A major project to make Army Navy Drive in Pentagon City more bike- and pedestrian-friendly is expected to kick off later this year.

The Arlington County Board approved a $10.6 million construction contract for the long-plannedComplete Streetsproject at its meeting this past Saturday.

“The project will rebuild Army Navy Drive within the existing right-of-way as a multimodal complete street featuring enhanced bicycle, transit, and pedestrian facilities and street trees,” said a Board report. “The goal of the project is to create a safer, multimodal system of connections between commercial, residential and retail services of the Pentagon City and Crystal City.”

Currently, Army Navy Drive is a 5-6 lane vehicle thoroughfare mostly serving those driving to the Pentagon, the Pentagon City mall, and nearby apartments, offices and hotels. The project seeks a more balanced mix of transportation modes while giving the corridor a more pedestrian-oriented feel.

“The reconstruction will provide a physically separated two-way protected bicycle lane facility along the south side of Army Navy Drive, in addition to shorter and safer pedestrian crossings, and will accommodate future dedicated transit lanes,” says the project website. “Vehicle travel lanes will be reduced in number where appropriate and will be narrowed to dimensions appropriate for a slower urban context.”

Plans show at least two vehicle lanes in each direction, though some intersections may be configured with two turn lanes and only one through lane.

The project’s impending kickoff comes amid the continued construction of Amazon’s HQ2, the northern edge of which — including the iconic “Helix” building that’s part of HQ2’s recently-approved second phase — will border Army Navy Drive. It will also help facilitate the planned expansion of the Crystal City Potomac Yard Transitway and will serve a burgeoning residential population in the neighborhood, including a potentially expanded RiverHouse apartment complex.

This project will provide a key missing link in the County’s bicycle network by providing an east-west protected bicycle facility that will link up with the Mount Vernon Trail via the existing bike facilities along Long Bridge Drive and the proposed connection to be constructed by the adjacent Boundary Channel Drive/I-395 Interchange project. Furthermore, the project will link to the future two-way bicycle lane facility planned for South Clark Street between 12th Street South and 15th Street South, in addition to the future South Eads Street protected bike lanes.

This project will also complete the extended Crystal City Potomac Yard Transitway by adding one dedicated transit lane in each direction along Army Navy Drive between South Joyce Street and South Hayes Street. Finally, the Army Navy Drive Complete Street project supports multimodal connectivity goals of major planned and approved commercial and residential development in Pentagon City, including the Amazon HQ2, Met Park, and River House projects.

(Updated at 1:45 p.m.) Arlington is in the midst of a rash of catalytic converter thefts.

At least a half dozen vehicles in the Arlington Forest and Barcroft neighborhoods have have their catalytic converters stolen in recent days, a reader tells ARLnow. That follows reports of multiple converter thefts in various parts of the county in March and April.

An Arlington County Police Department spokeswoman tells ARLnow that 85 catalytic converter thefts have been reported so far in 2022, which is now higher than the 82 reported in all of 2021. There have been 17 such thefts reported so far during the month of June, said ACPD’s Ashley Savage, updating today’s figure with three newly-reported cases since Wednesday.

Early yesterday (Wednesday) morning, police nearly caught a group of catalytic converter thieves who were seen tampering with cars 1-2 blocks from the intersection of Langston Blvd and N. Harrison Street.

The suspects sped away after later being spotted by officers near the intersection of N. Glebe Road and Military Road, not far from Chain Bridge. Their car was subsequently found abandoned, with “multiple” catalytic converters inside.

GRAND LARCENY: THEFT OF MOTOR VEHICLE PARTS, 2022-06220038, 5400 block of 23rd Street N. At approximately 3:19 a.m. on June 22, police were dispatched to the report of a vehicle tampering in progress. The reporting party advised dispatch that they had observed three unknown male suspects trying door handles of parked vehicles before fleeing the scene in the suspect vehicle. A lookout was broadcast and officers observed the suspect vehicle traveling in the area of N. Glebe Road and Military Road. Upon observing officers, the driver quickly accelerated and fled the area. Officers located the unoccupied vehicle in the area of 41st Street N. at Glebe Road. A search of the area was conducted with the assistance of a police helicopter and yielded negative results. During the course of the investigation, multiple catalytic converters, as well as burglarious tools were observed in plain view inside the suspect vehicle. The investigation is ongoing.

The thefts are a regional problem. Earlier this year there were numerous reports across the D.C. area of a rise in catalytic converter thefts. The exhaust emission control devices are a popular target for thieves because they contain several valuable precious metals.

Savage and ACPD offered the following general crime prevention tips to help Arlingtonians reduce the chance of vehicle-related thefts.

  • Close and lock all windows and doors when you park. Pull on the door handle to verify it’s locked.
  • Park in well-lit, high traffic areas and activate exterior lights at your home.
  • Take all valuables out of your vehicle.
  • Do not leave your keys, key fobs, or valet keys in your vehicle. This includes keys to a secondary vehicle.
  • Participate in the 9PM Routine and encourage your family, friends and neighbors to do so too.

“As time and resources permit, officers are conducting extra patrols in the areas of reported incidents,” Savage told ARLnow. “The department’s efforts are enhanced by the active involvement of the community. Community members observing in-progress criminal activity, such as individuals pulling on handles of parked cars, should report for police investigation by contacting the Emergency Communications Center at 703-558-2222 or dial 9-1-1 in an emergency.”

Thieves are entering homes in North Arlington and driving off with luxury cars using keys pilfered from inside.

At least two overnight incidents involving three stolen vehicles — a BMW and two Audis — were reported in the Old Glebe and Rock Spring neighborhoods in the latest Arlington County Police Department crime report.

Thieves also made off with “electronics, cash and credit cards” from inside one of the homes, police said.

BURGLARY (late), 2022-06170047, 3800 block of Chesterbrook Road. At approximately 6:45 a.m. on June 17, police were dispatched to the late report of a stolen vehicle. Upon arrival, it was determined between approximately 10:00 p.m. on June 16 and 6:30 a.m. on June 17, an unknown suspect entered the victim’s home, stole a set of car keys and stole the victim’s vehicle. There were no signs of forced entry to the home. The vehicle is described as a 2018 Silver BMW X6 35i with Virginia license plate JPA4694. There is no suspect(s) description. The investigation is ongoing.

BURGLARY (late), 2022-06200054, 5000 block of 36th Street N. At approximately 5:09 a.m. on June 20, police were dispatched to the late report of stolen vehicles. Upon arrival, it was determined at approximately 3:29 a.m., two unknown suspects made entry into the victim’s home, stole two sets of car keys and stole two vehicles. Personal property, including electronics, cash and credit cards were also reported stolen from the home. There were no signs of forced entry into the home. The vehicles are described as a White 2019 Audi A6 with Virginia license plate XMF9641 and a White 2021 Audi Q7 with Virginia license plate BOGOWP. There are no descriptions for the suspects. The investigation is ongoing.

Last June, ACPD warned residents that it had “seen a rise in home and vehicle thefts that occur overnight when suspects find garage door openers in unlocked cars.” In both of the burglary cases above, police noted that there were no signs of the thieves needing to force entry into the homes.

Last month, meanwhile, police reported several incidents of cars being stolen from North Arlington neighborhoods after being left unlocked with keys inside. The ongoing thefts prompted the police department to continue encouraging residents to practice the “9 p.m. routine” of locking up and removing valuables from plain sight before bed.

“Burglaries and thefts are often crimes of opportunity with thieves taking advantage of unsecured doors and windows to steal items left unattended or out in plain view,” ACPD said.

The latest crime report also included a home break-in in the Bellevue Forest neighborhood, not far from the recent car thefts. However, “nothing of value was taken,” according to police.

BURGLARY (late), 2022-06180148, 3000 block of N. Quincy Street. At approximately 1:30 p.m. on June 18, police were dispatched to the late report of suspicious circumstances. It was determined at approximately 1:30 a.m., an unknown suspect made entry into the victim’s home. It appeared items had been moved but nothing of value was taken. There is no suspect description. The investigation is ongoing.

Arlington County is starting to vaccinate children ages 6 months to 5 years today, following federal authorization last week.

The new vaccination effort comes as cases have fallen 40% since peaking in late May.

The vaccine shots for young children are currently only being offered by appointment at the county health department’s Sequoia Plaza facility at 2100 Washington Blvd. Vaccine appointments can be booked online, but require registration, the county noted this morning on social media in response to a resident’s question.

The jabs for children 6 months to 5 years old are being offered on Wednesdays, Fridays and Saturdays. The county is offering both the Pfizer three-dose series and the Moderna two-dose series, County Manager Mark Schwartz said at last night’s County Board meeting.

Schwartz also noted that those who are not online or who need assistance can call 703-228-7999.

“We’re excited to see this milestone,” Board Chair Katie Cristol, herself a mother of a toddler, said of the new vaccine offerings. “Some of us very excited to see this milestone.”

Vaccines are still being offered for older children and adults at the Arlington Mill and Walter Reed community centers, by appointment or walk in. Schwartz said that 89% of all Arlington residents 5 years of age or older have received at least one dose and about 80% are fully vaccinated.

The county, meanwhile, is still seeing falling Covid case rates.

As of this morning the seven-day moving average in Arlington was 120 daily cases, down 40% from a seasonal peak of 200 on May 25, according to Virginia Dept. of Health data.

The county’s test positivity rate has also fallen, but more modestly, and currently stands at a relatively elevated 14.6%. That’s down from 16% at the beginning of June.

Arlington is also seeing improvement in hospitalization rates, officials say.

“We’re seeing a drop in hospitalizations,” Schwartz told the Board last night. The most recent CDC data puts the local hospitalization rate at 7.2 weekly admissions per 100,000 residents.

Arlington County just joined the highest level “Walk Friendly Communities.” After previously becoming one of 15 U.S. communities to reach the program’s gold level, Arlington is now one of five at the platinum level.

According to WFC, the designation reflects Arlington’s success “in transit-oriented planning, remarkable promotion and outreach, and educational offerings for staff and residents.” It’s the first time the County has achieved platinum-level status from WFC after receiving a gold-level rating in 2010 and once again in 2015.

“Being recognized with a platinum rating by Walk Friendly Communities highlights Arlington’s ongoing commitment to increasing walkability throughout our neighborhoods,” said Arlington County Board Chair Katie Cristol. “We are committed, through many infrastructure projects and County-wide initiatives, to continuing to make walking a viable, enjoyable and safe way for both residents and visitors to get around Arlington.”

Arlington has 527 miles of sidewalks, more than 50 miles of paved, multi-use trails and 14.5 miles of hiking/natural trails. The County’s acclaimed multimodal Master Transportation Plan makes its Pedestrian Element a key feature in integrating growth around public transit lines, with special emphasis on sidewalks and multi-use trails.

Among its transportation outreach services, the County’s WalkArlington program offers abundant resources and events to encourage foot travel as a sustainable, healthy way to commute around and explore Arlington. One such effort is the more than two dozen highly detailed Walkabout map tours developed for discovering Arlington’s mix of neighborhoods as well as their unique features and histories.

In addition, an all-volunteer Pedestrian Advisory Committee helps County leadership and transportation planners visualize and achieve a more walkable Arlington through policy and infrastructure changes–from the busiest urban corridors to charming residential greenways.

An examination of the continued challenges faced by pedestrians is among the key components of Vision Zero, the County’s major transportation safety initiative to ensure that everyone traveling across Arlington arrives safely to their destination. In the first year of Vision Zero, almost 240 crosswalks were updated to display high visibility markings while speed limit zones around 13 schools were reduced to 20 miles per hour to protect walkers.

Four people died in crashes in 2021, the first year of Vision Zero. None of the fatal crashes involved a bicyclist or pedestrian.

While apples-to-apples comparisons are difficult given changes in driving and commuting patterns during the pandemic, Arlington has seen a decline in crashes — including those involving pedestrians and cyclists — from pre-pandemic levels.

The Walk Friendly Communities program is run out of the University of North Carolina and recognizes places that have “shown a commitment to improving and sustaining walkability and pedestrian safety through comprehensive programs, plans, and policies.”

“Managed by the University of North Carolina Highway Safety Research Center (HSRC), the program distinguishes communities leading the way in walkability and seeks to share their stories to inspire other communities to move toward their own innovative solutions,” the program website notes.

Sparks flew during the County Board meeting on Saturday (June 18), where supporters and opponents of the proposed missing middle housing framework faced off.

Supporters of the proposal like YIMBYs of Northern Virginia, which supports denser housing options, filled rows of seats at the meeting. They held up signs saying “Missing middle yes,” “Arlington is for everyone” and “Won’t you be my neighbor.”

Meanwhile, opponents like Arlingtonians for Our Sustainable Future (ASF) — an advocacy group against increased housing density — packed the other side of the room. They held up signs saying “The Arlington way has gone astray” and “Save our neighborhood. No upzoning here. No duplexes+ here.”

Wells Harrell, who spoke in support of the proposed changes to housing policy — which would allow smaller-scale multifamily housing in neighborhoods currently zoned only for single-family homes — said it gave more people the choice to live in Arlington. He said the policy was also popular among renters, people of color, and younger generations like Millennials.

“We see 170 homes torn down every single year, do you choose to let some of those homes be replaced with missing middle homes that add more variety, increase more capacity and cost less than the big expensive mansions that would go up instead?” he said during the County Board’s public comment period.

On the other hand, Anne Bodine, who spoke on behalf of ASF, said increasing housing density would displace long-term residents with an influx of “mostly whiter and wealthier newcomers” and raise housing costs “through inflated land values.”

“We ask you to postpone the missing middle work session until September, project total population increase of maximum missing middle buildout along with other density measures taken since 2018, and prepare forecast comparing impacts of current zoning on the environment, the budget and demographic outcomes,” she said.

In a subsequent press release, ASF said its supporters “berated the Board” for “a pursuit of ‘density first’ [that comes] at a very great social and financial cost.”

Emotions ran so high as to elicit boos and shouts for speakers like Harrell and for County Board Chair Katie Cristol, when she cut off another speaker for violating the “one speaker per topic” rule.

(Other speakers were able to get around the rule, however, by talking about their concerns on the effects of increased housing density on schools and the county budget.

Stacy Meyer, representing the Arlington County Civic Federation, said her organization would like to see the County Board reach out to adjacent neighborhoods and their civic associations when reviewing upzoning proposals and General Land Use Plan amendments.

The Civic Federation believes upzoning “frequently entails encroachment into lower density residential neighborhoods” and that “residents have no approval rights and little leverage for negotiation” in the face of proposed upzoning, according to a resolution passed by the organization.

A draft missing middle housing policy framework calls for allowing multifamily housing from townhouses to eight-plexes, depending on lot size, provided the building does not exceed the size currently allowed for single-family homes. Current zoning in Arlington restricts most residential land to building only single-family homes.

The County Board did not respond to the arguments raised on the proposed housing policy during the meeting. A work session on the policy is scheduled on Tuesday, July 12, according to the County Board’s website, while the online feedback form for phase two of the Missing Middle Housing Policy is open, according to the study’s website.

Should the Board vote next month to advance to the next phase of the Missing Middle Housing Study, it could set up a vote on zoning changes by the fall.


(Updated at 1:50 p.m.) Today is the last chance Arlingtonians have to vote in the Democratic primary for the U.S. House of Representatives.

In-person voting is underway for the 8th Congressional District Democratic primary, in which incumbent Rep. Don Beyer faces political newcomer and Arlington resident Victoria Virasingh.

As of 9 a.m., Election Day turnout was just 1% so far, according to the Arlington County elections office. By 1:30 p.m. it was up to 3%. With early voting and mail ballots, turnout is around 7% of registered voters total.

Virasingh, a daughter of immigrants, was born and raised in Arlington and is active with the Arlington County Democratic Committee. She was previously part of Communities in Schools at Barcroft Elementary School. Her professional resume includes work for Sen. Dianne Feinstein (D-Calif.), the IRS Criminal Investigations Unit, and tech company Palantir.

Virasingh’s website lists some campaign priorities as housing for all, equity in education, securing a living wage and Medicare for all.

Beyer has held onto the 8th District — which also includes Alexandria, the City of Falls Church and parts of Fairfax County — since he won a crowded primary for former Congressman Jim Moran’s seat in 2014 and the general election later that year.

Among issues Beyer lists on his campaign website are climate change, housing, immigration, gun violence prevention, the federal workforce and others.

The winner will face any non-Democratic candidates in November, including GOP-nominated Arlington resident Karina Lipsman.

How to vote

Any voter can cast a ballot in the Democratic primary, regardless of party affiliation, because Virginia is an open primary state. The deadline to register to vote, or update an existing registration, was May 31.

Polling locations are open until 7 p.m. Voters must cast their ballots at their assigned location, which can be found on the Virginia elections website.

If mailing a ballot, it must be postmarked no later than today or delivered in person today, according to the Arlington County elections website.

Arlington is getting reimbursed by the federal government for lending officers to security details around the U.S. Capitol.

The Arlington County Police Department provided about 50 tactical officers to U.S. Capitol Police during the recent State of the Union address on March 1. Under a Memorandum of Understanding with USCP, approved by the County Board in November after another mutual aid deployment, ACPD will provide officers to assist at the Capitol when necessary and the costs of the deployment will be reimbursed.

At its Saturday meeting, the Board approved the federal reimbursement for ACPD’s security assistance on March 1 and gave County Manager Mark Schwartz the authority to accept future reimbursements, up to $50,000 per day of aid.

More from a report to the County Board:

The Police Department is an active member, throughout the region, in providing mutual aid assistance. This effort allows for the appropriate utilization of resources both within and outside of the County. Our commitment to regional partnerships greatly enhances the safety and well-being of the citizenry.

The Police Department was requested to provide mutual aid resources to the United States Capitol Police to assist with the security of the Capitol building and grounds for the State of the Union address on March 1, 2022. The Tactical Operations Section provided approximately 50 members of the Police Department as tactical resources. The Police Department is utilizing the above referenced MOU to obtain reimbursement for related costs incurred for the deployment.

Delegation of the County Board’s authority to accept reimbursement of funds from the United States Capitol Police to the County Manager up to and including $50,000 per day of mutual aid rendered for future deployments would improve the efficiency in receiving reimbursement of funds.

Previously, Arlington officers in riot gear helped to defend the Capitol on January 6, 2021. Last month an Arlington man was arrested for his alleged role in the pro-Trump riots and violence at the Capitol.


Arlington residents may see improved sidewalks and pedestrian crossings in a few neighborhoods in the near future.

The County Board approved funding for four projects at its meeting on Saturday (June 18).

Among the projects:

  • Constructing one block of missing sidewalk on S. Irving Street between 6th and 7th Streets S.
  • Constructing a section of accessible sidewalk at the service alley entrance of the AT&T building on 9th Street S. between S. Walter Reed Drive and Highland Street, near Columbia Pike.
  • Constructing new transit stops, intersections, mid-block pedestrian crossing and bicycle racks at three pedestrian crossings on 28th Street S. between S. Meade Street and 26th Street S.
  • Constructing pedestrian crossings on N. Fairfax Drive between Arlington Blvd. and N. Barton Street, near Rocky Run Park.

The four projects are projected to cost around $1.7 million in total, according to a board report.

The proposed project on S. Irving Street is set to build a continuous accessible sidewalk on one side of the road, between 6th Street S. and 7th Street S., which includes accessible curb ramps, existing streetlamps and on-street parking.

A little over 50% of local survey respondents believed the proposed project would make them feel “much safer” while walking there. Some expressed concern about the distance and visibility of crossing 7th Street S., according to the project’s community engagement summary.

The proposed project on 9th Street S. would modify the driveway to the AT&T building so that its curbs can be in an accessible sidewalk condition compliant with federal law. The county collaborated with the company for the design plan.

“This project will support a safe walking environment adjacent to the AT&T building, where there is high traffic volume and children at play in the area,” AT&T Mid-Atlantic Region Operations Manager Robert Weaver stated in a letter of support.

The proposed project on 28th Street S. aims to reduce speeding and shorten the distance of pedestrian crossing by narrowing the roadway. This location was high on the county’s list of potential reconstruction because it has a history of car crashes and speeding.

Thirty percent of respondents who walked in that area believed the proposed project would make them feel “much safer.” Many respondents also expressed concern for cyclists along that road. However, the county determined that the road is too narrow for a bike lane, according to the project’s community engagement summary.

The proposed project on Fairfax Drive, near Rocky Run Park, aims to increase the visibility of pedestrians crossing the street and shorten the crossing distance. It also proposes removing the mid-block crossing closest to the intersection with N. Barton Street.

Many people who gave feedback to the county raised concerns with the crossing removal, however. Almost 20% of survey respondents who walked in the said the proposed changes would make them feel less safe when walking, according to the project’s community engagement summary.

But the county will still remove it because it is less than 100 feet away from a crosswalk controlled by a “All Way Stop” sign.

All four projects were part of the Neighborhood Complete Streets Program, which aims to “make streets safe for all users of all ages and abilities” and “preserve or enhance neighborhood character,” according to its commission’s website.

The Arlington County Transportation Commission earlier voted unanimously to support the projects, but opined that the Irving Street could have been better.
