County Opts to Acquire Hospital Site — Arlington County Board members on Tuesday voted to formally seek a large tract of land along S. Carlin Springs Road in a land swap with Virginia Hospital Center. In exchange, the county is offering to VHC county-owned land next to the hospital, which would allow it to expand. Bike Thefts Up in Arlington — Bike thefts were up for the first 6 months of 2017, compared to a year prior. No one seems to be safe from the prolific bike thieves, who often target high-end bikes parked in garages and bike lockers; among those reporting recent thefts were Henry Dunbar, the director of BikeArlington and Capital Bikeshare in Arlington, and an ABC 7 employee. Gondola Project Not Dead — Though Arlington County has moved on from it, D.C. is still budgeting money to advance the proposed Rosslyn-to-Georgetown gondola project, including $250,000 for an environmental review of a potential gondola site near the C&O canal. One other intriguing factor: should the gondola run north of the Key Bridge, as shown in renderings, it may reach Arlington at the Key Bridge Marriott property, which is in the early stages of a potentially large-scale, mixed-use redevelopment. County Buys Office Building — As expected, the Arlington County Board has voted to purchase a low-slung office building at 2920 S. Glebe Road, to house Arlington’s head start program. The program is currently housed in the Edison Center next to Virginia Hospital Center, which is slated to be transferred to VHC in a land swap (see above). Arlington is paying $3.885 million for the Glebe Road property, nearly $1.5 million above its assessed value. [Arlington County]

JBG Has Big Plans for Crystal City — JBG Smith, the newly-formed combination of JBG and the Washington properties of Vornado, says repositioning and enhancing its 7 million square foot portfolio in Crystal City is a “top priority.” Among the changes in the works for the Bethesda-based firm: expanding the vacant office building at 1750 Crystal Drive, converting it to residential, and adding an Alamo Drafthouse Cinema and a grocery store. The county’s sewage plant is set for repairs after the Arlington County Board approved a five-year contract at its meeting on Saturday.

The Water Pollution Control Plant’s concrete tanks at 3402 S. Glebe Road, near the Aurora Highlands and Arlington Ridge neighborhoods, are struggling with structural deterioration. They will be repaired with grouting, coating, crack injection, or by other means by an on-call contractor during the five-year contract.

The plant has 60 concrete sewage channels and tanks that help treat the county’s wastewater, and — despite recent upgrades — some of the tanks are over 65 years old.

The contract has a set cost of $1.25 million, with an additional $125,000 set aside as a contingency. In recommending the plan, county staff said scheduling repairs ahead of time rather than doing them on an emergency basis will reduce costs and risk to construction workers.

The County Board approved the contract as part of its consent agenda at its meeting Saturday (July 15).


Two Arlington nonprofits are benefitting from grants handed out by the company behind the I-395 High Occupancy Toll lanes.

Arlington Energy Masters Program and the Columbia Pike Revitalization Organization have both been awarded grants from the Express Lanes and Community Grant Program, run by Transurban.

The program aims to “support organizations that sustain, enhance or protect the local environment and communities.” Transurban manages the HOT lanes on the Capital Beltway, and will do the same for the planned I-395 HOT lanes set to run through Arlington.

Over $550,000 has been awarded to 119 organizations around Northern Virginia since 2008, several of which that have been from Arlington. Any group can apply for a grant via the online application.

The Energy Masters Program, which promotes sustainability throughout Arlington, received grant funding to help residents at the Fort Henry Gardens apartment complex in Nauck with insulation issues, and to help refurbish over 50 units.

The CPRO received grant funding to improve the Columbia Pike farmers market and ensure that residents have access to fresh, locally sourced food. In addition, the money received was also used to design messages that were placed around schools, libraries, churches and apartment complexes and on social media about the grant program and how to apply.

In the future, CPRO plans to work with local partners such as the Arlington Food Assistance program on additional nutrition-related outreach.

Arlington County will receive more than $1 million in federal grant money to prepare for future terrorist attacks, Gov. Terry McAuliffe (D) announced last week.

Arlington, home to the Pentagon and other key government and military offices, will receive just over $1.2 million from the Program to Prepare Communities for Complex Coordinated Terrorist Attacks grant program, administered through the Federal Emergency Management Agency.

A total of $35.9 million was allocated nationwide, of which Virginia received $3.8 million.

The Virginia Department of Emergency Management will receive just over $2 million, and the Metropolitan Washington Airport Authority will receive just over $595,000. MWAA is responsible for managing Reagan National Airport in the county as well as Dulles International Airport and the Dulles Toll Road.

VDEM will administer the money and coordinate a project to help enhance security and building safety to prepare for, prevent and respond to terrorist attacks. The agency will conduct an analysis alongside local and regional partners like Arlington’s Office of Emergency Management and its police and fire departments, to determine gaps in preparedness. Local first responders then will receive customized training to fill the gaps.

“Given our strategic location as a part of the national capital region, and our wide array of assets, including military infrastructure, we are at risk of experiencing these types of attacks and incidents,” said Gov. Terry McAuliffe (D) in a statement. “FEMA clearly recognized that risk and has awarded Virginia nearly 10 percent of the total funding allocated nationwide to develop programs and capabilities that will enhance public safety across the Commonwealth.”

Spokespeople for Arlington’s police and fire departments had no further details at this stage on how the money will be spent.


A Fairlington woman was attacked by a raccoon last week, causing a loss of blood, requiring 87 stitches and prompting a neighborhood-wide debate about Fairlington’s trash policies.

The attack happened Wednesday night as the woman was on her patio with her dog. A neighbor described the woman “screaming and flailing around,” then “spraying down the blood stains on her patio” the next day, with a bandaged foot and arm.

This latest incident follows two other bloody raccoon attacks last year, which set a Facebook page for Fairlington residents abuzz. Now, residents are calling Fairlington’s trash policies into question.

Rather than using trash cans, condo association rules call for Fairlington residents to put trash bags out in front of their buildings in the mornings, for pick up 6 days a week. The trash is picked up later in the morning, but often after birds, squirrels and other critters (rarely raccoons, which are nocturnal) start clawing at the food inside the bags, spreading the contents on the ground. And that’s not to mention the times when residents heading out of town or simply flaunting condo rules will put trash out at night, an almost sure-fire way to ensure wildlife gets to it before the trash collectors.

“The Arlington Animal Welfare League says they will not attempt to remove the raccoon because there is an underlying problem in our neighborhood related to the trash,” said a neighbor of the woman who was attacked last week, in a widely-discussed Facebook post. “No other part of Arlington has as many raccoons as our lovely Fairlington. To address the problem, the Head of Animal Control suggested closed trash cans that could still be picked up daily, and could be tasteful and wooden and raccoon proof.”

“I think this is something we should advocate for,” the neighbor continued. “Until the trash situation is sorted out, the raccoon population will remain high, most likely leading to more attacks.”

In a letter from the Fairlington Villages condominium association, one of several in the larger Fairlington neighborhood, general manager Colin Horner blamed habitat loss and said residents should not feed birds nor feed their pets outside.

“Wild animals are very bold these days. This is because their territories are shrinking,” Horner wrote. “Wooded areas where wildlife resides are being destroyed to make way for human expansion. As a result, animals are being forced out into the open to search for food and lodging.”

Horner urged residents to only put out trash between 6-9 a.m., saying that “the availability of food from trash left out overnight has been singled out as a primary cause for the increase in the raccoon population,” but added that “a review of the trash policy is a current item on the Board agenda.”

The Animal Welfare League of Arlington, meanwhile, said it is “actively managing this case.”

“Animal control officers were unable to the locate the suspect raccoon,” said Chief Animal Control Officer Jennifer Toussaint. “We are actively managing this case and ask that anyone with direct knowledge relating to this incident or anyone who sees a raccoon acting abnormally or coming close to residences in this area contact animal control immediately at 703-931-9241.”

STAR, Arlington’s bus service for disabled residents, will move to a new call center on Columbia Pike after County Board approval of the plan at its meeting Saturday.

Specialized Transit for Arlington Residents will move to 2301 Columbia Pike, Suite 120, near Penrose Square, after the Board agreed to rent the property from the landlord.

STAR’s existing call center is located at 2300 9th Street S. in the same neighborhood. Its lease on the property expired on June 30, and while it can be renewed on a monthly basis, the landlord plans to redevelop the office building and no longer wanted a long-term tenant.

In a report on the project, county staff noted various positives for the move.

“It is accessible and near a major transit stop with weekend service,” staff wrote. “Because it has its own separately-powered HVAC system, the call center can operate on weekends without incurring the cost of heating and cooling the entire floor. This will yield significant savings for the County in comparison with conventional office space.”

STAR is a paratransit branch of the ART bus system and provides transportation options to the disabled and handicapped who are unable to use public transportation. Those who ride with STAR call ahead to make reservations to be picked up from their home. STAR then routes the ride to pick up other residents who use the system along the way.

The Board will rent 2,337 square foot property for an initial period of 10.5 years (126 months), with a base rent of $4,944.70 per month. That rent will be free for the first six months. Staff estimate it will take three months for the office to be built out and readied to be the call center, during which time STAR will stay in its current location.

The total cost of construction for the new property is estimated at $300,000, part of which will be paid for by the landlord.


The Crystal City Business Improvement District announced today (Monday) it is looking to study the feasibility of a new pedestrian link between Crystal City and Reagan National Airport.

In collaboration with other stakeholders in the neighborhood, the BID issued a Request for Proposals asking for consultants to study a possible connection.

Respondents will need to study optimal alignments, private and public real estate considerations, regulatory requirements, costs and financing and implementation, including the necessary agency and stakeholder approvals that would be required. Proposals are due August 4.

“Crystal City is the area’s most accessible neighborhood – with Metro, [Virginia Railway Express], connections to every major area highway, bike paths and an airport you can literally walk to,” said Angela Fox, Crystal City BID president and CEO, in a statement. “A new pedestrian connection will bring the airport even closer, from a 15-minute walk to a four-minute walk and transform the area into a unique multimodal transportation hub serving as a major economic development catalyst for Crystal City, Arlington County and the Commonwealth.”

In their announcement of the RFP, BID officials said the new pedestrian crossing would help leverage various upcoming enhancements to Crystal City’s transportation infrastructure, including the revamped VRE station and a proposed new Metro station entrance on Crystal Drive. Reagan National is also set for a $1 billion refresh, with construction there expected to conclude in 2021.


Police have issued warrants for a suspect who fled from a traffic stop in Lyon Village early Saturday.

Just after midnight an Arlington County police officer pulled over a vehicle driving on N. Danville Street with its headlights off, according to an ACPD crime report.

The driver then got out of the car and ran off, leaving two kids and another adult behind, a police spokeswoman said.

Officers searched the area and were unable to find the man, but warrants have been issued for him on a number of charges.

ELUDING, 2017-07150002, 1800 block of N. Danville Street. At approximately 12:13 a.m. on July 15, an officer on routine patrol observed a vehicle traveling without headlights. The officer activated her emergency lights to conduct a traffic stop and the male suspect exited the vehicle and fled the scene on foot. Units responded and searched the area with negative results. Warrants for possession of cocaine, driving on a revoked license, eluding, and contributing to the delinquency of a minor were obtained. The investigation is ongoing.


A 22-story apartment building has the go-ahead to start construction in Crystal City after the Arlington County Board unanimously approved the project at its Saturday meeting.

The building, with the address of 2351 Jefferson Davis Highway but located at the intersection of Crystal Drive and 23rd Street S., is set for 302 apartments on top of a podium of the existing two-story retail space. The building is part of the larger Century Center office and retail complex.

The existing ground-floor retail includes Buffalo Wild Wings and Mezeh Mediterranean Grill. The existing retail tenants are expected to stay in the property after the project is complete.

The building would have more than 330,000 square feet of floor space and be 270 feet tall, with a total of 242 parking spaces provided for residents. An existing shared garage with a nearby office building will provide another 100 spaces for retail customers.

“This is the sort of mixed-use project that has become an Arlington signature,” said County Board chair Jay Fisette in a statement. “This building will accomplish one of our key goals — to bring more residents to the heart of Crystal City and provide an even better balance of jobs and residents in this neighborhood. This is a very attractive building, putting state-of-the-art new apartments above upgraded retail space that will enhance the neighborhood’s vibrancy.”

And while the project itself received broad support among County Board members and local residents who testified at the meeting, several raised concerns at the effectiveness of the county’s Transportation Impact Analysis.

The TIA is a requirement for new projects that assesses how many new vehicles and users of public transportation will be added, but some residents said it failed to take into account the community’s traffic concerns.

In their own recommendations of the project in Crystal City, both the Planning Commission and Transportation Commission said said staff must engage in a “community conversation” and receive feedback on where TIA studies can be improved.

“What we’re asking is for staff to reach out broader and more deliberately to the community, because they’re currently not feeling heard,” said Planning Commission member Stephen Hughes at the meeting.

County transportation director Dennis Leach said staff in the county’s Department of Environmental Services are already looking at updating the TIA, and that they will look to the community for input on how it can be changed before presenting any updates at a public meeting, as well as to the Planning and Transportation Commissions.

Leach said the county already asks far more of developers to show impacts on traffic and transit than many other jurisdictions. In its announcement of the Board’s approval, county officials said the analysis for this project was more stringent than most:

The applicant conducted a more extensive traffic impact analysis than usually conducted for such a project. The analysis included the effects of the project on multiple modes of transportation, not just vehicle trips. It assessed the development’s projected impact on the adjacent street, sidewalk, transit, and bicycle network and took into account additional traffic generated by approved, but not yet built, projects within the study area, and their associated transportation network improvements. The analysis evaluated 14 intersections along Crystal Drive, South Clark Street, 23rd Street South and 26th Street South and concluded that future intersection level of service will remain the same regardless of the development, due to sufficient capacity within the existing Metrorail and bus system for the additional trips generated by the site, and a high-quality environment that exists adjacent to the site for pedestrians and bicyclists.

There is no specific timeline on when the TIA regulations will be updated and presented to the community, although Leach said it is already in staff’s work plan. Fisette said he hoped to see progress in the “near term,” possibly as early as September.


Sycamore Street, Carlin Springs Projects Approved — At its Saturday meeting, the Arlington County Board approved a pair of major road projects. One, intended to improve pedestrian safety along N. Sycamore Street in the Williamsburg neighborhood, “will reduce travel lanes from four lanes to two lanes by adding raised medians planted with trees and grass,” at a cost of $1.4 million.
