A proposal for a large outdoor café in Clarendon is set to be considered by the Arlington County Board this weekend.

The owner of the Clarendon Square office building at 3033 Wilson Blvd is requesting permits to operate an outdoor café and kiosk in an open area of the property, catty-corner from the Clarendon Metro station.

The proposed café would have 125 seats outside and 59 seats inside, according to a county staff report.

“The outdoor café will occupy the majority of the existing plaza and be enclosed by moveable planters,” the staff report notes. “Although all existing trees will be maintained, the existing raised planter walls will be redesigned to accommodate the outdoor seating.”

The kiosk will serve “grab-and-go beverages” to both passersby as well as those dining at the outdoor café. It’s being considered by the County Board separately from the café.

“The kiosk will operate the same hours as the restaurant and outdoor café and will be located on private property at the corner of Wilson Boulevard and North Highland Street,” the staff report says.

The County Manager recommends approving both the outdoor seating and the kiosk, with a County Board review in one year.

Clarendon Square is a 7-story office building constructed in 1987 and managed by Carr Properties, a real estate investment trust with two properties in Clarendon and one in Courthouse. The agenda item was deferred one month because when it came up in September, county staffers were still working with Carr on café furnishings, design and sidewalk width concerns.

The building contains ground-floor retail including a bank, a UPS Store, and a café called Waterhouse Coffee & Juice Bar. The existing plaza is publicly accessible and has raised planter beds with trees, shrubs and flowers.

The proposed café will serve restaurant-goers late into the night, according to the county documents. The building owner is asking for permission to pipe music in until midnight on Friday and Saturday nights. Music will end at 10 p.m. on weeknights.

In August, the Lyon Village Citizens Association asked that the building owner keep noise to a minimum after midnight, manage crowds and have overnight security of the outdoor seating area. The Clarendon-Courthouse Civic Association voted to support the proposal during its August meeting, provided that the 8-foot clear walkway is maintained on Wilson Blvd.

The café proposal comes amid a shift towards outdoor dining during the pandemic, and a spate of redevelopment in parts of Clarendon.

The County Board will meet virtually this Saturday, Oct. 17, starting at 8:30 a.m.


A stalled affordable housing project near the Ballston Metro station is poised to get a three-year extension.

The Ballston Station project, set to be built on the site of the Ballston Central United Methodist Church at 4201 Fairfax Drive, was previously approved by the County Board in 2017 and again in 2019. The latter approval upsized the project from 119 units, including 48 designated as affordable, to 144 units of 100% committed affordable housing.

The Board previously also allocated $3.1 million in affordable housing loan funds to the project.

The church and its development partner, the Arlington Partnership for Affordable Housing, are now going back before the Board this weekend, seeking to extend the now-closed window for beginning construction through October 2023.

The developers are also seeking a minor change to the affordability mix, switching six units from being affordable to those making up to 30% of the Area Median Income to 60% AMI, to make the project more fiscally sustainable.

The planned eight-story building will still include a daycare facility for up to 100 kids and a church space with up to 200 seats, as well as eight visitor parking space and 0.25 parking spaces per apartment.

County staff is recommending approval of the proposed site plan amendment, but there is some opposition from neighbors in the adjacent Summerwalk condo complex at 1020 N. Stafford Street.

The condo association is concerned about parking, noting that their own building has insufficient parking and condo residents — who are barred from participating in the county’s under-review Residential Permit Parking Program — find parking on the street difficult as it is. The association is also concerned about their future neighbors making the area “less desirable.”

In addition to the previously submitted concerns from the Summerwalk Condo Association, a new comment has been submitted regarding the project having changed in 2019 to a commitment of 100% affordable units on site. The Association notes that the previous proposal of a mixed income housing development would better serve the needs of the entire community and instill a greater sense of equality within the neighborhood. The Association also notes concerns that the project being 100% affordable will make the surrounding area less desirable.

In response, county staff assert that the parking ratio is in line with existing parking policies, while the project “meets multiple affordable housing goals, including units in close proximity to transit.” It also “provides an opportunity for a mixed-income neighborhood as most nearby developments are predominately market-rate,” staff wrote.


Arlington County is asking for public input for a new park in Crystal City, just on the border of Pentagon City.

Currently called “Teardrop Parcels” from the shape of the two pieces of land that form the space, the county’s working name is “New Park at South Eads Street and Army Navy Drive.”

The green space is located by the Verizon telecommunications facility site (400 11th Street S.) and the construction site for a new, 19-story residential building. It’s also adjacent to the recently-built Altaire apartments and across the street from the second phase of Amazon’s permanent HQ2.

An online feedback form is available until end of day today (Oct. 14), according to a presentation delivered on Sept. 29. The next opportunity for public feedback will be in November, while third and final opportunity will come in December. Name suggestions are welcome, according to the presentation.

The owner of the Altaire is contributing more than $1.4 million and the new apartment development is pitching in nearly $1.2 million, for a total budget of $2.6 million for the new park.

With the new developments, the park could see more activity from residents, workers and shoppers in the coming years, said Mark Gionet, the Principal at LSG Landscape Architecture.

Studies show that having retail space bordering an urban park — as is planned in this case — can help activate the two spaces, said the architect, whose firm is partnering with the county to facilitate public engagement with plans for the park.

Currently, during weekday work hours, the land is used by people walking to get groceries and lunch. On the weekends, children play while their parents watch from lawn chairs. The land is popular with dog walkers, who use the pet waste station.

The presentation notes that Metropolitan Park, Long Bridge Park and Virginia Highlands Park are all within walking distance, with a variety of existing amenities.

“A range of active, passive and social park amenities are available within a walking distance,” the presentation said. Planners will take that, public feedback, and the fact that the park is shaded by nearby buildings much of the time into consideration when mulling over what features the new park might have.

Work on the park should not harm the large, leafy tree on the land, Gionet said. Its extensive root system, however, will limit the developable area in the park, he said.

Arlington County officials are considering new administrative guidance to streamline the process of converting office buildings into residential buildings.

Such conversions would remain subject to County Board approval, but a new set of guidelines being considered by county staff would make the review and recommendation process easier.

In a presentation, expected to be given to the county’s Long Range Planning Committee at its meeting tonight, officials will say that trends both local and national will lead to a wave of office building conversions. Underlying that is the pandemic and the shift to working from home, potentially leading to less demand for office space.

The trends, however, started before the pandemic, with an “observed reduction in office demand — nationally, regionally and locally — over the past decade resulting limited economic feasibility for speculative multi-tenant office buildings.”

Recent office-to-residential conversions in Arlington include the WeLive/WeWork building in Crystal City. Future projects like it need a better-defined path from proposal to County Board consideration, county staff says.

“Neighboring jurisdictions are actively addressing issues around use flexibility,” the presentation notes. “Alexandria and Fairfax County have adopted policies related to this issue and have approved projects implementing them whereas Arlington County has approved projects with no guiding policy to date.”

The guidance will not change existing County Board policies, the presentation asserts, but will help staff when reviewing office conversion proposals.

“In advance of evaluating the appropriateness of new office conversion requests, staff developed this administrative guidance for use during staff review, community discussion and [County Manager] recommendation to the [County Board] on the proposed conversion,” the presentation says. “This guidance is not [County Board] policy, and does not change existing [County Board] policy or alter existing land use processes.”

The law firm McGuireWoods is telling its clients, however, that the changes will “increase flexibility and support for repurposing existing and approved office buildings.”

“The new administrative guidance is expected to give developers and property owners much-needed flexibility to consider residential, live-work and other options that, in many cases, could be beyond what existing planning guidance permits,” the firm said on its website. “Outreach is currently underway with business community stakeholders and decision makers and will continue in the upcoming weeks. The administrative guidance will likely be in place by the end of 2020.”


Two. D.C. men are facing a battery of charges after police say they were seen prowling local neighborhoods and trying to break into cars.

The arrests were made Monday morning after a resident reported a suspicious vehicle, accompanied by two people on foot looking into parked cars, along N. George Mason Drive in the Yorktown neighborhood. The vehicle was later spotted in the Clarendon area, and the pair arrested after a foot chase.

At approximately 5:30 a.m. on October 12, police were dispatched to the area of 27th Street N. and N. George Mason Drive for the report of a suspicious vehicle. The reporting party observed a vehicle driving through the neighborhood with two subjects walking alongside it and appearing to look into parked vehicles. A lookout for the vehicle was broadcast and officers located it in the area of Wilson Boulevard and 10th Street North. The driver of the vehicle failed to stop for law enforcement. The vehicle eventually became inoperable at 10th Street N. and N. Irving Street and the four occupants fled the scene on foot. Following a brief foot pursuit, two of the vehicle’s occupants were located and taken into police custody. Two subjects remain outstanding and there are no descriptions of the subjects. The investigation determined that both the vehicle and the temporary license plate on the vehicle were reported stolen.

A 21-year-old man was charged with Unauthorized Use of a Motor Vehicle, Eluding and Receiving Stolen Property, while a 20-year-old man was was charged with Unauthorized Use of a Motor Vehicle, Eluding, Forgery and False ID to Law Enforcement. Both were held on a secured bond, police said.

The arrests come as Arlington is in the midst of a wave of vehicle-related crimes. In February we reported that hundreds of cars had been broken into since July 2019. In July of this year, at least 31 cars were reported stolen in Arlington, two-thirds of which were either left running while unattended, or unlocked with keys inside. Despite public service announcements from ACPD, as well as other arrests, those types of crimes continued throughout the summer.

The latest incident, police say, is an instance of a common vehicle property crime in Arlington: a group of thieves, traveling together in a stolen vehicle, testing door handles and then stealing items from unlocked cars or stealing the cars themselves, if keys are found inside.

From ACPD:

Vehicle-related property crimes such as motor vehicle theft, larcenies from auto and vehicle tampering are often crimes of opportunity. Thieves are looking for easy, low effort opportunities to steal from hardworking members of the public and target vehicles with unsecured doors and windows.

The method of theft in this incident is consistent with other vehicle-related property crimes reported in Arlington. Several suspects, often riding in a stolen vehicle, drive through Arlington neighborhoods looking for crimes of opportunity. As the driver proceeds slowly down the street, several accomplices exit the vehicle and check door handles of vehicles parked in the area. The suspects enter vehicles that are found to be unlocked with the goal of stealing valuables and those vehicles with keys left inside. These incidents typically occur during overnight or early morning hours.

The police department offered the following tips for keeping one’s vehicle secure and reporting suspicious activity to authorities.

Arlington County Police are investigating a robbery and an attempted robbery that happened along the Columbia Pike corridor over the weekend.

In both incidents, the victims were pushed to the ground while walking, by a man who then tried to steal their belongings.

The first incident happened just before 8 p.m. on Saturday, north of the Pike in the Arlington Mill neighborhood. The suspect was armed with a gun and ran off with the victim’s phone.

From an ACPD crime report:

ROBBERY, 2020-10100188, 800 block of S. Frederick Street. At approximately 7:50 p.m. on October 10, police were dispatched to the report of an armed robbery. Upon arrival, it was determined that the victim was walking in the area when he was approached by the male suspect from behind. The suspect grabbed the victim, pulling him down, and demanded money. When the victim declined, the suspect produced a firearm, assaulted the victim and stole his phone, then fled on foot. The victim sustained minor injuries. The suspect is described as a Black male, 5’10”, thin build, wearing black clothing and a black mask. The investigation is ongoing.

The second incident was an attempted robbery in Barcroft Park, south of the Pike. It happened at almost exactly the same time as the first incident, but a day later.

ATTEMPTED ROBBERY, 2020-10110170, 4200 block of S. Four Mile Run Drive. At approximately 7:51 p.m. on October 11, police were dispatched to the report of a robbery just occurred. Upon arrival, it was determined that the victim was walking on a path through the park when the suspect approached her from behind, pushed her to the ground, and attempted to steal her backpack unsuccessfully. The suspect fled prior to police arrival. The suspect is described as a male, approximately 5’8″, wearing a black hoodie with the hood up and dark jeans. The investigation is ongoing.

Also over the weekend, two police officers were injured in two separate incidents involving unruly suspects Saturday morning.

VEHICLE TAMPERING/RECOVERED STOLEN VEHICLE (significant), 2020-10100028, 2400 block of S. Oakland Street. At approximately 1:22 a.m. on October 10, police were dispatched to the report of a tampering with auto. Arriving officers observed three suspects inside of a vehicle matching the description previously provided in a lookout. The suspects allegedly exited the vehicle and attempted to flee on foot when police approached them. Suspect One was stopped as they exited the vehicle. Suspect Two was located in the area by additional arriving officers, and, while attempting to place her in handcuffs, she actively resisted and a brief struggle ensued, during which she bit an officer. The officer sustained minor injury. While taking Suspect Two into custody, Suspect Three was observed by officers in the area and taken into custody without incident. During the course of the investigation, it was determined that the vehicle the suspects fled from was previously reported stolen out of Fairfax County. A petition for Assault and Battery on Police was obtained for juvenile Suspect Two. Additional petitions will be sought for all three juvenile suspects.

ASSAULT & BATTERY ON POLICE, 2020-10100104, 4700 block of Lee Highway. At approximately 9:34 a.m. on October 10, police were dispatched to the report of an assault just occurred. Upon arrival, it was determined that a verbal dispute between the suspect and victim escalated, at which point the suspect allegedly pushed the victim and threw an object at the victim’s vehicle. As the victim attempted to move his vehicle away from the scene while calling police, the suspect chased after the car and threw a cup at it. Arriving officers located the suspect and took him into custody without incident. The victim was not injured. While officers were attempting to place the suspect into a transport vehicle, he actively resisted and became aggressive, then kicked the door of the vehicle, causing it to strike an officer in the head. The officer sustained minor injury. John Hemphill, 52, of Arlington, Va., was arrested and charged with Assault and Battery on Police, Assault and Battery, Obstruction of Justice and Destruction of Property. He was held on no bond.


(Updated at 12:10 p.m.) The rate of new coronavirus cases in Arlington has reached the highest point since August.

Twenty-two new cases were reported in the county on Monday, bringing Arlington’s seven-day moving average of new daily cases to 21.7. That’s the highest point since Aug. 31.

Despite the recent rise in cases, it has been a week since the last COVID-related death was reported in the county. The seven-day rate of new hospitalizations currently stands at four, remaining in the single digits since mid-September. And Arlington’s current test positivity rate is a relatively low 3.3%, the same as it was last Thursday.

Arlington’s cumulative total of cases, hospitalizations and deaths is 4,209, 511 and 152, respectively.

No new data was available today (Tuesday) from the Virginia Dept. of Health, due to a fiber optic cable cut that also brought down Virginia’s online voter registration system, on the last day of voter registration in the state.

As of Monday the test positivity rates in neighboring Fairfax County and the City of Alexandria hit new lows, of 3.6% and 3.7% respectively, according to InsideNova. After a bump in new cases statewide last week, the trend moderated a bit on Sunday and Monday, the site reported.

There has been a multi-day downward trend in coronavirus cases across the U.S., but rising levels in the Midwest. In Europe, meanwhile, a “second wave” of the virus has prompted new restrictions.


Monday Properties, which is best known locally for being the predominant owner of office buildings in Rosslyn, is making its second recent purchase in the Shirlington area.

Monday, in a joint venture with London-based neo capital, is acquiring Shirlington Tower at 2900 S. Quincy Street. The nearly quarter-million square foot office building is mostly filled, with tenants like the U.S. Navy and the National Alcohol Beverage Control Association.

It’s the second Shirlington office tower the company has acquired in as many years, after the purchase of 2800 S. Shirlington Road, a gleaming tower adjacent to the highway that contains a number of medical offices, among other tenants. Office properties outside of Metro corridors had previously fallen out of favor in the local commercial real estate world, but this transaction suggests that perhaps something is different about Shirlington.

In a press release, Monday touts Shirlington’s live-work-play amenities — including retail stores, restaurants, the Shirlington library, apartment buildings, theaters and a grocery store — plus its proximity to Amazon’s future HQ2, just up I-395 in Pentagon City.
