Arlington is now in line to receive nearly $83 million in funding to help the county afford four major transportation projects over the next six years, including the construction of two bus maintenance facilities and a major expansion of transit options in Pentagon City.

The Northern Virginia Transportation Authority announced its new Six Year Program today (Friday), outlining the regional body’s plans to shell out a total of nearly $1.3 billion for transportation projects through 2024. The NVTA collects a select set of regional taxes, then identifies which construction efforts around the region are most likely to reduce in congestion before doling out money to help localities fund them.

State lawmakers recently decided to pull tens of millions of dollars away from the group each year, in favor of sending the money to Metro as part of the new dedicated funding agreement for the rail service. That’s constricted the NVTA’s ability to hand out funding for transportation projects, much to the chagrin of officials across Northern Virginia, but the group still has the capacity to help pay for 44 different projects around the region.

In Arlington, that includes:

  • $39 million for two new Arlington Transit operations and maintenance facilities
  • $28.8 million for Pentagon City road improvements and Transitway expansion
  • $10 million for improved traffic signals around the county
  • $5 million for a second entrance to the Crystal City Metro station

Notably, the NVTA declined to award additional funding to one of the county’s other top priorities: a second entrance to the Ballston Metro station. Arlington previously received $12 million from the group to start work on the effort, and was looking for another $72.3 million to make the project a reality, but NVTA leaders warned that such a project was unlikely to win out over other efforts more focused at relieving traffic congestion.

The $5 million for the second entrance at the Crystal City station is also substantially less than the $87 million the county requested to complete the project. County Manager Mark Schwartz has previously warned that Arlington’s funding challenges will make it difficult for the county to build both second entrances without the NVTA’s help, but the $5 million will help the county complete additional design, engineering and environmental work.

Those issues aside, the NVTA did manage to fund the bulk of the county’s request for the new ART facilities, the top priority for Arlington officials this year. The county is planning to spend a total of $98.4 million on additional facilities for buses over the coming years — a new “heavy maintenance” facility in Springfield and an “operations center” along Shirlington Road.

Some new condos could be on the way in the Arlington Ridge neighborhood, prompting county officials to weigh a proposal to extend S. Queen Street and make the new development possible.

After branching off from 23rd Street S., the 2400 block of S. Queen Street currently ends in a cul-de-sac and is lined with a series of townhomes as part of the Forest Hills development. But according to a report prepared for the County Board, a developer approached county officials with plans to build 12 additional town homes on some vacant land behind the neighborhood early this year.

To do so, however, the developer needs to build a new road to reach those homes and they’re hoping to construct a 300-foot-long extension of S. Queen Street. The development would sit adjacent to the Club Manor Estates, along S. Pierce Street and 24th Street S., as well as Oak Ridge Elementary School and Haley Park.

Should those plans move forward, the developer would be responsible for constructing the new road, though county staff did note that some Forest Hills homeowners have expressed concerns about the project.

“The street construction will remove landscaped areas in the Forest Hills development that are currently utilized by the residents, and may also include modifications to the existing S. Queen Street roadway in order to accommodate anticipated traffic generated by the new development,” staff wrote in the Board report.

The Board is set to vote at its meeting Saturday (June 16) on whether the road extension can proceed. If Board members give it the green light, the county’s Planning Commission would hold a hearing on the matter July 2, with a County Board hearing set for July 14.


The developer behind the renovated Ballston Quarter mall is pushing back its plans to open a new pedestrian bridge over Wilson Blvd, as part of a host of proposed changes to the project.

Forest City had originally hoped to open the overhauled bridge connecting the mall to 4201 Wilson Blvd and the Metro station in time for stores to begin opening this fall. Yet work on the bridge is “currently behind schedule and is now expected to be completed in the winter or early spring of 2019,” according to a report prepared for the County Board.

Accordingly, Forest City is asking the Board to tweak some of the planning documents governing the project to account for the delay, which county staff believe will allow for “additional time for public engagement” around changes to the bridge’s renovation. Staff are recommending that the Board push off any consideration of that request until next month, though Board members won’t get a chance to vote on that recommendation until Saturday (June 16).

County staff also suggest that the Board wait until its July 14 meeting to consider a request from Forest City to add “large media screens” to the development. The big TV screens would face Wilson Blvd as part of Ballston Quarter’s west plaza. A spokeswoman for Forest City said “nothing is yet confirmed” when it comes to the purpose of the screens.

The Board could take some action related to the development on Saturday, however. Forest City is hoping to open six “outdoor cafes” as the mall welcomes back patrons in September, though construction plans originally called for some additional landscaping and construction work to be completed before those restaurants could open.

Staff noted that Forest City’s plans are “not ideal,” but they also didn’t see any “public safety risk” in letting the cafes open first. They’re recommending that the Board approve the request, then consider individual permits for each restaurant over the course of the next month.

The developer has already unveiled a variety of restaurants and retailers that will open at the mall, with plans to release more information in the coming months.


Some major renovations are on the way for the GW Parkway as it runs from Rosslyn to I-495, and transportation planners want to hear from you about how the highway can improve.

The National Park Service, which maintains the road, is accepting public comments on the project from now through July 14. The effort is a long way from kicking off — the NPS has yet to even find funding for the construction — but officials are dubbing it a “major rehabilitation” of that section of the highway as it nears “the end of its design lifespan.”

According to a press release, the construction work will start at the parkway’s Spout Run Parkway exit and include:

  • Making drives smoother by replacing the asphalt pavement
  • Repairing stormwater management systems to keep excess water from damaging the road
  • Improving safety by strengthening roadside barriers and constructing new concrete curbs
  • Rehabilitating parts of two historic, scenic overlooks
  • Lengthening entrance and exit lanes at some interchanges

The park service’s current plans also call for the replacement of the stormwater drainage grates that line the parkway, which have long made for a bumpy ride for drivers. The construction would also include improvements at the parkway’s interchange with Chain Bridge Road in McLean, such as adding a new traffic signal to the area.

Anyone looking to comment on the project can do so on the NPS website, or attend a June 27 open house from 4:30-6:30 p.m. at Turkey Run Park in McLean.

NPS is tentatively planning on kicking off construction sometime in 2020.


Three troublesome intersections across Arlington are now set for some improvements, as part of the county’s “Neighborhood Complete Streets” program.

The county revealed yesterday (Wednesday) that it has chosen a trio of intersections for “pilot projects” of the program, which is designed to fund a whole host of local road projects in areas plagued by frequent accidents. In the coming months, workers will start construction at:

  • 6th Street S. at S. Adams Street in Penrose
  • N. Buchanan Street at 13th Street N. and 14th Street N. in Waycroft-Woodlawn
  • 6th Street N. at N. Edison Street and N. Emerson Street in Bluemont

At 6th Street S., officials chose the intersection due to its “extremely wide pedestrian crossing,” according to the county’s website.

“Though there is a center median, it doesn’t provide a refuge for pedestrians crossing 6th Street South, which is both a bicycle and transit route,” staff wrote.

Similarly, county staff note that the “intersection of 6th Street N. and N. Emerson Street has a sharp bend that leads to the intersection of 6th Street N. and N. Edison Street, which is extremely wide.”

“The large width of this neighborhood intersection makes it easy for cars to travel quickly through this area, even while turning, and makes for a longer pedestrian crossing,” staff wrote.

Finally, the county is aiming for improvements at N. Buchanan Street in order to make it easier for pedestrians and cyclists to gain access to nearby Woodlawn Park.

Officials have yet to decide on the exact details of the construction at these intersections, and will hold a series of public meetings to collect community input:

  • 6th Street S.: Trinity Episcopal Church Children’s Center, Tuesday (June 19) at 7:30 p.m.
  • N. Buchanan Street: Entrance of Woodlawn Park at N. Buchanan Street and 14th Street N., June 23 from 9:30 to 11:30 am and June 25 from 8:30 to 10:30 am.
  • 6th Street N.: Arlington Traditional School, June 27 at 7:30 p.m.

The county is planning to add “tactical/interim improvements” at each intersection this fall, as it works on more extensive plans.

Arlington officials picked these three projects after asking for public submissions of tricky intersections around the county and reviewed 169 potential projects in all. The county is currently studying all of those intersections, and will eventually score and rank each one for potential funding going forward.

However, transportation officials warn that the county’s recent budget squeeze has forced staff to trim funding for the program a bit, though they have not eliminated it entirely.


(Updated at 3:25 p.m.) There may be a way to satisfy parent demands for equitable amenities at a new high school program near Columbia Pike — but it comes at a cost.

The School Board is nearing a vote on a new Capital Improvement Plan, which will guide the next 10 years of school construction, and that means time is running out for officials to tinker with plans for the Arlington Career Center. The site will eventually be home to an additional 1,050 high school students, but the Board has yet to settle on just how it will move forward with building on the property.

Parents in the nearby Arlington Heights neighborhood, in particular, have expressed concerns about how many athletic fields and parking options will be available at the Career Center, particularly when compared to the county’s other high schools.

Under the version of the CIP the Board reviewed at its meeting last Thursday (June 7), the school system would build an underground parking lot at the site with a synthetic field on top — but that will only happen in 2026, two years after space for 800 students is set to open up at the Career Center.

For some parents, such a delay seemed worrisome, particularly as students search for open field space for sports. Accordingly, the Board reviewed a plan at a work session Tuesday (June 12) that would ensure the garage and field get built by 2023, pushing off the 800-seat expansion, and simultaneous construction of a performing arts wing, until 2025.

“The community really needs us to define what wrap-around supports we’re going to provide there to make it an equitable experience for high school students,” said Board member Nancy Van Doren.

The plan would also address some of the Board’s funding concerns. Initially, Arlington Public Schools was set to pay for all this construction using bonds, a process that would’ve piled up more debt than school budget minders are usually comfortable with. This revised proposal calls for APS to shell out $24 million from its capital reserve fund to help pay for the Career Center work, cutting down a bit on the school system’s debt load and shifting the reserve money from future elementary and middle school projects.

Board members did express some consternation about drawing down a reserve fund so substantially — Vice Chair Reid Goldstein suggested he had plenty of “heartburn” over the prospect that the Trump administration’s tariffs on steel and aluminum could jack up construction costs in the future, meaning those reserves could come in handy down the line. Yet most expressed a willingness to embrace the proposal, all the same.

“I see the tradeoffs,” Van Doren said. “But we need to fund as many seats as possible out of our own pocket right now.”

That’s because the County Board has its own money troubles to worry about, and likely won’t be able to help APS fund additional school construction.

Matt de Ferranti scored a decisive, 20-point win in his bid to become the Democratic nominee for the Arlington County Board — but with that success comes the daunting task of figuring out how to beat an incumbent who twice put up double-digit margins of victory four years ago.

De Ferranti, an advocate for Native American education, didn’t have much trouble overcoming cybersecurity professional Chanda Choun in yesterday’s primary. He earned more than 7,000 of the roughly 11,500 votes cast, and lost just two precincts to Choun, even though both were first-time candidates.

Yet the real challenge for de Ferranti will be translating his primary victory into a win this fall against independent John Vihstadt, who won both a special election and general election in 2014 after assembling a unique coalition of disaffected Democrats, Republicans and even local Green Party supporters.

“I’m looking forward to building the strongest grassroots campaign the county’s ever seen, because that’s what it will take to win,” de Ferranti told ARLnow. “But there’s time yet to get to the general. For now, I’m just very grateful for the team we built and the support we were able to build across the county.”

Many of the county’s top Democrats seem to think de Ferranti has what it takes — he earned the endorsement of three state legislators, two School Board members and a whole host of former elected officials during the primary. The county’s Democratic Committee also praised de Ferranti as a “terrific addition” to the party’s ticket in a statement Tuesday night, praising his focus on “maintaining our excellent schools, addressing housing affordability, improving our transportation system and stimulating a strong economy for all.”

Other observers, however, are less optimistic. While de Ferranti did win handily, he also ceded roughly 40 percent of the vote to a candidate in Choun who was broadly unknown in political circles before suddenly jumping into the race in February. Even with predictions of a “blue wave” election in November, it might not be enough to get de Ferranti over the top.

“It just really shows that his support is very thin, and there’s not much of it,” said Ben Tribbett, a veteran Democratic strategist. “John Vihstadt has got to be ecstatic… In my mind, it will be very difficult to lose as a Democrat in Arlington in this kind of environment, but it’s possible he’ll do just that.”

In particular, Tribbett points to the anemic turnout in the primary as reason for de Ferranti to be concerned. Though he never expected voters to flood to the polls for a local primary, he noted that Alexandria’s mayoral primary attracted roughly 10,000 more voters to the polls than the County Board race did.

Considering that Arlington has roughly 70,000 more residents than Alexandria, Tribbett finds that result “very telling.”

“A primary electorate of 11,500 shows it was essentially the people who always show up and vote, it doesn’t indicate real levels of support,” Tribbett said. “He’s trying to run as an establishment politician, when he’s not a politician and nobody knows him.”

Arlington could soon kick off work on improvements at one of the county’s trickiest intersections for pedestrians and cyclists.

The County Board is set to approve a $2.5 million contract for the overhaul of the “Clarendon Circle” — the area where Clarendon, Washington and Wilson Boulevards all meet, just past the Metro station.

Planners have hoped for years now to add improvements to the intersection, like shortening the distances pedestrians have to walk across roads. The work will also include the installation of additional bike lanes, the widening of Washington Boulevard to four lanes — while nixing the current reversible lanes — and the addition of upgraded traffic signals.

Plans also call for adding a “green streets” element to better manage stormwater on N. Irving Street, next to the Silver Diner.

The Board is scheduled to vote on the construction contract at its Saturday, June 16 meeting as part of its consent agenda, which is typically reserved for non-controversial items. Should Board members approve the deal, the county estimates that work could begin this fall and wrap up in the winter of 2020.

The Clarendon Circle project is designed to move in conjunction with the county’s plans to do away with the reversible lanes on Washington Boulevard and create a “T” intersection with 13th Street N. That construction is projected to kick off in the winter of 2019, after the Board voted on May 22 to let the redevelopment of the nearby Red Top Cab properties move ahead.


Arlington voters can rest easy that Tuesday’s primary contest will be safe from cyberattacks, as local and federal election officials alike tout the county’s sound methods for counting ballots.

County election administrators welcomed a contingent from the U.S. Department of Homeland Security today (June 12), who swung by to study how Arlington is managing its voting technology as the threat of foreign meddling continues to loom large ahead of the fall’s midterms.

County Registrar Linda Lindberg touted her office’s “practical and low-key approach” during the visit, noting that the county uses paper ballots for all its elections. Though it may seem like an antiquated approach in the age of smartphones, election security experts have increasingly urged localities to abandon electronic voting machines in favor of having a paper record of all ballots cast, should intruders find a way to breach their systems and attempt to alter vote totals.

“Arlington takes a very pragmatic and a keep-it-simple approach,” Chris Krebs, a senior DHS official focusing on cybersecurity, told reporters. “We need to continue that trend toward a voter-verifiable paper trail… That’s the progress that we’re seeing nationwide.”

Krebs says he’s spent the last few months making similar trips and sitting down with state and local officials to make sure they understand the cybersecurity risks associated with voting technology. He added that federal officials are hoping to offer any help they can to localities struggling with securing their systems, though he noted that Arlington doesn’t need much in the way of resources.

Lindberg says her office has all manner of “checks and balances” throughout the process of testing vote-counting machines to insure that nothing was amiss before voters started showing up at the polls. She also noted that she’s set up a robust screening system for “spear phishing” attacks, after would-be hackers targeted elections officials in other states to try and trick them into clicking on fraudulent emails, giving them access to election systems.

“Arlington County actually has very strong, stringent controls in terms of the phishing attacks we’ve seen, mostly through emails,” Lindberg said. “We have good training, good screening of spam emails. In fact, important emails sometimes end up in my spam folder so you have to go back and look at that sort of thing.”

By and large, however, Krebs says DHS hasn’t seen the same sort of attacks on election officials that they did ahead of the 2016 election. But with intelligence leaders continuing to warn that Russian operatives could very well try to interfere with the midterms as a preamble to the presidential race in 2020, Krebs also doesn’t want to see local officials let their guard down.

“Even though we haven’t seen any activity the way we did in 2016 with direct threats to election infrastructure, we don’t need that direct threat,” Krebs said. “We take this issue very seriously.”


A pop-up library in Crystal City could stay open through the end of 2019, should Arlington officials give the project the green light to continue this weekend.

The County Board is set to vote Saturday (June 16) on a lease extension for “The Connection,” a one-room library located at 2100 Crystal Drive. The county’s public library system opened the small space in the Crystal City Shops in 2016 as a way to expand access to books and select tech equipment, particularly for people who feel cut off by Route 1 from accessing the Aurora Hills library near Pentagon City.

But the library’s lease at the shopping center is currently set to expire at the end of the month, and the county’s budget squeeze means that Arlington Public Library will lose some of the funding it previously set aside to run the pop-up location.

Nevertheless, County Manager Mark Schwartz is recommending that the Board approve an extended lease with the Crystal City Shops, through Dec. 31, 2019, and county staff note in a report that the public library system fully expects to continue funding the pop-up library through its own budget.

The matter is set for review as part of the Board’s consent agenda on Saturday, a slate of items typically approved without much debate.


A new fast casual restaurant offering all manner of Asian street eats is opening up this month in the Arlington Ridge Shopping Center.

Kovi Asian Street Food Kitchen will hold its grand opening on June 30, with a soft opening set for sometime in the “next few days,” lead chef and owner Vi Nguyen told ARLnow. The eatery will be located at 2921 S. Glebe Road, once the site of longtime restaurant the Arlington Diner.

“This location just fit our wheelhouse,” Nguyen said. “There aren’t a lot of unique food options in the area for local residents… and because we promote healthy lifestyles, it’s such a good match to have a Gold’s Gym close by.”

While healthy eats are indeed a focus for Nguyen, he says his main pitch to diners is simple: “I make tasty food.”

He’s run a food truck bearing the same name for the last few months now, serving up dishes like Korean barbecue tacos and Vietnamese banh mi sandwiches throughout Northern Virginia. Nguyen says he’s even started offering poke bowls recently, and he plans to keep experimenting with “nontraditional tacos” at his first storefront — octopus tacos are one of his newest offerings.

Nguyen, who’s worked as a chef at both fine dining establishments and casual eateries around the D.C. area, says the Arlington Ridge location won’t be the only Kovi in the area. He already has a lease set for a location in Leesburg, and he’s envisioning opening “four to eight more” restaurants in the near future.

“Our plan for growth is very aggressive,” Nguyen said.

But first, Nguyen is planning on offering up plenty of promos at his Arlington store as the soft opening gets going, like giving some of the first customers to swing by Kovi free lunch for a month.

Nguyen’s new restaurant takes the place of a 32-year fixture in the shopping center. Arlington Diner closed last May, with its owner citing struggles in keeping up with the rent in his decision to move on.

Fairfax-based District Dumplings will be moving in next door to Kovi, taking the place of a Domino’s location in the shopping center. It initially appeared as if District Dumplings would be taking over the Arlington Diner space, but Nguyen stresses that Kovi is not affiliated with that restaurant.
