The Rosslyn-based Art Institute of Washington is now set to shut down, and has stopped accepting applications for new students.

A spokeswoman for the college’s owner, Dream Center Education Holdings, confirmed today (Monday) that the Arlington location at 1820 N. Fort Myer Drive is among 30 of the company’s campuses set to close soon. The Raleigh News and Observer reported earlier today on an internal memo showing that the Rosslyn campus would be closing.

Anne Dean, the spokeswoman for DCEH, noted that the closure would impact “new students only” in the near term.

“We will redirect prospective students to our online offerings or one of our other campuses,” Dean wrote in a statement. “Current, active students should continue to attend class as scheduled.”

Dean did not say when, exactly, the campus would close for good. It’s been open in Rosslyn since 2000, and offers programs on everything from fashion to graphic design to culinary arts.

DCEH, a for-profit company, bought the Art Institute brand, as well as South University and Argosy University, late last year for $60 million. Since then, Dean wrote that the company has been “undergoing an ongoing process of evaluating the viability of certain campus-based programs relative to student needs and preferences in order to best support our students, both present and future.”

Though records show the Arlington campus, a branch of the Art Institute of Atlanta, has remained fully accredited, the company has struggled to maintain its credentials at other programs. The News and Observer also reported that DCEH has had trouble winning approval from the U.S. Department of Education to convert the Art Institute colleges into nonprofit entities.

“While we actively work with our accreditors and regulators to assess the viability of our current offerings at these locations, DCEH remains steadfast in our mission to provide students with accessible, affordable, relevant and purposeful education aligned with market demands,” Dean wrote.

The company also operates an Argosy University campus in Arlington, but that location is set to remain open.

Supporters of Arlington’s Neighborhood Conservation program are warning county leaders that the steep budget cuts they’re contemplating could effectively kill it.

County Manager Mark Schwartz is proposing slashing $24 million from the program’s funding over the next 10 years as part of his new Capital Improvement Plan, dropping its coffers down to $36 million through 2028.

Neighborhood Conservation has long helped dole out money for modest community improvements, like new sidewalks or landscaping, yet the county’s grim budget picture convinced Schwartz to target it for some hefty cuts. That prompted several community activists and managers of the program to lobby the County Board to restore that funding at a public hearing last Wednesday (June 27).

“This is almost a death knell for Neighborhood Conservation,” said Bill Braswell, a former chair of the county’s Neighborhood Conservation Advisory Committee. “All the interest in it will dissipate, and it will take forever to get started again.”

County staff say that these proposed cuts would mean that projects already in line for funding will still move ahead, but any new applications from neighborhoods will go on the back burner. Accordingly, Phil Klingelhofer, deputy vice chair of the program’s advisory committee, believes that such a delay would mean that any “neighborhood with a recently proposed project should expect to wait 15 to 30 years for a project to come to the top for current funding.”

“If you decide to accept this… we recognize this is really the end of the program, and at that point, you should take the final step and end the program permanently,” Klingelhofer said.

For some in the community, that doesn’t sound like such a bad idea. Some activists have started arguing that the program has outlived its usefulness, including columnist Peter Rousselot, who points out that it can already take five or 10 years for a project to move through the Neighborhood Conservation process.

County Board member John Vihstadt has similar concerns about the program’s efficacy, noting that those delays are often driven by “quality control or monitoring issues” with the county switching contractors for some projects two or three times each. That’s why he sees this CIP process has a chance to reform the program, and “mend it, not end it.”

“Things are not good right now, and we’re looking at what we’re going to do,” Vihstadt told ARLnow. “If we’re going to fund the program, it needs to be modified and reformed.”

Braswell and Klingelhofer both told the Board at the hearing that they’d be willing to study ways to make the program run more efficiently, particularly if the alternative is steep funding cuts.

Man Arrested for Threatening FCC Chair’s Family — A California man has been arrested and charged with sending emails that threatened to murder FCC Chairman Ajit Pai’s family, over his support of the rollback of net neutrality rules. Pai has two children and lives in Arlington. The Clarendon Apple store closed suddenly Friday and has remained closed since.

The closure appears to be temporary. A sign posted on the door says: “Effective immediately, Apple Clarendon is closed until further notice. We apologize for the inconvenience and encourage you to visit our nearby stores.”

The store’s windows are blacked out, and one of the doors appears to be missing, replaced with plywood painted black. Through a portion of the door not covered, several large air blowers — the kind used to dry carpets after a flood — could be seen inside.

Within seconds of a reporter trying to photograph through the glass, a security guard appeared and blocked the view. The guard said he could not say what happened to prompt the closure.

While there is thus far no official explanation, tipsters who contacted ARLnow alternately said the closure was due to a “sprinkler bursting” in the store or “some water problem” in the apartments above. No word yet on when the store may reopen.

Update on 7/2/18 — The Apple Store reopened as of Monday morning, with some visible damage inside.


(Updated at 3 p.m.) Arlington Transit’s phone system to connect disabled and elderly riders to bus service has been hobbled by technical problems all week, prompting big headaches for people who rely on the program.

ART’s “Specialized Transit for Arlington Residents” service, commonly known as STAR, has been dealing with “technical difficulties” at the agency’s call center since Tuesday (June 26), according to a series of alerts sent out to riders.

The main STAR phone line hasn’t worked since then and remains down today (Friday). County transportation spokesman Eric Balliet says ART is working on the issue with service provider Verizon and even the state’s technology agency, with a temporary solution on the way.

“The temporary solution, estimated to be in place later today, will forward the main STAR number to a number provided by Red Top Cab, which dispatches service for STAR,” Balliet wrote in an email. “STAR personnel have been taking calls on this temporary line and will continue until the issue is resolved.”

The phone system is designed to connect riders who might have trouble using ART’s regular service with a scheduled, shared-ride service to take them wherever they need to go around the county. Accordingly, this week’s outages have created big problems for riders with disabilities, in particular.

ART has also dealt with a series of problems with its real-time alert service in recent weeks, not to mention a host of bus maintenance woes necessitating some service disruptions.

Arlington officials worry that their plans to build a second entrance to Ballston Metro station could stall and be delayed indefinitely if the county and WMATA can’t make progress soon.

To get a move on and finally construct a western entrance for the highly trafficked station, county leaders say they need millions more in funding, and they’ve had trouble tracking down that money.

Arlington asked for $72 million from the Northern Virginia Transportation Authority to help pay for design work and construction, but the regional group passed over the project entirely in its new six-year funding plan. Without that cash, County Board Chair Katie Cristol worries that the roughly $25 million Arlington’s already received in state transportation funding for the project could go up in smoke, throwing its future in jeopardy.

“We have not spent down… very much of the design funds that have already been awarded,” Cristol told ARLnow. “I don’t think it’s imminent that they’re about to be clawed back if we don’t make progress. But I think they could be, especially in a time where resources are constrained everywhere.”

Cristol, Arlington’s representative to the NVTA, says the group ultimately chose not to award more money for the Ballston project because its leaders just didn’t see enough forward momentum on design work for the effort.

“We’re a little stuck, and we do need to show progress,” Cristol said.

It doesn’t help matters, as Cristol pointed out, that the group will lose roughly $80 million a year as a consequence of the deal to provide dedicated annual funding to the Metro system, and has had to scale back how many projects it will fund around the region.

Even still, the NVTA was able to send the county $5 million to pay for additional design work on a second entrance for the Crystal City Metro station, falling far short of the county’s $87 million request but still helping push the project forward.

What set the Ballston project apart from Crystal City, Cristol notes, is the work the county still needs to do with Metro to draw up what the construction will actually entail. Broadly, officials know they’d like to build another entrance near the intersection of N. Fairfax Drive and N. Vermont Street to improve access to the spate of new developments on N. Glebe Road.

Beyond that, however, Cristol says the county and Metro need to work out the details. As WMATA grapples with the existential issue of how to bump up service levels and lure riders back to the system, Cristol worries Ballston could get lost in the shuffle.

“It’s not opposition to the project,” Cristol said. “I don’t even think it’s a sense that the project is too complicated, it’s just a bandwidth problem.”

A decades-long effort to build a boathouse along the banks of the Potomac River is lurching forward once more.

Officials with the National Park Service have wrapped up an environmental analysis of the project and settled on a preferred alternative near Rosslyn for its construction, in the latest bit of forward momentum for an initiative that has long bedeviled county leaders.

Local high schoolers have been particularly keen on seeing a new boathouse come to the fruition, as the closest access points for rowing teams have long been in Georgetown or Alexandria, but the project’s complexity has repeatedly stalled it.

NPS took control of Arlington’s portion of the Potomac shoreline after the construction of the GW Parkway, and the federal agency has spent years working off-and-on with the county to find a way to give local rowers easier access to the river. Arlington officials helped jump-start the process in 2014 by buying a parcel of land along Lee Highway just south of the Key Bridge, giving the NPS some added flexibility as it evaluated several options where the boathouse could be built.

Now, the agency is recommending a design that would involve building a 300-foot-long floating dock and 14,000 square feet of boat storage along the Potomac’s shoreline near Rosslyn, just across from Theodore Roosevelt Island. The plan also calls for building a support facility on the county-owned Lee Highway site with office space, locker rooms and handicapped parking.

NPS also evaluated plans to build the boathouse on the same site near the island without the support building, as well as an option that would involve building the boathouse on Gravelly Point near Reagan National Airport instead.

Yet the agency settled on its preferred alternative because the additional space off Lee Highway “allows for development of a smaller boat storage structure while providing additional support facilities outside the floodplain, off NPS property, and close to transit,” officials wrote in the environmental analysis.

They also noted that the Potomac is a bit calmer near the Rosslyn location, earning it higher marks than Gravelly Point. The close proximity of the Rosslyn Metro station and several local bus stops, in addition to the Custis bike trail, also won the option some praise.

While the agency found that any construction would have some limited impacts on the area’s wetlands and soil, it broadly didn’t foresee many stumbling blocks for the project to move forward. Nevertheless, any construction will require both federal and state permits to advance, and the county will need to work with federal officials to find funding for the effort.

In the meantime, however, NPS is accepting comments on the environmental analysis through July 30 on its website. The agency also plans to hold a July 12 open house at Washington-Lee High School on the project, starting at 6 p.m.

Rep. Don Beyer (D-Va.) and some of his Democratic colleagues believe most children up for a hearing at Arlington’s immigration court are being treated fairly — but they worry that could soon change.

Beyer, House Minority Whip Steny Hoyer (D-Md.) and several other members of Congress sat in for some hearings at the federal immigration court in Crystal City today (Thursday), and broadly came away pleased with what they saw, despite the chaos surrounding the Trump administration’s recent practice of separating children from families at the Mexican border.

Yet Beyer and his fellow Democrats fear what might happen should leadership at the court change. They’ve heard rumors that Jack Weil, a longtime immigration judge at the Department of Justice, could soon start hearing cases in Arlington, and they’re disturbed by his history.

Weil attracted nationwide attention after testifying that he believes children as young as 3 years old can represent themselves in immigration proceedings. Though all of the kids the members of Congress saw Thursday had legal representation, the Democrats expressed disbelief that any judge would decide whether a toddler should be deported without a lawyer present.

“It’s really disturbing, especially because we understand [Weil] is training other judges,” Beyer told reporters. “Look at all the conversations we have about the poor decisions of our 20-year-olds… The thought that even a 12-year-old, 13-year-old can make good decisions in court is silly.”

Rep. Nanette Barragan (D-Calif.) noted that many of the cases the congressional delegation observed involved complex asylum applications, underscoring just how complicated an immigration hearing could be even for adults who speak English. She believes it would be “insane” to ask a child to attempt to navigate the process.

Rep. Norma Torres (D-Calif.) felt Arlington’s courthouse generally represented “the best process possible” for kids seeking asylum. But she added that even this court only had Spanish translation services available, when people coming from somewhere like Guatemala could speak one of the country’s other 22 languages instead.

Beyer said Congress should act to provide funding for lawyers for immigrant children, given that that nonprofits stepping up to help can only provide representation for a small fraction of kids making their way through the system. With President Trump tweeting that immigrants should be deported “with no judges or court cases,” the Democrats said they realized the odds were long, but said it would be worth the effort.

“We can do this if we have the will and compassion to do this,” Hoyer said. “This is America. We believe in due process.”


Construction kicked off this morning (Thursday) on a persistently congested section of eastbound I-66 with a ceremonial groundbreaking on Fairfax Drive.

The estimated $125 million project will add a lane to stretch approximately four miles inside the Beltway — from the Dulles Connector Road to Fairfax Drive — while mostly maintaining the existing right of way.

VDOT plans to complete construction of the lane in fall 2020. There will be night time lane closures along the project route throughout the summer to accommodate construction, according to information presented at a June 5 community meeting.

Night time closures will continue on a more limited basis through summer 2019. By the end of this summer, VDOT plans to begin primarily conducting work during the day without lane closures.

The findings of a noise analysis in the fall will potentially allow VDOT to incorporate approved noise walls into final construction plans.

Two other projects are slated to be completed by October 2021 as part of the widening initiative. First, a new ramp will be built to establish direct access to the West Falls Church Metro station from the highway. Second, a pedestrian bridge will be constructed over Lee Highway on the W&OD Trail. Currently, the trail crosses Lee Highway at its intersection with Fairfax Drive.

These plans have not gone uncontested — Preservation Arlington included the inside the Beltway portion of the highway on its 2017 list of “endangered historic places” and some East Falls Church residents have expressed concerns about the pedestrian bridge, for example.

Shannon Valentine, Virginia’s Secretary of Transportation, noted in her keynote address at the groundbreaking that I-66 is often considered one of the worst highways in America. Efforts such as this project, dynamically priced tolls on I-66 and an increase in travel options aim to change that.

“As we move forward, smart, targeted investments like the eastbound widening today are steps… [toward] building a transportation platform that supports and enhances our workforce, jobs, business investment and growth,” Valentine said.


Dockless electric scooters only popped up in Arlington for the first time last weekend, but it seems like a sure bet that more are on the way.

Lime Bike is eyeing the county for its next expansion of its dockless scooter service, after starting up operations in D.C. last fall. The company even teamed up with the Crystal City Business Improvement District to offer free scooter rides for people walking along Crystal Drive today (Thursday), as part of a bid to build community support ahead of an eventual rollout in Arlington.

“You can’t just serve the District and expect to offer a transportation solution for the entire region,” Jason Starr, Lime’s D.C. general manager, told ARLnow. “But we don’t just want to operate without some good will and support from residents and businesses alike… While, yes, we do want to operate in Arlington, one thing we really pride ourselves on as a company is working with jurisdictions to create a viable source of support for this.”

Starr makes this point, in part, to draw a contrast with Bird, another dockless company in D.C., which first deployed its scooters in Arlington on Sunday. County transportation spokesman Eric Balliet says that county officials “did receive a heads-up” from Bird about its plans, at least, but he added that the county is very much weighing how to react to Bird’s sudden arrival.

“We will be having discussions with the county manager and the county attorney’s office on how to respond to their deployment in Arlington,” Balliet wrote in an email.

Some cities have chosen to take legal action in response to such tactics by the scooter companies. For instance, Santa Monica sued Bird over its failure to secure necessary business licenses and permits, while San Francisco has temporarily banned all electric scooters in the city as it hammers out a new permitting process.

Balliet says county officials have “met informally” with the various dockless vehicle companies in the region, in part to avoid any such conflict. In fact, Balliet says the county’s commuter services bureau is crafting a draft policy to govern how all manner of dockless vehicles can be used around Arlington.

He’s hoping that will be ready for presentation to County Manager Mark Schwartz and Transportation Director Dennis Leach by September, who will then be able to provide “guidance on next steps,” such as deciding whether the County Board will need to review the document.

Starr suggested that part of the county’s reticence to take action on a more formal policy just yet could be that officials are waiting to see how D.C. handles its ongoing pilot program with dockless vehicles, which is set to run through August. However, he stressed that he doesn’t think that’s “totally necessary,” considering the willingness of companies like Lime to work with the county.

Even with Bird’s arrival in Arlington, Starr doesn’t expect to change the company’s plans to work hand-in-hand with Arlington and its business community, however.

“There’s naturally a reason to act quickly, but I don’t want to do that at the expense of making sure we have a relationship with everyone here,” Starr said. “If we get the sense that this is something people are in favor of, that will be a natural time to approach Arlington and say, ‘We want to start operating the service now,’ but right now we’re still in the early phase.”

Yet it seems competition in the county is only set to increase in the coming weeks.
