Within the next decade, a new transit group wants to make the bus the go-to transit option in the D.C. area

Earlier this year, the Washington Area Bus Transformation Project — which is backed by the Washington Metropolitan Area Transit Authority — released a draft strategic plan with a variety of short and long-term goals and strategies for improving the D.C. region’s bus network.

“The national capital region is adding 40,000-60,000 jobs and households each year,” the group said in its strategic plan. “But its transportation system is struggling to keep pace, leading to some of the longest commutes and worst traffic congestion in the nation.”

Potential ways to improve D.C. area buses and thus help alleviate traffic issues were broken into six categories, ranging in complexity and potential cost.

  • Ease of use: make simpler, consistent maps, naming conventions, and pricing. Another recommendation would be free transfers between Metrorail service and local bus lines.
  • Prioritizing buses on roads: potentially with bus-only lanes and traffic signal priority, though regional coordination will be needed.
  • Frequent, reliable, convenient service: overhaul existing routes to create a more efficient system and provide flexible, on-demand transit services for areas not well served by conventional buses.
  • Balance regional and local bus systems: develop a 10-year plan to allocate services between bus systems and applicable routes. The plan also includes a recommendation to “revise the cost local jurisdictions pay WMATA for local service to better match the actual cost to provide service.”
  • Streamline back-office functions: most of the recommendations in this category are behind-the-scenes improvements, like consolidating support functions and developing regional standards for bus data collection and analysis.
  • Centralizing regional bus networks: form a regional coalition of jurisdictional representatives with authority to implement strategy recommendations.

The bus system has a long way to go if it wants to turn its image around. Since 2012, bus ridership has fallen 13 percent across the region. The project will also require cooperation from the region’s nine bus service providers.

Much of the project also depends on local jurisdictions to implement strategies like restricting parking to facilitate better bus transit. This is why representatives from Arlington Transit and several Arlington County departments are in the group’s technical team and strategy advisory panel.

Meanwhile, most of the technical team and all of the leadership team are WMATA employees.

So far there are no cost estimates for the plan’s recommendations. Allison Davis, a member of the project team, said the price tag will come later in the process.

The project started in September. The group is currently in the middle of a public outreach campaign to sell the public on the idea and gather feedback. At an open house yesterday at George Mason University’s Arlington campus, the room was covered with boards for collecting thoughts on the project and the direction it should take. A survey is also available online.

The plan goes to the Northern Virginia Transportation Authority and the WMATA board this summer for review, with a roadmap planned for development in the fall.

“We’re trying to look at this from a customer perspective,” Davis said. “This [plan] is a tool we have to make better [transit] choices.”


UNTUCKit, a clothing brand focused on untucked, professional shirts, has just launched a new store in Pentagon City.

The new store opened late last week on the second floor of the Fashion Centre at Pentagon City mall.

UNTUCKit was created in 2011 to solve the problem of the long, sloppy look of untucked and ill-fitting dress shirts, by designing shirts that are meant to be worn untucked. They’ve since introduced categories ranging from t-shirts and polos to sports jackets and performance wear — plus, the launch of women’s and boys’ lines in 2017.

UNTUCKit at Pentagon City was the brand’s 61st store nationwide and the third in the region.

“We’re excited to be here, even closer to the District,” said Tomas Kurtz, assistant manager at the Pentagon City location. “It’s a new brand and we’re excited to see it grow.”

Kurtz said the store stands out for the way staff works closely with customers to find the right cut and style for them.

“It’s interesting because it’s not at all like a department store,” said Kurtz. “If you come in, you get fitted and staff will help walk you through it. It’s very personalized.”


Officials are hoping to find ways to close the only break in the 45-mile long Washington & Old Dominion (W&OD) Trail.

The Metropolitan Washington Council of Governments’ Transportation Planning Board (TPB) approved $680,000 in assistance for 13 projects, including one to look into options to close a gap near the East Falls Church Metro station.

The W&OD Trail is a regional pedestrian and bicycle trail with 3,000 plus daily users. This trail is used for walking and bicycling to the East Falls Church Metrorail Station and for longer-distance bicycle commuting across the area. The only gap in the 45-mile long W&OD Trail is in East Falls Church. The trail gap creates conflicts involving trail users and motorized traffic. This project will use technical assistance to identify alternatives for constructing an off-street connection of the trail sections in the East Falls Church area.

Currently, the trail breaks at 19th Road N., just before the Metro station.

TPB received 25 applications for transportation project funding from regional governments before the April 2 deadline, according to a press release.

The applications were judged partially on how they reflected TPB’s long-range regional transportation plan “Visualize 2045” and its goals to move more people around the growing Greater Washington area without adding more cars.

Last summer, the Van Buren Bridge near East Falls Church Metro re-opened after the City of Falls Church repaired it with a $300,000 regional grant to help connect cyclists with the station and with the W&OD. VDOT, meanwhile, is currently working on a new pedestrian bridge over Lee Highway near the Metro station.

Within moments, Ballston-based company BreakingT was turning it into a t-shirt.

BreakingT turns popular sports moments into authorized fan paraphernalia produced with a rapid turnaround, cofounder and CEO Alex Welsh said.

“The sports fan apparel market is a massive market,” Welsh said. “You can look it up, it’s between $25-$30 billion globally. It’s a global industry. We have found with our data-driven, real-time approach that there’s absolutely a demand.”

The company recently celebrated its five-year anniversary and Welsh has ambitions to keep growing. The company raised $400,000 in angel investments in 2017 and hired its first full-time employee. Now, Welsh said his goal is to raise $2 million to expand licensing and marketing.

“One of our biggest corporate objectives is to make our service and company indispensable,” Welsh said. “We have deals now with 30 pro sports teams. They see the value in what we do — the social value in these big moments.”

Beyond just tracking trending sports moments on social media, the company also has a revenue-sharing agreement with SB Nation — a blogging network owned by D.C.-based Vox Media — where team blogs promote those viral moments and BreakingT’s associated paraphernalia.

Welsh said the NBA playoffs have been a big focus lately. The group has a license from the NBA Players Association that allows them to make official merchandise.

“We’re looking for the very specific moments in these games and what the fans are talking about,” Welsh said. “When he shot the ball at the buzzard, the basketball bounced four times on the rim before it went in. Everybody was holding their breath. It was a massive moment for Toronto fans.”

Welsh said the company’s proximity to D.C. let it build a relationship with the Washington Nationals, which Welsh credits for helping to put BreakingT on the map. From there, the company was able to expand into partnerships in other locations and sports, like a partnership with the Carolina Hurricanes.

Welsh said one of his favorite sports moments captured on BreakingT apparel was when a team leaned into being called a “bunch of jerks.”

“A sports broadcaster called the [Carolina] Hurricanes players a bunch of jerks because they started doing choreographed celebrations on the ice,” Welsh said. “It was breaking with the tradition of hockey, but fans loved it. Our social data monitors were going off about this moment. The team leaned into that, and that’s been one of our biggest hits of all time. We sold over 20,000 units of that one shirt.”

(Updated at 3:40 p.m.) It was clear skies for commuters this morning (Friday) celebrating Bike to Work Day.

The annual tradition encourages commuters to ditch their cars and ride their bikes to and from work. In Arlington, 10 pit stops and themed celebrations were sprinkled across the county.

The Bike to Work event at Rosslyn’s Gateway Park filled the park with spandex-clad cyclists mingling and expressing exuberance at the perfect weather. In the tight-knit community of cyclists, there were frequent reunions between riders throughout the park.

“It was a great ride today,” said Henry Dunbar, director of active transportation for Bike Arlington and a coordinator of the event. “This is about as ideal as it gets.”

Dunbar said the event caters to the one-third of riders who are first-time bicycle commuters. Dunbar said the goal is to teach them about bicycle safety and encourage them to make bicycle commuting a daily habit.

For new riders, Dunbar said the best thing to do is find a more experienced rider and tag along with them.

“Ride with experienced cyclists,” Dunbar said. “All the brochures in the world aren’t as good as someone guiding you through that one tricky intersection on your way into work.”

Dunbar nodded over to the N. Lynn Street and Lee Highway intersection — a crossing regularly packed with cyclists, pedestrians and cars. The crowding is exacerbated by construction around the intersection that’s part of the Custis Trail improvements — construction Dunbar said is likely to continue for another full year.

Several bicycling-focused organizations had stands set up in Rosslyn to help encourage a car-free lifestyle. Robert Santana attended on behalf of the Arlington Car-Free Diet campaign and distributed information about the impending Metro closures.

“I was worried we’d be talking mostly to people who were already car-free,” Santana said, “but people have seemed really interested.”

Tents were set up around the park, with businesses like Nando’s Peri-Peri offering free meals or other local organizations offering bicycle-specific services.

“Today has been fantastic,” said Bruce Deming, a “bike lawyer” who specializes in representing injured cyclists. “There’s a huge crowd, just tremendous turnout. I’m proud to be a part of this event.”

With summer around the corner, Arlington County has shared an update regarding four newly renovated parks.

The parks have either recently completed renovations or are planned to open soon.

The Fairlington Park playground opened in March. The project included a complete redesign and reconstruction of the playground, exercise equipment, park trail and more. The renovated play area offers options for different age groups and exercise equipment for all ages.

For a more subdued park experience, Glencarlyn Park has also recently opened a new picnic structure surrounded by forest. The shelter includes accessible picnic tables and power outlets with USB ports. The project page noted that renovations also brought the park into compliance with Americans With Disability Act standards.

While there has been no ribbon-cutting yet at McCoy Park, it is fully accessible to the public. Enhancements at the park, which is wedged between Lee Highway and I-66, include a realigned sidewalk and a seating deck with tables and chairs.

Dawson Terrace Park hasn’t reopened yet, but the Arlington County website says it will be “later this spring.” Plans are for the two small courts at the site to be replaced with a single, lighted court that can be used for basketball, volleyball or other court games. A separate playground area will cater to kids and the park will have have upgraded picnic areas and trail connections.

Three safety and beautification projects are coming to western Arlington streets.

This Saturday the County Board is scheduled to vote on $2.8 million in construction contracts for Neighborhood Conservation projects. The three projects are all at the western edge of Arlington, near Falls Church.

The project at Patrick Henry Drive near Westover Apartments will add dedicated bike lanes from Washington Boulevard to 16th Street N.

The other two projects — 2nd Street South at S. Kensington Street and N. Quintana Street — will add new sidewalks. The N. Quintana Street project will also add streetlights.

The projects are all planned to:

  • Improve pedestrian connectivity
  • Provide disability accessible routes
  • Rehabilitate existing roadways
  • Improve drainage

The projects are 32 percent more expensive ($883,379) than when they were first proposed in 2017, which staff attributed to inflation in construction costs and higher construction standards enacted by the county since then.

Ballston Quarterfest — a new Ballston-centric music, drinks and food festival replacing Taste of Arlington — is being held weekend.

The festival is scheduled to run from 12-6 p.m. this coming Saturday (May 18) and Sunday (May 19). Admission to the festival is free, but tickets are required for the restaurant crawl or street pub.

Free live music from local performers is planned at a stage next to the street pub for both days.

Other activities around the festival include a “Kids Zone” on Saturday, with face painting and balloon artist, and the Arlington Art Truck, with an interactive art display on Sunday.

The event will take place mainly along Wilson Blvd — like Taste of Arlington — but will be more focused around the new Ballston Quarter mall and Ballston businesses, whereas “Taste” featured restaurants from around the county.

Like Taste of Arlington, the event will come with a series of road closures. Per Arlington County Police:

  • Wilson Blvd will be closed between N. Randolph Street and Glebe Road in both directions the entire weekend (use Fairfax Drive as an alternate route)
  • N. Taylor Street will be closed at Wilson Blvd
  • N. Stuart Street, from 9th Street N. to Wilson Blvd, will be closed
  • 7th Street N., between Glebe Road and Wilson Blvd, will be closed

Temporary “no parking” signs are also planned throughout the area, and illegally parked vehicles could be ticketed or towed. Police encourage attendees to use the Metro or other means to get to the festival.


The STEM Preschool at 3120 S. Abingdon Street in Fairlington is planning a sizable capacity increase.

According to an application filed on this Saturday’s Arlington County Board agenda, the facility is proposing an expansion from 66 children to 106 and employee increase from 15 to 22.

The new capacity is nearly double the 55 children originally approved by the County Board in 2014. In October 2015, the board approved a use permit amendment, allowing the facility to expand to its current capacity of 66 children.

In a report on the project, staff said the facility can accommodate the number of children proposed with the expansion.

Staff noted that the facility also has adequate parking under current zoning and has more than it would need under a new zoning ordinance taking effect on July 1, which would shift the parking measurement from one space per staff person to one space per eight children.

In the report, staff recommended approval of the application.

“The operation of the existing child care center has not and is not expected with the increase in capacity to adversely affect the health or safety of persons residing or working in the neighborhood and is not in conflict with the purposes of the master plans of the County,” staff wrote. “Overall, staff believes that the amended use will continue to be a quality addition to the community and have minimal impacts on neighboring areas.”


The Arlington County Board is scheduled to vote Saturday (May 18) on a series of changes that would loosen restrictions on Accessory Dwelling Units (ADUs).

ADUs are residential dwellings built on existing properties that are separate from the primary residence, like a basement apartment or a standalone structure — sometimes called a “granny flat.”

The County Board first approved standards for accessory dwellings in 2008. The Affordable Housing Master Plan in 2015 urged the creation of more ADUs as a low-cost way to boost housing options in Arlington. Regulations were loosened in 2017, but those changes only impacted apartments created within single-family homes, like in a garage or attic.

Staff at the May 6 Planning Commission meeting said there have been 10 new ADUs approved in Arlington since Jan. 1, 2018, demonstrating that there is some local interest in these types of residential units.

At that time, staff had recommended ADUs with a 1-foot side and rear setback from the property line, but the Board rejected it. Now staff is recommending a 5-foot setback, which they say is enough to mitigate the impact on a neighbor’s property but gives the homeowner enough flexibility within their own property.

Staff estimated between 37 percent and 44 percent of lots in Arlington could accommodate a detached accessory dwelling.

“The proposed zoning ordinance amendments would enable the construction of new detached accessory dwellings and reduce barriers to the conversion of existing accessory buildings into accessory dwellings,” staff said in a report. “The proposed amendment balances design flexibility, privacy and separation concerns, and the county’s housing goals.”

The project has attracted some concerns from both sides of the discussion. At the Planning Commission meeting, a local resident, whose accessory dwelling permit was denied last year, said he was excited for the new ordinance, but was frustrated that ADUs were subject to regulations like annual inspections.

Meanwhile, earlier discussions about ADUs exposed concerns from some residents that the new buildings could increase density and crowding in residential neighborhoods and have negative impacts on trees, stormwater management, noise, privacy, traffic and parking. Concerns were also expressed about ADUs being used as short-term rental units offered through services like Airbnb.

(Updated at 9:30 a.m.) Arlington County is considering a series of transportation improvements, including a fix to the complicated West and South Glebe Road intersection.

At Saturday’s County Board meeting the Board scheduled to vote on the approval of a series of grant requests for up to six projects with a total funding of up to $5.4 million.

The most expensive of the projects would be cleaning up the somewhat crash-prone Glebe Road intersection for $3 million in grant funding. W. Glebe Road, S. Glebe Road and S. Four Mile Run Drive all feed into the same intersection. By adjusting the geometry and the lane configuration, the county hopes to reduce instances of crashes.

Staff also note in the proposal that adjusting traffic signal timing and turn movements on S. Four Mile Run Drive could alleviate congestion on northbound I-395 by reducing backups on the ramp to S. Glebe Road.

The grant requests also include a series of transit improvements. The report notes that motorists frequently violate the Potomac Yard Transitway travel restrictions in Crystal City. The planned fix would add red markings to the lanes to denote the entry points to the transitway.

Other improvements include reliability upgrades for the 22F and 16Y Metrobus lines, serving Pentagon-Shirlingt0n-Fairlington and Columbia Pike-Court House-Farragut Square, respectively.

The 7Y Metrobus route would also gain additional noon-to-midnight bus service starting in December.

Also included among the grant requests is a funding request for $211,962 to extend the Commuter Store operations at the Pentagon for another 12 months. The store sells transit passes and provides commuter assistance, serving approximately 1,800 customers per month according to the staff report. Current funding for operations is set to expire on March 31, 2020.
