An end date is in sight for construction work around the Ballston Metro station.

After two years of navigating the active work site and catching the bus from temporarily relocated stops, transit riders could have access to the updated transit facilities and adjacent public areas sometime next month.

“Right now we have our sights on completion in late October,” said Dept. of Environmental Services spokeswoman Claudia Pors.

Over the course of four phases, Arlington County aimed to improve the experience of waiting for a bus, getting dropped off by a car, and walking and cycling around the transit hub. The project added:

  • New bus shelters, sidewalks, landscaped planters and benches
  • More bike parking
  • An expanded public space along Fairfax Drive
  • A dedicated “kiss-and-ride” curb space
  • A dedicated shuttle bus curb space and bus shelter
  • Bus stop flag poles
  • Real-time bus information displays

Construction on the four-phase project started in June 2020 and was expected to end in November 2021. But a half dozen “unforeseen conditions” came up during construction, delaying completion by nearly a year, according to a county report.

Before it can sign off on the project, the county says the following three intersections need to be repaved “due to design changes and unforeseen utility work,” per the report.

  • Fairfax Drive and N. Stuart Street
  • Fairfax Drive and N. Stafford Street
  • 9th Street N. and N. Stuart Street

This will cost about $249,000, bringing the total cost of the project to around $5.7 million. The Arlington County Board is set to review a request to authorize this additional spending during its meeting on Saturday.

Contingency funding approved in the initial budget covered the cost of the other surprises. Staff said electric and telecom lines along Fairfax Drive had to be relocated and it took longer than expected to get Dominion Energy to remove existing street light poles.

The underground Metro platform and garages were also closer to the surface than staff initially estimated. To avoid hitting these structures, construction plans had to be updated and one planter had to be redesigned.

Other planters had to be remade because of how the site slopes, while additional pre-made planters had to be purchased because original estimates fell short.

A curb along N. Stafford Street needed to be realigned and a bus landing rebuilt to ensure getting on and off the bus was safe and accessible to people with disabilities.

Pors said county staff are looking forward to wrapping up.

“Obviously, we’re very excited for the completion of this project,” Pors said.

The Washington Metropolitan Area Transit Authority (WMATA) has also finalized where buses will depart from. The listed changes are set to go into effect this Sunday, Sept. 18:

Meanwhile, the county is currently working to design proposed west entrance to the Ballston Metro station, located at N. Fairfax Drive and N. Vermont Street, almost a quarter of a mile west of the existing entrance.

Arlington has sought alternative funding sources to cover the ballooning cost of the project, which it attributes to inflation and having more complete designs.

Some transit advocates have argued that funding for the section entrance should be redirected to cheaper upgrades with greater impact, such as sidewalks, protected bike lanes and dedicated bus lanes.

A former county employee arrested and convicted for assaulting a police officer after being fired is back behind bars.

Vincent Moody, a 57-year-old Arlington resident, is now accused of trying to rape a woman in the restroom of a business on the 4800 block of Langston Blvd. The name of the business was not given, but that block includes a McDonald’s, a body piercing business, a tattoo parlor, and an Indian grocery store.

After the alleged sexual assault, according to a police press release, Moody started walking east on Langston Blvd and punched a man who happened to be walking by.

The alleged incidents happened on the evening of Monday, Sept. 12, according to Arlington County police.

Arlington County Police have arrested a 57-year-old Arlington man after he assaulted two individuals in separate incidents along Langston Boulevard on the evening of September 12. Vincent Moody, 57, of Arlington, VA is charged with Attempted Rape, Abduction with the Intent to Defile and Assault and Battery. He is being held without bond in the Arlington County Detention Facility.

At approximately 10:47 p.m. on September 12, police were dispatched to the 4800 block of Langston Boulevard for the report of a dispute in progress. Upon arrival, it was determined the female victim was inside a business when she entered the women’s restroom and was followed in by the suspect. The suspect allegedly requested sex, grabbed the victim, attempted to remove her clothing and pushed her into a stall. The victim called a friend, who entered the restroom and pulled the suspect away from the victim.

The suspect left the business and was walking in the 4700 block of Langston Boulevard when he approached the male victim and female witness, who were unrelated to the previous incident. The suspect struck the male victim and began walking towards the witness. The witness ran into a business for assistance and they contacted police. Arriving officers located the suspect and took him into custody without incident.

Moody worked as a facilities assistant for the county prior to the dispute over his employment at county government headquarters in Courthouse on Nov. 15, 2017. He pled guilty to assault on a law enforcement officer in December of that year and received a 360 day sentence with all but four days suspended.

In the years since, he has been in and out of Arlington’s court system, with the office of former prosecutor Theo Stamos dropping three separate probation violation charges in 2018 and 2019. Moody was also found guilty of assaulting a law enforcement officer again in 2018 and given a one year sentence, with all but two months suspended.

Fines levied by the court are marked as not paid, according to court records.

More recently, Moody was issued a citation for destruction of property in December 2021 and charged with trespassing in March of this year. The trespass charge, the third on his record since 2017, was dropped by current prosecutor Parisa Dehghani-Tafti’s office after a hearing in May, Arlington County General District Court records show.

Moody is next due in court on Tuesday, Sept. 27.


Drunk driving — the alleged reason why a woman was killed in a hit-and-run last month — is on the rise in Arlington.

The fatal crash in the Arlington Heights neighborhood has county leaders considering greater emphasis on curbing drunk driving. Neighbors, meanwhile, are asking the county to add more traffic calming measures to combat risky driving, particularly near Alice West Fleet Elementary School and Thomas Jefferson Middle School.

On Aug. 1, a driver hit Viviana Oxlaj Pérez while she was walking near the Thomas Jefferson Community Center at 3501 2nd Street S. She was treated at the scene and transported to the hospital, where she died.

The Arlington County Police Department arrested Julio David Villazon at his home on Aug. 2 and charged him with involuntary manslaughter, hit and run, driving under the influence and driving on a revoked license.

There has been an uptick in alcohol-involved crashes in Arlington. Last year, ACPD recorded 143 alcohol-involved crashes, up nearly 49% increase from 96 in 2020, according to its 2021 annual report. In 2022, ACPD has recorded 116 alcohol-involved crashes, says police spokesman Ashley Savage.

Driving under the influence is one of the top contributing factors to a “disproportionate” number of critical and fatal crashes in the county, says Dept. of Environmental Services spokeswoman Katie O’Brien. The others are speeding, turning left at an intersection, turning right across bicycle lanes and failing to yield to pedestrians.

Each of these behaviors is being addressed during an ongoing “Critical Crash Mitigation Campaign” through December.

The recent rise in alcohol-related crashes chips away at what had been a broader downward trend in drunk driving. Arlington County Board Chair Katie Cristol attributed this initial decrease to efforts, such as the ACPD Arlington Restaurant Initiative and the Washington Region Alcohol Program, as well as the growing popularity of ride-sharing services — which have been getting more expensive.

“Now, however, national trends are indicating major increases in alcohol-related traffic fatalities during the pandemic (regional data is lagging but reasonable inference suggests our local trends may be similar),” Cristol said in an email to ARLnow. “This indicates to me that there is a greater role for the County Board in public education about the threat that drunk driving poses to our own community.”

Cristol said the most important message she can communicate about last month’s crash is that “there is no safe way to drive drunk.”

“In this situation, the driver was impaired, and there is no ‘safe’ BAC above zero to get behind the wheel. Any intersection or roadway — irrespective of the physical safety improvements, visibility interventions, or other designs to the built environment — is unsafe when a drunk driver is present,” she said.

The DUI is Villazon’s second driving offense within the last 10 years, according to court records. He was previously found guilty of “improper driving” in the Arlington General District Court. Under state code, the misdemeanor charge of reckless driving can be knocked down to improper driving if either the judge or the prosecutor find that the offense was not serious.

His next court date is in February 2023.

The crash that killed Oxlaj Pérez is being examined by a broad swath of local agencies, including Arlington’s transportation staff, the police and fire departments, Arlington’s Dept. of Human Services, Virginia State Police and the County Manager’s office.

But neighbors say the problem is not hard to understand. They say drivers, particularly during school drop-off and pick-up times, speed down S. Glebe Road and Arlington Blvd (Route 50), run red lights, roll stop signs, make illegal U-turns, block crosswalks and go the wrong way on 1st Road S., a one-way street — and they’re not drunk.

“I understand the tragedy that occurred a few weeks ago involved alcohol and likely wouldn’t have been prevented with traffic changes,” said one neighbor, Kelly Cherry-Leigh Davison. “But we have brought up these safety issues numerous times to everyone we can think of and are getting nowhere. I’m worried every day another tragedy is going to occur and we could be preventing it.”

The Arlington County Board is finally set to vote this weekend on the potential height of a new development coming to Wilson Blvd between Clarendon and Courthouse.

For months, height has been the topic of conversation for the proposed project being dubbed “Courthouse West” at 2636 Wilson Blvd on what is currently a parking lot housing ghost kitchen trailers.

Back in July, the Planning Commission voted to amend the General Land Use Plan (GLUP) from “service commercial” to “Office-Apartment-Hotel.” That designation allows the development to be between 6 and 16 stories high.

However, that is where the differences in opinions lie.

Last week, after a public hearing, the Planning Commission recommended that County Board adopt the county staff’s GLUP study — but with one very notable change.

In the study, county staff recommended a designation of “Medium Office-Apartment-Hotel” which would cap the height of the building at 12 stories, reasoning that height is in line with the rest of the planning for the corridor, would “fit well into the existing skyline,” and would minimize shadows on nearby residential properties.

This is also seemingly closer to what nearby residents who voiced their opinions on the project want. In December, an online survey was disseminated to the public where more than half of the respondents voted for a maximum height of 6 to 10 stories.

At its early September meeting, however, the Planning Commission voted to amend the study to change the designation to “High Office-Apartment-Hotel,” which would allow up to 16 stories. This is also what the applicant, the Ballston-based developer CRC Companies, wants as well.

The Planning Commission went against staff recommendation not to guarantee the highest possible building, several commissioners said, but to allow the height talk to continue without ruling out up to 16 stories.

More affordable housing, concentrating more residents in proximity to transit, and an increased likelihood of a revamped Courthouse Metro entrance all are potential advantages of a taller building, several noted.

“I want to make sure the community knows we are not approving a 16-story building… We are giving the option to allow staff to potentially negotiate up to that height if they provide community benefits that the Planning Commission thinks are valuable,” said commissioner Tenley Peterson at the Sept. 7 meeting.

The vote was not unanimous, with other commissioners calling the 12-story height cap proposed by staff a “reasonable compromise.”

Now, the decision goes to the County Board this weekend. Even if the Board allows consideration of a 16-story building, it would still have to go through a public review and engagement process prior to any final approvals and construction.

“After the Board’s action this weekend, adopted guidance would be in place to inform a future application for development, and a property owner would have to submit an application that would go through the County’s public review and engagement process on the specifics of the development proposal,” Erika Moore with the county’s Dept. of Community Planning, Housing, and Development told ARLnow.

Beyond this particular project, there was a clear sentiment from the Planning Commission that the way the county is conducting comprehensive community planning may need a revamp.

Arlington County is looking to restore and replant a man-made pond along the Washington & Old Dominion Trail starting in 2023.

Since it was built between 2001-2002, significant sediment deposits have settled in Sparrow Pond in Glencarlyn Park, harming the wildlife habitat and the water quality. About a decade ago, the county decided to defer cleaning up the sediment and instead, redesign and restore the pond, according to a staff presentation.

Fast forward to 2022 and the county is finally wrapping up the project’s planning phase and preparing for construction.

Planned work includes an access path from S. Park Drive, a residential street off Arlington Blvd that dead-ends behind Glencarlyn Park, to the pond. The county intends to dig a sediment forebay and larger pools “to better filter stormwater and restore habitat for herons, ducks, turtles, frogs and fish,” according to the project webpage.

Additional, new stormwater management facilities will redirect runoff to the Four Mile Run stream, which could cut down on pollution and clouding downstream in the Chesapeake Bay. These changes should also prevent the W&OD Trail embankment from flooding during “100-year storm events” — or storms with a 1% chance of occurring every year — such as the 2019 flood precipitated by a torrential rainstorm, according to a staff report.

Before it can start, however, the Arlington County Board needs to approve agreements with the NOVA Parks and Dominion Energy, both of which own or control parts of the land surrounding the pond, where the new access path and stormwater facilities will be located.

The Board is slated to review these contracts on Saturday.

If the project is approved, construction would begin next year and take between six and nine months.

Preparatory work is already underway with special attention to wildlife, at the insistence of community members.

In the spring of 2021, the county installed a beaver baffle to help keep water levels stable and prevent the W&OD Trail embankment from flooding, all while not disturbing a beaver encampment in the pond area.

“The beaver baffle was an elegant solution that allowed the beaver to stay without endangering the W&OD trail embankment,” the county said in a project update.”The water levels came down and the pools on the bottom of the slope dried up. The slope and trail were safer again.”

Community members have emphasized in project meetings the importance of protecting wildlife, including beavers and the pond’s namesake swallows.

“We will work together to rescue native plants and affected animals like turtles and fish before beginning construction,” the county said. “Before being released, staff will test the animals so we don’t spread disease around the County.”

Plant and animal rescues will be planned for fall 2022, according to the project page.

This project — like the ongoing dredge work at Four Mile Run to prevent extreme flooding — is part of county efforts to improve stormwater management as storms appear to intensify, which many scientists attribute to climate change.

County staff and environmental advocates have attributed some flooding, at least in part, to development — including the construction of large homes — and the associated loss of trees and other plantings that absorb water.

Fewer trees and shrubs mean more water runs into stream banks, causing erosion, water pollution and sediment build-up. That, in turn, causes more tree loss and harms to wildlife habitats, including the critters of Sparrow Pond. The county has worked to mitigate such effects through stringent stormwater requirements for new construction, though some homebuilders have complained about the cost of such measures.


A vacant, county-owned building in Glencarlyn could start coming down this fall, pending approval from the Arlington County Board this weekend.

This Saturday, the Board is slated to consider awarding a contract to tear down the old Virginia Hospital Center urgent care facility at 601 S. Carlin Springs Road.

“If approved, the contractor will begin mobilizing in the fall,” according to the project’s page on the county website. “Expected completion of the demolition is summer 2023.”

Arlington County acquired the old VHC Urgent Care in a land swap with the hospital. VHC received county-owned land at N. Edison Street for its expansion project, interior work on which is ongoing until this December.

While a private medical office building continues to operate next door at 611 S. Carlin Springs Road, the VHC building has sat vacant since the acquisition. Come winter, thrill-seekers take to the hill on the grounds for a sledding spot.

In order to use the land, the county needs to tear the VHC building down, as it “is not fit for further use due to mold and other issues,” according to a county presentation to neighbors of the building last September.

To do so, while continuing operations at the medical office building, the county had to separate the shared water, power and gas utility lines.

“This work began in February 2022 and is close to completion,” county spokeswoman Jessica Baxter told ARLnow in an email. “Throughout this project, we have been working closely with the adjacent medical office building to allow ample time for them to accommodate their patient/client schedules with the start of the demolition.”

Later this month, the county will install install solar-powered lights in the parking lot as “a temporary solution” once power to the site is disconnected in the fall, she said yesterday (Tuesday).

Boarded up windows and signs forbidding entry are visible from the perimeter of the site. These are in place and county staff check the perimeter of the site daily “to deter intruders,” according to the county’s 2021 project update to the neighborhood.

Arlington experienced a few delays getting to this point. Besides having to accommodate the medical offices next door, Baxter previously told ARLnow the project had to repeat its solicitation of bids, after a first round did not net any interested contractors.

A complete demolition is still a ways off, as are plans for how the county will use the site.

“Future uses of the site will be determined at a later time,” Baxter said this week. “After demolition, grass will be planted and maintained.”

Many Glencarlyn residents hope to see an expanded nature area, says neighbor Julie Lee.

“The site borders Glencarlyn Park and the Long Branch Nature Center,” she tells ARLnow. “It would provide additional outdoor recreational opportunities, as well as additional outdoor learning space for Campbell Elementary School which has a nature focus.”

Metrorail riders could soon enjoy free transfers to Arlington Transit (ART) buses.

The Arlington County Board this Saturday is set to consider covering bus trips for SmarTrip card users who start their one-way trips on the Metro.

This move is part of a broader effort by the county, the region and Washington Metropolitan Area Transit Authority (WMATA) to recover ridership rates, which plummeted during the pandemic.

Ordinarily, transfer trips cost $1.50 rather than the full $2. Individual jurisdictions get to decide whether to offer a discount.

“The WMATA Fiscal Year (FY) 2023 budget includes an increase of the rail to bus transfer discount from $0.50 to $2.00,” notes a staff report to the County Board. “If adopted by Arlington County, the increase in the discount would result in rail-to-bus transfer fare on ART of $0.00 and would align with the WMATA transfer discount.”

Arlington County Transit Bureau Chief Lynn Rivers tells ARLnow that her department supports these free rides because they are a “win-win” for the county, where users need a blend of rail and buses to navigate its Metro corridors and suburbs.

“The more that people are on rail, the better it is for us,” she said. “We really endorse people to use public transit other than single occupancy vehicles. This is another way of doing that — by making another portion free.”

Ridership in Arlington plummeted from 49.5 million bus and rail trips in the 2019-20 fiscal year to 16.1 million in the 2021-22 fiscal year, which ended in June, per the report. This year, Arlington launched two pilot programs to increase ridership while offering reduced rates to low-income riders and students.

The free rides would cost the county $242,000, but Rivers said the tradeoff is that the program could generate more paying Metro customers.

The free transfers, if approved, would go into effect on Oct. 1.

The transfer discount is not the only opportunity for free rides on ART buses this fall. Arlington’s transit service has started testing out zero-emission buses (ZEBs) from several manufacturers as part of a pilot program, and is offering free fares to those who happen to board.

The battery-powered buses will tackle some of ART’s most challenging, hilly routes. The pilot program started Monday and is expected to continue into early 2023.

“The pilot will allow ART to collect data and assess vehicle performance during actual operation in the County,” according to a press release from the county. “Operators will drive ZEBs to test battery performance, range and response to Arlington’s geographic features including steep hills.”

In-service test buses will have signs indicating the route and the free fare. Passengers are able to provide online feedback on their ridership experience on these battery-powered buses.

On Friday, the GILLIG battery electric bus will be parked on the 2100 block of 15th Street N. from 1-3 p.m. so people can see it, ask questions and learn more about the pilot program.

Arlington will repeat these pilot rides with two to three additional manufacturers this fall and winter.

Transitioning to zero-emission buses would help the county meet its goal of achieving carbon neutrality by 2050, the press release says. Arlington is also working to use renewable electricity for all of its government operations by 2025.

Arlington has resumed its Covid vaccination effort after receiving the new bivalent booster shots from the state.

The county announced today that it has started taking appointments for the updated Covid vaccine, which is expected to be more protective against the Omicron variant. Appointments are available for those ages 12 and over at the Arlington Dept. of Human Services office at Sequoia Plaza (2100 Washington Blvd).

For now, walk-ins are not being offered. The older Covid vaccines remains available for children younger than 12.

As before, shots of the new vaccine are being offered for free, and are also available in local pharmacies.

Arlington has seen generally falling Covid infection numbers, but the virus is still circulating, including in schools and childcare centers. As of today, the Virginia Dept. of Health is reporting a seven-day moving average of about 55 daily cases in Arlington.

Appointments are now available for a free COVID-19 bivalent (updated) booster through Arlington County Public Health. Boosters are available starting Tuesday, Sep. 13, 2022, by appointment only. No walk-ins will be allowed.

The Centers for Disease Control and Prevention (CDC) recommends that everyone ages 12 and older gets an updated booster if it has been at least two months since they completed their primary series or booster vaccination.

The new updated boosters from Pfizer-BioNTech and Moderna are targeted specifically at the BA.4 and BA.5 subvariants of the Omicron variant. The bivalent Moderna vaccine is authorized for people ages 18 years and older, and the bivalent Pfizer-BioNTech vaccine is authorized for people ages 12 years and older. The Pfizer-BioNTech monovalent (original) COVID-19 vaccines are now only authorized as booster doses for children ages 5-11 years.

Arlington County Public Health is also now offering the Novavax vaccine as a 2-dose primary series for those ages 12 and older. Novavax is another option for people who may be allergic to or prefer not to get an mRNA vaccine. For a complete list of vaccines offered, visit our website.

Please bring your vaccination card with you so your provider can add your booster dose. Children 17 years and younger must be accompanied by a parent or legal guardian.

Clarendon and Lyon Park power outage (via Dominion)

Update at 3:20 p.m. — The number of outages is down to just over 600, according to Dominion. Police are in the process of removing cones from intersections with traffic signals that are working again.

Earlier: More than 3,500 homes and businesses are currently without power in Arlington due to a reported transformer fire.

The outage is centered around the Clarendon and Lyon Park neighborhoods. Initial reports suggest that a tree fell on power lines somewhere in the area and sparked the transformer fire that is causing the large outage.

Traffic signals are said to be dark at numerous busy intersections. Police are responding to assist with traffic control.

Another several hundred Dominion customers were initially reported to be in the dark around Courthouse, though power is back on in most of the neighborhood.

One office worker in Courthouse described experiencing 3-4 power surges that “went through the building like a wind blowing… about 2 minutes from start to finish.”

In addition to calls about non-functioning traffic lights, police and fire radio channels have been busy with reports of smoke coming from sidewalk grates — a normal occurrence in commercial areas during outages, caused by diesel generators starting up.

As of 2 p.m., Dominion’s website estimates a timeframe of between 5-8 p.m. for restoration of power.
