A discussion about improving Georgetown-Rosslyn connectivity last night was not supposed to be about the controversial yet ironically beloved gondola.

But the gondola — which 47% of respondents to a recent, unscientific ARLnow poll said they support — was nonetheless on Arlington transportation commissioners’ minds during their Thursday meeting.

The same coalition of D.C. nonprofits and organizations that studied the feasibility of the gondola five years ago is now embarking on a study of other ways to improve transit in and out of Georgetown. Last night, Federal City Council (FC2), a nonprofit dedicated to advancing life in the District, presented the scope of the study to the Transportation Commission.

“I think it’s important to start by saying that tonight, I’m not here to talk to you about the gondola,” said FC2 representative Laura Miller Brooks.

A few commission members had to ask just to be sure. The gondola resurfaced this summer when the D.C. Council approved $10 million in 2022 budget to purchase the old Exxon gas station in Georgetown, a location the could work well as a gondola terminus.

“Is this truly a broad look at transit connectivity between Georgetown and Rosslyn, or [are we] all just doing that wink-wink thing where we pretend it could be anything but everyone knows what’s going to come out at the end?” asked commission Chair and ARLnow opinion columnist Chris Slatt.

Commissioner Richard Price warned against re-exploring the gondola. He endorsed an extension of the Blue Line recently proposed by Washington Metropolitan Area Transit Authority, which would include a second Rosslyn Metro station tunnel and a new Georgetown Metro station.

“Don’t run down a rabbit hole with the gondola — that’s going to make us a laughing stock,” he said. “We need a second Rosslyn tunnel. We need a station in Georgetown. That is the future.”

The $250,000 study is a partnership among FC2, the District Department of Transportation, the Georgetown Business Improvement District and Georgetown University. While the gondola seems off the table, it is why these organizations originally came together in 2016 and partnered with Arlington County. The need for better connectivity remains, study organizers said.

“The core question from the gondola feasibility study — can transit access to Georgetown be improved, especially access to jobs? — still has not been met,” Brooks said.

With 23,000 jobs, Georgetown is one of region’s largest employment centers without convenient Metro access, she said. Better transit would enhance access to jobs, healthcare, hospitality, retail and education for D.C. area residents, putting more people within 30 minutes of a Metro station.

Commissioner Jim Lantelme countered that the proposed gondola would only get folks to the old gas station, leaving them to walk uphill to get to Georgetown University, its hospital, M Street retail or to the West End.

“I always look at that map as being a little disingenuous,” he said.

In addition to encouraging the group to study destinations within Georgetown, commissioners said the group should look into “low-hanging fruit” such as exclusive bus lanes on the Key Bridge and enhanced DC Circulator bus service.

“There are so many more improvements that could be made in terms of frequency, reliability, and customer service,” said commissioner Donald Ludlow.

As for Arlington’s involvement in the new study, Brooks said some transportation staff members are providing input, and FC2 will occasionally present to the Transportation Commission and the County Board.

The public can weigh in now through next Friday to inform the drafting of the study. People will have another opportunity, later on, to provide input on proposed solutions.

Brooks told the commissioners that FC2 sees the study and its possible outcomes as beneficial for Arlington. It will help the county understand how current congestion levels affect bussing, cycling, walking and ride-sharing, she said.

“It will also… hopefully provide a new platform for imagining how Arlington County can connect with Georgetown and create a bigger corridor that benefits economic development, place-making initiatives and creates more cohesive Rosslyn-Ballston, Rosslyn-National Landing, Arlington-Georgetown connections,” she said.


(Updated at 11:35 a.m.) Dozens of Arlington residents are now receiving a supplemental income through a new pilot program.

The nonprofit Arlington Community Foundation, which oversees the outreach, will unconditionally give $500 a month to 200 low-income households for two years. Fifty have been enrolled so far, chosen at random from current Arlington County housing grant recipients.

“This new initiative equips families with funds that can be used for whatever is needed most in real time — paying off debt, pursuing education or employment goals, college savings for kids, or allowing parents more time with their children and less time away from home in a second job,” the foundation said in a news release.

Housing grants from Arlington’s Department of Human Services, part of the criteria for eligibility for the pilot program, are restricted to two-person households earning $43,860 or less, three-person households earning $49,343 or less, and four-person households earning $54,825 or less.

The foundation says the pilot further restricts participants to those at or below 30% of the area median income, which is $38,700 for a family of four.

“One participant, a single mother who works full time, says this assistance will give her the much needed breathing room to finish her GED and attend nursing school,” the foundation says.

The county partnered with the foundation for the initiative, dubbed Arlington’s Guarantee. Participants will have access to one-on-one coaching, and a team of experts will be monitoring participants’ health, wellbeing and financial stability.

People can donate to the fund covering the pilot, which the foundation sees as a resource for future policy outreach and philanthropy.

“Arlington’s Guarantee is an opportunity for donors to support a pilot that holistically and unconditionally promotes power, dignity and belonging for families in Arlington,” the foundation said. All administrative costs have been covered by a grant from the Kresge Foundation, so 100% of what is contributed to this fund will go directly into the hands of people in our community who need it.”

24,700 people, or about 10,000 households in Arlington, make under 30% of the area median income (AMI), or $38,700 for a family of four. These working low income families rely on a combination of earned income, public benefits, and community support to survive. With even a minor rise in earnings, these families can lose their eligibility for subsidies for health care, food, child care, transportation, and housing, meaning the worker has to refuse raises and promotions that could ultimately leave their family worse off. Arlington’s Guarantee has secured local and state agency commitments to ensure the monthly cash payments do not affect benefits and subsidies eligibility. In addition to $500/month and protection from benefits loss, Arlington Guarantee supports the participants with access to trained mobility teams and one-on-one coaching. 

Similar tests of Universal Basic Income-like programs — though more targeted and on a smaller scale than UBI — have been rolling out elsewhere in the D.C. area and across the country. In nearby Alexandria, the city plans to use $3 million in American Rescue Plan money to provide $500 a month to 150 low-income households, starting on Nov. 1.

According to research conducted on a similar program in California, participants were more likely to land full-time jobs, pay down debt and report better emotional wellbeing.

A man who was arrested for attempting to rob a store in Arlington two days ago had just posted bond for another arrest in Fairfax County on Monday.

Karim Clayton, a 44-year-old D.C. resident, attempted to steal electronics from a pharmacy in the Buckingham neighborhood on Tuesday, according to Arlington County police. On Sunday, a Fairfax County Police Department official said he was arrested for assault and battery and held on a $2,000 secure bond.

He posted bail on Monday at 3:10 p.m., the Fairfax County Sheriff’s Office confirmed. The office said it does not have information on how he settled his bond nor is it public information.

After his was released, Clayton tried to rob the CVS on the 200 block of N. Glebe Road at 3 a.m. on Tuesday, according to an Arlington County Police Department crime report.

“[The] male suspect entered the business and allegedly began placing electronics into a cart,” said the report. “The suspect then attempted to exit the store without paying for the items and was confronted by an employee. The suspect pushed passed the employee, grabbed a few items out of the cart and fled the scene on foot prior to the arrival of police.”

An officer pulled Clayton over a couple of blocks away while trying to drive off and arrested him “without incident,” the report said. He was held on no bond.

The charge listed for this incident is accessory to robbery using force, per Arlington court records.

Meanwhile, yesterday (Wednesday), Clayton was set to appear in Alexandria General District Court for a grand larceny charge he is facing there. It appears he could not be located, however, as the courts marked Clayton on “fugitive file.”

A tipster described Clayton as being “a one-man petty crime wave in Northern Virginia over the last year.”

He was found guilty of petit larceny on June 8, 2020, according to the Fairfax County Police Department, just three days before he robbed a CVS in the Fair Oaks section of Fairfax County and led Virginia State Police on a high-speed chase through part of Arlington.

On June 11, Clayton attempted to elude police and during his flight from police, he hit a parked car and kept driving, FCPD said. State troopers pursued on I-66 him until he crashed near N. Ohio Street in Arlington.

Clayton was charged with grand larceny, larceny with intent to sell or distribute, speeding to elude law enforcement, a hit and run and driving without a license.

He was only prosecuted in Arlington on the charges of eluding police, and sentenced to 180 days in prison with 171 days suspended, according to court records. His license was suspended for 30 days and he was fined $572. The fine is now past due, along with three others levied in Arlington General District Court over the past year or so, records show.

Between then and his alleged attempted robbery on Tuesday, he’s been charged with five counts of grand and petit larceny.

He has been found guilty three times so far, with one case pending. In those cases, he was sentenced to two 180-day stretches in prison, each with 135 days suspended, and one 90-day sentence fully suspended.

He is next due in court on the latest robbery charge on Nov. 15.


Arlington police are investigating more gunfire on the same block near Drew Elementary as another shots fired incident this past weekend.

The shots were fired around 12:30 a.m. this morning, on the 3200 block of 24th Street S., police say. Officers responded to the area and found evidence of gunfire but no one who was shot.

“Responding officers canvassed the area and recovered evidence confirming shots had been fired,” said ACPD. “At this time, no injuries or property damage have been reported.”

A shots fired call on the same block Saturday night also didn’t immediately turn up any victims — but eventually police found someone with a gunshot wound. An arrest in that shooting was made Tuesday and announced yesterday.

The Green Valley neighborhood saw two reported incidents of shots being fired over the summer, including one that took place in the Drew Elementary parking lot.

Police are asking for the public’s help in finding this morning’s shooter.

Arlington County’s transportation division is kicking off its ambitious plan to eliminate traffic deaths with a series of relatively quick safety projects.

For now, most of those projects appear to be in North Arlington. 

Four months ago, the Arlington County Board adopted a five-year action plan that aims to eliminate traffic fatalities and severe injuries, known as “Vision Zero.” The plan lays out a systematic approach to safety improvements, addressing the most urgent needs through data analysis, equity and community engagement.   

These improvements vary in scope: “quick-build projects” address immediate needs quickly using low-cost materials, while larger-scale projects require funding from the county’s Capital Improvement Program or grants. Others include pilot projects and regular maintenance work. 

“We’re focusing initially on small-scale operational improvements… a small but important part of program,” said Dennis Leach, the director of transportation for the Department of Environmental Services.  

Residents will see upgrades such as curb and median extensions, improved bus stops, curb-and-gutter repairs, new ramps and new high visibility crosswalks. DES has already completed eight “quick-build” projects and 11 are underway, according to its website.

Staff identify projects by analyzing crash data and considering reports by police, Arlington Public Schools and community members. They are constructed on a rolling basis.

For example, this month, staff completed a new mid-block crosswalk across N. Ohio Street that will improve access to Cardinal Elementary School and Swanson Middle School School. Staff are now installing a crosswalk with accessible curb ramps over Sycamore Street for better access to Tuckahoe Park and Tuckahoe Elementary School. 

Of the 19 completed and under-construction projects, only three appear to be in South Arlington. One Twitter user mapped out the geographic spread of these projects, raising questions about how these projects are chosen and when DES will make its way south, given that equity is a core tenant of Vision Zero.

Leach said that could be because there are a number of older community and school requests being worked through. 

“I think there’s an issue of a pipeline of small projects that may have gotten their start in early years,” Leach said. “What you see in the pipeline of quick-build projects has been built up over years… These projects may have gotten their start before Vision Zero was adopted.” 

Transportation and Operations Bureau Chief Hui Wang said these projects are “a very small, skewed piece of the transportation program” because they don’t show large-scale investments, such as those on Columbia Pike.

“When we’re talking about balance, equity, we have to make sure that we’re not looking at it through a shaded lens,” she said.  

Leach agrees. 

“[Columbia Pike] is our single largest focus areas, as it has some of our oldest infrastructure,” he said. “In other parts of the county, like the Rosslyn-Ballston corridor, private development builds a lot of the infrastructure. In Columbia Pike, until recently, there’s been little private development — there’s more now — but it’s been left to county to actually make those investments in advance of redevelopment.”

When asked if certain communities generate more traffic reports than others, Wang said DES doesn’t map out community reports because it’s hard to categorize them and her team doesn’t have the resources for that. 

“My team is focused on the engineering part — our goal is trying to get things done,” she said. 

The data-based approach helps weed out what is a perceived safety risk versus actual safety risks, Wang noted.

“We use crash data to identify real problems,” she said. “We’re using data as a guiding force, focusing on high-injury networks.” 

Chris Slatt, who is president of transportation advocacy group Sustainable Mobility for Arlington County, said it’s not surprising that initial projects will skew toward North Arlington. 

“Complaint-driven processes are well-known to reflect the biases of whom within the community is best equipped to spend precious time and energy complaining, so we would fully expect that method of identifying projects to skew toward the more affluent areas of Arlington unless staff works intentionally to correct that bias,” he said.

One minute after midnight this morning, car-sharing company Free2Move ended its services in Arlington over issues with parking in the county.

It marks a short-lived run in Arlington for the European company, which launched its services in July 2019 after expanding into D.C. in October 2018.

Free2Move, which offers free residential and metered parking to members, says its attempts to renew this parking arrangement were unsuccessful. As a result, users can no longer start or end their trip in Arlington, although they can drive through the county.

“Over the past few months we have been working with the City of Arlington to renew our permits to operate in Arlington,” the company told members in an email, mistaking the county for a city. “Unfortunately, we have not been able to renew the permit and we were notified today by the City of Arlington to cease our operations in the area.”

The service said it’s not pleased with the result of the negotiations.

“We understand for many of you this will come as difficult news and it’s not one Free2Move is happy about,” the email said. “We have enjoyed being part of the community and supporting our members with their transportation needs.”

The county department that’s responsible for car-sharing programs has a different account.

“Carsharing provider Free2Move notified the County on Sept. 17 that the company would be unable to commit to obtaining the required insurance to operate within Arlington County this year,” a Department of Environmental Services spokesman said. “Although Transportation staff worked with Free2Move representatives during the last several months to help them meet the requirements for their permit, the company instead decided to no longer provide services in Arlington.”

A number of users reached out to ARLnow to share the word of the service ending. Darsh Suresh, a three-year resident of the Rosslyn area, said he’s saddened by the news, as he relied on these cars for short trips he can’t make by transit.

“I usually take Metro or the Bus to commute or get around, but having Free2Move has made it easier for trips to other areas, such as driving to visit family in Loudoun County,” he said. “It’s one of the primary reasons I haven’t gotten my own car. I’m very disappointed at this surprise announcement, and hope that the county government and Free2Move can come to an agreement to keep service operational in Arlington.”

The news got some traction on Twitter from transit advocates, including Aaron Landry, who oversaw the brief operations of German car-share company Car2Go in Arlington.

A man who worked as an assistant at Carlin Springs Elementary School is facing sex assault charges.

Police say Jonathan Zapata, a 30-year-old Arlington resident, sexually assaulted a female family member under the age of 18 over the course of two years from 2016-2018. He was arrested this morning in the Buckingham neighborhood and is facing two felony sex offense charges.

Arlington Public Schools has placed Zapata on administrative leave from his instructional assistant position, police said in a press release.

“The preliminary investigation has not uncovered evidence of inappropriate contact with children at the school,” the Arlington County Police Department said. “Anyone with information about Mr. Almanza Zapata that may be pertinent to this case and/or who has had past inappropriate encounters with him is asked to contact Detective S. Gomez at 703-228-4173 or [email protected].”

The Arlington County Police Department’s Special Victims Unit is investigating a suspect charged with sex offenses and is seeking additional information and possible victims. Jonathan Almanza Zapata, 30, of Arlington, VA, was arrested and charged with Forcible Sodomy and Aggravated Sexual Battery. He is being held without bond in the Arlington County Detention Facility.

At approximately 10:36 p.m. on September 26, police were dispatched to a residence in the Douglas Park neighborhood for the late report of a sexual assault. Upon arrival, officers met with the female juvenile victim who reported that the suspect allegedly inappropriately touched and sexually assaulted her during incidents believed to have occurred between September 2016 and June 2018. Following an investigation by the Special Victims Unit, warrants were obtained for the suspect and he was taken into custody without incident this morning in the 4300 block of N. Pershing Drive. The suspect is known to the victim and this is considered a domestic-related incident.

Arlington Public Schools has placed Mr. Almanza Zapata on administrative leave from his position as an instructional assistant at Carlin Springs Elementary School. The preliminary investigation has not uncovered evidence of inappropriate contact with children at the school. This remains an ongoing and active criminal investigation. Leaders of a local civic organization admit their membership does not reflect the diversity of Arlington County, but they’re looking to change that.

One of Arlington’s largest community organizations, the Arlington County Civic Federation (CivFed) gives representatives from 85 local groups — including neighborhood civic associations and local advocacy organizations — a non-partisan forum to discuss community topics and provide input on county government and Arlington Public Schools activity.

Generally speaking, however, many delegates are older residents who own homes in North Arlington, and historically, the group has had lower participation from minority groups, younger residents and renters, says CivFed President Allan Gajadhar.

This month the group signaled its commitment to better represent the county by adopting a Diversity, Equity Belonging, and Inclusion resolution. It comes amid ongoing efforts at APS and the county to center racial equity and advance the interests of underserved communities.

In implementing the resolution, Gajadhar says CivFed will focus internally on membership and externally on outreach.

“The representation in the CivFed isn’t fully representative of racial and ethnic and socioeconomic diversity of Arlington,” he said. “There’s definitely a lot more work to be done in the delegate base. That’s not just something that’s going to happen over night. The first thing was to declare our intention to do so — now we are slowly taking steps to evaluate [diversity].”

CivFed, which is nearly 100 years old, aims to bring together and amplify the voices of neighborhood civic associations and organizations such as the local branch of the League of Women Voters. More than 300 delegates vote on resolutions for things on which they want to see the County Board and School Board take action.

CivFed has never formally tallied the demographic diversity of its membership, but it’s not a stretch to say a fair number of delegates are older, wealthier retirees, Gajadhar said.

“It’s been mentioned more than once that the delegate population could be more diverse,” Gajadhar said. “We do have a fair amount of representation from the communities you’d expect.”

CivFed is examining how it can include more young people, people from different racial and ethnic backgrounds, women and renters in its ranks. It is also looking to diversify who holds leadership positions and how information gets communicated. In addition, the resolution made commitments to giving members multicultural competency training, collecting data on community participation, and holding events that engage diverse communities.

Gajadhar, now in his second term, says diversity and equity have been themes during his presidency. He oversaw the launch of a diversity committee, which put forward the resolution.

After the resolution passed with a 94.4% approval rate earlier this month, CivFed surveyed its members to see how they evaluate the diversity of their groups.

The survey is important, Gajadhar says, because CivFed is only as representative as its constituent organizations and realizing the aims of the resolution depends on whether the member groups are equally committed to the stated goals.

“A lot of people don’t necessarily think of the issues that are identified in the resolution as issues,” he said. “We have to be sensitive to who our membership is. We can’t come in with a very strong, forceful mandate or anything like that… We have to go about it carefully — otherwise it’ll be counterproductive.”
