

“As the project moves closer to completion, we remain optimistic that our efforts will be successful,” Schwartz wrote.

County officials also expect to finalize a fee structure for anyone hoping to use the facility’s pools and gym as part of the upcoming budget process. A working group on the subject recently wrapped up its deliberations and will deliver a proposal with potential fees to the Board in the coming weeks.

According to a Jan. 31 presentation from the group, daily passes for county residents would range from $9 for adults to $5 for children. An annual pass for adults would cost $630 and $350 for kids.

Non-residents would pay a 25 percent premium on daily passes and a 30 percent premium on all other passes, under the working group’s proposal.


Potomac River Running is now open for business in the Ballston Quarter development.

The running apparel-focused shop is welcoming customers once more on the first floor of the revamped Ballston Common mall. The shop is located behind the CVS, in the outdoor section of the development.

Potomac River Running didn’t have to go far to move to Ballston Quarter — the chain moved into a space near the corner of N. Fairfax Drive and N. Glebe Road in 2013 before making the switch over to the development.

The shop also has locations in D.C., Fairfax, Burke, Leesburg, Ashburn, Reston and Vienna.

Potomac River Running is the latest in a series of stores to begin opening to customers in the development, which has experienced a series of delays over the past few months.

The mall’s newly revamped food court is also set to open soon.


A new Solidcore Pilates studio looks to be on the way for a Courthouse office building.

The company announced plans to expand to the neighborhood earlier this month. A recent Facebook post promises that the new location, Solidcore’s second in Arlington, will be open by April.

However, the company has so far been tight-lipped on where the studio will be located in Courthouse. The company’s website does not list an address for the new location, and a spokesperson did not respond to questions about the company’s plans.

But an eagle-eyed ARLnow reader recently spotted plans in the base of an office building at 2311 Wilson Blvd suggesting that the studio is bound for a ground-floor space there.

Though there are no signs up for the studio at the space just yet, county permit records do show a good bit of recent construction activity there.

The eight-story building set to welcome Solidcore replaced the hookah lounge and bar Adam’s Corner several years ago. A new Wells Fargo bank branch is bound for one ground-floor spot in the building, as is The Merit School, a daycare center.

Solidcore is based in D.C. and operates another studio in Ballston (with a new one on the way in Reston as well).

Each studio offers small group classes with core-focused workouts designed to “work your muscles to failure,” according to the company’s website.


(Updated at 11:30 a.m.) Washington Blvd is about to get a bit of a makeover as it runs between Bluemont and Westover, and county officials are looking for some input on potential changes for the area.

VDOT is planning on repaving the road between its intersection with N. Frederick Street and N. McKinley Road later this summer.

As part of that process, workers expect they’ll remove the brick crosswalks and median in the Westover area, as the road runs between N. McKinley Road and N. Longfellow Street. The county is currently working to replace all of its so-called “brick pavers” across Arlington in favor of crosswalks that are both easier to maintain and a bit more visible at night.

Accordingly, the county is looking to accept feedback on what sort of road features could replace those and make the area a bit safer for pedestrians and cyclists. Officials are holding an open house tomorrow (Wednesday) at the Westover Branch Library (1644 North McKinley Road) from 6-7:30 p.m. to accept suggestions.

The county is hoping to make it a bit easier to access the library, the nearby Post Office and the area’s popular businesses, like the Westover Beer Garden and the Italian Store.

“The county is considering several re-striping options, including high visibility crosswalks, bike treatments, and a limited change option,” staff wrote on the county’s website.

That should come as good news for some neighbors concerned about pedestrian safety in the area, especially after a driver struck an elderly woman with a car in a Westover crosswalk in November.

The county is also examining some potential improvements as the road runs between Westover and East Falls Church, including some new bike lanes, additional pedestrian crossings and clearer markings for existing crossings.

Officials are also planning on holding a “pop-up” engagement session at the Westover Farmer’s Market in the library plaza Sunday (March 3) if you can’t make this week’s meeting. Starting later this week, the county will also accept online comments through the end of March on its website.

Local troops have begun setting up booths around the county, with proceeds of the annual sale set to benefit the local Girl Scout Council of the Nation’s Capital and fund a variety of trips and programs for kids around Arlington.

Some experimental parking changes throughout the Four Mile Run valley are going into effect over the next few weeks, as county officials weigh the best strategies for improving conditions in the area for pedestrians and drivers alike.

The county started rolling out the changes Saturday (Feb. 23) and plans to have all of them in place by the second week of March. Officials previously held meetings about the contemplated changes in Nauck this fall, and the County Board approved the general approach toward parking in the area as part of the Four Mile Run Valley Area Plan it passed in November.

The following roads are set to see parking changes over the next few weeks:

  • S. Four Mile Run Drive between Walter Reed Drive and Shirlington Road
  • S. Four Mile Run Drive (service road) west of Shirlington Road
  • S. Oxford Street south of S. Four Mile Run Drive
  • S. Oakland Street south of S. Four Mile Run Drive
  • S. Nelson Street south of S. Four Mile Run Drive
  • 27th Street S. between Shirlington Road to S. Nelson Street

Parking has been contested along parts of S. Four Mile Run Drive in particular, with neighbors frequently complaining about the bevy of commercial vehicles along the stretch of road. The debate over parking in the area was a particular flashpoint during the deliberations over the area plan, with some Nauck leaders arguing that their concerns went ignored by county officials.

Notably, the county will ban commercial vehicles from parking on either side of the “minor” service road section of S. Four Mile Run Drive, the section of the road that intersects with S. Oxford Street and is home to a variety of cul-de-sacs lined with duplexes and other small homes. Parking there will otherwise be unrestricted or available for up to 24 hours.

Along the main, “major” stretch of S. Four Mile Run Drive, the northern side of the road will be off-limits for overnight parking, from 1o p.m. to 7 a.m., between the road’s intersection with Shirlington Road and S. Oakland Street. Currently, parking is restricted there only between 7 p.m. and 9 p.m. on weekdays.

On the rest of the northern side of Four Mile Run Drive through the road’s intersection with S. Walter Reed Drive, parking will be available around the clock. It’s also currently restricted from 7-9 p.m. currently.

On the southern side of Four Mile Run Drive, people will be allowed to park for up to 10 hours at a time, outside of the block between S. Nelson and S. Oakland streets, which will be two-hour parking. Much of that side of the road is currently unrestricted or limited to two hours of parking.

The county is also changing up the rules on the south side of 27th Street S., which will now have a 10-hour limit. Much of the curb space in front of the area’s WETA facility is currently unrestricted.

Other changes will also impact some of the side streets running off Four Mile Run, where new two-hour parking limits are planned.

County police say they plan to strictly enforce these new restrictions to improve conditions in the neighborhood, though some residents are skeptical that the department’s staffing challenges will allow officers to make much of an impact in policing the area’s parking.

County officials also expect to eventually add new sections of sidewalk and a new pedestrian crossing island and curb extensions along S. Four Mile Run Drive. They could even move ahead with more dramatic changes going forward, like the addition of more angled spaces leading up to Jennie Dean Park or the conversion of S. Four Mile Run Drive into a two-lane road with a dedicated middle turning lane.

But first, the county plans to spend the next year or studying the impact of these new parking changes. The evaluation of that work will move in tandem with the planned changes at Jennie Dean Park, approved as part of the Board’s planning work for the area last spring.


Arlington dog owners could soon be able to pay for lifetime licenses for their four-legged friends.

Currently, the county sells one-year or three-year licenses for Arlington’s furriest residents. But a new proposal advanced by the County Board Saturday (Feb. 23) would create a one-time, $30 fee for a lifetime license for local dogs.

If adopted later this year, the new license structure would take effect on July 1. Any dog owners who already have their pets licensed wouldn’t need to pay for the new license right away, however, but the county would only sell lifetime licenses after that date.

County staff argue that the change would eliminate the inconvenience of repeated license renewals, saving time for both the county treasurer’s office and pet owners, and that it would reduce “the amount of dog license taxes paid by dog owners over the course of their pet’s lifetime.”

Staffers proposed the change after state lawmakers passed legislation in 2017 to allow localities to issue lifetime licenses at costs of up to $50, and they noted in a report for the Board that Charlottesville and Hanover, Henrico and Stafford counties have already made the change.

“Arlington County benefits from reduced staff, printing and other costs associated with dog license renewals,” staff wrote about the advantages of making the change.

However, the proposal initially earned some pushback from local animal advocates and even some on the County Board, who feared that removing the yearly license renewal process would mean that dog owners wouldn’t have the same regular reminder to re-up their pet’s rabies vaccines.

The county’s proposal would require that owners prove their dog has received the vaccine in order to earn a lifetime license, but it doesn’t include any additional reminders about new vaccines. Staff reasoned in the report that keeping a pet’s vaccinations current is “something that responsible dog owners do as a matter of course.”

The Board merely authorized a public hearing on the license change for April 4, so members could yet vote down the proposal. If it does make it into law, staff expect a “long term” decrease in revenue from dog license fees, but they note that the program only brings in about $70,000 annually.

Some, including former Board member John Vihstadt, have proposed in the past that the county take the opposite approach and increase dog license fees in order to fund county dog parks.

County leaders have now given the green light to plans to redevelop the American Legion post in Virginia Square into an affordable housing complex, a project widely hailed as an innovative effort to provide reasonably priced homes to veterans.

The County Board voted unanimously Saturday (Feb. 23) to approve plans from the Arlington Partnership for Affordable Housing (APAH) to replace the Legion’s current home with a new seven-story structure. The building will have room for 160 apartments — half will be set aside specifically for veterans, and all of them are guaranteed to be affordable to people of more modest means for the next 75 years.

The development, located at 3445 Washington Blvd, will also include 8,000 square feet on its ground floor for American Legion Post 139 to stay on the property. The Legion has owned the roughly 1.3-acre property since the 1930s, but opted to sell it to APAH in 2016 after the nonprofit sketched out plans for a new complex decided to helping local veterans.

“Unfortunately, the high cost of housing has put Arlington out of reach for many,” APAH Board of Directors member Rich Jordan wrote in a statement. “But we are excited that this project, the first collaboration of its kind, will welcome more veterans home to our community.”

The building will include a mix of one-, two- and three-bedroom apartments, all at varying levels of affordability. Most will be designed to be affordable to people making 60 percent or 80 percent of the area median income — that works out to a yearly annual salary of $49,260 and $65,680, respectively.

However, some will be set aside for people making 30 percent of the area median income, a level of affordability that projects around Arlington only rarely achieve. Someone would have to make around $30,000 a year to qualify for the homes.

“We are adding much-needed affordable units to our inventory, and many of them are large enough for families,” County Board Chair Christian Dorsey wrote in a statement.

The project will also include an underground parking garage for residents, with a total of 96 spaces. Of those, 20 would be set aside to serve the Legion post specifically.

That represents a smaller number of parking spaces that the county’s zoning laws would typically allow at a development of this size. But county officials opted to sign off on the plans anyway, reasoning that many people living at the building will likely rely on the area’s Metro station and bevy of available bus stops to get around.

Even still, parking was a key concern for some neighbors. Some local leaders worry that the building’s larger apartments will attract families, who will bring cars and take up street parking in the neighborhoods adjoining the development.

The Ballston-Virginia Square Civic Association and Lyon Village Citizens’ Association both floated the idea of tweaking zoned parking limits in the area — the streets surrounding the development, like N. Kansas Street and 12th Road N., are currently off-limits to people without permits from 8 a.m. to 5 p.m. each day. Some neighbors proposed a 9 a.m. to 11 p.m. limit instead, but county officials weren’t inclined to grant that request.

In a staff report, the county noted that it’s still in the middle of a lengthy review of the residential parking permit program, with a moratorium on most changes to parking zones while that review moves forward.

That’s now set to wrap up sometime early next year, and county staff told the Planning Commission that they’re hesitant to make any zoned parking changes in the area until then — the County Board did, however, roll back some contentious restrictions in the Forest Glen and Arlington Mill neighborhoods earlier this year.

“In the future, if parking increases along 12th Road N. by non-Zone 6 permit holders, the hours of the RPP restriction could be evaluated based on the program’s guidelines at that time,” staff wrote in the report.

APAH also plans to construct a new section of N. Kansas Street running north-to-south between 13th Street N. and Washington Blvd, a move that staff hope will break up the area’s “superblock” feel. The new road will include some dedicated space for pedestrians and cyclists, and the developer is also planning to widen Washington Blvd near the project.

Eventually, the county also hopes to see 12th Road N. extended to provide an “east-west” connection across the property as well, though that will likely be finished only once the adjacent YMCA redevelops that property to allow for a new recreational facility and some new apartments on the site. A developer is also hoping to add 255 new apartments near the intersection of Washington Blvd and N. Kirkwood Road in the coming years.

APAH expects to fund the bulk of the $78.4 million project with federal Low Income Housing Tax Credit cash, though the nonprofit will also work to raise $3 million in private financing.

The Board also approved a $5.79 million loan for the project Saturday from the county’s Affordable Housing Investment Fund, a key tool designed to spur affordable development in Arlington. APAH expects to ask for another $5.375 million loan from the fund next year.
