Arlington officials are set to move ahead with changes to the county’s real estate tax relief program, a policy designed to help older Arlingtonians stay in their homes amid rising property values.

The program is currently open to homeowners age 65 or older and people with disabilities, with an annual income of up to $99,472 and household assets — excluding the home itself — up to $340,000.

But the County Board could agree to advertise changes today (Tuesday) that would bump up the total asset limit and change how the county awards tax exemptions by income level.

“This is really for folks who tend to be on limited or restricted income, where their homes have appreciated in value to the point where it makes it hard to stay in that home,” County Board Chair Katie Cristol told ARLnow. “This is not a sweeping overhaul of the program… it’s about efficacy, making sure the program reaches the people who qualify for it.”

The proposed policy changes would increase the asset limit to $400,000 to account for rising home values, and allow the county to adjust that amount annually as property values and the area’s median income level changes.

The Board is also considering allowing people apply for an exemption from 75 percent of their total tax bill, based on their income level — previously, the county only offered a full exemption, relief from half of the tax bill or relief from a quarter of the bill.

For the very top earners allowed to apply for tax relief — households making anywhere from $80,000 to $99,472 per year — the policy change would restrict them to only applying for a deferral from the taxes, not a full exemption. Previously, the policy allowed households making that much to apply for 25 percent or 50 percent exemption, but only if at least four people lived in the home in question.

County staff estimate that about 90 of the 915 households who apply for the program could lose their exemptions under that change, but they expect many would still receive a deferral instead.

Cristol notes that this proposal is the result of roughly two years of effort by a working group convened by the Board to study the issue. She doesn’t expect that the changes will result in some sort of major fiscal impact to the county — staff wrote in a Board report that Arlington will lose about $154,000 in annual revenue under these proposed changes — but merely better target the program at reaching people who need it.

“The goal is to tighten it and make it more effective as a program, not lower obstacles for participation,” Cristol said. “This is not a large scale policy change.”

According to a report prepared by county staff for the Board, 76 percent of households who applied for the program last year had an annual income of $60,000 or less, and total assets of $100,000 or less.

Should the Board approve the request to advertise item on its agenda today, the county would hold a public hearing at the Board’s July 14 meeting.

The new tolls on I-66 inside the Beltway may be steep, but new data suggest they have yet to convince people to turn to Arlington’s public transit options instead of driving.

The rush hour tolls have been in place on I-66 between Rosslyn and the Beltway since December, but a new report by the Northern Virginia Transportation Commission does not show any substantial increase in Metrorail or local bus ridership around Arlington.

The regional transportation planning group’s researchers did find some upticks in express bus ridership in Fairfax and Prince William counties, which benefits from fewer rush hour traffic delays on I-66 post-tolling. Yet NVTC staff stresses that there is currently no clear evidence that the tolls, designed to convince commuters to carpool or turn to public transit to ease congestion on the highway, are having their desired effect broadly.

“While public transportation systems transport significant numbers of commuters from the Washington, D.C. suburbs to downtown, overall transit ridership in Northern Virginia has shown a gradual decline, which is influenced by employer transit benefits, transit service reliability, telework, and real estate development, among others,” the NVTC report reads. “However, new commuter and express bus services supported by the I-66 Commuter Choice [tolling] program have demonstrated stable demand and are expected to grow.”

The group examined ridership data on Metro’s Orange and Silver lines, running between stations west of the Ballston stop and Ballston itself, as well as between Ballston and stations east of it. For the month of February, the NVTC found that ridership increased by about 4 percent from the same month in 2017.

However, staff noted that could be due to the transit system’s recovery from its “SafeTrack” maintenance program, noting that “it is difficult to discern the influence of I-66 tolling from these statistics.”

The NVTC also found that bus ridership in the I-66 corridor declined from a similar time period a year ago, particularly in Arlington. Staff found that Arlington Transit routes along the corridor dropped by a total of 12 percent when comparing February 2018 to the same month last year, and Metrobus ridership in the area fell by 10 percent.

The new tolls helped local bus services run some buses more frequently along the corridor, but the group found declines in ridership on those routes too. For instance,  ART started running buses on its 55 route once every 12 minutes during rush hour starting in June 2017, yet ridership fell by 7 percent when comparing February 2018 to February 2017.

Similarly, 2A Metrobuses now run every 10 minutes instead of every 15 during periods of peak ridership — and the route saw a 10 percent drop in riders, the report found.

However, the NVTC noted that bus ridership “declines persist before and after the I-66 tolling,” not only in Arlington in recent years, but also across the region and even the country.

They’re also hopeful that commuters are still taking time to adjust to the beefed up transit options, and are merely taking time to adjust their schedules accordingly.

“The public transportation service capacity added in FY2017 through the I-66 Commuter Choice program has met with stable demand,” staff wrote. “A ramp-up in demand is expected in the coming years.”

Someday, the Buck property near Ballston could be home to a new school, or for other county-owned facilities or offices — but for now, it’ll merely be used for parking for some school employees.

The County Board voted unanimously Saturday (June 16) to allow the school system to use 48 parking spaces at the site for at least the next two years. The School Board approved a similar initiative on May 30, clearing the way for Arlington Public Schools to park its “white fleet” at the site (1425 N. Quincy Street) and free up some space at the county’s Trades Center.

Arlington Public Schools struck a similar deal with the county last month to let some school bus drivers park their personal vehicles at the garage near Barcroft Park, as APS continues to buy more school buses and fill up its parking lots. This latest change would involve moving vans, SUVs and pickup trucks normally used by the school system’s maintenance workers over to the former Buck property, located just across from Washington-Lee High School.

“This is not a long-term vision,” said Board Vice Chair Christian Dorsey. “This is our management of a space that was always acquired with the purpose of being a piece of the puzzle in making sure the county can deal with its facility and infrastructure needs… How do we do something in the interim that’s reflective of using that investment wisely?”

The county agreed to shell out $30 million to buy the six-acre parcel back in 2015, and planners have spent months studying potential uses for the site. While officials have long hoped to use it for additional parking, the Joint Facilities Advisory Commission has considered a litany of other options as well, like building new APS office space, an additional 911 call center or even a new school on the property.

Yet County Manager Mark Schwartz revealed in his latest 10-year plan for construction spending that the county won’t have much money to spend on the Buck site. In all, his proposed Capital Improvement Plan calls for just $3 million in spending to make some minor improvements on the property, rather than moving ahead with any major changes.

Accordingly, that means the site will be open for APS parking, in the short term at least. The new lease agreement between the county and the school system will let APS use the site for the next two years, with the potential for six one-year renewals after that.

The move did meet with some community pushback. Some neighbors spoke at the County Board meeting and two different School Board meetings to express concerns about traffic noise at the site, particularly because workers will likely be arriving at the lot quite early — John Chadwick, the school system’s assistant superintendent for facilities and operations, noted Saturday that some employees will be at the parking lot as early as 3:30 a.m.

But Chadwick pledged to work with the community to mitigate any adverse impacts from this new arrangement. Additionally, School Board members stressed at their May 30 meeting that they hope the move is merely temporary, given the property’s potential to house a new school someday.

“Given the pressure on the school system to build new schools, I think there are many people that are hopeful that we’d begin exploring this site… to at least consider for a school,” said Board member Nancy Van Doren.

County staff noted Saturday that they’re currently conducting a technical and engineering analysis of the site, and that includes the property’s potential to someday serve as a home for new classroom space. They plan to wrap up that work this winter.

Columbia Pike is getting some new branding, in the form of banners that will be placed on light poles along the Pike.

As expected, the County Board approved the banners — which proclaim the Pike to be “Arlington’s Oldest and Newest Main Street” — at its meeting on Saturday.

The initial 48 banners will cost just over $11,000 to install and will be paid for and maintained by the Columbia Pike Revitalization Organization.

“The County and our partner, CPRO, continue to make steady progress toward realizing the community’s vision of a Columbia Pike that feels more like a Main Street,” Arlington County Board Chair Katie Cristol said in a statement. “These colorful banners will enhance the vibrancy we already see along the Pike, where years of community planning and public and private engagement have created a more pedestrian-friendly streetscape and more welcoming public spaces.”

The Board voted unanimously to authorize the installation of non-commercial banners in the public right-of-way along the entire length of Columbia Pike, from Foxcroft Heights to the western County line. The Columbia Pike Revitalization Organization (CPRO) will place the seasonal banners on street light poles on behalf of the County.

CPRO will fund the phased installation and maintenance of these banners. In the first phase, 48 banners will be installed at key major intersections along the Pike. Subsequent phases will be completed as funding becomes available. Total cost to install the initial 48 banners is $11,280. In 2017, the Board doubled annual funding for CPRO, bringing its total commitment to $400,000. The Board, at the time, said it wanted to see CPRO use some of those funds to develop new place-making activities – specifically a cleaning program and a banner program. Metrobus 5A to Dulles from Rosslyn

Metro is making some changes to a handful of its bus routes around Arlington, in a bid to make service more efficient and save a bit of money.

WMATA’s Board of Directors approved a series of changes to Metrobus routes across the region on Thursday (June 14), including adjustments along six routes in the county. All of the alterations will take effect on July 1, and they mark the latest in a slew of recent changes to Metrobus service in Arlington.

The biggest change will be the elimination of the 22B route, which currently runs from the Ballston Metro station to a stop at the intersection of S. Four Mile Run Drive and Columbia Pike in Barcroft.

Metro spokeswoman Sherri Ly notes that “alternate service is available on routes 22A and 22C,” and that buses once running the 22B route will be used to provide more service between Pentagon City and Shirlington. Eric Balliet, a spokesman for the county’s Department of Environmental Services, added that the “majority of the 22B is redundant with the 22A and C” and suggested that the change will complement the county’s planned expansion of dedicated-lane Transitway service in Pentagon City.

“The public reaction was neutral, and the change nets $108,000 per year in savings,” Balliet told ARLnow via email.

Another significant change approved by the WMATA board is the truncation of the 10E route, which currently runs from the Rosslyn Metro station to Hunting Point in Alexandria. Now, the route will end at the Pentagon instead of continuing on to Rosslyn.

Balliet said county transit officials have planned on making the change since July 2016, noting it’s redundant with Metro’s Blue Line and some Arlington Transit routes. In all, he expects the change will save about $232,000 each year.

Other changes include increasing the time between buses on routes 7A and 7F between the Pentagon and Shirlington, and a series of changes along Columbia Pike to account for bus service improvements designed to take the place of the abandoned streetcar project. In all, Metrobus will tweak the schedule of buses on routes 16A, 16B, 16C, 16E, 16G, 16H, 16J, 16K, 16P and 16X.

Finally, Metro will rearrange the schedules of routes 4A and 4B between Pershing Drive and Arlington Boulevard, eliminating 4A buses in the middle of the day in favor running 4B buses more frequently.

Arlington is now in line to receive nearly $83 million in funding to help the county afford four major transportation projects over the next six years, including the construction of two bus maintenance facilities and a major expansion of transit options in Pentagon City.

The Northern Virginia Transportation Authority announced its new Six Year Program today (Friday), outlining the regional body’s plans to shell out a total of nearly $1.3 billion for transportation projects through 2024. The NVTA collects a select set of regional taxes, then identifies which construction efforts around the region are most likely to reduce in congestion before doling out money to help localities fund them.

State lawmakers recently decided to pull tens of millions of dollars away from the group each year, in favor of sending the money to Metro as part of the new dedicated funding agreement for the rail service. That’s constricted the NVTA’s ability to hand out funding for transportation projects, much to the chagrin of officials across Northern Virginia, but the group still has the capacity to help pay for 44 different projects around the region.

In Arlington, that includes:

  • $39 million for two new Arlington Transit operations and maintenance facilities
  • $28.8 million for Pentagon City road improvements and Transitway expansion
  • $10 million for improved traffic signals around the county
  • $5 million for a second entrance to the Crystal City Metro station

Notably, the NVTA declined to award additional funding to one of the county’s other top priorities: a second entrance to the Ballston Metro station. Arlington previously received $12 million from the group to start work on the effort, and was looking for another $72.3 million to make the project a reality, but NVTA leaders warned that such a project was unlikely to win out over other efforts more focused at relieving traffic congestion.

The $5 million for the second entrance at the Crystal City station is also substantially less than the $87 million the county requested to complete the project. County Manager Mark Schwartz has previously warned that Arlington’s funding challenges will make it difficult for the county to build both second entrances without the NVTA’s help, but the $5 million will help the county complete additional design, engineering and environmental work.

Those issues aside, the NVTA did manage to fund the bulk of the county’s request for the new ART facilities, the top priority for Arlington officials this year. The county is planning to spend a total of $98.4 million on additional facilities for buses over the coming years — a new “heavy maintenance” facility in Springfield and an “operations center” along Shirlington Road.

Some new condos could be on the way in the Arlington Ridge neighborhood, prompting county officials to weigh a proposal to extend S. Queen Street and make the new development possible.

After branching off from 23rd Street S., the 2400 block of S. Queen Street currently ends in a cul-de-sac and is lined with a series of townhomes as part of the Forest Hills development. But according to a report prepared for the County Board, a developer approached county officials with plans to build 12 additional town homes on some vacant land behind the neighborhood early this year.

To do so, however, the developer needs to build a new road to reach those homes and they’re hoping to construct a 300-foot-long extension of S. Queen Street. The development would sit adjacent to the Club Manor Estates, along S. Pierce Street and 24th Street S., as well as Oak Ridge Elementary School and Haley Park.

Should those plans move forward, the developer would be responsible for constructing the new road, though county staff did note that some Forest Hills homeowners have expressed concerns about the project.

“The street construction will remove landscaped areas in the Forest Hills development that are currently utilized by the residents, and may also include modifications to the existing S. Queen Street roadway in order to accommodate anticipated traffic generated by the new development,” staff wrote in the Board report.

The Board is set to vote at its meeting Saturday (June 16) on whether the road extension can proceed. If Board members give it the green light, the county’s Planning Commission would hold a hearing on the matter July 2, with a County Board hearing set for July 14.


The developer behind the renovated Ballston Quarter mall is pushing back its plans to open a new pedestrian bridge over Wilson Blvd, as part of a host of proposed changes to the project.

Forest City had originally hoped to open the overhauled bridge connecting the mall to 4201 Wilson Blvd and the Metro station in time for stores to begin opening this fall. Yet work on the bridge is “currently behind schedule and is now expected to be completed in the winter or early spring of 2019,” according to a report prepared for the County Board.

Accordingly, Forest City is asking the Board to tweak some of the planning documents governing the project to account for the delay, which county staff believe will allow for “additional time for public engagement” around changes to the bridge’s renovation. Staff are recommending that the Board push off any consideration of that request until next month, though Board members won’t get a chance to vote on that recommendation until Saturday (June 16).

County staff also suggest that the Board wait until its July 14 meeting to consider a request from Forest City to add “large media screens” to the development. The big TV screens would face Wilson Blvd as part of Ballston Quarter’s west plaza. A spokeswoman for Forest City said “nothing is yet confirmed” when it comes to the purpose of the screens.

The Board could take some action related to the development on Saturday, however. Forest City is hoping to open six “outdoor cafes” as the mall welcomes back patrons in September, though construction plans originally called for some additional landscaping and construction work to be completed before those restaurants could open.

Staff noted that Forest City’s plans are “not ideal,” but they also didn’t see any “public safety risk” in letting the cafes open first. They’re recommending that the Board approve the request, then consider individual permits for each restaurant over the course of the next month.

The developer has already unveiled a variety of restaurants and retailers that will open at the mall, with plans to release more information in the coming months.
