The Virginia House of Delegates last week voted down Gov. Terry McAuliffe’s (D) plan to gut a towing bill that targets Northern Virginia. The bill now goes back to McAuliffe.

McAuliffe’s amendment to HB 1960 would have removed language preventing jurisdictions in Northern Virginia from requiring a “second signature” to authorize a tow from a commercial property. The second signature comes at the moment of the tow; the first signature is the contract that authorizes a company to tow from a particular property.

The bill would affect all of Northern Virginia, known as Planning District 8. It overrides regulations passed by the Arlington County Board last December to amend the county’s towing ordinance.

Included in the County Board’s package was a controversial provision requiring businesses to authorize individual tows. That provision brought objections from the Arlington Chamber of Commerce and others in the business community.

McAuliffe had tried to lessen the impact of the General Assembly’s towing bill by adding suggested language requiring the second signature. But Fairfax and Prince William counties Del. Timothy Hugo (R-40) said at the House’s reconvened session April 5 that requiring a second signature is not practical.

Hugo, the bill’s chief patron, said needing a second signature would prevent the likes of churches, restaurants and apartment complexes from quickly removing illegally parked cars.

“What this amendment would allow, is it would require every time the tower wants to tow that illegally parked car, they’ve got to find the preacher, the restaurant manager, the president of the homeowners’ association, they’ve got to find a second signature for that tow,” Hugo said during the debate.

Del. Rip Sullivan (D-48), a member of Arlington’s House delegation, said it was unfair that Northern Virginia be singled out in the bill while the likes of Stafford County and Virginia Beach can require a second signature.

“The question here is why should we single out one locality or one portion of the state to be treated differently from every other portion of the state,” Sullivan said. “There’s no justification that I’ve heard for doing so.”

Debate brought some testy exchanges on the House floor during the one-day session where lawmakers debated McAuliffe’s vetoes and proposed amendments to other passed legislation. Del. Patrick Hope (D-47) echoed Sullivan’s sentiment, asking why the bill only applies to Northern Virginia if it “is such a good idea,” and why it thus could not apply statewide.

“If the gentleman wants to put that bill in next year, he’s more than welcome to do so,” Hugo said in response.

Then Del. Mark Levine (D-45) questioned why Virginia Beach is able to keep prohibiting predatory towing but Arlington County cannot, and he said that McAuliffe’s amendment would make one towing standard apply across the commonwealth.

Hugo said the amendment would only affect Northern Virginia, then House Speaker Bill Howell (R-28) ended debate.

“How petty that Republicans would try to pass a law overruling a predatory towing local ordinance in Democratic Northern Virginia while allowing the exact same predatory-towing ordinance in Republican Virginia Beach,” Levine wrote in an email to supporters.

The House rejected McAuliffe’s amendment by a 67-33 vote. The governor now must either sign or veto the bill.


The county’s commemoration of the 100th anniversary of the United States’ entry into World War I began yesterday with a brief ceremony at the County Building on Clarendon Blvd.

Originally intended to be at the American Legion War Memorial in Clarendon Central Park, the event was forced indoors by inclement weather.

The ceremony was part of a series of commemorative events being held by the county’s World War I Commemoration Task Force throughout this year.

County Board member John Vihstadt, the Board’s liaison to the commission, gave opening remarks, followed by commission chair Dr. Allison Finkelstein. Vihstadt spoke of the significance of World War I to Arlington, as it helped transform the county from a rural outpost to the urbanized home of the military.

“We commemorate World War I because it is not just the story of our country, but our county,” Vihstadt said.

Finkelstein said future events will look to further engage diverse segments of the community, launch community service projects and confront tough issues, like the role of racism in the war effort.

The war memorial where the ceremony was to be held segregates the 12 local men who died in World War I, with two presented away from the others and labeled “colored.” There have been discussions in the past about changing the plaque, and Finkelstein said she wanted to “find a consensus for the best way to address this plaque and respect the challenges they faced in Jim Crow’s America.”

Ed Bearss, chief historian emeritus at the National Park Service, gave the keynote address and discussed America’s involvement in the “war that was to make the world safe for democracy.”


Arlington Public Schools’ preliminary FY 2018 budget has an $11 million gap in funding after the School Board approved its proposal last night.

The budget now stands at just over $614 million, down from Superintendent Patrick Murphy’s initial plan of $617 million.

County Manager Mark Schwartz’s proposed additional real estate tax hike, in part to help fund schools, would likely make up the shortfall in county funding. The state has also kicked in an additional $78,000 to help with construction projects.

“What we’ve done with our budget is taken it to the point where it fits with what the county manager has proposed to the County Board,” said School Board vice chair Barbara Kanninen. “We’re looking at the county manager’s proposal as his sincerest effort to do what’s needed at the county level. We hope the County Board sees it that way.”

During Thursday’s meeting, members found savings by again tweaking the budget plan. Savings include $1.8 million on technology, adding a transportation planner and removing a School Board staff member. Various other job cuts would only take effect if the County Board does not provide the extra money.

Board members emphasized that the savings on technology do not relate to the controversial one-to-one policy of giving each elementary student an iPad. Leslie Peterson, assistant superintendent for finance and management services, said that instead the savings have come through looking at the school system’s procurement of contracts.

School Board member Reid Goldstein said staff and elected officials have worked tirelessly to bring the funding deficit down from more than $20 million. He said that even with the efficiencies found, the budget plan balances educating students with fiscal responsibility.

“I think we’re in a spot where we’ve got something really viable and [it] does contribute to our needs, and the overwhelming cost of course is growth for next year,” Goldstein said.

School Board members presented the budget plan to the County Board earlier today. The County Board is set to adopt its budget and tax rates on April 22.


With residents still worried about the impacts of noise and increased air traffic around Ronald Reagan Washington National Airport, the region’s congressional representatives are pushing for change.

Yesterday, Rep. Don Beyer (D-VA) joined other D.C. metro area legislators in writing to members of the House Appropriations Committee to support airplane noise mitigation provisions in the fiscal year Transportation-Housing and Urban Development Appropriations Bill.

Beyer is a member of the Congressional Quiet Skies Caucus, and urged the committee to fund health studies on the effects of airplane noise. The legislators cited past studies that have linked excessive exposure to noise with hypertension and learning difficulties.

Beyer requested that appropriators include language directing the Federal Aviation Administration to expedite its review of current noise standards.

“Airplane noise is a pervasive problem around the United States, but especially in Northern Virginia neighborhoods below ever-shifting flight paths in and out of DCA,” said Beyer in a statement. “To date, the FAA has not satisfactorily addressed the situation, while the problem has worsened in many communities. It is past time for Congress to take action, and I hope my colleagues on the Appropriations Committee heed our call.”

Legislators also signed a bipartisan letter urging the Metropolitan Washington Airports Authority — which operates Reagan National and Dulles International Airport — not to add more flight traffic at DCA.

They point out that Reagan National has experienced six consecutive years of passenger growth and outpaced passenger volume at Dulles in both 2015 and 2016. In fact, they say domestic commercial passenger traffic since 2000 has increased by 50 percent at Reagan, but it decreased by 9 percent at Dulles.

Congress is preparing to work on legislation to reauthorize the FAA for this year. The delegation said that maintaining the current rules will allow Dulles and BWI to continue to grow and serve long-haul destinations, while also not subjecting National to additional traffic.

“Our airports enable Maryland, the District of Columbia and Virginia to access the global economy in ways that create jobs and opportunities for the region,” the letter reads. “Part of the rationale for the relocation of major corporate headquarters such as SAIC, Hilton Hotels, Nestle USA and Volkswagen of America is the connectivity our regional aviation system provides.”

Both the House and Senate are expected to consider FAA reauthorization proposals in the coming months. The current FAA authorization expires at the end of September.


Police closed part of westbound Arlington Blvd during the Friday morning rush hour after a collision between two cars in Arlington Forest.

Officers shut Route 50 from just before N. Henderson Road to the intersection with N. Park Drive at around 8:30 a.m. Drivers heading west on Arlington Blvd. were diverted around the crash scene.

A police officer at the scene said it appeared that the driver of a gray Acura tried to turn left from the westbound lanes collided with a white Honda heading in the other direction. Neither driver appeared to sustain injuries, and the Acura was able to drive from the crash to a tow truck.

Firefighters and medics spread sand on the street to soak up any spilled fluids from the cars.

Both cars were removed from the accident scene at around 8:50 a.m. The eastbound lanes remained open, with traffic passing through as normal.

Police closed a section of Washington Blvd in Virginia Square this morning after a U.S. Postal Service truck struck a utility pole.

Officers shut down the 3400 block of Washington Blvd between N. Kirkwood and N. Lincoln streets just after 11 a.m. Thursday.

The driver of the truck told police she turned left from N. Kirkwood Street onto Washington Blvd, but in the heavy rain and slippery conditions lost control of the vehicle and hit the pole.

No injuries were reported, there was reportedly no other traffic nearby and businesses nearby did not appear to lose power.

Crews from Dominion Virginia Power were on the scene to repair the pole and the power lines attached to it.


Three candidates for Arlington School Board looked to stake their claim for the Democratic endorsement in a forum dominated by talk of capacity, boundaries and diversity.

Incumbent James Lander faced challengers Maura McMahon and Monique O’Grady on Wednesday night at the Arlington County Democratic Committee’s monthly meeting. All three are vying for ACDC’s endorsement at next month’s caucuses.

And while there was broad consensus among all three on several issues facing Arlington Public Schools, there was some disagreement over respecting the system’s diversity and solving its capacity needs.

Lander said the School Board’s decision to issue a statement in support of its immigrant families earlier this year showed that APS stood with them.

But O’Grady said the statement did not go far enough to help support families in light of some of the anti-immigrant rhetoric stemming from President Donald Trump’s administration.

“We do have to do a better job of making those families feel safe in our community,” she said. “Putting a statement out is just a start.”

And in her closing statement, McMahon said respecting diversity includes ensuring a quality education for all students, regardless of economic or social background.

“We may all be at the same Arlington party that Mr. Lander refers to,” she said, “but we are not all eating the same meal.”

The candidates also differed on their approaches to solving APS’ capacity needs, as each year the system adds approximately 800 students. Lander said the provision of a short-term plan to add 5,000 seats at all levels in 10 years as well as a long-term plan would help ensure every student has a seat, but his challengers advocated for thinking differently.

O’Grady said more collaboration with the County Board is needed, as well as ensuring a school’s instructional program — whether a choice program or comprehensive — fits with the location’s needs. McMahon said APS must look at its current sites and examine if they are being used as efficiently as possible, and shake things up if needed.

“It might mean more complicated shifting around if necessary, but it will help in the long-term,” she said.

All three appeared broadly supportive of the additional 1 cent real estate tax hike proposed by County Manager Mark Schwartz to pay for APS’ budget needs.

They also agreed that the current practice of providing each elementary school student an iPad should be discontinued, if it means being able to pay for other budget needs like psychologists or social workers.

“We want to make sure our students have a love for reading, and some of that is done with a book,” said Lander.

The three candidates are on the ballot for the Democratic caucuses on May 9, 11 and 13, where a County Board nominee will also be chosen.


The Hello Kitty Cafe truck will stop by Pentagon Row this Saturday as part of its tour of the Mid-Atlantic.

The truck will park near the Designer Shoe Warehouse at 1301 S. Joyce Street from 10 a.m.-8 p.m. on April 8.

It will offer candy and Hello Kitty-branded promotional items like mugs, t-shirts and headbands and water bottles with bows on.

The truck appeared in Bethesda last Saturday, and will move north into Maryland, Pennsylvania and New Jersey after visiting Arlington. A tour is also underway on the West Coast.

The cafe truck debuted in 2014 at Hello Kitty Con in Los Angeles.


Updated 4:20 p.m. — Arlington police spokeswoman Ashley Savage said just after 4 p.m. that the suspect had been safely taken into custody.

Earlier: Arlington police responded to the Patrick Henry Apartments on Wilson Blvd Tuesday afternoon, closing roads and bringing in the SWAT team for a possible barricade situation involving a wanted suspect.

Department spokeswoman Ashley Savage said Arlington officers were called in at 12:30 p.m. April 5 to assist their Fairfax County counterparts serving an arrest warrant at 6172 Wilson Blvd, near Upton Hill Regional Park.

Police closed Patrick Henry Drive and had officers posted in cruisers blocking the entrance to the apartment complex. Meanwhile, SWAT officers carrying rifles patrolled the perimeter of a building and the department’s armored vehicle was on scene.

Savage said the SWAT team was called in out of an “abundance of caution,” given the highly populated apartment complexes in the area and to ensure the safety of children getting off school buses. She said that despite the heavy police presence, the arrest warrant was a “routine” serving and that there is no threat to the public.

As of 3:35 p.m., officers had still not been able to make contact with the wanted individual, according to scanner traffic, and pedestrian and school bus traffic was being rerouted in certain areas.


This year’s Columbia Pike Blues Festival will be headlined by three-time Grammy nominee Bettye LaVette, part of a lineup of blues, R&B and funk performers.

The 22nd annual festival is set for Saturday, June 17, from 1-8:30 p.m. at the intersection of Columbia Pike and S. Walter Reed Drive.

Jonny Grave kicks off the festival at 1 p.m., followed by Sol Roots with Carly Harvey at 2 p.m. The Full Power Blues Band follows at 3:30 p.m., before Rufus Roundtree and Da B-more Brass Factory at 5 p.m. and LaVette at 6:45 p.m.

LaVette has been touring and performing since the birth of soul music in the 1960s. She performed at the “We Are One” concert before President Obama’s first inauguration in 2008, as well as the Kennedy Center honors for The Who that same year.

Also at the festival, presented by the Columbia Pike Revitalization Organization, will be food and drink, arts and crafts vendors and activities for children.
