Dog poop, a lackluster park and imposing tower façades.

These are lingering concerns for some county commission members and residents who recently reviewed designs for two proposed apartment towers from JBG Smith in Crystal City.

The developer proposes building two towers with a total of 1,440 apartment units where the restaurant Jaleo (2250 Crystal Drive) used to be, and where an 11-story office building stands (223 23rd Street S). The new towers would have ground-floor retail and a parking garage underground.

Architects went back to the drawing board after a meeting in July to improve designs, and generally, these improvements were welcomed during a Site Plan Review Committee meeting last week.

Still, commissioners, community members and county staff said a planned interim park should be more vibrant — with ample amenities to separate dogs and their droppings from other visitors — and the towers should have more pedestrian-scale architecture, so that walking by does not feel claustrophobic and shady.

“I do hope there will be signs saying ‘This is not a dog park’ because people will try their hardest to use it as such,” said Ben D’Avanzo, a nearby resident representing the Aurora Highlands Civic Association, during the meeting on Thursday. “There’s only so much we can do to control that and prevent what happened at Met Park happens here.”

Before Amazon began rebuilding the park, Metropolitan Park was best known for being a large patch of grass where dogs from neighboring apartment buildings relieved themselves.

The 2010 Crystal City Sector Plan envisions three park spaces, totalling some 26,000 square feet, but one of those parks would require JBG Smith to redevelop apartments at 2221 S. Clark Street. In the interim, as part of this project, JBG Smith will create a temporary 8,000 square-foot park on the southwest corner of 223 23rd Street S.

Commissioners had also criticized initial designs for the park near JBG Smith’s planned towers for being “just a lawn,” said Planning Commissioner James Schroll during a meeting last week.

“Some of the concerns we received from you guys is that there may be foot traffic cutting through this lawn and there were concerns pet owners would use it for dog relief, and we didn’t really want that,” said Amanda Walker, with OJB Landscape Architecture.

Landscapers added pet relief areas and plantings around the park’s edges to prevent people from creating desire paths. The park is designed to allow for flexible, removable furniture to accommodate concerts, fitness classes and picnics and become a “destination for the community,” Walker said.

“Right now, this looks good, but we’ve got lots of parks that look like this all over the area. It’s going to be hard to attract people to it in this interim period,” said Michael Dowell, representing the Crystal City Citizen Review Council. “If we really want to take a chance, let’s get some massive sculpture — that you can move…”

“… to the next interim park,” said Chris Slatt, representing the Transportation Commission at the SPRC meeting, completing Dowell’s sentence.

In 39 days, some 30,000 runners will descend on Arlington for the first in-person Marine Corps Marathon since the onset of Covid.

The in-person race on Oct. 30 — canceled in 2020 and 2021 — comes with a new Pentagon City location for the gateway to the Runners Village, the sprawling area providing “essential pre-start support” to runners, including portable restrooms, baggage drop-off and a water station.

“We are excited to announce the new Runners Village Gateway for the MCM and MCM50K is now located at the intersection of Army Navy Drive and S. Fern Street,” organizers said in an email. “This new Runners Village Gateway is only a change in location for participants.”

The village used to be located in the Pentagon North Parking lot.

The start line for marathoners is located on Route 110, just before the Memorial Drive. Runners will cross the finish line in front of the Marine Corps War Memorial in the Rosslyn area.

Participants taking the Metro are encouraged to use the Pentagon Metro station, but now can also ride to the Pentagon City Metro station. Metro will be opening at 5 a.m. on event morning, except for the Arlington Cemetery station which will open at 8:30 a.m.

Signage and volunteers will help direct runners to the village.

Those who drive will have free parking available at the underground lot near 23rd Street S. and Crystal Drive. A shuttle will transport runners to the Runners Village Gateway and at the Finish Festival to transport them back to their cars.

Additional, paid parking can be found at the Fashion Centre at Pentagon City mall.

The Runners Village for the 10K is located on the National Mall, near the start line for that race. Registration is still open for the 10K, according to the website.

Registration is also open for the one-mile Kids Run. The race, open to children ages 5-12, will take place on the Long Bridge Park esplanade next to the recently opened Long Bridge Aquatics and Fitness Center. This race was held at the Pentagon North Parking Lot in prior years.

The Arlington County and School boards would be more competitive and diverse if they were bigger, better-paid and elected via ranked-choice voting, says a group of community leaders and former elected officials.

For about two years, members of the Arlington County Civic Federation Task Force in Government and Election Reform (TiGER) considered how to improve county politics by meeting with community members and hearing from other jurisdictions.

TiGER suggests elections where voters rank candidates by preference, with winners selected over the course of elimination rounds. It recommends expanding the five-member County and School boards to seven, paying them more, and electing three to four members every two years. To increase the boards’ sway in the region, chairs would have two-year terms, with the possibility for a second term.

“We have a once-in-a-generation opportunity right now to improve both the electoral and governance systems of the county to ensure that both the County Board and School Board better represent our diverse community as well as promote effective citizen engagement with our county government,” Allan Gajadhar, TiGER chair and immediate past president of CivFed, told the Arlington Committee of 100 last week.

Some of these ideas are already on the table: Early next year, the Arlington County Board could consider ranked-choice voting, which Virginia has allowed since July 2021. Meanwhile, $20,000 raises for County Board members were part of the Fiscal Year 2023 county budget (for the School Board, wages sit at only $25,000 for members and $27,000 for the chair).

Instead, some attendees were interested in bigger changes, including one TiGER ultimately dismissed: district-based representation.

They pressed Gajadhar and another TiGER member, former School Board Chair Tannia Talento, to explain why redistricting won’t work. They asked if Arlington should become a city with a mayor, or if voters should elect the County Manager, who the County Board appoints.

One asked whether chairs should be elected for four-year terms, not chosen by sitting board members to lead for one year. Another expressed interest in setting aside a County Board seat or two for members of non-dominant political parties.

Problems facing Arlington today

TiGER levied heavy criticism of Arlington’s political landscape. It said the County and School boards do not adequately reflect the the county’s racial and ethnic, socioeconomic and viewpoint diversity, in part because Arlington has had five-person boards since 1930, despite the population being eight times larger today.

Elections don’t ensure proportional representation, encourage the most qualified and diverse candidates or provide competitive races in general elections, it said. Primaries and caucuses discourage people from running and voting and prevent federal employees from running.

These critiques are shared by independent County Board candidates and skeptics of how the Arlington County Democratic Party endorses candidates for the non-partisan School Board. Those who lose the caucus in the spring agree not to run unaffiliated in November, making the end result similar to a primary.

A $10,000 state tourism grant will revamp how Arlington promotes its Black history to tourists.

Currently, the county’s tourism webpage outlines some of the important historic moments and existing landmarks. The landing page links to blog posts featuring Black businesses and artwork celebrating Arlington’s Black culture and history.

Travelers who want more can download a 68-page online tour guide last updated in 2016.

Arlington Convention and Visitors Service — the tourism division of Arlington Economic Development — wants to give the branding for these resources a facelift. And on Saturday, the Arlington County Board accepted a $10,000 grant from the Virginia Tourism Corporation to fund these upgrades.

“The Black Arlington experience is an incredibly representative one of American history and we are really excited to welcome in more tourists to learn about those landmarks and narratives,” Board Chair Katie Cristol said during the Saturday meeting.

The changes would make it easier to plan a trip engaging with Arlington’s Black history and support its Black-owned businesses.

“One idea is to create a customized map that highlights sites and experiences that honor and commemorate Arlington’s Black history across the County as well as showcase Black-owned business locations,” said ACVS director Emily Cassell. “We’re also considering adding suggested itineraries for visitors.”

The grant will pay for fresh photos, a professional video of major sights and digital assets for social media.

How Arlington celebrates its Black history has changed since the last reprinting of the tour guide.

Nauck — a historically Black neighborhood named for a Confederate soldier — was renamed Green Valley in 2020. The Nauck Town Square was dubbed the John Robinson Jr. Town Square and construction there on a new plaza and sculpture wrapped up this spring.

Last summer, Lee Highway was renamed Langston Blvd and Arlington Public Schools unveiled panels at Dorothy Hamm Middle School honoring the four students who integrated the building — formerly Stratford Junior High School — six decades ago.

On Friday, the Black Heritage Museum celebrated its grand reopening in a new space at 3045B Columbia Pike.

Eventually, visitors will be able to see more historical reminders of Arlington’s Jim Crow era. The new Fire Station No. 8 (4845 Langston Blvd) will pay tribute to the Hall’s Hill Volunteer Fire Department, which served the historically Black neighborhood, and the forthcoming restaurant in the former Green Valley Pharmacy space will pay homage to the only lunch counter and pharmacy that served Black people during segregation.

Information like this is expected to migrate to a new tourism website that will go live next year.

“We are well into plans for a new website launching in 2023, and are actively working on improved and expanded tourism content across the board,” Cassell said. “We are very pleased that this new [funding] will help us enhance visitor experiences and better tell the story of Arlington’s African American heritage. We’re also thrilled with today’s ribbon cutting at The Black Heritage Museum of Arlington and look forward to our continued partnership.”

The grant will facilitate collaboration with other groups, too, including Arlington’s business improvement districts, neighborhood groups, libraries, the county’s Historic Preservation Program, Walk Arlington and Bike Arlington, according to the county report.

ACVS applied for the grant early this year as part of an effort to conduct strategic tourism planning as travel recovers from the pandemic, according to a county report. From February through May, ACVS heard from nearly 40 “local hospitality stakeholders” on ideas they thought could boost local tourism.

“Of numerous ideas considered, participants expressed enthusiasm for promoting visitor sites and experiences that showcase Arlington’s African American heritage,” the report said.

Other ideas for improving tourism, discussed in the report, include a more up-to-date calendar of events, more live music venues, and water taxi routes to Reagan National Airport, the Pentagon and Rosslyn.

Autumn is upon us and a local cookie company is hoping to mint some pumpkin spiced profits with new seasonal flavors.

MOLTN, a late-night cookie shop operating from a ghost kitchen in Arlington’s Dominion Hills neighborhood, is jumping on the fall flavor hay wagon as it seeks to continue its warm and gooey growth path.

“Regardless of where you fall on the PSL [Pumpkin Spice Latte] debate, we’re pretty sure you’ll love our pumpkin white chocolate pecan cookie, which we just added to the menu this week,” co-owner Neal Miglani said.

The company — which operates from Allspice Catering at 6017 Wilson Blvd — is finalizing recipes for other seasonal menu items, as well as vegan chocolate chip and peanut butter cookies.

He said he will soon be announcing a “top secret” vegan flavor, while year-round ice cream lovers should be able to enjoy shakes and sundaes by October. Ice cream-based desserts items were advertised when the company launched in the spring, but have yet to go on sale.

“We haven’t been able to add the ice cream items to the menu yet because our freezer is still on backorder due to supply chain issues,” the co-owner said. “We’ve got everything ready to go as soon as it gets here, which we hope will happen within the coming weeks.”

Miglani reported that local businesses and the county government have been sweet on MOLTN’s catering arm.

“We… recently delivered 1,000 cookies to 22 of the Arlington County government buildings for their Employee Appreciation Day, which may have been the most fun we’ve had yet with catering orders,” he said.

But the most loyal sweet tooth customer base remains those trolling delivery apps for a comforting late night treat.

“While we see that late-night cookie cravings know no age or gender boundaries, the largest share of our customers are Millennial and Gen Z women,” he said.

And the company’s most popular flavors are the Reese’s peanut butter, s’mores and red velvet varieties.

To give employees a break, the co-owner did roll back MOLTN’s night-time hours from 2 a.m. on weekends to 1 a.m.

“To be honest, we did this primarily for our team,” Miglani said. “Demand usually starts to drop after the midnight to 1 a.m. window, and we didn’t want to ask people to stay so late when the sales were coming in sporadically.”

Despite one fewer hour of operation, MOLTN has been baking more than 2,000 pounds of cookie dough every month “right out of the gate,” he said.

“We’re really lucky to be a part of the amazing community in Arlington, from the customers who have been so supportive since we opened to our all-star team of employees who make the job fun and easy,” Miglani said.

A proposed apartment renovation project in Shirlington could receive an additional $2.6 million in loans from the county.

Tomorrow (Saturday), the Arlington County Board is set to review a proposal increasing the size of an existing loan from the county’s Affordable Housing Investment Fund (AHIF) for renovations to the Park Shirlington Apartments, a 1950s-era, garden-style complex with 293 units along 31st Street S., on the edge of the Fairlington neighborhood.

The loan under consideration would bring the total amount Arlington is lending to the property owner, Standard Communities, to $31.9 million. This number includes a $22.8 million loan approved last summer, an existing $6 million loan used to assist Standard Communities with the purchase of the property in 2017, and a more than half-million dollar deposit.

The owner intends to set the renovated units aside as committed affordable units to people making 60% of the area median income (AMI) for 75 years.

Pending County Board approval, renovations could begin this fall and be completed in 2024.

The “extensive” planned work includes new kitchens and bathrooms, new boilers and chillers, rooftop solar panels, a new community building with a fitness center, hallway upgrades and exterior work, according to a draft report outlining the project.

The current leasing office will be converted into a two-bedroom apartment, and the leasing and management office will move to the new community building.

Renovations will take approximately three weeks per unit, and approximately 10 units will be under renovation at a time.

Park Shirlington Apartments is nearly at-capacity, with only two vacant apartments as of March, according to a report outlining the renovation and relocation process.

Standard Communities says it’s taking several steps to minimize disruptions for tenants who stay and to assist tenants who earn too much to remain.

“Residents will be allowed to remain at the property during renovations,” said Erika Moore, a spokeswoman for the Dept. of Community Planning, Housing and Development. “Residents would temporarily relocate from their current unit, with all of their furniture and belongings, into a vacant ‘hospitality’ unit, which would be comparable to their current apartment.”

Standard Communities will provide residents with boxes and packing materials and a renovation coordinator will “schedule, coordinate, and supervise the moving of their packed belongings and furniture from their home to the hospitality unit and then back again using a licensed, bonded and insured professional moving company,” Moore said.

The owner will also arrange for packing and unpacking assistance for elderly residents and residents with disabilities, as well as “any other reasonable accommodation requests,” she added.

But an estimated 40 households will have to relocate, as they earn over 60% of the AMI. For an individual, that’s $59,820 a year.

A family of four living on 60% AMI ($85,380) and living in a 3-bedroom apartment would still meet the federal government’s definition of “rent burdened,” paying slightly more than 30% of their income on rent.

They will receive four-month notices and moving cost assistance, according to the relocation report.

Under the new threshold, rents would be $1,602 for a 1-bedroom, $1,921 for a 2-bedroom and $2,220 for a 3-bedroom apartment.

Arlington County was initially planning to buy and build up part of the property with a partner developer, Washington Business Journal previously reported, but that plan was eventually scrapped.

The county assisted Standard Communities with the acquisition in 2017 to prevent market-rate developers from taking it over, according to the draft county report. The owner then converted the complex to committed affordable housing for people making up to 80% AMI.

A record-high office vacancy rate plus burdensome taxes and permit processes are just some hurdles for local businesses that Arlington County Board hopefuls are pledging to tackle.

During a debate hosted by the Arlington Chamber of Commerce last night (Wednesday), incumbent Matt de Ferranti (D) and his two independent opponents, Audrey Clement and Adam Theo, explained to a 30-person audience how they would extend a helping hand toward area businesses.

Clement emphasized office-to-residential conversions as a way of reducing the office vacancy rate, which reached 20.8% in the last quarter, and “deal with our housing crisis at the same time.”

“Office-to-residential conversion is a smart approach that both Alexandria and the District of Columbia are implementing,” she said. “There are many reasons this is a sensible strategy, and Arlington’s Missing Middle is not.”

Office buildings are readily available, have more parking than most new apartment buildings and are close to Metro, she said.

“I don’t believe honestly there’s disagreement that we should do office to residential. It’s how we do it,” de Ferranti said. “We are already working on that, but we need to move more quickly.”

Seeing as empty offices are spread throughout buildings, Theo said “conversions are not a silver bullet” and suggested filling these vacancies with schools.

“That is something that’s much easier to renovate for than residential and it helps to tackle our school overcrowding that we’ll be facing over the next decade or two,” and makes more opportunities available to young families in urban areas, he said.

Currently, the county is exploring more flexible zoning in offices to allow for “light industrial” uses such as delivery staging areas, urban farms, breweries and small warehouses.

All three, meanwhile, say they would change how businesses are taxed.

“I am concerned about excessive taxation, particularly real estate taxes, but if you can start with shaving off some of those business taxes, that would be just fine with me,” Clement said.

Theo called for removing the business tangible tax, a tax levied on property used in business that requires maintaining records of nearly every item of value that a business owns.

Business tangible tax assessments are expected to increase by 16% this fiscal year, according to the 2022-23 budget. But Theo said the $40 million it netted last year is not worth squeezing support businesses with thin margins.

“The county sneezes and it spends $40 million,” he quipped.

De Ferranti advocated for increasing the threshold for Business, Professional and Occupational License (BPOL) tax, which comprises about 5% of the county’s revenue for this fiscal year, and has been steadily rising over the last decade.

Under the tax — which has long had critics both on the right and the left — businesses with revenue of less than $10,000 owe nothing, while those grossing up to $50,000 pay $30 and those grossing up to $100,000 pay $50. Beyond that, most businesses pay $0.36 per $100 in gross receipts, regardless of whether the business is profitable or not. Some businesses, like stores and restaurants, pay a lower rate while others, like printed newspapers, are exempt.

De Ferranti, however, balked at other tax cut suggestions.

“But broad statements like, ‘We should cut’ — first, our real estate tax rate is the lowest in the region,” de Ferranti said. “Our property values are so high, so that’s why our total bills are higher than some other localities. We have to keep investing when there’s a challenge in our economy.”

(Updated at 2:40 p.m.) The rideshare driver who crashed into Ireland’s Four Courts in Courthouse last month likely experienced “a medical emergency” before driving into the building, police say.

This preliminary explanation comes after Arlington County police previously ruled out drunk driving as well as malicious intent.

The crash set fire to the popular pub, situated next to the “T” intersection of N. Courthouse Road and Wilson Blvd, during a local company’s happy hour event. It triggered a large emergency response and road closures as people fled the fiery scene. More than a dozen people were hurt.

Police said today that all three pub-goers who were hospitalized with serious, potentially life-threatening injuries have now been released — a little over a month after they were admitted. One patient was still in critical condition and two others were in stable condition within a week of the crash.

The seriously injured people are expected to undergo a rehabilitation process as they continue to recover, we’re told.

In all, 15 people were injured, including nine brought to local hospitals. Of them, three were Four Courts employees hospitalized for less serious injuries, including smoke inhalation.

Four Courts Managing Partner Dave Cahill told ARLnow that the patrons who were seriously injured may not have survived but for other quick-thinking fellow pub-goers, including a volunteer firefighter, as well as first responders who arrived on scene just moments after the crash.

“Our thoughts and prayers have been with them for this whole time,” Cahill said of the victims. “They’re regulars who come in here all the time… we’re happy that they’ve started the next stage of recovery.”

Building inspectors determined that Four Courts is structurally sound but not fit for occupancy due to the extensive damage.

The pub is planning to rebuild, funded in part by a now-closed GoFundMe campaign that blew well past its $50,000 goal, raising just over $95,000. Tonight, fellow Arlington Irish pub Samuel Beckett’s (2800 S. Randolph Street) is hosting a fundraiser and silent auction for Four Courts staff.

Cahill told ARLnow today that insurance and other matters are still being worked out before construction can begin that would allow at least part of the pub to reopen. If demolition starts soon, he said, the best case scenario would be reopening in late spring or early summer of 2023.

When the doors swing back open, he wants customers to feel like nothing has changed, and for regulars to request the same TV channels and sit in the same seats they’ve sat in for years.

“We’re going to work and recreate Four Courts as close back to the original as possible,” he said. “We don’t want people to walk in here and think they’re in a different place. Things will be updated, obviously, but we want people to feel at home in the Four Courts.”

The only thing that many repeat customers would miss would be their personal mugs. Four Courts had a mug club with more than 1,475 mugs people purchased; added their names, football team logos and family crests to; and drank from whenever they came in.

“We lost a lot of mugs,” he said. “When the fire came, it melted the mug and left the handle. We’re sad about that. That was a big part of the brand.”

(Updated 11/07/22 at 2:30 p.m.) Ongoing foundation work at the new Fire Station No. 8 is slated to wrap up in two months.

Construction on the long-anticipated new station at 4845 Langston Blvd began this summer, after the old station was demolished in June.

Now, workers are pouring the concrete footings and laying masonry foundation walls for the 20,522 square-foot building, says Dept. of Environmental Services spokeswoman Katie O’Brien. They are also laying the conduits for the underground electrical, plumbing and other systems.

So far, the recent rain “has not adversely affected the schedule,” O’Brien said.

Next, construction crews will begin making the building’s steel floors and roof next month, and framing the walls sometime around next March.

Mechanical, electrical and plumbing work will begin sometime after January 2023 and continue through the summer, while building finishes will be installed next summer and fall.

O’Brien says the county expects to complete the project near the end of 2023.

Work hours are 7 a.m to 5 p.m. from Monday to Friday. There will be some Saturday work scheduled between 10 a.m and 3 p.m.

Since December 2021, firefighters have been working from a temporary station next door, at 2217 N. Culpeper Street. The permanent station is located where the old station formerly stood.

In addition to updated amenities, the new fire station will boast sustainable features such as a “green” (vegetated) roof and rooftop solar panels.

The building’s design includes a “legacy plaza” and a historic pathway, and other features, to recognize the history of the station.

During Segregation, Fire Station No. 8 was the only station in Arlington staffed by African-Americans — members of the Hall’s Hill Volunteer Fire Department. The volunteers served the historically Black neighborhood, which was walled off from an adjacent white neighborhood until the 1960s.


An end date is in sight for construction work around the Ballston Metro station.

After two years of navigating the active work site and catching the bus from temporarily relocated stops, transit riders could have access to the updated transit facilities and adjacent public areas sometime next month.

“Right now we have our sights on completion in late October,” said Dept. of Environmental Services spokeswoman Claudia Pors.

Over the course of four phases, Arlington County aimed to improve the experience of waiting for a bus, getting dropped off by a car, and walking and cycling around the transit hub. The project added:

  • New bus shelters, sidewalks, landscaped planters and benches
  • More bike parking
  • An expanded public space along Fairfax Drive
  • A dedicated “kiss-and-ride” curb space
  • A dedicated shuttle bus curb space and bus shelter
  • Bus stop flag poles
  • Real-time bus information displays

Construction on the four-phase project started in June 2020 and was expected to end in November 2021. But a half dozen “unforeseen conditions” came up during construction, delaying completion by nearly a year, according to a county report.

Before it can sign off on the project, the county says the following three intersections need to be repaved “due to design changes and unforeseen utility work,” per the report.

  • Fairfax Drive and N. Stuart Street
  • Fairfax Drive and N. Stafford Street
  • 9th Street N. and N. Stuart Street

This will cost about $249,000, bringing the total cost of the project to around $5.7 million. The Arlington County Board is set to review a request to authorize this additional spending during its meeting on Saturday.

Contingency funding approved in the initial budget covered the cost of the other surprises. Staff said electric and telecom lines along Fairfax Drive had to be relocated and it took longer than expected to get Dominion Energy to remove existing street light poles.

The underground Metro platform and garages were also closer to the surface than staff initially estimated. To avoid hitting these structures, construction plans had to be updated and one planter had to be redesigned.

Other planters had to be remade because of how the site slopes, while additional pre-made planters had to be purchased because original estimates fell short.

A curb along N. Stafford Street needed to be realigned and a bus landing rebuilt to ensure getting on and off the bus was safe and accessible to people with disabilities.

Pors said county staff are looking forward to wrapping up.

“Obviously, we’re very excited for the completion of this project,” Pors said.

The Washington Metropolitan Area Transit Authority (WMATA) has also finalized where buses will depart from. The listed changes are set to go into effect this Sunday, Sept. 18:

Meanwhile, the county is currently working to design proposed west entrance to the Ballston Metro station, located at N. Fairfax Drive and N. Vermont Street, almost a quarter of a mile west of the existing entrance.

Arlington has sought alternative funding sources to cover the ballooning cost of the project, which it attributes to inflation and having more complete designs.

Some transit advocates have argued that funding for the section entrance should be redirected to cheaper upgrades with greater impact, such as sidewalks, protected bike lanes and dedicated bus lanes.


Drunk driving — the alleged reason why a woman was killed in a hit-and-run last month — is on the rise in Arlington.

The fatal crash in the Arlington Heights neighborhood has county leaders considering greater emphasis on curbing drunk driving. Neighbors, meanwhile, are asking the county to add more traffic calming measures to combat risky driving, particularly near Alice West Fleet Elementary School and Thomas Jefferson Middle School.

On Aug. 1, a driver hit Viviana Oxlaj Pérez while she was walking near the Thomas Jefferson Community Center at 3501 2nd Street S. She was treated at the scene and transported to the hospital, where she died.

The Arlington County Police Department arrested Julio David Villazon at his home on Aug. 2 and charged him with involuntary manslaughter, hit and run, driving under the influence and driving on a revoked license.

There has been an uptick in alcohol-involved crashes in Arlington. Last year, ACPD recorded 143 alcohol-involved crashes, up nearly 49% increase from 96 in 2020, according to its 2021 annual report. In 2022, ACPD has recorded 116 alcohol-involved crashes, says police spokesman Ashley Savage.

Driving under the influence is one of the top contributing factors to a “disproportionate” number of critical and fatal crashes in the county, says Dept. of Environmental Services spokeswoman Katie O’Brien. The others are speeding, turning left at an intersection, turning right across bicycle lanes and failing to yield to pedestrians.

Each of these behaviors is being addressed during an ongoing “Critical Crash Mitigation Campaign” through December.

The recent rise in alcohol-related crashes chips away at what had been a broader downward trend in drunk driving. Arlington County Board Chair Katie Cristol attributed this initial decrease to efforts, such as the ACPD Arlington Restaurant Initiative and the Washington Region Alcohol Program, as well as the growing popularity of ride-sharing services — which have been getting more expensive.

“Now, however, national trends are indicating major increases in alcohol-related traffic fatalities during the pandemic (regional data is lagging but reasonable inference suggests our local trends may be similar),” Cristol said in an email to ARLnow. “This indicates to me that there is a greater role for the County Board in public education about the threat that drunk driving poses to our own community.”

Cristol said the most important message she can communicate about last month’s crash is that “there is no safe way to drive drunk.”

“In this situation, the driver was impaired, and there is no ‘safe’ BAC above zero to get behind the wheel. Any intersection or roadway — irrespective of the physical safety improvements, visibility interventions, or other designs to the built environment — is unsafe when a drunk driver is present,” she said.

The DUI is Villazon’s second driving offense within the last 10 years, according to court records. He was previously found guilty of “improper driving” in the Arlington General District Court. Under state code, the misdemeanor charge of reckless driving can be knocked down to improper driving if either the judge or the prosecutor find that the offense was not serious.

His next court date is in February 2023.

The crash that killed Oxlaj Pérez is being examined by a broad swath of local agencies, including Arlington’s transportation staff, the police and fire departments, Arlington’s Dept. of Human Services, Virginia State Police and the County Manager’s office.

But neighbors say the problem is not hard to understand. They say drivers, particularly during school drop-off and pick-up times, speed down S. Glebe Road and Arlington Blvd (Route 50), run red lights, roll stop signs, make illegal U-turns, block crosswalks and go the wrong way on 1st Road S., a one-way street — and they’re not drunk.

“I understand the tragedy that occurred a few weeks ago involved alcohol and likely wouldn’t have been prevented with traffic changes,” said one neighbor, Kelly Cherry-Leigh Davison. “But we have brought up these safety issues numerous times to everyone we can think of and are getting nowhere. I’m worried every day another tragedy is going to occur and we could be preventing it.”
