A plan for a pedestrian bridge between Crystal City and Reagan National Airport is headed to the Arlington County Board for endorsement this weekend.
Specifically, the Board is set to bless a girder-style bridge that will connect a future southern entrance to the Virginia Railway Express station at 2011 Crystal Drive to the airport’s Terminal 2. It is also slated to approve more funding for an engineering firm to further develop designs for the bridge, dubbed the CC2DCA multimodal connection.
“The goal of the project is to create an intermodal connection designed to meet the needs of a broad range of pedestrians, bicyclists, and micro-mobility users of all ages and abilities between the core of Crystal City, the Mount Vernon Trail, and DCA,” per a county report.
Currently, getting from Crystal City to DCA on foot or bike involves navigating a series of trails and crossings the county has previously described as “circuitous.”
“Once completed, the journey from the foot of the bridge to the newly constructed security checkpoint at DCA would be about 1,300 feet,” the National Landing Business Improvement District said in a pamphlet published last winter. “Once completed, the new CC2DCA Multimodal Connector would make National Landing the only downtown in the country with its main street within a comfortable 5-minute walk from a major airport.”
After endorsing the project on Saturday, the Board is set to approve a new $4.2 million contract with Boston-based civil engineering firm Vanasse Hangen Brustlin, Inc. (VHB) so it can begin drafting preliminary designs. This includes nearly $386,000 in contingency.
Although it may seem incremental, the county says these signs of progress are important milestones in the years-long project, which the county projects could be completed in 2028.
First, this step forward means that a conceptual design phase and environmental review process led by the civil engineering firm VHB are wrapping up.
The County Board approved its first contract with the engineering firm in the spring of 2021 for design work.
Since then, the county, VHB and state and federal agencies winnowed down 16 initial bridge and tunnel connections to a “preferred alternative” and a runner-up bridge proposal, both unveiled last October.
The county says the U.S. Army Corps of Engineers, the Environmental Protection Agency and the National Parks Service signed off on the “preferred alternative” this February.
Two months ago, the County Board allowed the by-right construction of 2-6 unit buildings on lots previously zoned for single-family homes.
Prior to voting for the changes, Board Chair Christian Dorsey and member Katie Cristol announced that they would not be seeking reelection. Those vying to replace them vary widely in their stances on Missing Middle, though a forum last week hosted by Arlington County Democratic Committee revealed areas of common ground.
Some Democrat hopefuls opined about how the process leading up to the zoning changes divided the community and revealed how renters are underrepresented in civic life. Mostly, the candidates suggested that they are focused on life after Missing Middle and supporting other policies to help people afford to live in Arlington.
“We don’t get a do-over. There is no do-over, there is only a do-next,” said policy analyst Maureen Coffey. “We need to learn from this process, what went wrong — never repeat that ever again — and move forward, bringing everyone to the table to talk about how this is going to play out and what we need to solve our housing and larger issues.”
All of the candidates agreed the county will need to analyze data before deciding on next steps.
“Monitoring closely is going to be really important — especially monitoring on elements of diversity and affordability,” said Susan Cunningham, who has run for County Board before as an independent and criticized the zoning changes.
Cunningham suggested modifying rules for accessory dwelling units and for lot coverage, which could curb the development of large homes oft-derided as “McMansions.”
“My biggest problem with Missing Middle was not just the process but the fact that we did not do a comprehensive look at housing,” Cunningham said. “Housing is complicated and housing this whole community in its diversity and amazingness is also complicated, and we oversimplified that in my opinion.”
To that end, another candidate opposed to the changes, real estate agent Natalie Roy, detailed her views on housing in a three-part plan. It includes implementing a proposal from the Arlington branch of the NAACP to prevent the displacement of low-income residents.
Roy said the county should provide a public dashboard showing where and what kind of permits are issued, as well as the selling price for completed units. Arlington County has already committed to publishing this data once it becomes available.
Missing Middle supporter Jonathan Dromgoole said he too is watching where the units are built. Next, he said, the county should focus on shoring up the dwindling supply of relatively inexpensive, market-rate units. This is something Arlington County is already looking at as these units are continuously lost to redevelopment and rehabilitation.

A Rosslyn-based startup says it is on a mission to help companies adopt artificial intelligence responsibly.
The company, Trustible, announced in mid-April that it emerged from “stealth” — a quiet period of growth and initial fundraising — with an “oversubscribed” $1.6 million in “pre-seed” funding, tech news outlet Technical.ly D.C. first reported.
That money will go toward hiring employees and improving its government compliance solutions. These are aimed at helping companies demonstrate they are following emerging government regulations, such as those poised for adoption by the U.S. and the European Union, per a press release.
As this technology rapidly improves, companies worldwide are racing to adopt and adapt to it. In that haste, however, Trustible founders Gerald Kierce and Andrew Gamino-Cheong worry organizations could wind up not complying with government regulations and unleashing harmful applications of AI.
“AI is becoming a foundational tool in our everyday lives — from business applications, to public services, to consumer products,” they wrote in a blog post last month. “Recent advances in AI have dramatically accelerated its adoption across society — unquestionably changing the way humans interact with technology and basic services.”
Companies ramping up their use of AI are entering uncharted waters, however. The founders say these organizations have to answer tricky questions like whether AI can be biased and who is liable AI breaks the law or produces results that are not factual. They worry about misuses such as wrongful prosecution, unequal health care and national surveillance.
“With great power comes great responsibility,” they say. “Despite good intentions, organizations deploying AI need the enterprise tools and skills to build Responsible AI practices at scale. Moreover, they don’t feel prepared to meet the requirements of emerging AI regulations.”
That is why demonstrating trust in AI will be key to it being adopted successfully, say Kierce and Gamino-Cheong.
“Many of the challenges we’ve outlined require interdisciplinary solutions — they are as much of a technical and business problem as they are socio-technical, political, and humanitarian,” per the blog post. “But there is a critical role for a technology solution to accelerate Responsible AI priorities and scale governance programs.”
That is where Trustible comes in. It provides all the minutiae companies need — checklists, documentation tools and reporting capabilities — to adopt AI as governments try and concurrently develop ways to regulate it.
The platform helps organizations define policies, implement and enforce ethical AI practices and prove they comply with regulations, in anticipation of compliance reviews and AI audits.
Already, the U.S. and Europe appear poised to adopt regulations, they say.
In the U.S., the National Institute of Standards and Technology has released a framework the founders believe will inform any pending federal regulations. Meantime, the White House has released an “AI Bill of Rights” the founders say serves as a blueprint for institutions looking to develop internal AI policies.
Voting to determine which School Board candidate gets the endorsement of the local Democratic party kicked off yesterday and continues this week.
Candidates Angelo Cocchiaro and Miranda Turner are vying to be the Democratic-supported candidate who will run in the general election in November to replace outgoing School Board Chair Reid Goldstein. The winner will face any independent candidates, which so far includes James “Vell” Rives, who is running for the second time.
Both Democratic hopefuls continue racking up high-profile endorsements. In addition to Goldstein’s support, Cocchiaro was endorsed by the political action committee of the teachers union, Arlington Education Association (AEA). Turner earned the support of some Arlington County Board members, former chairs of Arlington County Democratic Committee and community leaders.
In a statement released Friday, the political action committee representing Arlington Public Schools educators and staff said it believes Cocchiaro’s “youthful vision and strong commitment to students, educators and the labor movement will make him a fresh voice for APS.”
“He impressed the interview committee with his student activism in support of educators in West Virginia,” the statement continued. “His support of labor rights and collective bargaining will serve our students, community, and staff well by giving those on the front-lines of providing educational service to our community a real voice in planning to make it the best it can be.”
The teachers union recently won an election by county school employees to be the exclusive representative for educators once collective bargaining begins with Arlington Public Schools.
Cocchiaro said he is willing to go the extra mile “to be a prizefighter for our teachers and school staff.”
“There are those who would create an artificial, invisible wall between AEA and the School Board,” he said in a statement. “Let me be clear: not me. As a Democrat’s Democrat, I’ll always take the side of labor over management — I’ll have their back — and that’s never going to change.”
Cocchiaro says he will fight for “raises that beat inflation,” 12 weeks of paid family leave and a “Live Where You Work” housing support program. Arlington County offers financial assistance to eligible staff looking to rent or buy in Arlington and APS has offered similar grants in the past.
Turner also advocates for better pay and benefits and paid parental leave for APS staff. She says the school system should let staff who live in Arlington enroll their children at the school where they work, and says the county and school system should explore providing grants to teachers looking to buy a home in Arlington.

When a member of Arlington County’s climate change committee took the dais earlier this month, she told the Planning Commission that she had good and bad news.
After evaluating the environmental commitments from JBG Smith for its Americana Hotel redevelopment project, the Climate Change, Energy and Environment Commission (C2E2) gave the project a score of 64.
“Sixty-four is a terrible score but it’s one of the best scores we’ve given,” member Cindy Lewin said.
She commended JBG Smith for participating in national and local programs incentivizing sustainable projects, and, at her request, meeting with a coalition focused on decarbonizing buildings. But, she emphasized, the building will still use significant fossil fuels.
“Arlington County is not going to be able to meet its commitments to climate change, to carbon neutrality and to its [Community Energy Plan] and sustainability goals if we continue to approve so much development,” she said.
Arlington County, which has long been recognized nationally for its commitments to environmental sustainability, is trying to move away from fossil fuels. The burning of such fuels releases carbon into the atmosphere and contributes to a warming planet and other climate changes.
Since resolving in 2019 to neutralize its carbon emissions by 2050, Arlington County has already reached an important milestone toward that goal and knocked out other goals along the way.
In January — two years ahead of schedule — all county operations moved to renewable electricity, mostly because it is buying electricity from a new Dominion solar farm in rural Virginia. Arlington hired a first-ever Climate Policy Officer, purchased electric school buses and published the first edition of a quarterly publication showcasing its climate progress.
“Arlington, in general, is performing very well,” says Arlington County Board Takis Karantonis. “With what we set out to accomplish, we are at a nice level of completion.”
He says going forward, gains will be harder to achieve.
“We will have to electrify transportation and convince people not to drive so much,” he said. “We will have to make sure that new buildings are built at far higher standards than they were before.”
ARLnow spoke with leaders of a half-dozen environmental advocacy groups and every one of them commended the county — but said it is moving slowly and disjointedly toward electrifying everything from county buses to private development projects to single-family homes.
If it moved faster, they say, the county would live up to its reputation and show organizations and individuals these lifestyle and business changes are not only possible but necessary.
“What the scientific community is saying is that we have to cut carbon emissions by 50% by 2030 if we are to avoid going past what we need to to keep temperature rises at a manageable level,” C2E2 Chair Joan McIntyre said. “This is a critical thing we have to move quickly on and there’s a sense that that urgency is not seen in how the county is moving forward.”
These leaders hope the long-awaited climate czar, Climate Policy Officer Carl “Bill” Eger, will have the authority to steer a “whole of county” approach to reaching carbon neutrality. Julie Rosenberg, who leads the Arlington branch of Faith Alliance for Climate Solutions, says she has “ridiculously high expectations” for Eger.
“My hope is that he has staff and brings enthusiasm to decision-making and expectations so that it doesn’t feel like they look up and their bosses are so focused on getting the job done today,” she says. “I was a bureaucrat. It’s hard to run the train and envision a new path ahead but we have to do it. We don’t have a choice.”
In a conversation with ARLnow, Eger said some siloing is inevitable in local government but many divisions of Arlington’s government are working to solve problems collaboratively. His vision for a “whole of county” approach goes beyond the headquarters at 2100 Clarendon Blvd.
“As we look to the future, we are looking at a ‘whole of community’ thinking,” he said. “The county is the trusted institution standing behind the foundation of the work, bringing up community foundations, neighborhood groups, institutions, nonprofits and universities, to bring together resources and creativity, ways of problem solving and embedded intelligence to work toward contributing to solving climate change.”
He says his first aim is to integrate climate into policy conversations the way the county evaluates equity in its major policy discussions so it remains top-of-mind for the government.
“It sounds odd, off the cuff, close to three years after the grand opening to do a party, but this was the first time in the timeline to do it,” VIDA Fitness Director of Operations Aaron Moore tells ARLnow.
The D.C.-native fitness club was waiting for nice weather and a strong enough membership base to throw a party people would attend at 4040 Wilson Blvd. The event is scheduled for May 6 from 3-6 p.m.
Moore credits its fastest-growing program, nutritional counseling, for growing its roster of members. Launched in 2019, it aims to address the health issues Americans are facing — and represents another claim staked on a booming wellness industry some project will be worth $7 billion in 2025.
“The biggest trending term is ‘wellness,’ and that’s a function of being cooped up during the pandemic and leading a sedentary lifestyle,” Moore said. “The average life expectancy has gone down for the first time in decades.”
While the program predates Covid, interest in nutritional counseling jumped after the lockdowns and as people began thinking about health less in silos like “working out” and “eating right” and started viewing these as components of overall wellness. The in-person and virtual 12-week workshop, with group and individual sessions, also demonstrates how better nutrition improves exercise results, work productivity and sleep habits.
“It’s pretty comprehensive and we’ve seen some amazing health outcomes,” he said, even for an area “where people are more in tune with their bodies and taking care of themselves.”
And the benefit sweetening the deal? It is free through many types of health insurance as preventative care, he says. VIDA offers the program directly to individuals and to businesses that want to purchase the benefit for their employees.
Initially, the fitness center focused on generating buzz about the gym’s Covid-era health and safety protocols. Moore said that helped coax customers who were already the 10-15% of people who habitually go to the gym, despite Covid, along with others who were more safety-conscious and planned to return when the pandemic was “over, over.”
“That’s where the communication plan was helpful and productive to talk about our cleaning protocols, our air changeover rate, our check-in and contact tracing system, all that good stuff,” he said.
VIDA Fitness cultivated “the credibility of doing what we said we were going to do” while, at the same time, people got more comfortable living with Covid, Moore continued. Membership rates turned a corner in 2022 because people liked the variety of amenities, services and distinct workout environments provided there.
“That’s when it really started to take off,” Moore said. “We’re thriving now.”
Buoyed by “a great first quarter” and more members, the Ballston location completed a large-scale renovation that included the addition of more strength and squat racks and three Peloton bikes.
“We are now a fixture in the Ballston neighborhood and the Arlington community,” Moore said. “We’ve got a great relationship with the Ballston Business Improvement District, which is an amazing resource, and the Chamber of Commerce is a great partner to us.”
Saturday’s celebration will include tours, opportunities to mingle with trainers and neighbors and free giveaways, per an event page. Food and drinks will be provided by Rosslyn taqueria Taco Rock, Ballston-based True Food Kitchen, Clarendon restaurant Buena Vida, D.C.-area chain Nando’s and Northern Virginia winery Fabbioli Cellars.
Meanwhile, the gym is already building its seventh location, in Reston, which is set to open in the summer of 2024. A would-be Rosslyn location was scrapped last year, the Washington Business Journal reported.
In response to criticism from residents, citizen commissioners and county staff, a developer has removed a drive-thru ATM from its plans to redevelop the Wells Fargo in Clarendon.
One year ago, McLean-based developer Jefferson Apartment Group filed plans to replace the bank — the one someone recently attempted to rob — with a mixed-use building. It is set to consist of 238 apartments, 60,000 square feet of office space and 30,000 square feet of retail, including a new Wells Fargo branch.
The current two-story bank building at 3140 Washington Blvd has a drive-thru in addition to a surface parking lot. Critics of keeping the drive-thru say it would detract from walkability in the area, which is seeing significant redevelopment that will result in more people living, shopping and using public amenities in Clarendon.
“This is the most walkable place in the county and drive-up for anything doesn’t make sense to me,” said Planning Commission member Jim Lantelme back in February. “You would have to have a second ATM that people could walk up to.”
One commenter said drive-thrus are “horrible for the environment and they aren’t faster than parking and going into the building,” while another called it “a relic of the 70s [that] doesn’t belong here.”
A third said it “seems like a very bad idea that will take away space from pedestrians and increase the chance of crashes and congestion in an area that is meant to be dense and walkable.”
Jefferson had originally doubled down on the drive-thru ATM, saying in a county document this was “for the convenience of existing customers and as requested by Wells Fargo based on customer feedback during and after the pandemic.”
Ultimately, it agreed to changes that resemble a suggestion from the Clarendon Courthouse Civic Association: walk-up ATMs and free, short-term parking on a new local street that Jefferson will construct as part of the project.
The walk-up ATMs will be located at the northern and southern edges of the bank, which looks out over N. Irving Street. This street, which dead-ends in a green space, is set to become a plaza through a separate, Dept. of Parks and Recreation-led planning process.
People using the ATMs will be able to park in short-term parking on the north side of a planned public road. As part of the project, Jefferson will build a new 10th Road N., which will run parallel to Washington Blvd and separate the new construction from the existing Verizon building to the south.
Even with the walk-up ATMs, staff have concerns that a bank, generally, is not the kind of lively retail that encourages people to use the planned Irving Street Plaza. Those who commented were not as concerned with this but suggested sculptures or water features could help “activate” the plaza.
Arlington County is working on plans to make safety and accessibility upgrades a trio of local streets.
Some of the changes could include adding sidewalks where there are none, removing obstructions from existing sidewalks, and extending curbs — — known as a “bump-out” — to make shorter pedestrian crossings.
Residents can learn more about this batch of “Neighborhood Complete Streets” projects in the Arlington Mill, Westover and Arlington Heights neighborhoods during a virtual meeting this coming Monday, May 8. t 7 p.m.
The projects were selected from more than 200 nominees by the Neighborhood Complete Streets Commission in February. The commission identifies and recommends for funding projects to improve the experience of cyclists and pedestrians — particularly those who need ramps or wider sidewalks to get around, such as people using wheelchairs or pushing strollers.
“Sidewalks free and clear of obstructions, streetlights, Americans with Disabilities Act-accessible curb ramps, safe space for bikes and appropriate street widths — these are all elements of a complete street,” per a county webpage.
Next week’s meeting will cover three projects selected after a competitive ranking process that considered gaps in sidewalks, heavy pedestrian use, speeding problems and surrounding socio-economic diversity.
On 8th Road S.between S. Dickerson and S. Emerson streets, in the Arlington Mill neighborhood, the county proposes building curb ramps accessible to people with disabilities and installing pedestrian bump-outs and other relevant signage and pavement markings.
“Existing conditions include complete sidewalks on both sides of the street and large intersections, which increase crossing distances for people walking,” per a project webpage. “Curb ramps are blocked by parked vehicles.”
The commission recommended 8th Road S. because of its crash history, traffic, high residential population, proximity to transit and location within a census tract that is lower income and more diverse.
On 14th Street N., in the Westover neighborhood, the county will install an accessible sidewalk for people walking between N. McKinley Road and the intersection with N. Ohio Street.
Arlington proposes installing sidewalk, curb and gutter, accessible curb ramps and new signage and pavement markings on the north side of the street.
The street won out over others because it is close to schools, transit and bike facilities but lacks consistent sidewalks, according to a project webpage.
Lastly, S. Irving Street near Thomas Jefferson Middle School is set to get an accessible, unobstructed widewalk between 2nd and 6th Street S. The upgrades will connect to a planned new sidewalk between 6th and 7th Street S.
Currently, the sidewalk on both sides are obstructed by utility poles and streetlights, according to the county.
The street projects are in a preliminary design phase and, as such, could change. None have “undergone any detailed survey or design work” or have been approved for funding, according to the county.
More opportunities for community engagement will arise as the designs are further developed, the county says.
Arlington County is looking to make a three-block stretch in Courthouse safer for pedestrians, cyclists and motorists.
Specifically, it is looking for ways to improve conditions along a three-block stretch of Wilson Blvd and Clarendon Blvd between N. Uhle Street and N. Adams Street.
The county says the overall project goal is to “create a safe and consistent travel experience for people walking, taking transit, biking, and driving through the Courthouse section of the Rosslyn-Ballston corridor,” which has a lot of pedestrian, transit and micro-mobility activity.
Through this Sunday, the county is asking people to share their current experiences as road users and what upgrades matter to them.
When it comes to government priorities, safety is a top concern. The county says Clarendon and Wilson Blvd have seen a higher concentration of critical crashes in recent years.
They are included in a “High Injury Network,” a designation the county uses to prioritize adding transportation safety features to its least-safe roads. This is part of Arlington’s Vision Zero initiative to eliminate fatal and severe-injury crashes by 2030.
Within the project’s boundaries, there was a pedestrian crash with severe injuries on Clarendon Blvd in 2015, per a dashboard of crashes with severe and fatal injuries. One block east of the intersection with N. Uhle Street, there was a fatal pedestrian crash in 2014.
Another aim is to fill a “missing link” in bicycling facilities. Clarendon and Wilson Blvd are identified as “primary bicycling corridors” in the county’s Master Transportation Plan, as is N. Veitch Street, which connects cyclists to Langston Blvd, the Custis Trail and the Arlington Blvd Trail.
The county says it aims to realize community visions for better walking, cycling and transit experiences in Courthouse with new curbs and ramps for people with disabilities and improved bus stops and facilities near the Courthouse Metro station.
To encourage (proper) use of shared e-bikes and scooters, the county will review and provide “adequate end of trip facilities.” That could look like the corrals it has installed elsewhere in the Rosslyn-Ballston corridor and in Crystal City and Pentagon City.
Whatever improvements are selected would link to upcoming road resurfacing work. The county previously incorporated small upgrades when it resurfaced Clarendon Blvd from Courthouse Road and N. Scott Street and from N. Garfield Street to N. Adams Street.
The improvements would also link to street upgrades developer Greystar is delivering via its under-construction Landmark development (2050 Wilson Blvd), set to wrap up this fall, and its redevelopment on the former Wendy’s site (2025 Clarendon Blvd).
Those projects will bring about:
A “bike island” at the intersection of 15th Street N. and Clarendon Blvd, as well as more and wider protected and dedicated bike lanes
Wider sidewalks

When living civil rights legend Joan Trumpauer Mulholland participated in sit-ins, she carried a Bible with her.
She kept her birth certificate inside “so that they could identify the body,” her son, Loki, said during an event on Saturday at the Black Heritage Museum of Arlington honoring his mother’s activism.
Joan piped up: “I didn’t have a driver’s license or anything like that. So I needed some way for them to know who I am.”
For protesting segregation with lunch counter sit-ins and bus trips known as Freedom Rides, Mulholland was briefly incarcerated in a maximum security prison and hunted by the Ku Klux Klan. In the intervening 60 years, her activism inspired books and documentaries and the creation of the Joan Trumpauer Mulholland Foundation, which provides anti-racist education.
During the event — just shy of the 60th anniversary of a historic sit-in in Jackson, Mississippi, in which Mulholland participated — people gathered at the Columbia Pike museum to hear from her and check out an expanded exhibit with objects from her days as a Freedom Rider.
Just under her Bible, visitors can see memorabilia from the historically Black sorority she joined, Delta Sigma Theta, to advance racial integration.
Nearby is a blue dress she wore during a sit-in at the Woolworth’s in Jackson, Mississippi on May 28, 1963, in which white people attacked her and other Tougaloo College student and faculty demonstrators.
“We want to honor her… because when I talk around and ask people to name some white, anti-racist civil rights leaders, they can’t name anybody but Abe Lincoln, but there’s a lot of them,” museum president Scott Taylor says. “If you don’t know what to do with white privilege, you can look at this right here and she’ll show you.”
Author M. J. O’Brien told attendees that seeing a photo of two demonstrators flanking her — “in all her glory, getting sugar dumped on her, as if she wasn’t sweet enough” — moved him to write a book about the impact of the Jackson Woolworth’s sit-in, “We Shall Not Be Moved.”
Reminiscing, Mulholland said that photo, taken by local newspaper photographer Fred Blackwell, “went worldwide.”
“Back in the days before color photography in the press, it was colorized on the front page above the centerfold of the Paris Match, the most widely read newspaper in Europe,” she recounted.
Mulholland called it “the most integrated picture” of a sit-in, as fellow demonstrators included Anne Moody, a Black woman, and John Hunter Gray, who was of Native American descent.
“We didn’t have any Asian-American students at that time in the school, but we had it pretty well-covered,” she said.
Arlington County says it provided assistance to 1,070 people who were experiencing homelessness or at risk of losing housing last year.
This number is five times higher than the number of people found living outside or in a shelter one night in January 2022. One night last winter, as part of the “point-in-time” count, 182 people did not have permanent, stable housing, according to a new report on homelessness in Arlington.
The recently released report says the larger figure more accurately captures the portion of the population experiencing homelessness in Arlington.
In a statement, Arlington County Dept. of Human Services Director Anita Friedman said that, without Covid-era eviction prevention efforts, the number of people who received services would have been higher.
“The total number of individuals served in FY 2022 was almost identical to pre-pandemic levels,” Friedman said. “Without strong eviction prevention efforts, we would have seen many more households upended and in crisis.”
Some $20 million in local, state and federal funding helped more than 3,400 households stave off eviction, according to the county.
The report comes as Arlington County embarks on a goal to bringing homelessness down to what it calls “functional zero” for several specific demographics. That means homelessness is “rare and brief” for a given population, such as young adults, families and survivors of domestic violence.
“For those households that do experience homelessness, it is traumatic, and we remain committed to working alongside them as they return to housing stability,” Friedman said. “We will also continue to address critical gaps, including in the areas of racial equity, immigrant and refugee households, and the aging population.”
Arlington County addresses homelessness through a network of programs and services it calls the Continuum of Care, or CoC. The report says that DHS staff and nonprofit program leaders have spent the last 10 years improving how the CoC prevents homelessness and finds permanent housing for people.
For instance, through the CoC, county and community partners work together to connect people to stable housing, jobs, childcare and emergency financial assistance, and provide behavioral health services to people living on the streets — a service that helped 65 people last year.
What homelessness looks like in Arlington
Of the 1,070 who received services through the CoC, there were:
744 single adults
105 families
36 veterans
74 young people aged 18-24
192 people in “chronic homelessness,” or individuals with a documented disability who have experienced at least 12 months of homelessness in one stretch or at least four times in less than three years
Excluding people in Arlington’s shelter for people escaping domestic violence, run by the nonprofit Doorways, 305 people were served in Arlington shelters. This includes 13 veterans and 25 chronically homeless individuals. The average length of stay was three months.
Meanwhile, the county report says demand for safe housing among domestic violence survivors — including individuals and families — is increasing.
While some 165 people received shelter at Doorways, the number of people who called its hotline was much higher: advocates counseled people on domestic and sexual violence during a total of 1,039 calls, per the report. Most of the time, people leaving these situations are women.
“Domestic violence is one of the leading causes of homelessness for families, and the leading cause of homelessness for women,” the report says.
Women are also more likely to be at the head of a family experiencing homelessness, per the report. Of the families counted one night in January, women were the adult in the family 95% of the time.
Meanwhile, 78% of homeless individuals were men and 1% identified as transgender.
