Another week of ramped up activity in Arlington!

Sellers are listing homes at a faster pace than buyers can ratify contracts despite strong showings, fantastic interest rates and beautiful weather. Buyers are still doing their part, with pending sales increasing for the past three weeks.

We’ve been hearing questions and concerns about local protests and how that may be impacting Arlington’s real estate market. We haven’t seen any direct impact on housing thus far but are closely watching current events as always.

Buyers — I encourage you to take a second look at properties that have been sitting on the market a little longer. Some of these are likely contemplating a price reduction and getting to them before that happens can spell huge opportunity. We’ve heard plenty of talk about how frequently price escalations occur — but they almost exclusively occur on newly listed homes, rarely on properties on the market for 2-3 weeks or longer.

There are currently 278 homes for sale in Arlington (256 last week). 137 are detached homes, 26 are townhouses/semi-detached, and 115 are condos.

Average days on market (DOM) is 41 and median DOM is 30. Average DOM dropped 19 days! This was helped by a number of properties going under contract that were listed many months ago as well as others being taken off market.

Sellers listed some 81 properties for sale this week. Buyers ratified 58 contracts, 30 of which were homes that had been on the market one week or less. Average DOM for ratified contracts this week was 16, and median 6!

The median list price of available properties is $1,087,000, while the average is $1,184,691. Last year for the same week, sellers listed 91 homes and buyers ratified 78 contracts. This was a huge drop last year from the previous week, and now we have the first time in many months that our 2020 activity is stronger than the 2019 data.

Immigration law and policy depend heavily on who occupies the White House.

With that in mind, we think it’s important for our fellow citizens to know what the major candidates propose to do about an important issue. In this column, we’ll discuss former Vice President Joe Biden’s platform. In our next column, we’ll discuss President Trump’s platform.

Biden’s proposals can be divided into two main categories: rollback and reform. The rollback policies simply reverse moves by the Trump Administration, and the reform policies move American immigration policy beyond the status quo ante.

Here are the rollback provisions, which provide a useful precis of how remarkably vigorous and variegated the Trump Administration’s immigration policies have been:

  1. End the Family Separation policy at the U.S. border for migrants seeking asylum.
  2. Reverse Attorney General rulings which impose additional evidentiary burdens on victims of gang violence and domestic violence seeking asylum.
  3. End the Migrant Protection Protocols — the “Remain in Mexico” policy for Central American asylum seekers.
  4. Abolish the new Public Charge Rule, which prevents potential green card holders from immigrating to the United States unless they can provide a great deal of evidence of future financial self-sufficiency.
  5. End the Travel Bans, which prevent all travel to the United States from certain countries which the Trump administration regards as a security threat to the United States.
  6. End the “National Emergency” which permits the Administration to transfer funds initially allocated to the Department of Defense for construction of a border wall.

These proposals are unsurprising. The rest of Biden’s platform is more interesting:

  1. Reinstate the Deferred Action for Childhood Arrivals (DACA) program and ensure that DACA recipients are eligible for federal student loan assistance.
  2. Offer a path to citizenship for TPS (Temporary Protected Status) recipients.
  3. “Aggressively advocate for legislation” to pass comprehensive immigration reform.
  4. Decouple temporary workers (e.g., H-1B employees) from employers. This would have the salutary effect of decreasing employer power over temporary immigrant workers.
  5. Prioritize high-wage temporary workers over low-wage temporary workers. Here, I think it’s worth quoting the platform in full, because the proposal isn’t quite clear. “Biden will work with Congress to first reform temporary visas to establish a wage-based allocation process and establish enforcement mechanisms to ensure they are aligned with the labor market and not used to undermine wages.”
  6. Add a location-based system for encouraging immigration to economically depressed parts of the United States, by allowing cities and counties to act as petitioners. Immigrants would be bound to work and reside in the city or county that petitioned for them, which would create interesting issues both for municipalities and immigrants themselves. This proposal is in tension with the ‘decoupling’ proposal for private employers detailed above.
  7. Double the number of Immigration Judges, court staff and interpreters. On that point, at least, Biden and Trump are completely in agreement. With a backlog of over one million cases, the Immigration Courts desperately need the help.

Biden’s platform is long and ambitious, and we were only able to hit the highlights in this space. We’re glad to answer any questions that you have about these proposals. As always, we welcome any comments and will do our best to respond.


Every day for 29 years, Arlington’s venerable Delhi Dhaba Indian Restaurant has opened its doors on Wilson Boulevard and entertained grateful guests with authentic flavors transported from New Delhi.

Even Delhi Dhaba regulars may not know what a “dhaba” is, but the word informs the philosophy behind the cooking. A dhaba is a roadside café, serving wholesome and hot Punjabi food to weary travelers in search of a hardy and inexpensive meal. That tradition continues, and has continued for nearly 30 years, at Delhi Dhaba. And they are very happy as a popular Arlington small business, owned by Arlingtonians, to open their kitchen once again.

The new “Family Meal” combination offers four samosas, two chicken entrées, a vegetarian entrée, two orders of naan and two orders of rice for $39.95, and is proving very popular as a carryout offering. As it should: It is one of the best deals in Arlington.

Prior to the lockdown, AAC was providing regular “Art Club” meetings for children in residence at Bridges to Independence. When that effort was derailed by COVID-19, AAC began delivering project kits complete with art supplies to keep the kids creatively engaged.

“During these uncertain times, Bridges to Independence’s youth have been able to depend on Arlington Arts Center. Our youth in shelter have been weighed down this year, and Arlington Arts Center has given them a creative outlet to shine through. This amazing group has provided bi-weekly interactive, fun art activities for all our youth in shelter. They understand that our families do not have basic art supplies and provide a new set each time. With national economic headlines starting to edge positive, the real estate market in Arlington County remains hot.

According to newly released April data from Bright MLS, the median sale price of homes in Arlington County increased by 5% from April 2019 to April 2020. Inventory throughout the county remains tight, with a 12% decrease year-over-year.

The list versus sale price average hovered at 100.5% and the average days-on-market is 12. The bottom line: Inventory remains tight, homes are moving quickly and pricing is strong/competitive.

The broader Washington, D.C. region has historically been anchored by high salaries, low unemployment rates and a strong infrastructure, all of which continue to positively contribute to our real estate market here.

Question: The last time I bought a house, the market was much more favorable for buyers. I’ve heard so much about competing offers and the need to submit a strong offer, but what exactly does that mean?

Answer: Other than price, there are about a dozen terms included in your offer that will determine its strength — the value/appeal it has to the seller. Of course, every home owner wants to get the most money possible, but they also care about when the sale is executed, the likelihood of getting to settlement, renegotiation periods, risk and more.

Sometimes a seller takes a lower offer price in exchange for better supporting terms. Understanding what type of offer is appropriate/necessary for a property and how certain terms change your (buyer or seller) risk exposure on the transaction is critical.

Let’s take a look at some of the terms included in most contracts that have the biggest impact on the actual or perceived strength of an offer.

Price/Escalation Addendum

This is an obvious one. Higher price = stronger offer. Escalation Addendums are common when there are multiple offers, but how and when to use them is a nuanced, yet critical, decision.

The Escalation Addendum allows you to beat any competing offer by a specified amount, up to the highest amount (ceiling) you’re willing to pay for a property. Used correctly, it prevents you from leaving money on the table, while not paying too far above what the rest of the market is willing to offer.

Contingencies

The three most common contingencies are for the home inspection, appraisal and loan. Each provide the buyer with a set of protections that allow them to renegotiate and/or terminate the contract, without losing the deposit. Removing a contingency or shortening the contingency timeline increases the strength of an offer.

  • Home Inspection: It used to be standard for Arlington buyers to include a negotiation period in the home inspection contingency, allowing them to negotiate for repairs or credits based on the results of the inspection or terminate the contract. Now it is much more common for buyers to forego the negotiation period and simply retain the right to void (aka a pass/fail inspection), which is much more attractive for a seller. Even more attractive is when buyers perform a pre-inspection on the property (inspect before submitting an offer) and remove the home inspection contingency altogether.
  • Appraisal: If you’re using a mortgage to purchase a home, your lender will almost always require a property appraisal. The appraisal contingency allows you to renegotiate or terminate the contract in the event the home appraises for less than the purchase price. It is common for buyers to remove the appraisal contingency or agree to cover up to a certain amount on a low appraisal to increase the strength of an offer.
  • Financing: The financing contingency allows you to terminate the contract without losing your deposit if your loan isn’t approved. Many buyers who have undergone a thorough pre-approval process have enough confidence in their ability to secure the mortgage that they remove this protection, thus conveying a strong financial position to the homeowner.

Speed of Sale

Most sellers want to close (executed sale) as quickly as possible so cash-buyers have the biggest advantage here because they can usually close in a week or less. For the more than 80% of Arlington home buyers relying on a mortgage, many choose to work with smaller, local lender who can sometimes close in as little as 2-3 weeks. Offering a quick-close to a seller can give your offer a significant boost.

Melwood’s abilIT  IT certification training program prepares people of differing abilities, especially those on the autism spectrum and injured veterans, for jobs in technology and the success rate speaks for itself.

Seventy percent of the program’s graduates are either employed or interning at places like KPMG, GDIT and DARPA or they have gone on to post-secondary education. By pairing innovative, highly technical training with personalized soft skills instruction, abilIT equips participants with the skills they need to build lifelong careers as competitive technology professionals.

Joshua Nelson tried several career options before joining abilIT  but it was the skills training and professional development he learned at abilIT that landed him a job at the aerospace and defense corporation GDIT.

“I owe so much to abilIT and highly encourage anyone in a similar life situation to give it a try,” Josh said.

Right now, abilIT is looking for highly motivated candidates to fill its fourth cohort. Applicants must have a documented disability and a high school diploma or GED or be a veteran living with a service-related challenge. Exceptional applicants who do not meet the education requirement will be considered, upon demonstrating ninth-grade reading, writing and math levels.

Applications are being accepted on a rolling basis, but the next cohort will start on July 13 and end September 30. Candidates can register for this no-cost opportunity to train for in-demand jobs here!

  • Your financial institution: Reach out to your financial institution proactively to ask what solutions they can provide. This could include payment deferrals, refinancing and more.
  • Applying for unemployment: The CARES Act currently provides unemployment insurance to people who have been laid off, furloughed, or had hours or pay cut due to COVID-19. The process takes place through the state but the federal government is adding an additional $600 per week to your payment. Monitor the Virginia Employment Commission’s website for updates on unemployment insurance applications.
  • Federal student loan payment deferral: Take advantage of loans being deferred through September 30. You don’t have to make any payments during this time, and there won’t be interest or penalties levied against you. While private student loans don’t have this same option, you can still ask your loan servicer if they are offering any COVID-19 related relief.
  • Mental health & wellness: We know that many people across the country and in our own community are suffering right now. If you or someone you care about is looking for mental health support, Arlington provides a wonderful range of resources and tips for all aspects of mental wellness.

Words often fail.

But I’m not here to share my words today. I need to listen.

Listen, and read, and watch, and learn and grow. Because I don’t know about you all but I have always been drawn to beer because it is so absolutely human. It is so bound in community. Bound in what we owe to each other. I grow personally as the scope and diversity of my community grows — I hope you feel the same way.

Growth and change are rooted in better understanding, some of that needs to be rooted in today — we’ll get to that with the black voices below that give me continued insight into experiences outside my own — but so much is rooted in understanding our history.

I’m currently a few chapters into “The Warmth of Other Suns: The Epic Story of America’s Great Migration” by Isabel Wilkerson. But I’m a slow reader, and I absorb information much better through visual instruction, so I am also “binging” a video playlist on Black Voices and Black History put together by the creators of Crash Course.

In our present day — I just came off two years running brewery tours in Washington, D.C. and had the benefit of meeting thousands of people from all over. Fortunately I’ve stayed in touch here and there with both @TheIPAway from the DMV area and @CraftBeerKillah out of Atlanta, Georgia. I love following their takes on their respective beer scenes and consider it a huge part of my understanding of what people love about beer.

I’ve also been inspired by the work of the Black Beer Movement, and am still kicking myself not ever getting my hands on their collaboration beer with Right Proper — a peach fruited Saison called Cuffing Saison.

On a national scale the work done by Beer Kulture, and the book “This Ain’t the Beer You’re Used to” woke me up to the persistent racism that survives in the beer industry at all levels, as well as the different perspectives needed to create change and move forward — it in turn spurred me to find voices I hadn’t heard before like UnCapEverything out of Richmond and TheBrotherAtTheBar out of Chicago.

And I can’t really speak about the brewing industry without mentioning Dr J. Jackson-Beckham of the Richmond Area and Garret Oliver of Brooklyn Brewery, two huge figures who need no introduction I could ever give, but if you aren’t already following them in some capacity — fix that.

Closer to home in our DMV beer industry, I’d be remiss if I didn’t mention D.C.’s two black owned breweries Sankofa Beer and Soul Mega — and how much I greatly anticipate when they can begin distribution to Virginia.

At the same time I ran tours, I also worked with one of D.C.’s distilleries One Eight — I had the pleasure of working with and befriending Andrew, @FraudBartender, now the Tasting Room Manager — and worked a tasting table at an event in SE where I had no idea how lucky I was to meet Rabia Kamara owner of Ruby Scoops Ice Cream (Currently trying to finish a store build out in Richmond) and Angela Davis, The Kitchenista — creator of a Mac and Cheese recipe that may change your life.

Just thinking about that Mac and Cheese makes me hungry and also makes me think of the “looks so good it’s unfair I can’t eat it right now” instagram feed of Chef James Turner, Head Chef at Blue 44 in D.C. — you like food? Yeah, I thought so. Me too. Go there, now.

And if all of that makes you thirsty for a beer, call or message your DMV breweries and ask that they participate in the collaboration, “Black” Is Beautiful, raising funds for legal defense reform. I’ll go on record that if my brewery partners brew it, I’ll stack it.
