In Green Valley, resident Portia Clark says she and her neighbors are bombarded with calls and letters from realtors and potential investors about buying their homes.

“We were once a very stable community of homeowners who bought our homes to live here and pay them off,” she said. That increasingly seems to be changing.

There, as in Halls Hill — also known as High View Park — homes are being changing hands as the older generation passes away and their inheritors decide to sell. Some want to buy in more affordable areas, while others cannot afford to make necessary repairs or take over the mortgages, she said.

“At one time, we were the last affordable neighborhood in Arlington to buy a house in,” said Clark, president of the Green Valley Civic Association. “Investors are buying affordable homes, to tear them down and rebuild or have been building townhomes, condos or homes they are renting out.”

Green Valley and Halls Hill — both historically Black communities — are among a handful of Arlington neighborhoods with higher investment rates, according to a home ownership report published by the county in October. The report analyzed home-ownership market trends and barriers to buying.

The county report looked at the number of home loans for investors versus the total loans lent out for every census tract in Arlington. Pentagon City and Aurora Highlands, Radnor-Fort Myer Heights and Halls Hill had investment rates exceeding 12.5%. Investor purchases made up between 10% and 12.5% of financed purchases in Green Valley and Lyon Park, while other neighborhoods had lower rates of investor interest.

Neighborhoods like Clark’s are have lower owner-occupancy rates and higher rates of property purchased for investment purposes, but overall 86% of Arlingtonians in single-family homes are owners, according to Erika Moore, a spokeswoman for the Dept. of Community Planning, Housing and Development.

Reasons for higher investment rates vary by neighborhood, per the report. The county attributes investment in Pentagon City and Aurora Highlands to Amazon’s HQ2, and investment in Radnor-Fort Myer Heights to interest in the River Place co-op, where an expiring ground lease makes properties more attractive to investors than to individual homebuyers.

When asked if staff had any guesses as to why Halls Hill, Green Valley and Lyon Park attracted more investors, Moore said the data staff collected was unclear.

Realtor Eli Tucker says these neighborhoods all have “pockets” of less expensive properties, typically multifamily homes, and many of the investors in Arlington are builders. That tracks with Arlington’s consistent rate of homes torn down, rebuilt and sold at a premium.

In Halls Hill, Green Valley and Lyon Park, the less expensive options include apartments and smaller duplex and townhouse properties, which often have no or low HOA fees. These neighborhoods also attract renters.

“[These] are very good rental locations and properties, but tend to be passed over more by principal buyers,” he said. “They can generate higher return-on-investment for investors than many other locations and property types that generate a lot more competition from principal buyers.”

As for River Place, Tucker says it attracts investors whereas most cooperatives tend to restrict investors looking for rental income. The ground lease set to expire in 2052 creates two investor-friendly conditions.

First, the timeline means fewer mortgage options, which means buyers must pay with cash, which favors investors. Second, it means unit values are going down, instead of up.

A dental office at the base of an apartment building owned by the Church of Jesus Christ of Latter-Day Saints in Potomac Yard is gearing up to start seeing patients next month.

This dentistry practice was one of the half-dozen retail-equivalent conversions in mixed-use apartment buildings that the Arlington County Board approved in 2022. Property Reserve, Inc., which owns The Clark building at 3400 S. Clark Street, received approval for the change in May.

“[The space] has been leased to Riverside Dental, who will start seeing patients in their space in January,” said Property Reserve, Inc. communications director Dale Bills, adding that a Subway is serving sandwiches in another retail space while the third is “currently being marketed.”

A retail slump, combined with high office vacancy rates, has led to more of these conversions in recent months to uses such as medical offices and churches, however, the county has approved similar conversions in 2019 and 2014.

Meanwhile, the property group is also preparing to re-configure the building lobby to improve the separation between one approved use, a meetinghouse for Mormons, and residents accessing elevators to their apartments.

“It takes the present large single foyer and divides it into two ‘lanes,’ one heading to the meetinghouse elevator and one heading to the apartment building elevator,” said Candace Harman, a spokeswoman for congregations in Northern Virginia. “This project has been in planning for some time and hopefully should be completed within the next several months.”

The Clark is a real estate venture for the Church of Jesus Christ of Latter-Day Saints and doubles as a meetinghouse. The Mormon congregation that uses it was originally set to move into the building in March 2020, but that was delayed until the summer due to the pandemic, Harman says.

The move marks an expansion for the Mormon presence in the greater Crystal City area, as four congregations already meet in two office buildings in the Aurora Highlands neighborhood.

“If you aren’t familiar, our Church organizes based on geography,” Harman explained. “A Ward is a congregation that meets together on Sundays with a Bishop who is the local leader of that congregation. A Stake is a group of Wards within a geographic boundary that fall within the stewardship of a Stake President.”

Wards for young singles — those ages 18-30 — meets at 745 23rd Street S. while wards for older single adults meet next door at 727 23rd Street S. The latter building also houses a resource center that Harman says provides free services for immigrants, refugees and others in need to “build hope, develop life skills, and strengthen families.”

Additionally, the LDS church plans to re-fit the vacant third floor of that building to house an office suite for the D.C. Young Single Adults Ward, a project that is tentatively planned for 2023.

The Clark apartment building opened within the few years along with another nearby — The Sur, at 3400 Potomac Avenue.


A proposed left-turn lane off of N. Glebe Road in Ballston could be the smallest, yet most scrutinized traffic change in 10 years.

As part of the planned redevelopment of the Ballston Macy’s, Insight Property Group proposes to add a left-turn option at the intersection of 7th Street N. and N. Glebe Road. It will be for drivers going southbound on Glebe who want to turn onto a proposed private drive abutting the planned grocery store, which will be located at the base of Insight’s proposed 16-story, 555-unit apartment building.

“It was the most thoroughly vetted transportation scenario in the time that I’ve been with Arlington County,” transportation planner Dennis Sellin, who has worked with the county for 10 years, told the Planning Commission last night (Monday).

During the meeting, the Planning Commission gave a green light to the redevelopment, which will go before the Arlington County Board for approval later this month.

After the Transportation Commission voted to defer the project solely on the basis of the left turn, Planning Commission members supported a condition for the project that county staff work with Insight and the Virginia Department of Transportation to come up with more pedestrian-oriented options for the intersection.

“I do not think it’s reasonable to hold up the project for this, given that there’s apparently continued good faith work on the intersection to improve its pedestrian-friendliness,” Commissioner Jim Lantelme said. “I want to make clear that the Planning Commission… expects that any option possible to make this intersection more pedestrian-friendly will be pursued.”

Sellin said a half-dozen staffers, including two top transportation officials, have thoroughly vetted the left-turn lane. They published a 64-page memo justifying the turn lane and will study how the grocery store changes traffic before adding any pedestrian mitigation measures.

“There’s a recommendation to not allow any right turns on red at any of the lights in the intersection,” he said. “That’s a movement we’ll take under further consideration. Our primary concern is safety, our secondary concern is operations.”

The left-turn lane is a non-negotiable for the grocer, who has otherwise been “insanely flexible” as the project has changed throughout the public process, according to Insight’s Managing Principal Trent Smith.

“We’ve shrunk their store, changed their ramps, taken away their parking… we changed their loading, we’ve done eight or nine things that took all sorts of reworking and they’ve stuck with us and have been great, reasonable partners throughout,” Smith said.

Insight’s attorney, Andrew Painter, says the unnamed grocer required the left turn based on “decades of experience in urban configurations.” He added that for a decade, the grocer has desired to be in Ballston, which already has a Harris Teeter nearby on N. Glebe Road, a quarter-mile away.

Some Planning Commissioners noted their regret that the project does not do more to provide on-site affordable housing.

“This space here, in the heart of Arlington, in Ballston, where there’s access to transit, and now a grocery store, we have nothing,” Commissioner Devanshi Patel said.

Arlington County planners say designs for the Days Inn redevelopment on Route 50 don’t pay sufficient homage to the motel’s mid-century modern bones.

Applicant and owner Nayan Patel — doing business as Arlington Boulevard LLC — proposes to replace the 128-unit, 2-story motel across the street from the Joint Base Myer-Henderson Hall with apartments and 3,000 square feet of retail.

Possible community benefits include a slow-speed, shared-use drive that provides a pedestrian and cycling connection to the Arlington Blvd Trail, protected bike lanes and on-site committed affordable housing units. Residents of the the 251-unit, 8-story building at 2201 Arlington Blvd will have access to an off-leash dog run.

The Arva Apartments will borrow its name from the 67-year-old building’s original name, the Arva Motor Hotel — a portmanteau of Arlington, Virginia. It will feature reconstructions of the hotel’s triangular sign and glassy lobby exterior.

But the county says the project designers, STUDIOS Architects, can do more to emphasize this history.

The Pershing Drive General Land Use Plan study, a 2021 document that outlines the community’s vision for this site, says architectural features should honor the motel’s mid-century design or the history of the adjacent Washington-Lee Apartments. It also says the developer should incorporate the existing triangular sign and the two-story, glassy lobby at the corner of Pershing Drive and Arlington Blvd.

“While the proposal incorporates a recreated sign and a lobby area that resembles the original lobby, the structures themselves are not actually preserved,” county planner Peter Schulz said in a presentation. “Staff also believes that the architecture above the ground level does not do enough to honor either the mid-century design of the existing motel or the historic Washington-Lee apartments.”

STUDIOS Architecture Principal Ashton Allan said in a presentation that the designs embrace the Moderne and mid-century modern styles and blends them with other styles in Lyon Park to do something new.

“As we set out to add our design to this collection, we wanted to draw inspiration from history, but also make our own statement in this chorus of voices,” he said.

After a slight weather delay, the second leaf collection pass will start tomorrow (Tuesday).

Arlington County initially posted the second vacuuming could start on Saturday, Dec. 3. Despite the delay, the county aims to finish sucking up dead leaves before Christmas.

“Collection is currently a day or two behind because of recent winds and rain prompting heavy leaf fall but that’s not uncommon and the schedule has some built-in flexibility,” Department of Environmental Services spokesman Peter Golkin. “The end target of Dec. 21 remains on schedule.”

Routes are run Monday through Saturday, according to the county website. Residents can see when their neighborhood is scheduled for services online and can reference an interactive map to track the department’s progress.

Roughly 2,500 tons of leaves were collected during the first pass, which wrapped up Saturday, the DES spokesman says.

“That’s more leaves than the total 2,736 tons for all of last year but less than the 5,706 total tons picked up for all 2020 and the 6,696 total tons in 2019,” he said. “Hard numbers from weighing the leaves won’t be in until the vacuum second pass schedule is completed the second-to-last week of December.”

This year, Arlington County started leaf collection on Nov. 14, a week after last year’s scheduled start, potentially meaning an extra week for curbside leaf piles to get large and soggy.

In response to the change, more than a third of readers said that was too late, according to an unscientific ARLnow poll. On the other hand, a majority said the later start wasn’t a problem: 38% said the current schedule is fine and about a quarter said it should start later.

It appears the later start,  determined by Solid Waste Bureau chief Erik Grabowsky and his team of “tree whisperers,” was not a problem for crews.

“As we say on the website, they use ‘historic data, tree types and density, weather forecasts, state forestry forecasts and resident feedback’ to set the schedule and it works out well,” Golkin said.

DES provided these leaf tips for residents preparing for collection:

  • Leaves need to be waiting at the curb by the date on the orange signs posted throughout each neighborhood and the first date, NOT the end date, for each neighborhood on the schedule
  • Leaves can also go in the green curbside cart (along with food scraps) and paper bags for year-round weekly collection; never use plastic bags for yard waste because those can’t be composted and won’t be collected
  • Free paper yard waste bags are available while supplies last (maximum of 15 per resident) at several County facilities

There is nothing Clarendon resident David Kolton loves more than hyping up the ancient Roman superfood legume, the lupini.

High in fiber and protein, the lupini fills you up quickly and keeps you satiated for longer. It is one of two plant-derived complete proteins and has more protein per serving than chicken or beef. It is low in sugar, so it is diet-friendly for pre-diabetic and diabetic people.

Beyond health benefits, it is environmentally friendly, Kolton says. Farmers can grow the bean using only rainwater — no irrigation required — and it restores phosphorus and nitrogen to the soil where other crops absorb it.

“It is the next superfood,” Kolton says. “It’s the superfood you’ve never heard of.”

While the legume is popular in Canada and Australia, Kolton is looking to take this humble bean to new heights in the U.S. with his health foods brand Aviate. The name is a nod to his day job as a commercial pilot and his 19 years of service as a military pilot. In fact, he first tried the bean after a visit to Rome and was surprised it hadn’t yet attained more popularity in America.

“I was so obsessed,” he said. “I was like, ‘I need to start this company’… during Covid, some people had babies or got a Peloton. I started this company.”

Kolton, who is still in the Air National Guard, founded the brand and kicked off sales in spring of 2021 with lupini flour and flakes, which can be added to stir fries, taco meat, hummus and chili for a fiber and protein boost. Last week, he celebrated two new products at Clarendon’s East West Cafe, as a gesture of appreciation for all the hours he has spent there working on the company.

Aviate now sells pancake and brownie dry mixes, which he advertises as Ket0-compliant. All the lupini products are made of legumes sourced from French farms.

“We have Keto on there because 80% of our clients are probably low-carb or Keto, but it’s all search engine,” he said. “We only sell on Amazon, and we can research what people search. They don’t search ‘protein pasta’ or ‘high fiber pasta,’ they search ‘Keto pasta.'”

It took a professional food developer, who specializes in low-carb foods, 16 tries to perfect the pancakes and eight tries to hone the brownie mix. He tapped his unofficial nieces and nephews — the children of his friends — for frank reviews.

“I’d test them on friends and family, and they’d say ‘Yeah, it’s good, Dave’ because they don’t want to hurt my feelings,” he said. “Once the kids wouldn’t spit them out, or they wanted more, I said, ‘Sweet, we’re good.’ Kids are going to give you honest feedback.”

Now, he says, he regularly gets grateful emails from low-carb customers who are able to make a healthier baked good the entire family enjoys. Typically, they come from moms who changed their diet to stave off diseases like Type 2 diabetes and have struggled to make diet-compliant foods their husbands and kids will eat.

Kolton understands that split-family dynamic. Growing up in an Italian-American kitchen where “food was everything,” the love language — combined with the sugary, high-fat American diet — was a recipe for a chubby childhood. (more…)

An affordable housing complex along Route 50 in the Buckingham neighborhood will officially open tomorrow.

The grand opening of The Cadence (4333 Arlington Blvd) on Tuesday, Dec. 6 caps off just over two years of construction. There will be remarks from project partners and local officials, followed by a ribbon cutting, community tour and reception, per the nonprofit behind the project, Wesley Housing.

Leasing began this fall for the five-story, 97-unit complex replaced the former American Red Cross building. The units are all set aside for households with an income at or below 70% of area median income.

“The community will provide safe, quality, affordable housing for low- to moderate-income working families and individuals just 1.2 miles from the Ballston-MU Metro Station,” Wesley said in a statement. “The community will also have a bus stop on-site.”

In its statement, the housing nonprofit extolled some of the community and architectural features of the project.

“With a striking exterior façade, a multipurpose community room, fitness center, free Wifi, and bold style, The Cadence is sure to complement the rhythm of residents’ lives,” the nonprofit said.

The property management arm of Wesley Housing will manage the community, while the nonprofit’s on-site resident services team will facilitate year-round programs and services.

The grand opening comes just after Wesley announced Kamilah McAfee will replace Wesley’s president and CEO of 15 years, Shelley Murphy. In recent years, the nonprofit has added staff to take on more development projects and provide residential services amid a continuing regional shortage of affordable housing.

Buckingham has a significant number of affordable housing units already, which made the project a source of consternation for some neighbors.

A stone’s throw from the apartments, two single-family homes were torn down and replaced with 19 market-rate townhouses. Wesley sold the land for the townhouses to Tysons-based home builder Madison Homes to help finance the affordable housing project, which also received state and county funding, loans and tax credits.


A stretch of Lorcom Lane on the northern edge of the Cherrydale neighborhood is slated to get pedestrian safety upgrades, particularly aimed at improving a school walking route for kids.

Between N. Quebec Street and Nelly Custis Drive, the county will install sidewalks where there are none, widen existing sidewalks and reduce pedestrian crossing distances. Kids walk this stretch of Lorcom Lane to get to Dorothy Hamm Middle School and Taylor Elementary School.

These changes, and others, “originated through community-reported transportation safety concerns, crash data, and the results of the Vision Zero Pilot Safety Project on the north side of this corridor,” per a project webpage.

This summer, a driver struck a woman pushing a stroller at the intersection of Military Road and Lorcom Lane, just west of the corridor slated for improvements. This area had previously been re-striped with the goal of reducing conflicts between drivers and cyclists.

The pilot project responded to safety concerns for the 40% of students who walk or bike to Dorothy Hamm and the 10% who bike to Taylor. Last spring, Arlington Public Schools encouraged kids to walk or bike to school, if they could, to reduce the number of students on the bus, and thus their risk for a Covid exposure.

For kids walking on the northern side of Lorcom Lane between N. Oakland and N. Quebec streets, that meant navigating vehicle and bicycle traffic without a sidewalk. So the county installed temporary parking restrictions to create a dedicated walking path for pedestrians.

Feedback was positive, according to a summary of survey results.

“About 70% of people walking or biking felt safer while traveling here than before the pilot project was implemented,” per the report. “Most respondents for each mode of transportation felt as safe or safer while traveling here than before.”

During a 20-hour period, staff observed about 60 people — nearly one-third of all pedestrians on Lorcom Lane — using the buffered walking path. Nine times out of 10, at least one vehicle drove by when a pedestrian was walking in the buffer area.

Based on that data and positive feedback, staff decided to make the pilot permanent.

Other planned changes include resolving “alignment issues” with the intersection of N. Quebec Street and Lorcom Lane and addressing safety issues at the intersection of Lorcom Lane and Nelly Custis Drive. This intersection is adjacent to a preschool run by Cherrydale United Methodist Church.

There are three other projects within a half-mile radius, including the controversial roundabout pilot project at Military Road and Nelly Custis Drive that could become permanent.

Arlington County also plans to fill in a missing sidewalk at 4100 Nelly Custis Drive and execute a “quick-build” project at N. Quincy Street and Nelly Custis Drive.

This southeast corner of the intersection will get a marked curb extension, while the pedestrian crossing over Nelly Custis Drive will be shortened and the entire intersection will get new, accessible curb ramps. These changes were identified via a safety audit conducted on the Fairfax Drive corridor in 2019.

The project, initially set to be completed this calendar year, won’t be ready until next spring or summer, as county staff are working on an easement there, says Department of Environmental Services spokeswoman Claudia Pors.

Just before Christmas, Santa Claus and his helpers are coming to town, on a fire engine instead of an eight reindeer-powered sleigh.

From Dec. 20-23, Saint Nick and his elves will visit Arlingtonians who live near the Falls Church Volunteer Fire Department station, located near Fairfax Drive and Langston Blvd at 6950 Little Falls Road. He will be riding a decked-out reserve fire engine, dubbed the “Santamobile” and decorated by the department.

“During each night’s approximately three-hour run, Santa’s helpers will be handing out candy canes — and, to canine friends, dog biscuits, but only if they’ve been ‘good,'” says Santamobile coordinator Jenny Quinn. “Anyone who wishes to receive these treats are encouraged to greet Santa’s helpers at the curb. This provides the safest conditions for Santa’s helpers and ensures they have an opportunity to visit the largest number of our friends and neighbors.”

The ride through Arlington will follow a five-day run through the City of Falls Church from Dec. 15-19.

Quinn notes that routes occasionally change because of road conditions, including parking, traffic, construction and to ensure Santa’s safety. Exact routes can be found on the department’s Facebook page, where people can also follow along via Gylmpse to know where the truck is each evening, Quinn said.

If inclement weather is in the forecast, the Santamobile would be canceled for that evening “for the safety of Santa, his elves and all of residents who come out to see Santa,” she said.

The fire department will make “every effort” to update the Facebook page with any revisions to Santa’s schedule, Quinn said. She asks that people email [email protected] for more information and the latest routes rather than calling the station.

The tradition of escorting Santa Claus through the streets of Falls Church and Arlington dates back to the 1960s, she says. The bedecked fire engine would make appearances for on or two nights, after dark, at random — also known as “wildcatting.”

“As more people began asking for ‘Santa and the fire engine,’ the [FCVFD Board of Trustees] decided in 1981 to formalize the program and standardize neighborhood routes,” Quinn said. “We have been driving some of the Arlington neighborhoods closest to the station in Falls Church from the beginning.”

Today, the FCVFD volunteers don’t fight fires but they do provide ambulance support for the professional Arlington County firefighters who battle blazes in the little city. The volunteer-run station maintains a reserve fire engine, primarily to serve as the Santamobile.

Quinn says the reactions of kids and adults alike remind volunteers why they keep up the yearly tradition.

“I can’t tell you how many elderly people came out of their homes, stood at the door, and seemed like a five year old kid,” said Quinn, who dressed as an elf last year. “It brings a lot of joy to people… A lot of times the adults seem as excited as the kids.”


Recently, a thriving, 200-plus Whatsapp group for Kenmore Middle School’s Spanish-speaking parents received unexpected membership requests.

They came from Ethiopian and Mongolian parents, who told the group’s moderator, Janeth Valenzuela, they could find ways to overcome the language barrier.

Valenzuela — who has spent years organizing the Hispanic parents so they can navigate and volunteer in Arlington Public Schools — let them in.

“One thing I’ve noticed in all these years in advocacy is that if we only focus on Hispanic parents, we miss out on the parents who are in need, but they don’t have leaders who represent them because their community is smaller,” she said. “Parents need to belong to the school community.”

So she and another parent, Marianne Talbot, decided to expand the parent group and rename it Kenmore Community Families in Action. The group, which launched this fall, provides low-budget family and community events, a family support group, an after-school student club, a speaker series and regular Zoom conversations with Principal David McBride.

“Education goes hand-in-hand between the schools, the parents and the community,” Valenzuela said. “If the three don’t work together well, we don’t accomplish anything.”

Recently, the group invited a representative from a tutoring service APS uses to help a few dozen students set up tutoring accounts on their iPads. But it also does fun things, like hand out certificates to students after they completed a mile run for P.E. class.

“We wanted to show the students who don’t have it easy… that we may not understand and we can’t walk a mile in their shoes but we appreciate them doing it,” Talbot said.

Talbot says the group is a non-competitive alternative to the local Parent-Teacher Association. She resigned as president of the Kenmore PTA after not seeing eye-to-eye with other parents on how it should be run. The PTA did not return a request for comment.

The co-founders said Kenmore Community Families in Action meets the needs of caregivers who don’t typically attend PTA meetings, aren’t used to their structure or don’t feel welcome there.

One reason for low attendance rates among immigrants is lack of representation, says Elder Julio Basurto, who provides Spanish-language interpretation at PTA meetings.

“I have seen as an interpreter that we are underrepresented throughout the county… I went to Drew School, which is almost 50% Latino, and in the last meeting there wasn’t one parent for me to interpret for. That tells you a lot.”

The rebirth of the group comes amid a broader conversation about whether PTAs are representative. School Board-elect Bethany Sutton recently said PTAs and their influence in advisory groups create an “echo chamber.”

“I don’t think PTAs are representative of parents, generally speaking,” Sutton said in an Arlington Parents for Education candidate forum ahead of the election on Nov. 8. “It’s a small microcosm of people who have availability, energy and commitment to do certain things at certain times of the day, week or year.”

This Saturday, Arlington County’s top prosecutor, its Circuit Court clerk and some attorneys will help people who want their criminal record expunged for free.

The clinic will be held from 11 a.m. to 2 p.m. this Saturday (Dec. 3) at Arlington Presbyterian Church, located off Columbia Pike at 918 S. Lincoln Street. It will provide everything attendees need in one place to request arrests that did not result in convictions be removed from their record.

“Even if you’ve been arrested and not convicted, that arrest can follow you every time you apply for a job, school, or an apartment,” Commonwealth’s Attorney Parisa Dehghani-Tafti tells ARLnow. “That harms people, their families, and the community. This clinic is one way we can mitigate that harm and give people a chance to live productive lives.”

She says this is the first time Arlington has offered an opportunity like this, but she hopes it isn’t the last.

“We wanted to do this for a long time but had to delay because of Covid,” she said. “Prince William has done it recently but I am not aware of any other jurisdictions in Virginia, though it is possible.”

Courts do not identify who is eligible to have their record expunged, so the aim of the clinic is to let people know what is available and what is possible, she says.

“The biggest difficulty is twofold: people don’t know they’re eligible and don’t apply, or others who are not eligible and apply are surprised to discover they are not,” she says. “So, one of our main goals is public education.”

Ahead of the clinic, her office partnered with the public defender’s office, the defense bar, local churches, and other community organizations to reach people who may be eligible.

Attorneys will provide pro-bono assistance and clinic sponsors are covering the $86 filing fee on a first-come, first-serve basis.

Attendees need to bring the arrest warrant or final letter of disposition for each charge they would like to be expunged.

Currently, Virginia law limits expungement to narrow circumstances, Dehghani-Tafti says. The Virginia General Assembly passed a new law that would expand eligibility for record sealing, but the changes won’t take effect until July 1, 2025. Even so, there is still room for improvements, Dehghani-Tafti adds.

Clinic sponsors include the Arlington Branch of the NAACP, the Arlington Coalition of Black Clergy and Black Parents of Arlington, as well as local nonprofits Bridges to Independence, Offender Aid and Restoration, Arlington Thrive, Arlington for Justice and the D.C.-based Mid-Atlantic Innocence Project, where Dehghani-Tafti used to serve as legal director.

OAR Associate Deputy Director Mustafa Saboor said in a statement that this clinic is an important first step in helping people overcome unjust barriers.

“Our criminal legal system is overly punitive, and nowhere is that more apparent than in the way arrest records destroy people’s ability to work and live,” Saboor said. “Because Black and Brown communities are overpoliced throughout this country, barriers to work because of arrest records fall disproportionately on those communities, further entrenching deeply racist lines in this country.”

Dehghani-Tafti’s former deputy prosecutor announced on Tuesday that he will be challenging her in the 2023 Democratic primary.
