Demand slides as inventory continues to decline — less contracts and less housing options in Arlington.

We’re in the doldrums, folks, even in hot, hot, hot Arlington County, the market still takes a breather approaching the holidays. Ratified contracts declined this past week, as did new inventory, approaching the end of the year. This is typical and doesn’t reflect what the market will look like just a month or two from now. I expect a robust market in the spring

Interest rates continue to inch up, currently sitting at an average of 3.12% for a 30-year fixed rate mortgage. There is broad, though not unanimous consensus that they will continue to rise through 2022. This is not likely to impact the hyperlocal Arlington County market too much but will have an impact on other areas of the country with lower average household income.

This past week, buyers put 49 homes under contract in Arlington, 10 less than last week. 13 of the ratified contracts were on homes that had spent one week or less on the market. Of the 59 contracts buyers ratified, 17 were on properties that had spent one week or less on the market. Sellers listed 37 properties for sale this week, 10 less than last week.

Inventory, always the story in Arlington, continues to drop off. Last week I told you it was the lowest in 22 months… and now we have 22 less options from last week. Of the 321 available properties for sale in Arlington, 72 are detached homes, 40 are town houses/semi-detached properties, and 209 are condominiums.

As of this week, the average list price of homes currently for sale is $803,137, and the median is $539,450. Average days on market (DOM) is 85, and the median is 57. Homes of all types throughout Arlington range in price from $100,000 all the way up to $4,250,000!

This week last year, there were 467 homes available for sale in Arlington! Average days on market was 73, and median was 56. Sellers had listed 31 homes for sale, and buyers ratified 46 contracts.

Question: Is the single-family home market still as intense as it was earlier this year?

Answer: In January I’ll do a deep dive into the 2021 market performance with a focus on home values, but this week I wanted to dig into some key supply and demand metrics for single-family, townhouse and duplex homes in 2021 to highlight how the intensity of the market has shifted over the course of the year.

I’m focusing on the single-family, townhouse and duplex (non-condo/apartment-style) market here because that was the market that exploded locally and nationwide in the wake of COVID. It’s important to note, however, when looking at the Arlington market that we didn’t experience nearly the extreme change as many other regional or national markets because things were already competitive thanks in part to Amazon HQ2 and because COVID-based demand tended to favor less expensive markets and markets that offered more space (land and house).

The trends for Arlington can be summarized below, highlighted by charts to follow:

Supply

  • Supply usually follows a familiar seasonal trend with low supply early in the year, lots of supply coming to market in the spring, followed by a consistent downward trajectory from summer through the end of the year. This year supply did peak in the spring, but maintained a more consistent volume of new supply through the rest of the year, with a surprisingly high number of homes offered for sale in Q4. My best guess for the strong Q4 numbers is that homeowners witnessed such impressive appreciation of their homes in the first half of the year (and second half of 2020) that they wanted to take advantage of current prices instead of timing the market for peak spring demand. It will be interesting to see if this negatively impacts listing volume in 2022.

Demand

  • Demand trends were consistent with their normal seasonal trends, albeit above average through the course of the year. Demand picked up quickly in Q1 and peaked in the spring, followed by a tapering of intensity in the 2nd half of the year. I believe that the tapering of the demand metrics in the 2nd half of the year was a combination of factors including, but not limited to, sellers raising prices based on first-half market performance, many of the most desperate buyers finding homes, buyers dropping out, and buyers focusing less on their home search as vaccines allowed people to return to travel and other plans. I expect strong demand in 2022, but without the crazy price appreciation we had in 2021.

The charts below highlight my supply and demand findings. A few notes on the data that makes up the charts:

  • The data is based on when a property was listed for sale, not when it sold. This gives us an accurate assessment of how the market performed at specific times during the year vs a trailing indicator of demand (using date sold).
  • I broke the year into two-week periods because I think it gives the right perspective on the information we want from the data.
  • To aid your reading of the charts Period 5 starts on February 21, Period 10 starts on May 2, Period 15 start on July 11, Period 20 starts on September 19, and Period 25 starts on November 28.
  • I removed new construction from the data because the way it’s listed often doesn’t reflect actual market conditions.
  • I removed homes with zero days on market because it generally reflects a pre-market/off-market deal and they aren’t helpful in this type of analysis.

The Market Moved Quickly, Gave Buyers Little Time to Think

Many buyers were forced to make significant purchase decisions in a matter of hours or even sight unseen to secure a good home. During peak spring demand, less than 20% of homes listed for sale sat on the market for more than two weeks and nearly 60% went under contract in less than one week.

Most Buyers Paid Over Asking Price

On average, buyers paid .2% over the asking price this year and for those who went under contract during a home’s first week on the market, the average buyer paid 2.8% over asking, peaking at an average of 5% over ask in the 9th Period (homes listed April 18-May 1). Remember, these are averages, there were plenty of people paying significantly more than that over the asking price.

Things have gotten slightly more manageable for buyers in the 2nd half of the year with a lot more homes selling at or below asking price, but even with tapering demand, buyers in the 2nd half of the year who go under contract in the first two weeks a home was listed paid an average of 1.5% over ask.

Supply Unusually High in 2nd Half, Average Days On Market Increasing

As noted above in my summary, supply volume broke familiar seasonal trends with a consistently strong flow of listings coming to market through the 2nd half and even into Q4. Thus, slightly less demand and unusually high new supply has led to modest increases in average days on market and less fierce competition.

The Merit Systems Protection Board (MSPB) is an appeals forum for federal employees and former federal employees to challenge various types of federal agency actions, such as serious disciplinary actions (adverse actions), retirement appeals, whistleblower matters and other types of cases. The most usual type of appeal for federal employees involves filing an appeal over a serious disciplinary action, such as removal from the federal service.

During an appeal a federal employee can choose to be represented by an attorney or not be. In almost all cases, however, the federal agency will be represented in the appeal by an attorney. This article discusses some of the reasons for retaining an attorney familiar with the MSPB process to assist you in an appeal. In other words, the reasons why it is important for a federal employee to retain an MSPB attorney. Here are some reasons why it is important for a federal employee to retain an MSPB lawyer for their appeal.

Federal Agencies Treat MSPB Cases Differently When an Employee Has an Attorney

One of the reasons why it is important to have an MSPB experienced attorney representing a federal employee is that it will very likely make a difference in how the federal agency treats the MSPB appeal at issue. Federal agencies allocate their attorney resources first to cases where an individual has their own attorney. Those cases tend to get the most attention because there are attorneys on both sides of the appeal.

In other words, where an appellant has their own attorney, the federal agency involved will focus more on that individual’s appeal merely because they have an attorney. This focus can help to settle MSPB appeals.

The MSPB Process is Much Like a Regular Court Case

One of the most important reasons why it is important to have an MSPB attorney represent a federal employee in the appeals process is the fact that it is a very serious type of appeal, functioning much like a court case. There is a general misperception that the process is designed for an employee to effectively represent themselves. An MSPB appeal functions much like a civil court case where there is discovery, the taking of depositions and the filing of briefs.

It is critical that an appellant have counsel to assist them in these difficult and sometimes complex processes. It is often the case where federal employees discovery this fact late and we are contacted after discovery deadlines have passed which can make appeals much more difficult to prevail in and/or settle. It is important to have an MSPB attorney early in the process.

Duct sealing is a great way to improve home comfort, save money and improve indoor air quality. How much of a difference in-home heating and cooling efficiency do you think duct sealing makes? According to the EPA, it’s as much as 20 percent.

What’s the big issue with duct sealing? 

For starters, your air ducts are a vital part of your cooling and heating system. Metal on metal ductwork connections are never a perfect fit, and over time ductwork can separate, creating holes and cracks.

These holes and cracks mean your air conditioning or heating is likely blowing into your walls, crawl space and attic and are creating uneven temperatures in your home. It also means air may be pulled from your crawl space or attic into your home in your air duct returns. That isn’t the healthiest air to breathe.

What’s the fix? 

A technician can seal your ductwork where it is visible using an adhesive called mastic, coupled with professional-grade foil tape. Believe it or not, duct tape is never recommended. The technician will also check for disconnected or poorly connected ducts and reattach them.

Most ductwork isn’t visible because it’s behind your walls, in your attic and crawl space, or beneath floors. Sealing that part of your ductwork requires an aerosol-based product. This process seals your ducts from the inside out. It is the most effective way to seal your ducts. This video helps to detail the process.
