MoneyThe county will tap into the $3 million Economic Stability Fund it established to lessen the sequestration’s impact on the community. The County Board voted on Saturday to send $39,000 from the fund to the Department of Human Services for its Homelessness Prevention and Rapid Re-Housing Program (HPRP) program.

The Board voted to tap into the fund for the first time after learning of cuts to federal Housing and Urban Development (HUD) funding, which would trickle down to the local level. The Virginia Department of Social Services informed the county its contribution would be reduced by $39,000 in FY 2014 due to cuts in the state HPRP funding, which originates at HUD.

“This is the first time the County has had to tap into its sequestration fund, but unfortunately, we are quite certain it will not be the last,” said Arlington County Board Chairman J. Walter Tejada. “Across the nation, communities are feeling the impact of sequestration. These indiscriminate cuts are affecting the lives of real people, in large and small ways, and that impact is only going to grow as time goes on. In this instance, we are able to use the special funds to continue important safety net services for some of our most vulnerable individuals and families.”

HPRP has been in existence since 2009 and receives funding through a combination of $249,000 of state money to support case management, and $200,000 of local money to support housing-related financial assistance. Four non-profits provide case management services: Arlington Street People’s Assistance Network, Doorways for Women and Families, the Arlington Alexandria Coalition for the Homeless and Volunteers of America-Chesapeake.

Individuals and families who are homeless or at risk of becoming homeless can qualify for short term financial assistance from HPRP. Participating families are limited to $1,200 for homelessness prevention and $3,000 for rapid re-housing. Participants also receive case management services such as guidance for developing household budgets and maintaining their housing.

So far, county staff has not identified any other sequester cuts that would require a dip into the reserve fund. Although the state has experienced some cuts it hasn’t yet passed those on to localities.


Rendering of Vornado's planned Metropolitan Park apartment buildingAt its meeting on Saturday, the Arlington County Board gave the go-ahead for the construction of a 22-story apartment building in Pentagon City that will also house a Whole Foods.

The Board approved three measures for Metropolitan Park Phase 4/5 at 1200 S. Eads Street. In addition to approving the overall site plan, Board members voted to amend the Pentagon City Phased Development Site Plan from 1976 to increase the allowed building height. They also approved an amendment to the Master Transportation Plan to allow a portion of the planned 12th Road S. to be deleted.

The new building will join two others at the Metropolitan Park site. Developer Vornado decided to combine phases 4 and 5 of the project into one building containing 699 residential units and more than 40,000 square feet of retail space. A Whole Foods grocery store will occupy most of the retail space.

“This is an important milestone for the Metropolitan Park development, because it includes a full-service grocery store that will serve residents of the Pentagon City and Crystal City neighborhoods,” said Arlington County Board Chairman Walter Tejada. “We are now halfway to our goal of transforming this industrial part of Pentagon City to a more walkable, transit-oriented area that offers a great mix of homes and places to shop.”

The county lists a number of benefits for the project, including a developer contribution of around $5 million to the Affordable Housing Investment Fund and $150,000 to the county’s public art fund to support art within the Metropolitan Park development. More than $130,000 will be contributed for undergrounding utilities at the development site, and transportation improvements will be added such as expanded sidewalks, street furniture, trees and outdoor cafe seating. The developer has also committed to a design that is expected to earn LEED Silver Certification.

Arlington Mill Community Center Modifications Approved — The County Board approved modifications to the Arlington Mill Community Center project that are being called safety and utility upgrades. The county will use already approved project reserve funds for improvements such as parking garage security doors, an in-building wireless system antenna to aid first responder communication and a revised design for the intersection at 9th Street S. and Arlington Mill Drive. As reported last week, a Pan American Bakery and Café will open in the structure. Construction is on track to finish by early August, with a ribbon cutting ceremony on September 28. Arlington Receives Funding to Fight Childhood Obesity — The Virginia Foundation for Healthy Youth has granted more than $36,000 to the county to fight childhood obesity and promote healthy living. This is the second year of a two-year grant. The money will help continue to fund community gardens, healthy school vending machine options and active recess. [Arlington County]

APS Hiring Hundreds of Staff Members —  More than 260 full time and part time employees have been hired ahead of the Arlington Public Schools 2013-2014 year. That’s about two-thirds of the more than 350 open slots APS aims to fill. Superintendent Dr. Patrick Murphy expects to be fully staffed by the beginning of the school year. [Sun Gazette]

Alexandria Approves BRT Station Design — Alexandria approved the design for its Route 1 Bus Rapid Transitway stations. The seven stations include real-time bus arrival displays and will cost about $200,000 apiece. Construction of the bus dedicated lanes in the middle of Route 1 began in July 2012 and is expected to finish late this year, with the line becoming operational early next year. The BRT will eventually cover a five mile stretch to connect the Braddock Road Metro station with the Pentagon City metro station. The Arlington portion of the line is expected to open in summer or fall of 2014. [Del Ray Patch]

Father of Deceased Skateboarder Found Dead — Friends and family of 18-year-old John Malvar — a Washington-Lee High School student who died following a skateboarding accident — were supposed to gather at a memorial service for the teen on Saturday, but his father never showed up. Several friends visited the man’s apartment and had a maintenance man unlock the door, where they found George Malvar dead on his bed of natural causes. After learning of George Malvar’s death, the friends and family decided to continue on with the memorial service for his son. [Washington Post]

Snake Causes Power Outage — More than 10,000 Arlington and Alexandria residents experienced a power outage on Saturday night and Dominion says it was caused by a snake. The reptile apparently slithered into some electrical equipment and knocked out electricity at a substation on Four Mile Run. Power was restored by Sunday morning. [Washington Post]

Arlington County police carThree suspected burglars got an unpleasant surprise overnight when they allegedly tried breaking into a string of vehicles in the Long Branch Creek neighborhood. The problem? One of the vehicles was an undercover police car with an officer inside.

Due to a number of recent complaints about thefts from cars, the Arlington County Police Department sent a plain clothes surveillance team to the neighborhood. Around 1:30 a.m., officers saw three subjects acting suspiciously in the 1800 block of S. 28th Street. Police say they saw the suspects trying to open car doors and entering unlocked vehicles to steal items.

The three men then reportedly attempted to enter an unlocked, unmarked police car and were startled by an undercover officer in the back seat. Tactical units immediately moved in and arrested 22-year-old Hilary Edmond of Arlington and 18-year-old Robert Holt of Alexandria. With the assistance of a K-9 unit, police later arrested 23-year-old Enrique Vanterpool of Alexandria, who was found hiding under some brush. Vanterpool sustained a dog bite to the arm from the K-9 and was treated at the scene by medics.

Police believe the three men may have been involved in more than a dozen recent thefts from cars. Charges against the suspects continue to be compiled in this active case as the men are tied to more of the reported thefts.

An ACPD spokesman notes that so far it does not appear the suspects forcibly entered any of the vehicles they allegedly stole from; all the car doors were unlocked.

“People have to be aware if they are going to keep valuables in their vehicles that they should lock their vehicles and keep valuables out of sight,” said Lt. Mike Watson. “But people really shouldn’t even keep valuables in their vehicles.”

Rendering of Vornado's planned Metropolitan Park apartment buildingThe site plan for a new apartment building in Pentagon City with a Whole Foods grocery store on the first level will go before the County Board for approval on Saturday.

The proposal involves Metropolitan Park Phase 4/5 at 1200 S. Eads Street. Developer Vornado wishes to combine Phases 4 and 5 to make one building, the fourth in the Metropolitan Park development. Phases 1 and 2 of the project focused on building The Gramercy at Metropolitan Park and The Millennium at Metropolitan Park, which are both currently occupied. Phase 3 is for The Acadia at Metropolitan Park, which is under construction. Planning for the overall project has been in the works for about a decade.

The 22-story new building would contain nearly 700 residential units and would have more than 40,000 square feet of ground floor retail space. Almost 37,000 of the retail space would be taken up by a Whole Foods. The plan includes a four level, 885 space underground parking structure that will likely have one floor reserved exclusively for use by the grocery store.

In addition to site plan approval, the Board will consider an amendment to the 1976 Pentagon City Phased Development Site Plan to permit the proposed building height. An amendment to the Master Transportation Plan has also been requested to allow the removal of a portion of a previously planned new street — 12th Road S. — from the proposal.

The Planning Commission’s Site Plan Review Committee (SPRC) discussed Metropolitan Park Phase 4/5 at six meetings from November 2012 through April of this year. Members discussed numerous aspects of the development that could be cause for concern like building height, building density, streetscape improvements and grocery store operations. No major issues were identified in the final site plan that would prevent approval of the project.

Last week, members of the Planning Commission voted unanimously (11-0) in favor of the proposal. Similarly, the Transportation Commission unanimously (7-0) approved the final site plan proposal and amendment to the Master Transportation Plan at its meeting on June 27.

Staff recommends the County Board follows the lead of the Planning Commission and the Transportation Commission by approving the proposal.


American Girl doll (photo via Facebook)The Central Library needs volunteers for a project that has nothing to do with books and everything to do with toys. It’s seeking a “doll groomer.”

The library recently began lending American Girl dolls and the toys are getting a lot of play time. Volunteers are needed for upkeep of the dolls, including combing their hair, washing their clothes and replacing worn out parts. The position posting reads: “We need someone who enjoys working with dolls and their belongings and who is dependable.”

There would be a weekly commitment, but hours are flexible. Ideal candidates are teens or a parent/child team. Those 18 years and older must consent to a background check.

    • Community Picnic Volunteers — The Arlington Partnership for Affordable Housing is looking for helpers at a picnic it is hosting for residents at Columbia Grove on July 15. Volunteers would help with setup and cleanup, leading games for children, face painting, cooking and distributing food and drinks. The picnic is designed to help residents meet their neighbors and build a sense of community. The event runs from 3:30-7:30 p.m., but arrangements may be made for those who can’t stay the entire time.     • Angel Tree Family Registration — Although it’s summertime, the Salvation Army is already looking for people to help with its Angel Tree holiday gift program. The program identifies needy children and matches each one with a sponsor who will provide holiday gifts for the child. Volunteers will register needy families for the program and help make holiday wish lists. Helpers must be available on weekdays from September 16-October 11, but the schedule is flexible. Although volunteers who are available on a recurring basis are preferred, those who are only available on a one-time basis will also be considered.     • Spanish Academy Teacher Assistant — Volunteer teacher assistants are needed for Edu-Futuro’s Spanish Academy — a two week (August 12-23) summer immersion camp that provides cultural and academic enrichment and Spanish language skills to rising kindergarteners through fifth graders. Volunteers will perform tasks such as assisting with student registration, helping with classroom activities and watching over students during activities and recess breaks. Applicants should have Spanish language skills (verbal and written), experience working with children and must go through a background check. Clarendon Metro stationWMATA reports that the Clarendon Metro station is experiencing a power outage, but trains continue to service the station.

WMATA took to Twitter to inform passengers of the outage and that all of the station’s escalators and elevators are currently out of service. Buses have been requested to the station, the agency said.

Spokesman Dan Stessel said the localized power outage is “not a big deal” and the station is still open for business.

There have been no reports of delays from the outage.


Rendering of proposed Latitude Apartments building in Virginia SquareThe County Board is scheduled to examine a proposed development that has angered some residents in Virginia Square. The Board, however, will likely defer the issue at its meeting this Saturday in accordance with a county staff recommendation.

The matter before the Board is a request to consider the proposal for the Latitude Apartments at 3601 N. Fairfax Drive. It involves rezoning the property from commercial to residential and approving a site plan for 265 apartment units, more than 3,000 square feet of retail and more than 2,800 square feet of cultural/educational use. There is also a request to allow an encroachment into a public street and utilities easement in order to add balconies along the N. Monroe Street side of the building.

Residents at the nearby Monroe Condominium (3625 10th Street N.) and others in the neighborhood have voiced opposition to the proposal, claiming the plan has progressed without adequate community input. The largest concern appears to be with rezoning the space to residential, which the residents note violates the Virginia Square Sector Plan. Opponents have also raised concerns about the influx of new residents from the apartment complex causing congestion at the Virginia Square Metro station.

Earlier this month, the Planning Commission held a meeting and residents explained their issues with the project. Members of the Planning Commission voted unanimously to support the county staff recommendation of deferring the issue for further study of the concerns raised.

With a deferral, the Planning Commission would take up the matter again at its November 4 meeting and the County Board could then address the proposal at its November 16 meeting.


Arlington County is preparing to complete the long-awaited reconstruction of Long Bridge Drive, but first the County Board needs to approve a request for an additional $750,000 for the project.

The transformation of the former Old Jefferson Davis Highway involves converting approximately 2,750 feet of pockmarked roadway — from 12th Street S. to just south of Boundary Channel Drive — into what’s described as a safe, efficient multimodal transportation corridor. Improvements include bicycle lanes, sidewalks, bus shelters, landscaped medians, new gutters and a drainage system.

Despite the fact that Long Bridge Park opened in November 2011, Long Bridge Drive remains a major construction zone.

A county staff report points to trouble with utility companies as the cause for delays. A few years ago the utilities were informed of the need to move utility lines into a common duct bank, mostly at their own expenses. The duct bank was deemed necessary in order to make room for a storm drainage system because no such system had previously existed there. Utility work began in September 2010 and didn’t wrap up until spring of this year.

The county’s contractor, Donohoe Construction Company, has had to stop and re-start work on the storm drainage system a number of times while waiting for the other parties involved to complete their portions of the project. The county staff report says the utility companies caused further delays by making placement errors during installation of the duct, requiring adjustments.

The additional $750,000 in funding is necessary, according to the staff report, “due to the increased time to complete the road reconstruction and due to the County’s mitigation measures to resolve conflicts from incorrect utility installations and lastly,
due to cost escalation caused by the delays and the increased time to complete the roadway.”

If the County Board approves the funding at its meeting on Saturday (July 13), it will bring the cost of the road construction portion of Donohoe’s contract to about $7.5 million. (Factoring in various costs associated with construction of the park itself, Donohoe’s total contract award will be $27.8 million.)

County staff recommends the Board approve the funding request.


Heavy traffic on I-395 near the Pentagon (file photo)Department of Defense furloughs went into effect today and AAA Mid-Atlantic suggests that may mean less traffic congestion.

In Virginia alone, nearly 72,000 DoD employees are affected by furloughs, which require one unpaid day off per week for 11 weeks. The state is expected to be particularly hard hit by the cuts due to the Pentagon being housed in Arlington.

It’s too early to definitively claim furloughs will ease traffic congestion, but AAA believes fewer people on the road could lead to less gridlock and fewer accidents. In fact, the organization suggests commutes could resemble those of July and August, when the region experiences its lowest traffic volume and rate of accidents.

“For all other workers, the morning and evening commutes to the daily grind could look like it does on any of the ten federal holidays in the Washington metro area or on Fridays, when federal workers use their flex-time schedules or compressed work weeks (AWS) to take time off,” said John B. Townsend II, AAA Mid-Atlantic’s Manager of Public and Government Affairs.

AAA predicts Metrorail and Metrobus ridership may be affected as well. According to WMATA, nearly half of peak period commuters are federal employees and 35 Metrorail stations serve federal facilities, including the Pentagon in Arlington.

Rep. Jim Moran (D) took to Twitter earlier today to express his displeasure with the furloughs. He also sent the following statement to ARLnow.com:

“Due to sequestration, today marked the first of 11 furlough days for 650,000 DOD civilian employees. This 20 percent pay cut is the unfortunate and shameful result of Congress’ failure to work together to find an appropriate way to reduce the federal debt and deficit. I voted against the Budget Control Act that set up sequestration not only because it focused solely on cutting discretionary spending at the expense of increased revenues, but I feared that the Supercommittee could not find compromise. Congress must make tough choices, but we cannot balance the budget on the backs of our federal workers.”


Water and Wall moving into former Pines of Florence space ABC permit notice for Water and Wall in Virginia Square

As anticipated, Pines of Florence has closed in Virginia Square. The owners of a new restaurant going in at 3811 N. Fairfax Drive have wasted no time in preparing to transform the space.

Tim Ma and Joey Hernandez, known for Maple Ave Restaurant in Vienna, are bringing Water and Wall to Arlington. Ma said Pines of Florence moved out the last couple days of June and the Water and Wall folks brought in designers and engineers right away on July 1.

The concept will be similar to that of Maple Ave, which the chef alternately calls “eclectic American” or “creative American.” Ma said he’s classically French trained and another chef at Maple Ave is Burmese trained. Their different cooking strengths will allow for simple fare such as a chicken sandwich, and more inventive dishes featuring rabbit or sweetbreads.

“The food encompasses a large amount of cuisines. We’re able to put things like a soft shell crab with a Burmese curry, alongside something like a rabbit roulade — which is something you’d associate as very French,” said Ma. “Essentially that’s what American food is now, just a mish mash of all types of cuisines.”

No menu has been devised yet for Water and Wall, but the chefs are testing ideas at Maple Ave Restaurant.

“Maple Ave evolved as the kitchen evolved, and I expect kind of the same thing to happen here,” Ma said. “Hopefully we’ll be able to do items that we’re not able to do at Maple Ave given the limited space. That will take shape as we figure out the kitchen here.”

Ma and Hernandez had originally wanted Maple Ave to be in Arlington but it wasn’t a good fit when they were looking to launch four years ago. Now they feel ready to make the leap from a restaurant of about 10 tables to one of about 25 to 30.

“The economics and scale of that [Vienna] restaurant made more sense for a true mom and pop, which is what me and Joey are,” said Ma. “As we grew at Maple Ave it made sense that we wanted to return to where we were originally looking.”

Ma said he and Hernandez like mix of business and residential spaces in Virginia Square, as well as the overall vibe.

“We kind of like how Virginia Square is a little more quiet. It’s not the hustle of Clarendon or Ballston, it’s a little more relaxed. Yes, we’ve become more destination dining, but we’re already destination dining in Vienna,” Ma said. “We’re happy with that. We’re not in the crowd and the competition of Clarendon. There’s really, really good restaurants there, there’s so many choices now. Hopefully we provide another option here and perhaps fill a niche that doesn’t exist yet in Virginia Square.”

The crew behind Water and Wall hopes to open the restaurant by November 1. Ma acknowledged that such a goal may or may not be met, but he’s patient. He noted that it took four years to get to the point where a second restaurant became a reality, and said extra time just allows for a better opportunity to get things right.

“If the permitting process takes longer, it takes longer. That’s just the way it’s going to have to go down,” Ma said. “The magnitude, the scale of things is different from what we’re used to so we want to make sure we get things done right. Arlington is a different city than Vienna and we want to make sure we cross all the ‘t’s’ and dot all the ‘i’s’.”

Despite striving for perfection, Ma admits that mistakes are also a part of the process.

“We’ve taught ourselves so many things. There were so many mistakes we made, and I’m sure we’ll make here. We’ll make all new mistakes, the same quantity of mistakes, but they’ll just be completely different,” he said. “Hopefully we’re here for a while and learn from those mistakes.”

Although the interior has been cleared of the furniture from Pines of Florence, major renovations have not begun on the restaurant space. Ma said he has a mix of excitement and nervousness about launch the project he and Hernandez have been working on for more than a year.

“I’m just really excited to see how Arlington receives us,” he said. “We’re really stoked about this.”
