Members of the public who want to watch the Washington Golf and Country Club fireworks display will have to stand this year.

Due to renovations, the golf course is an “active work area” and seating is not available, as it has been in previous years.

“The fireworks are still happening but unfortunately the general public will need to stand outside the clubhouse to view the fireworks,” said Member Services Coordinator Jordan Marks.

Marks said the club is trying to make sure residents are notified in advance of the change. The club also issued a statement about the situation.

The golf course at Washington Golf & Country Club is currently undergoing a renovation. During the renovation there is no access to the golf course because it is an active work area.

As a result of this ongoing work, there will unfortunately be no seating available on the course to view the fireworks display. We apologize for any inconvenience and hope you have a wonderful 4th of July.

Rent prices on more than 14,500 homes in Arlington have surged past rates deemed “market affordable” since 2000, according to a new report.

In an evaluation of affordable housing around the region, the Northern Virginia Housing Alliance found that the county has seen steep declines in the number of homes affordable for people making 60 percent of the area’s median income. In Arlington, federal officials set those levels at $49,260 a year for a one-person household and $70,320 for a four-person household.

The county had only 2,245 homes on the market affordable for people at those income levels through the end of 2017, the group wrote. The affordable housing advocacy group also determined that the county lost 335 homes affordable for people at those income levels over the course of 2017 alone.

At the same time, the county added 276 homes with rent prices specifically “committed” to remain affordable last year, “despite significant expenditures of local resources,” the group’s researchers found. In all, the county had 7,729 committed affordable units last year, or “approximately half of what has been lost in the last 17 years.”

County officials have long eyed this issue, and Arlington is hardly alone among its Northern Virginia neighbors when it comes to dealing with spiking rent prices. The group found that Alexandria and Fairfax County are dealing with similar trends, particularly as the D.C. region’s population continues to grow.

But with the potential arrival of tech giants like Amazon and Apple, the researchers warn that Arlington officials need to take a hard look at these numbers and put a focus on preserving the affordable homes already available.

“Preventing the further loss of rental units available to low- and moderate-income households is critical to expanding economic opportunity and supporting the region’s growth,” the group wrote. “In a resource-constrained environment, bridging the affordability gap requires stemming the loss of the existing stock of affordable homes.”

The researchers awarded the county government high marks for how it approaches the issue generally, but it also urged leaders to move ahead with plans to provide additional incentives for developers to both build and renovate affordable homes.

Additionally, the group urged local officials to work with “non-traditional, mission-driven developers” to help them acquire properties that might otherwise be used for high-priced apartments or condos.

“As budgets remain constrained and competing priorities emerge, it is important now more than ever that the region’s leaders work together to develop a range of creative solutions to create mixed-income communities that provide a range of housing choices,” the researchers wrote.


More than 100 bicyclists hit Columbia Pike on Saturday (June 23) to draw attention to a new push to improve bike routes along the road.

The newly-formed advocacy group Sustainable Mobility for Arlington County organized the roughly two-mile-long “Bike for the Pike” protest ride, which ran down Columbia Pike from the Penrose Square Park to the intersection with with S. Four Mile Run Drive.

The group is lobbying county leaders to consider a slew of improvements to make the Pike corridor easier on cyclists, arguing that large sections of the road remain unsafe. County Board members Libby Garvey and Erik Gutshall attended Saturday to lend their support to the effort.

“Despite budgeting over $100 million in the current adopted capital plan to make Columbia Pike a complete street, the county’s current plans wouldn’t even provide a complete bike facility that runs the full length of the Pike, let alone one that is safe, direct and low-stress,” Chris Slatt, the group’s founder and a transit-focused blogger, wrote in a statement. “#Bike4ThePike was a chance to say ‘We’re here, we ride, we pay taxes, we deserve safe, direct, low-stress routes.'”

The county has indeed made efforts to improving transit options along the Pike, with long-awaited changes to Metrobus service along the corridor starting yesterday (June 24). But Slatt’s organization is pressing for a variety of new roadway improvements and policy revisions to make the Pike even more hospitable to cyclists.

In the near term, Slatt wants to see the county conduct a “comprehensive safety review” of the Pike’s intersection with Washington Blvd. In a news release, the group notes that the area “has been the site of numerous bicycle and pedestrian crashes” since VDOT finished a major overhaul of the interchange a few years ago, and Slatt wants to see the county commission a study of the area within the next year.

His group is also advocating for the construction of a parallel bike and pedestrian bridge over Four Mile Run in the next three years, arguing that the current bridge is “dangerously narrow and lacks any sort of buffer from speeding traffic.”

They’re also pushing for traffic signal changes to make 9th Street S. friendlier for bicyclists as it intersects with both S. Glebe Road and S. Walter Reed Drive, as well as the construction of an access road connecting the Arlington View neighborhood to Army Navy Drive within the next five years — the county likely won’t start work on the latter project until 2027.

Slatt’s group plans to hold additional advocacy events focused on bicycling, walking and public transit around the county in the coming weeks.


A group of state lawmakers is urging Arlington’s top prosecutor to reform the county’s cash bail bond system — but Commonwealth’s Attorney Theo Stamos thinks they’re barking up the wrong tree.

Each one of the three state senators and four state delegates representing Arlington in Richmond, not to mention two lawmakers from nearby Falls Church, sent a letter on the subject to Stamos last Thursday (June 21).

Echoing efforts by criminal justice reform advocates around the country, the lawmakers argued that requiring people to post a cash bond to earn their freedom contributes to the “disproportionate incarceration of low-income individuals and people of color.” They’d rather see Stamos adopt a system for pretrial release “based more on the severity of the crime and the defendant’s perceived public safety and flight risk, rather than the ability to pay.”

“The current system of cash bail is broken in that it conditions the pretrial release of individuals on the ability to pay, violating the principle of the presumption of innocence that is foundational to our criminal justice system,” the lawmakers wrote.

Stamos says she’s joined some of her colleagues around the state in examining such a policy change, but, fundamentally, she feels this “was a rather silly letter to send me.”

“I think the letter is misguided on a number of levels,” Stamos told ARLnow. “If these members of the General Assembly have a problem with cash bail, they should change the law. It’s perfectly within their power to do so.”

Stamos says prosecutors in her office regularly recommend releasing people on “personal recognizance bonds,” giving them the chance to go free before trial with paying. However, Stamos feels bound by state law, which obligates prosecutors to evaluate if someone charged with a crime “is a flight risk or a threat to the community” when assigning a cash bond.

“I understand the considerations around cash bail, but the countervailing considerations are: who is being held and why are they being held?” Stamos said. “Do they have a prior criminal history? Are they a flight risk? Many of our defendants are from D.C. or Maryland, and we don’t have the resources to be extraditing everyone.”

Dockless electric scooters have now made their way to Arlington.

The electric vehicle company Bird scattered dozens of its scooters across the county on Sunday (June 24), becoming the first company to offer the vehicles in Arlington. Bird’s operated in D.C. for the past few months, in addition to several other electric bike and scooter “ride sharing” firms like Lime and Skip.

Company spokesman Nick Samonas says Bird scooters are now available in Ballston, Clarendon, Crystal City, Pentagon City and some areas along Columbia Pike, and he noted that “as ridership grows, the company will expand its fleet to serve all of Arlington’s residents and communities.”

“As Arlington rapidly develops, it’s clear there’s an urgent need for additional transit options that are accessible, affordable and reliable for all residents and local communities,” Samonas wrote in an email. “Birds are a great solution for short ‘last mile’ trips that are too long to walk, but too short to drive.”

Anyone hoping to use the scooters needs to download the company’s mobile app, then use it to find an available scooter. The app then guides would-be riders through the process of piloting the scooter, parking it and, of course, paying for the ride. Bird charges a base fee to “unlock” each scooter, then assess an additional fee based on how long riders use the vehicle.

Samonas declined to discuss how many scooters the company has made available across Arlington — though a quick scan of the app Monday morning shows more than 50 scooters around the county — but he said the company will only add more vehicles “when each is being ridden three or more times per day.”

Spokesmen for Lime and Skip, the other dockless scooter companies operating in D.C., didn’t immediately respond to requests for comment on whether they plan to follow suit and expand to Arlington. As of Monday morning, Lime’s app does show one scooter available just outside Crystal City; Skip’s scooters, meanwhile, remain on the other side of the Potomac River for now.


After years of debate over the future of the historic Reeves farmhouse in Bluemont, a solution that the community likes and does not require lots of taxpayer dollars may have been found.

County officials have worked up a plan to team up with Habitat for Humanity to transform the farmhouse into a group home for adults with developmental disabilities.

The Northern Virginia branch of the nonprofit is currently exploring the prospect of renovating the 118-year-old home, then turning it over to another group to manage it, Habitat director of real estate development Noemi Riveira told ARLnow.

The farmhouse sits on the 2.4-acre Reevesland dairy farm property (400 N. Manchester Street), which the county purchased in 2001. The County Board has long hoped to find some other use for the home, with community groups urging the county to transform it into a museum or learning center, but the high cost of renovating the house convinced the Board to move toward selling it instead.

Riveira cautions that her group is still in the “very, very preliminary” phases of studying the property, and she isn’t sure yet whether this plan would involve Habitat buying the farmhouse from the county. Board Vice Chair Christian Dorsey suggested that the nonprofit could end up purchasing it, then transferring ownership to whichever entity runs the group home, or simply lease the house from the county instead.

Regardless of the details, however, both Riveira and Dorsey are cautiously optimistic that this arrangement could prove to be the best possible outcome for the historic home.

“Any opportunity we have to serve anyone that needs a shelter, we’re happy to assist,” Riveira said. “It’s a bit outside of our normal program scope… but this is a demographic that needs homes, so we’re there to help.”

Riveira noted that the “community came to us” with this proposal. Specifically, Chris Tighe, president of the Boulevard Manor Civic Association, says he first floated the idea of reaching out to Habitat in a conversation with Dorsey roughly a year ago.

“A lot of nonprofits valiantly tried to save it over the years, but all of that just sort of petered out,” Tighe said. “So at one point I just said, ‘How come no one’s thought of [Habitat] before?'”

Tighe reached out to the nonprofit, and brokered a meeting with the group and Dorsey to work up an initial proposal.

Broadly, Habitat would agree to renovate the exterior of the house and select portions of the interior, as well as constructing an addition. The county estimates that renovating the home via contractors would cost anywhere from $2.5 million to $3 million, though at this stage Riveira is unsure how expensive the work would be with volunteer help.

“That was a lot of money for us… but they’re a nonprofit that can leverage volunteers, so it provides a great opportunity for a traditional renovation not paid for in traditional market ways,” Dorsey said.

Tracy Gabriel, a D.C. urban planning official who formerly was a vice president of the New York City Economic Development Corporation, has been hired as the new president and executive director of the Crystal City Business Improvement District.

Gabriel joins the BID as Crystal City is poised for a “dynamic transformation.”

Though saddled with a high office vacancy rate following the loss of large government and military tenants, Crystal City is among the leading contenders for Amazon’s second headquarters, known as HQ2.

Even if Amazon goes elsewhere, Crystal City, Pentagon City and Potomac Yard are set for significant growth — plus $2 billion in private investment and $1.5 billion in public infrastructure projects over the next decade — which will help it become “the largest walkable downtown in Virginia and of similar scale to major U.S. downtowns such as Indianapolis and Austin,” according to a press release (below).

Meanwhile, an expansion of the Crystal City BID to include adjacent Pentagon City is under consideration.

A man is in critical condition after being rescued from a submerged car at the Columbia Island Marina.

Rescue personnel from Arlington, D.C. and Reagan National Airport were dispatched to the marina at 9 a.m. for a report of a vehicle in the water. Within minutes they rescued the man through the car window, treated him on the scene and rushed him to George Washington University Hospital, said an Arlington fire department spokeswoman.

The submerged vehicle was located near the marina’s boat ramp. There’s no word yet how it ended up in the water.

Divers searched but did not find any other victims. They were aided in the search by the D.C. fire boat and the U.S. Park Police Eagle 1 helicopter.

Rescue personnel are currently working to remove the car from the water.

One firefighter suffered an injury during the rescue operation and was treated on scene by medics. Access to the marina’s parking lot has been restricted due to the emergency response.

Update at 10:25 a.m. — The vehicle has been removed from the water, per scanner traffic.

Update at 5:35 p.m. — The man who was pulled from the submerged car has died, WTOP is reporting. It is still unclear as to how the car wound up in the water.

Two ART Routes End Today — ART Routes 54 and 92 will cease operations after the end of the day today.
