(Updated at 6:50 p.m.) It seems the Harris Teeter in the Pentagon Row shopping center, now rebranded as WestPost, will not be vacating its spot anytime soon.

And if it did, Arlington County will continue to hold the shopping center’s owner to a 1998 agreement that requires the space be filled by a full-service grocery and drug store. The County Board affirmed the status quo in a vote on Saturday.

Although Harris Teeter has at least 10 years on its lease, the Sun Gazette reports, residents in the 22202 zip code were worried about even the possibility that their neighborhood grocery store would one day be replaced with a smaller-scale grocer such as Whole Foods or Trader Joe’s. (Pentagon City already has one Whole Foods, near Amazon’s future HQ2.)

Anticipating the end of Harris Teeter’s initial lease, Pentagon Row’s owner, Rockville-based Federal Realty Investment Trust, had requested the county modify the 1998 agreement to allow Federal Realty to find a smaller retailer that sells drug- and grocery-store items if it could not find a full-service store.

The ask, which included other requests for flexibility regarding space, went before the Arlington County Board last month. At the time, nearly a dozen community members voiced their support for keeping the language. Board members deferred the item for one month so County Manager Mark Schwartz could work with the property owner on changes.

The revised proposal that the Board saw on Saturday kept provisions allowing the shopping center more flexibility with leasing and architecture, nixed the grocery store request completely. Members of the County Board unanimously approved the revised proposal, without any modifications to the grocery store agreement, without discussion.

“Because of our combined efforts, the developer backed off on changing [the] section that would have allowed less than a full-scale grocery,” said Carol Fuller, the president of the Crystal City Civic Association and Open Space Coordinator for Livability 22202, an advocacy group for quality-of-life issues in the area. “We were very worried about losing Harris Teeter. We fought it hard. Once they dropped that, we were no longer concerned with the other amendments.”

The county previously said that “Federal Realty shared their full intent and interest in retaining the current tenant or other similar operator.”

The shopping center sought the flexibility, supported by the National Landing Business Improvement District and the Arlington Chamber of Commerce, “so that they can respond to changes in the market in the event that they need to replace the grocery store tenant and services.”

Scott Miles, president of the Aurora Highlands Civic Association, said last month that losing Harris Teeter, or an equivalent full-service store, would degrade grocery options in a core part of the county and hinder residents’ ability to buy necessities without a car.

“A large, full-service grocer at the site remains an essential community service,” he said. “This may sound harsh, but we want the applicant to be fearful of not maintaining a large grocer — it’s not enough to ask for commercially reasonable efforts.”

In a rear wing of the Febrey-Lothrop Estate in Dominion Hills, there was an ornate wooden compass floor inlay built into what had been a library.

Like the windows, decorative ornaments and columns, it had been part of the original 1859 home that had seen Civil War soldiers, servants and national celebrities come and go over the years.

All these architectural embellishments were destroyed, and according to the Arlington County Board, any historical merit that could have justified a proposed local historic district overlay went with it.

The County Board voted unanimously at a meeting this past Saturday to reject the Historical Affairs and Landmark Review Board (HALRB) recommendation to give the area at 6407 Wilson Blvd with a historic designation.

During the meeting, Cynthia Liccese-Torres, the coordinator for Arlington County’s historic preservation program, ran through what photos and information the county could obtain before bulldozers took the main house and the estate’s other buildings down.

Liccese-Torres said many of the interior sections of the house were in fair condition and many of the architectural details could have been salvaged both in the section of the house that dates back to 1859, an outbuilding from 1898, and a bungalow on the property from 1910.

But they weren’t saved, and Liccese-Torres said with the buildings now torn down, there was little left to convey the historic significance of the property.

Over the last few months it was clear that saving the property was a long shot, with the county’s bureaucratic process for preservation far outpaced by the by-right demolition permitting the homeowner was entitled to. For Tom Dickinson, a local activist who helped lead efforts to preserve the house, the whole process was a failure of county leadership.

“This did not have to happen, but the County Board, county manager and county staff allowed it to happen without the slightest effort at intervention,” Dickinson said. “Our reasonable expectations for total preservation just weeks ago has been utterly destroyed and permanently denied.” (more…)


Don’t be surprised if you see helicopters and some small planes flying around the D.C. area this morning — it’s all part of a military training exercise.

The North American Aerospace Defense Command (NORAD) says the air defense exercise will be conducted between 11 a.m. and noon. It will involve Coast Guard helicopters and general aviation aircraft — often smaller prop planes.

“Portions of the exercise may… be visible from the ground,” NORAD said in a social media post.

The recent spate of business burglaries in Arlington is continuing.

Early Saturday morning a group of three thieves broke into businesses in the Dominion Hills and Westover neighborhoods, stealing several cash registers and leaving behind piles of broken glass. At least five businesses were damaged by the burglars.

BURGLARY, 2021-04170015/04170016, 6000 block of Wilson Boulevard. At approximately 1:23 a.m. on April 17, police were dispatched to the report of multiple audible security alarms. Upon arrival, it was determined that multiple businesses had their front doors damaged, with two of the businesses being burglarized and two of the businesses showing signs of attempted forced entry. A cash register with an undisclosed amount of cash was stolen from one business, while no other items were reported stolen. Officers established a perimeter and the area was checked with negative results. The investigation revealed that the three suspects, who were wearing dark colored clothing and face masks, had fled the scene in a dark colored vehicle prior to the arrival of police. The investigation is ongoing.

BURGLARY, 2021-04170017, 5800 block of Washington Boulevard. At approximately 1:33 a.m. on April 17, police were dispatched to the report of a glass break alarm. Upon arrival, it was determined that employees were inside the closed business when they heard glass break, followed by footsteps and unknown individuals talking. The investigation determined that three unknown suspects forced entry into the business through a window, stole two cash registers containing and undisclosed amount of cash and fled the scene on foot. Responding officers established a perimeter and the area was checked with negative results. No injuries were reported. There are no suspect descriptions. The investigation is ongoing.

The western portion of Wilson Blvd in Dominion Hills and Bluemont has been the scene of at least a half dozen prior burglaries this year, including three on the same block as Saturday’s incident.

ACPD spokeswoman Ashley Savage said detectives are investigating these and other prior business break-ins, in Arlington and around the region, as potentially related given the method of theft.

“The burglaries… are being investigated as part of the commercial burglary series,” Savage tells ARLnow. “Detectives continue to follow up on investigative leads in the case and are working collaboratively with our regional law enforcement partners to identify and apprehend those responsible.”

“Investigators believe that some of these cases are linked but not all are committed by the same suspects,” she added.

In February, ACPD announced that is was “investigating an increase in overnight commercial burglaries targeting cash-based businesses.” At the time, there had been 21 reported business burglary incidents in Arlington since the start of the year. Since then that number has risen to 31, including 22 completed burglaries and 9 attempted burglaries, according to police.

The police department previously offered the following crime prevention tips for businesses.

  • “Don’t store money overnight in your business. If you must keep cash or other valuables overnight, store them in a safe anchored to the floor”
  • “Leave cash drawers open, indicating there’s nothing to steal”
  • “Post signs in your store window that cash and valuables are removed from the premises overnight”
  • “Ensure your property has adequate lighting, especially at points of entry”
  • “Consider installing security cameras with alarms to capture suspects on video and notify police immediately if unauthorized individuals gain entry to your business”

The County Board is slated to vote on its fiscal year 2022 budget tomorrow (Tuesday) and affordable housing is top of mind for many Arlingtonians and Board members.

In February, County Manager Mark Schwartz proposed a budget with $71.1 million earmarked for housing — about 8.5% of the overall $834 million county budget, excluding schools.

This month, however, housing advocates told the Board that may not be enough to tackle the entrenched problem of rising housing costs and the deepening inequality caused by the pandemic. In response, Board members have identified three ways to amend the budget.

Testifying before the County Board on April 6, Carlos Velazquez, who sits on the board of trustees for Arlington Community Foundation, said the county needs to maintain flexibility for families seeking housing aid.

“COVID-19 assistance has helped many low-income families and individuals [stay in Arlington] and keep food on the table,” he said. “But the need has not gone away… We believe that flexibility should be maintained after the pandemic to help residents resolve delinquencies and develop plans to move forward from personal crises.”

Over the last two weeks, County Board members have discussed ways of doing just that. Last Thursday, ahead of the vote tomorrow evening, County Board Chair Matt de Ferranti proposed adding up to $2.4 million in several areas.

The chair proposed just over $1 million to maintain COVID-era guidelines that expanded eligibility for working families who needed financial aid during the pandemic. For those receiving grants, who currently contribute 40% of their income toward housing, de Ferranti is also proposing about $487,000 in one-time and recurring funding to lower annual housing contributions.

According to county staff, that could affect 700 families.

“This is of interest to us in the sense that severely rent-burdening individuals at 40% is more than [The United States Department of Housing and Urban Development] recommends,” de Ferranti said.

The County Board is also looking to add $850,000 in one-time funding for the Affordable Housing Investment Fund, a loan fund that helps to fund the development of new, dedicated affordable housing.

A portion of the $17.5 million set aside in the budget for the county’s response to the pandemic, meanwhile, will go toward eviction prevention. Housing advocates would like to see the county take bolder action in light of rising housing costs and economic hardship among lower-income residents.

Shaheera Sayed, an advocate with ACE Collaborative, an Asian American community-building group affiliated with Alexandria-based advocacy organization New Virginia Majority, said more needs to be done to prevent displacement of current residents.

ACE, which recently organized a rally near the future Amazon HQ2 in Pentagon City, proposed adding $8 million in funding.

“There is proof that the Asian Americans and other communities of color in Arlington county are struggling,” she said. “By adding more funding and expanding eligibility in programs such as the Housing Grants, more people who are unable to get affordable housing but are struggling to pay rent can benefit from this program.”

Beyond this year’s budget, County Board members say that more housing support will be needed for years to come. The most vulnerable in Arlington will likely face the longest road to full economic recovery, said County Board member Katie Cristol.

“Let’s not set ourselves up to make this purely one-time investment in Fiscal Year 2022,” she said.

The rate of new coronavirus cases in Arlington has reached the lowest point since October.

A total of 167 cases have been reported over the past week. That follows about two months of the case total fluctuating between about 200-300 new cases per week.

It has been a week since the last reported Covid-related hospitalization, and two weeks since the last reported Covid death.

Since the start of the pandemic, 5.5% of people infected with COVID-19 in Arlington — 14,846 cases as of today — have been hospitalized, while 1.7% of cases have resulted in a fatality.

The drop in cases comes as vaccinations in Arlington continue to speed up. The trailing seven-day average of daily vaccine doses administered rose above 3,000 for the first time today. About 1,650 people are being reported as fully vaccinated each day, according to ARLnow’s analysis of Virginia Dept. of Health data.

As of this morning, about 48% of the county’s adult population has received at least one vaccine dose. About 27% of the adult population is fully vaccinated.

On Sunday, Virginia Gov. Ralph Northam announced that all state residents ages 16 and older are now eligible to make a vaccination appointment. At 10 a.m. this morning, cell phones across the Commonwealth will buzz with a message encouraging those who haven’t yet been vaccinated to make an appointment.

Don Zientara, owner of the legendary Inner Ear Studio — long the seat of Arlington’s punk rock scene — is at a crossroads.

This Saturday, Arlington County is set to consider buying two parcels of land near Shirlington — 2700 S. Nelson Street and 2701 S. Oakland Street — and the warehouse that sits on it, which houses Inner Ear.

The warehouse, which is also home to a Ben & Jerry’s catering outfit and part of the Arlington Food Assistance Center, is old and structurally worn down, he says, and county documents indicate it will likely be demolished to make way for an arts and industry district along Four Mile Run.

Arlington County previously announced its plans to one day buy the building, but Zientara said no specifics were laid out as to when he would have to relinquish his studio. Now, however, the county has set a deadline: Dec. 31, 2021.

“I could retire at this point,” he said. “I’m weighing a lot of options. Closing it down is probably a strong one… It all depends on what we want to do. I’m not ready, really, to move the studio.”

The business is picking up “slowly, very slowly,” since the pandemic started. Musicians anticipate live music opportunities this summer and want to have a record or a downloadable song to “get things going,” Zientara said.

Zientara has been recording for more than 30 years in his basement and the Shirlington location. The long list of those who have recorded at the hole-in-the-wall studio includes the Foo Fighters, Fugazi and Minor Threat.

“I’m sorry to see it go, but that’s the way that it is,” Zientara said. “So I’m OK with it — it’s just the natural evolution of things. You can’t stop progress. I hope what they do have is something that can complement the arts in the county.”

That is the county’s plan.

The purchase would “fulfill multiple goals of the Four Mile Run Valley Area Plan, the Public Spaces Master Plan and the County’s Arts and Culture Strategy,” according to a county report. “The property is uniquely positioned to host a variety of diverse programming such as musical, dance, and theatre performances, and a multidisciplinary arts festival, anchored by a weekly outdoor ‘Valley Market.'”

County staff said the 18,813 sq. ft. of land could be used for the following uses as early as summer 2022:

  • An outdoor market, similar to Eastern Market in DC, and inspired by the county’s holiday markets and Made In Arlington pop-up events.
  • A location for the county mobile stage for musical, dance and theater performances.
  • An outdoor movie screening spot, “possibly curated for audiences not otherwise being served.”
  • A space for county-sponsored multidisciplinary arts festivals, supporting “a diverse range of artistic and cultural expression.”
  • A parking lot for when the space is not accommodating the above uses.

This sale would culminate a nearly two-year agreement between the County Board and the building’s owner, South Oakland Street, LLC. In June 2019, the county agreed to one day purchase the property for $3.4 million on the condition it made three annual, non-refundable, payments to South Oakland Street to delay the final sale for up to three years.

For the last two years, the County Board opted to make the yearly payments. Now, county staff is advising the Board to buy the property. Staff also recommend that the county give tenants until Dec. 31 to relocate.

AFAC will not be moving far. The organization, with its main building at 2708 S. Nelson Street, is temporarily leasing the additional space while it renovates a warehouse next door, which it purchased last year.

“The building was in serious need of renovation which we began in January of this year,” AFAC Executive Director and CEO Charles Meng said. “Once our renovation is completed in September of this year we will be vacating 2700 and moving back to our renovated warehouse.”

Move over Jazz, there’s a new heir to the cute crown in Arlington.

On Easter Sunday at about 5 p.m., an adorable baby red fox — a kit — was caught on camera in the backyard of a residence in the Rock Spring neighborhood, near Jamestown Elementary School.

Sally Granade was at Jamestown Park with her daughter when she got a call from her husband.

“He called and said ‘Oh, this baby fox has been staggering in the yard, I got a bowl of water and put it out and now it’s following me around,” Granade tells ARLnow.

Worried about both the health of the fox and the risk of rabies, she immediately told him not to touch it and they called the Animal Welfare League of Arlington.

Animal control officers arrived in less than 15 minutes, says Granade, and told the family the baby fox was neither sick or injured, simply very young and a bit lost.

It’s thought the kit had wandered from the den, which Granade now believes was under her shed, when mom was out of the house.

“It’s likely that the mom was either out hunting, or she was relocating her kits from one den to another, and the kit happened to make enough noise for the homeowners to notice him,” writes Chelsea Jones, AWLA’s spokesperson.

AWLA believes the kit was only a few weeks old, meaning it was born in the litter season of late March to early April. They were unable to confirm the sex of the baby, though.

Animal control officers requested a four-sided box to gently place the fox in there, so that it couldn’t wander more and mom could find it when she arrived back.

All Granade had was a wicker basket, hence a cute video of the baby fox squawking in a basket.

The officers departed with a request to keep an eye out for the mother.

Sure enough, only about an hour or two later, the family spotted her.

“We saw what was probably the mother sulking around the background… and, by morning, the baby was gone,” says Granade.

Jones says that Granade and her family did exactly what they should have done, which was to not touch the wild animal and call the professionals immediately.

“It’s very important that the public NEVER touch a wild animal unless they absolutely have to because there are zoonotic diseases that can pass from animal to human,” writes Jones. “If you have to touch the animal (it’s in a very dangerous spot, it’s severely injured, etc.), it’s very important to wear thick gloves or use a towel.”

Foxes are certainly not uncommon in Arlington, but in the past year AWLA has received more calls about them and other wildlife. This has more do with humans than the animals.

“We have had more wildlife calls overall in the past year because so many more people are home during the day and seeing more wildlife that they would normally miss because they are at work,” writes Jones.

This is the time of the year that kits begin venturing out of the dens, so it’s normal to spot them in mid-April, Jones notes.

In general, foxes do not pose a threat to humans, however, if they have rabies, they can be dangerous to pets. While they’re fun to watch, do it a safe distance to keep foxes, pets, and humans all safe, Jones says.

For Granade, it was a memorable Easter Sunday evening for her and her family, helping to reunite a baby fox with its mom.

“I was really impressed with the good job that the Animal Welfare League did,” she says. “They even came back to get the basket.”
