A dazzling array of daffodils are now on display at Culpepper Garden.

The affordable senior living facility at 4435 N. Pershing Drive planted the flowers as part of the first phase of an ongoing restoration of its gardens. The garden now contains 28,000 daffodils of over seven varieties.

The daffodils’ official debut will be at a planned Spring Garden Walk on Saturday, April 10, from noon to 3 p.m. The Spring Garden Walk is the first in a series of events in the garden planned throughout this year, according to a press release.

The celebration also comes after a recent renovation to Culpepper Garden’s independent living building. The press release noted that apartments are available to people over the age of 62 living at less than 60% of area median income ($52,920).

“The Spring Garden Walk is the first in a series of interactive garden events planned throughout 2021,” the senior care organization said in a press release. “Sponsorships and funds generated through these events will be used to complete the full restoration of the historic gardens planted by Dr. Charles W. Culpepper, a scientist and botanist who worked for the Department of Agriculture.”

The daffodils commemorate the work of Culpepper, who sold the five-acre tract of land to non-profit Arlington Retirement Housing Corporation in 1973.

The gardens can be accessed via private, self-guided tours. There is no charge for the tours, but donations to Culpepper Garden are encouraged. A limited number of guided tours are also available, with advanced reservations available by contacting Jasmin Witcher at 703-528-0162 or emailing [email protected].

The struggle to desegregate Arlington occupies not only local historical significance, but apparently a place of honor in the foyer of comedian Amy Schumer.

As noted by the Twitter account of Arlington’s planning office, Schumer recently posted posted a photo on Instagram yesterday that highlights a painting hanging on her wall.

The painting is by artist Julian Joseph Kyle — who specializes in work related to slavery, Jim Crow, and the Civil Rights movement — and based on a photo by Washington Star photographer Gus Chinn.

It shows a Black protestor, Dion Diamond, sitting at a segregated lunch counter at the Cherrydale Drug Fair in Arlington on June 10, 1960. The protester, who was part of an integrated group called the Non-Violent Action Group, is being harassed by white patrons.

Last year marked the 60th anniversary of a series of lunch counter sit-ins in Arlington, during which demonstrators endured harassment from white students, police officers, and Neo-Nazis.

The demonstrations continued through the summer and eventually some stores that had discriminated against Black customers changed their policies and integrating their lunch counters.

Schumer, who has previously faced controversy for making racist caricatures, said in a social media post that the painting hangs by her front door as a constant reminder.

“It’s called Lunch-In (Man At Segregated Diner) it’s by our front door so I see it before I go out into the world,” Schumer wrote.

In better times, Galaxy Hut’s main room at 2711 Wilson Blvd would be filled with busy chatter, patrons playing arcade games, and the TV playing a worn out VHS copy of Excalibur (1981).

For the last year, that room has been an empty stretch for staff to cross as they carry food from the kitchen to the barricaded front door, where they drop off food for customers. Even as other Clarendon spots draw customers for indoor dining and drinking, Galaxy Hut’s owner said the restaurant will remain takeout only until their staff is vaccinated, no matter the cost.

“As a bar, gathering place, and live music venue, choosing to be pickup only has been devastating for our sales,” proprietors Lary and Erica, who also own Spacebar in Falls Church, said in an email. “Both of our restaurants occupy small spaces, so we don’t have as many options available to us as restaurants with more indoor square footage and larger outdoor seating areas do. That said, there is more that we are allowed to do under current restrictions, but we have made a choice not to. We continue to make that choice, despite financial harm, until food service workers can be vaccinated.”

While neighboring Alexandria has been able to move food service workers into the current phase of vaccination, in Arlington they’re still listed in the pre-registration phase, as is the case elsewhere in Virginia.

Lary and Erica said holding off until staff is vaccinated is as much for the safety of customers as for staff. Once employees are vaccinated, they said the restaurant will begin a gradual reopening.

“We determined early on in the pandemic that due to the size of our restaurants, it would not be safe for customers or staff to be in the same space without masks on,” Lary and Erica said. “We decided to remain pickup only until we can get ourselves and our staff vaccinated. Arlington is currently vaccinating group 1b. Food service workers have been placed in group 1c. Once we are all vaccinated we will begin a phased opening plan.”

In the meantime, Galaxy Hut’s menu is almost entirely vegan, with dairy-options offered as alternatives on some dishes. As a new Ethiopian restaurant on Columbia Pike recently discovered, Lary and Erica said there’s been some community excitement for having those options available.

“We’ve thankfully had a lot of support and positive feedback from the community,” the pair said. “We now have a set of new pandemic regulars in addition to our pre-pandemic regulars who continue to support both of our restaurants with food orders and merch purchases. There’s a lot more excitement and support for vegetarian and vegan food now than there was back in 2013 when we first tried an all-veg menu, so that’s been great to see.”

Galaxy Hut is open for takeout orders from 4 p.m.-7:45 p.m. Sunday-Thursday and 4 p.m.-8:45 p.m. on Fridays and Saturdays.


(Updated at 4:10 p.m.) Arlington County was in a race against its own bureaucracy to save the Febrey-Lothrop estate from demolition — and it seems the County lost.

The Dominion Hills mansion, owned by sportsman Randy Rouse until he passed away in 2017, had also been home to Howard Hughes and actress Audrey Meadows. Of greater historic interest to County officials was the fact that the estate grounds, which had been a hunting ground and gathering place for pre-Columbian Native American tribes in the area, had been left virtually undisturbed for centuries.

The owners of the estate have been pursuing a demolition permit parallel to an effort from preservationists to try to give the property a local historic designation over the objections of Rouse’s trust. The designation would require additional archeological and preservation work before any development could take place on the property.

The County Board was amenable to the designation, unanimously voting to send the designation back to the Planning Commission on April 5 for approval, before returning to the County Board on April 17.

The house, which has sat on the hill in one form or another since before the Civil War — documentation suggests the original home was largely replaced by a new building in the early 20th century — may not live long enough to see that designation bear fruit.

The last holdup in the demolition permit process was a land disturbing activity (LDA) permit, but County officials confirmed that the demolition permit was issued last Friday after the LDA permit was approved. Previously, County Attorney Stephen MacIsaac told the County Board that the county could be hauled into court if it were to delay approving a properly-submitted demolition permit application.

The same day the permit was approved, a letter from Barrett Consultants P.C. was sent to neighbors informing them of the impending demolition activities.

“This letter is being sent to inform you that the owner of… 6407 Wilson Boulevard intends to perform the demolition of the existing home and/or structures located on the premises of the property,” the letter said. “The demolition and subsequent excavation of the structure will begin in the very near future.”

“In preparation of starting, appropriate tree protection measures will be installed, as well as proper silt fencing to help mitigate erosion and preventative purposes to adjacent properties,” the letter added.

With the permits in hand, there are no impediments under Virginia law preventing the owners from tearing down the house and thus preempting efforts to save it with a historic designation.

As of this writing, on Wednesday afternoon, the house was still standing.


In the weeks after opening, new Columbia Pike Ethiopian restaurant Greens N Teff (3203 Columbia Pike) said the response from the community has been better than they could have hoped.

The restaurant, which features an entirely vegetarian/vegan menu, sold out twice in February, following ARLnow’s coverage of its opening.

“Everything has been good,” said Hanna Elias, one of the restaurant co-owners. “The neighborhood response… it’s been overwhelming. We’re happy to be here, and every customer has been happy to be here.”

Elias said that one of the biggest surprises so far has been that most of the customers order the “extra large” selection on the menu: a base with three proteins and four greens for $14.99. Elias said customers ordering extra large options said they’ve been getting take-out meals for for their family to share and tasting a variety of options.

“Mostly that’s been how they’re ordering: for families,” Elias said. “People were also happy that we have gluten-free injera.”

Injera, a spongey flatbread made from the eponymous teff, serves as the base for many Ethiopian dishes. Elias said the restaurant has also gotten positive feedback on its entirely animal-free menu.

For those who visit, Elias said she recommends the collared greens with the spicy lentils and mushrooms, which she said pairs nicely either with rice or injera.

About two-third of the way through Fellowship of the Ring, Gandalf offers Frodo some encouragement as the hobbit despairs that he lives in difficult times.

“So do all who live to see such times. But that is not for them to decide. All we have to decide is what to do with the time that is given to us.”

It’s a line that might as well be aimed at the staff of Arlington Cinema & Drafthouse (2903 Columbia Pike), who are starting their return to showing films with a Lord of the Rings trilogy screening as part of a tiring struggle to stay afloat amid COVID-19.

“We are hanging in there,” said Tim Clark, owner of the venue. “It’s not pretty, but we’re starting to see people coming back out.”

Events at the drafthouse are still operating at under 30% capacity to allow for social distancing which, if every show is a sell out, is financially is just treading water.

“Right now trying to go through grant process, but it’s not sustainable,” Clark said. “I don’t think many restaurant theater business operations are built to run on 30%. And that’s 30% if we sell out, and we’re not selling out every show. If you take averages and you’re at 20%, it’s really not sustainable.”

Clark said March will be the trial run for starting movies again, noting that the recent rolling back of curfews and restaurant restrictions should help smooth operations at the venue.

“We’re trying to be more creative for movies,” Clark said. “There’s limited content because studios aren’t releasing much.”

The first event will be a Lord of the Rings Trilogy festival on March 7. Tickets are $10 for all day access and the event will feature themed specials. Attendees are also encouraged to dress in costumes — with masks required — and winners of a costume contest will receive prizes.

The movies start at noon with Fellowship of the Ring, then 3:15 p.m. for Two Towers and 6:30 p.m. for Return of the King. The films will be the theatrical cuts rather than the full 11.3 hour extended editions, but Clark said that mostly came down to crunching the times.

Clark said comedy acts at Arlington Drafthouse have helped carry the venue through the last few months.

“We’re starting to see a little bit more activity for some of the bigger name comics,” Clark said. “People have been following the rules and we’ve had good audiences. There are people that are excited to get back out and we’re hearing from people who aren’t ready to get back out but are excited to support us.”

The full calendar of events is available online, and Clark said he’s starting to book events into June. In the meantime, the drafthouse is going to keep applying for grants and hoping for the best with vaccinations and the COVID recovery.

“We’ve applied for an SVOG grant, which is basically for theatrical venues, live entertainment, and they haven’t quite got the application ready yet but we’re headed in that direction,” Clark said. “Hoping that carries us through, but just buying time.”


Arlington County is in a race against its own bureaucracy to preserve the Febrey-Lothrop House, an estate that has sat in one form or another at 6407 Wilson Blvd since before the Civil War.

The County is rushing through the local historic designation process for the the mid-19th century property. It voted on Tuesday to advertise hearings on the potential historic value of the property in April.

The process is accelerated by the owner’s applications in December and last month for permits to demolish the buildings on the property, and an apparent effort to front-run any historic designation. The 9+ acre estate is owned by a trust established by sportsman Randy Rouse, who passed away in 2017.

The permit is administrative — meaning outside of the need for County Board approval — and was approved. Cynthia Liccese-Torres, coordinator for Arlington County’s historic preservation program, said the demolition permit will be not actually be issued until approval of an associated land disturbing activity permit.

Parallel to this administrative approval, an application filed last year by an Arlington resident to give the estate a local historic designation was reviewed by the Historical Affairs and Landmark Review Board (HALRB) in November. The HALRB found that the home met eight of 11 criteria for the designation and recommended that the structure of the home and the surrounding property be designated as a local historic district overlay.

The property owners — who seek to demolish the building and sell the property for redevelopment — have repeatedly objected to this designation. Staff noted that despite having been in contact with the owners, they had not been given access to the property to research it, which has hamstrung efforts to make a more thorough report.

Meanwhile, in mid-January, workmen at the house started to demolish the roof until the County issued a stop work order.

“Staff made numerous good faith attempts to access property, [but] staff has still not been able to gain owner’s consent for time and date to view property,” said Richard Woodruff, chair of the Arlington Historical Affairs and Landmark Review Board. “These issues taken by owners gave cause to believe that the house is at substantial risk of being damaged or destroyed.”

Woodruff said there is plenty of information on the property — even without an first-hand inspection — that says there is likely historic significance that could be lost if the area is demolished and redeveloped by-right.

“It was an upper middle class 19th century farm owned by prominent families,” Woodruff said. “We know Native Americans hunted on the hill and Civil War soldiers on both sides of war camped there. That land has not been disturbed and may contain artifacts, even pre-Columbian artifacts.”

Additionally, Woodruff noted the main house contains portions of the original 1855 structure, and key figures like Howard Hughes lived and stayed at the home in the 19th and 20th centuries.

“Anyone who has driven by property knows it represents uniquely pastoral image of Arlington,” Woodruff said. “What is there, known and unknown, could be lost forever. We know owners want to sell, but there are no immediate buyers. It would be premature and a complete disaster for these buildings to come down before any of that is known. If you agree this property is worthy of protection for future generations of Arlingtonians, if you believe some or all of it should be protected, then please figure out how to do it and don’t wait until it’s too late.”

Tom Colucci, from the law firm Walsh Colucci Lubeley & Walsh P.C., spoke on behalf of the owners and reiterated earlier objections to the historic classification.

“We request that the Board stop this runaway freight train to nowhere,” Colucci said. “What has happened is this was initiated by one individual who had no economic or other interest in the property and staff took the ball and ran with it. There have been a lot of things rushed with this because the owner has a desire to demolish these structures. These buildings are not in good condition, some are not in safe condition, and there are overriding policy decisions that have not been considered. Does the Board want to put itself in a position where it tries to thwart an otherwise legal act of a property owner by using this process?”

Colucci said the historic overlay would significantly devalue the property and would cause concern among potential buyers. Colucci also noted that the property has an R-6 zoning — single family homes — and the owners are currently only interested in redeveloping it within that zoning.

(Updated at 9:25 p.m.) Arlington, Virginia is hoping to avoid the infrastructure pitfalls in Arlington, Texas — and other parts of the Lone Star State.

At Saturday’s County Board meeting, the Board approved a 24 inch water main project stretching from Lorcom Lane to 25th Street N. in the Donaldson Run neighborhood. The Board authorized $3.1 million for the project, with $2.6 million as the project cost and just over a half-million dollars in contingency funding.

According to the project summary:

This contract is for the construction of 24-inch water transmission main in the right-of-way of North Taylor Street, Vacation Lane, North Vermont and North Vernon streets between Lorcom Lane and 25th Street North. This contract also includes installation of a new 8- inch water main to replace existing 6-inch water main along North Vernon Street between 25th Street North and North Vermont Street. The proposed water main will increase required system redundancy and transmission capacity.

The water main replacement is called Gravity One Phase II, a follow up on a water infrastructure project started in 2017. The new water main will serve as a backup to the existing 30-inch main from 1957 that feeds into nearby storage tanks and a pump station, allowing the county to move forward with a full assessment of the state of that pipe and perform maintenance.

“The project is expected to begin in April 2021,” the project website says. “The anticipated completion time is spring 2023.

“The contractor will limit noise-generating work to the hours of 9 a.m. to 4 p.m.,” the website adds. “No weekend work is anticipated. Other tasks may be addressed during the hours immediately before and after that window. There may be water impacts to some customers throughout the project. Advance notice will be given to residents prior to any planned water shut offs.”

County Board chair Matt de Ferranti said the new pipe will hopefully help prevent future water main breaks and provide better water reliability.

“We hear from so many in the community that we must take care of infrastructure,” said de Ferranti. “There was a water main break at Chain Bridge. This was a continued priority before that and we are investing again in a contract of a little over $3 million for a water line transition main that will be a backup to help protect reliability, which we’ve seen just this week is an unthought of but critical item as we look at those in Texas without water.”


(Updated at 2:45 p.m.) A new Ethiopian restaurant on Columbia Pike could help fill the vegan and vegetarian option gap near the S. Glebe Road intersection after the closure of Elizabeth’s Counter.

The restaurant is called Greens N Teff (3203 Columbia Pike), reflecting the restaurant’s meat-free menu and traditional Ethiopian grain teff. Beakal Melaku, one of the restaurant’s owners, said the restaurant had been in planning before the pandemic started and was originally going to have meat but took a green turn over time.

“I started with grilling, but then started cooking more and I changed my mind to make it vegetarian,” Melaku said.

The proteins are primarily lentil or mushroom based, and Melaku said part of his goal is helping to make people aware that they don’t need meat to have a balanced, health diet.

The restaurant has a variety of plate sizes, from regular individual platters for $9.99 with one base, protein and two grains, to extra large platters for $13.99 with the base, three proteins and four greens.

Greens N Teff opened this past weekend and so far, Melaku said the restaurant has gotten good feedback and support from the nearby community.

“This has been our first week, and so far it’s been really good,” Melaku said.

Planned coffee shop and restaurant The Freshman, at 2011 Crystal Drive in Crystal City, could open in a few months after being in the works for a little over two years.

Owner Nick Freshman told ARLnow that he’s looking at opening The Freshman sometime in April or May, though no date is set in stone yet.

A limited version of the restaurant had opened as a pop-up in Crystal City Shops in 2019 and all the signs of an impending opening were in place last year, but a plan to ride out the pandemic has been less feasible as the virus’s impacts continue to drag on. Freshman, who also owns Clarendon bar Spider Kelly’s, said he remains optimistic about a turn-around ahead.

“We are facing the same challenges to opening as so many others in the business, but we have been fortunate to be able to wait this out,” Freshman said. “I am optimistic that things are starting to turn a corner, but we are still a long ways away from a return to normalcy as far as dining out. I am hopeful that vaccinations will continue to increase in pace, and that along with Spring will make people feel safer about dining out.”

Vaccination numbers are on the rise in Arlington, but Freshman said the success of The Freshman is also partially contingent on a return of office workers to buildings around Crystal City, which may lag vaccinations by months.

“It sounds like it will be well into the Summer or even Fall before most people return to their offices, and that is a big part of our business model here in National Landing, but our style and product will appeal to the many residents who live here, and we hope to be able to serve them this Spring,” Freshman said. “In the meantime, it has been great to be able to serve a part of our community through our partnership with Hook Hall Helps.”

Hook Hall Helps is a relief program that has used The Freshman’s empty space as a hub for distributing care kits and family meals to hospitality workers in need.

“It was certainly not how I planned to open the doors to the restaurant, but we are a community-focused business, and there are people right here in the National Landing and Arlington community that are hurting,” Freshman said. “I feel very fortunate to be able to use the space to help in some way while we wait to serve the entire community.”


Boston-based Tatte Bakery and Cafe is coming to fill a Baja Fresh-sized hole in Clarendon at 2805 Clarendon Blvd.

The company recently filed for a permit to build a new bakery within the existing building, adding new interior partitions and finishes throughout the facility.

Tatte Bakery and Cafe is a small bakery franchise with around 18 locations, mostly around Boston. The cafe offers pastries and desserts along with brunch and some dinner offerings, like maple chicken and potatoes.

Staff at Tatte Bakery’s lone D.C. location, at 1200 New Hampshire Avenue NW in the West End, said the Arlington location will open in July if all goes well with permitting and renovations. The Arlington location will have the same menu as the D.C. location.

The bakery will be on the southeast corner of the block being redeveloped as Market Common Clarendon Phase 2.
