Question: How has the cost of new construction single-family homes changed over the last few years?

Answer: First, thank you to everybody who voted in last week’s poll to decide how we would donate to locate charities. Arlington Food Assistance Center (AFAC) received almost 2/3 of the vote and thus a donation of nearly $1,000 to help feed our neighbors in need. Now on to this week’s real estate topic…

The cost of a single-family home has skyrocketed locally and nationwide, with the average cost of a single-family home in Northern Virginia increasing 31.6% from October 2019 to October 2021. This data includes resales of existing homes and new construction, with the majority of the sales being resales. Let’s take a specific look at how the cost of a new single-family home in Northern Virginia has changed over the last three years (hint: they also got much more expensive!).

A few quick notes about the data:

  • The data is limited to what has been entered into the MLS (Realtor database of record) and not all new construction makes it into the MLS, but the majority does and thus gives us an accurate reading of the market
  • Northern Virginia aggregate totals includes Arlington, Fairfax, Loudoun and Prince William Counties plus the Alexandria, Falls Church, Fairfax and Manassas Cities
  • In the table below Alexandria, Falls Church, Fairfax and Manassas refer to the County, not City, portions

Here are some highlights from the data I reviewed:

  • The average cost of a new single-family home in Northern Virginia increased a staggering 25.9% to an average sold price over $1.6M from 2019 to 2021
  • The biggest increase from the localities I reviewed was in Aldie, which increased 37.5% to an average cost over $1.25M from 2019 to 2021
  • The most expensive County for a new single-family home is Arlington, coming in at an average sold price just over $2M in 2021, trailed only slightly by Fairfax County, with an average sold price about $100,000 less than Arlington
  • The best value, on a price per square foot basis, for new construction in 2021 is in Manassas ($173/SqFt) and Dumfries ($183/SqFt) and the least value, on price per square foot, is McLean ($380/SqFt) and Arlington ($379/SqFt)

There have been at least 10 states that have legalized marijuana over the past 5-10 years. The change in state laws has led to significant confusion by security clearance holders about their ability to use marijuana while holding or seeking a security clearance.

States like Massachusetts or California have legalized marijuana, but marijuana use remains illegal under federal criminal law as a Schedule I drug. The state and federal conflict in laws has caused both confusion and problems for security clearance applicants or holders.

Security Clearance Rules Governing Marijuana Usage

Security clearance holders and applicants frequently run into security clearance problems under Guideline H of the Security Clearance Guidelines (Security Executive Agent Directive 4) because they don’t realize that the use of marijuana, even in a state that has legalized it, remains illegal under federal law.

I believe that these guidelines will be amended in the next 5-7 years to change the use of marijuana from a complete ban to an abuse standard, like with alcohol, but the issue remains a problem today for those in the security clearance world.

Additionally, the type of marijuana which is used makes no difference (e.g. candy form, chocolate, brownie, smoking) under the guidelines. We have seen individuals that have had security clearance problems stemming from eating a single gummy candy which contained the active ingredients of marijuana.

We have defended many security clearance clients who have engaged in the light (or even one-time) usage of marijuana, who have had difficulties in overcoming the presumption that even minor use makes one ineligible to hold or maintain a security clearance. If the usage was a long time ago, this can significantly help mitigate a security concern, but the trickiest situations arise when marijuana usage has occurred within the past year.

The key in such cases is to attempt to mitigate security concerns by showing abstinence, changes in attitude, changes in associations with friends that engage in drug use and counseling, where needed.

Guideline H of the SEAD 4 states that:

The illegal use of controlled substances, to include the misuse of prescription and non-prescription drugs, and the use of other substances that cause physical or mental impairment or are used in a manner inconsistent with their intended purpose can raise questions about an individual’s reliability and trustworthiness, both because such behavior may lead to physical or psychological impairment and because it raises questions about a person’s ability or willingness to comply with laws, rules, and regulations. Controlled substance means any “controlled substance” as defined in 21 U.S.C. 802. Substance misuse is the generic term adopted in this guideline to describe any of the behaviors listed above.

Traveling to the U.S. for the holidays? Here’s the info on new COVID-19 requirements!

Citizens! Readers! Fellow disease vectors! We are approaching that time of the year when we travel to be with loved ones, eat overrated food and consider throwing a turkey drumstick at Uncle Billy. Last year, very few people traveled, but this year has looked a bit more “normal” according to the TSA checkpoint travel numbers.

What does the new normal look like for those traveling to the U.S.?

On October 25, 2021, President Biden issued Presidential Proclamation 10294 rescinding the geographic COVID-19 travel bans which restricted travel for those from China, Iran, the Schengen Area, UK and Ireland, Brazil, South Africa and India, and adopted COVID-19 vaccination requirements for all international air travelers to the United States (with few exceptions).

According to the new Presidential Proclamation, all international air travelers must be fully vaccinated to enter the United States. Air travelers are now required to provide proof of vaccination before boarding a plane to the United States; but beware, not all vaccines are accepted. The CDC has published a list of vaccines that are approved or authorized by the FDA or on the World Health Organization emergency use list. The following vaccines are accepted:

  • Janssen/Johnson & Johnson (Single Dose)
  • Pfizer-BioNTech
  • Moderna
  • AstraZeneca
  • Covishield
  • BIBP/Sinopharm
  • Sinovac
  • Covaxin

The Proclamation provides some exceptions to the vaccine requirement (spoiler alert: no religious or moral convictions exceptions are included). These are as follows:

  • Children under the age of 18
  • Those who have participated in clinical trials for covid-19 vaccination
  • Those for whom covid-19 vaccines are medically contraindicated
  • Those who are granted humanitarian and emergency exceptions by the Director of the CDC
  • Those citizens of a country with less than 10% of the population vaccinated
  • Members of the U.S. armed forces and their spouses and children
  • National interest exceptions
  • Diplomats or persons on official government travel
  • United Nations travel
  • Sea crew members
  • Airline crew members

It is important to note that anyone subject to these exceptions will have rigorous testing requirements upon arrival, and will have to self-quarantine for 7 days (even if the test results are negative), or self-isolate (in the case of a positive result). Moreover, if these individuals intend to stay for longer than 60 days, they may be required to become fully vaccinated within 60 days of arrival or as soon as medically appropriate.

Happy Thanksgiving Arlington!

Thanksgiving is one of my favorite times of the year for many reasons. First, it is almost always spent with family, and I cherish time with family, especially because of how caught up in the fast pace of Northern Virginia things can get.

Second, the food is always amazing, and good food always brings people together. Third, tradition — there is just something to be said for a predictable meal with familiar people, coupled with plenty of relaxing afterward. Fourth, and I’ll elaborate a bit on what I’m grateful for below, but just the reminder that we all have so much to be grateful for and a day dedicated to just that!

I have much to be thankful for and it’s amazing how focusing on that can improve moods and outlooks on life. My three children are growing up fast, and it is truly a joy to be a part of it and watch as they learn and transform. My wife Laura and I moved our family into a lovely new home this year (I know a great Realtor, if you need one) and this year the Andors Real Estate Group helped 55 families with their real estate needs! Laura’s health coaching business has really taken off as well, and we’re both thrilled to be helping others through our work in different ways.

As you can imagine, even real estate agents look forward to the slower pace this week, where the market really does take a breather and we can all rest and reset. Some homes will go under contract this week, but very few new listings will hit the market. The expectation from sellers is that buyers are out of town or otherwise preoccupied, so it’s better to wait a week or two.
