Foxtrot in Rosslyn can now lawfully deliver you a magical charm crispy cake, thanks to County Board approval.
The Arlington County Board approved a use permit this past Saturday (May 13) to allow the upscale market, cafe, and convenience store to operate a delivery service from its 1771 N. Pierce Street location.
While it appears the market has already been offering deliveries since it opened earlier this year, it was being done under Covid-era rules that suspended enforcement of delivery-related ordinances.
“During the Covid-19 pandemic, Arlington County enacted a Continuity of Government Operations (COGO) Ordinance, which among other things put a stay on Zoning enforcement actions for food delivery services that are allowed primarily by use permit approval in most zoning districts,” reads the staff report. “This application, if approved, would permit Foxtrot Café to operate food delivery services legally following the expiration of the COGO.”
The report also notes that, with food delivery services growing in popularity during the pandemic, the county is in the midst of a study that explores “how food delivery services may be permitted in a manner different than what is currently provided for in the Zoning Ordinance.”
However, since that effort is ongoing and it’s not known when the study will be completed, the County Board went ahead and approved Foxtrot’s permit now.
The approval does come with a notable caveat, however.
Foxtrot initially proposed using a number of parking spots along N. Pierce Street as temporary parking for delivery drivers. The county was not too keen on this, with the report noting that staff observed delivery drivers and their vehicles blocking traffic a number of times.
“This presented issues with vehicles illegally standing and blocking traffic lanes along North Pierce Street… as on-street parking is limited to five (5) two-hour limited parking spaces,” said the report.
Foxtrot has since been able to come to an agreement with the owner and operator of a nearby underground parking garage to allow drivers to park in any available retail space for 15 minutes with validation.
With county staff agreeing that this arrangement will help “mitigate against further congestion and potential traffic violations on North Pierce Street,” the Board approved the permit with a review set for six months from now — which is November.
At that time, the Board will review the “effectiveness of the parking validation mitigation measures as well as the status of the Zoning Ordinance Amendment.”
Foxtrot provides delivery from 9 a.m. to 9 p.m. most days, with the service being extended an extra hour or two on weekends. The company estimates that about 8% of its business comes from delivery.

(Updated at 3:35 p.m.) A reported large teen party at a vacant house in Bluemont was broken up by police this past weekend.
Police were called to the 700 block of N. Abingdon Street, just west of Ballston, around 8:30 p.m. Friday. A caller reported a group of “50 to 100” teens running around outside, drinking, climbing on the roof of the house, blocking the street, and breaking things on an adjacent property.
“Upon arrival of officers, approximately 25 juveniles dispersed from in front of the home and no one was located inside,” said an Arlington County Police Department crime report. “The investigation determined the juvenile suspects made entry into the vacant residence, resulting in property damage. The investigation is ongoing.”
Scanner traffic at the time suggested that arriving officers saw teens drinking in the back of a car and a possible fight about to break out — but everyone scattered upon seeing the police vehicles. No one was found inside the house during a police search, an ACPD spokeswoman said.
Dashcam video shared anonymously with ARLnow, below, shows the party in progress.
A tipster told ARLnow that this fits “a pattern” of Washington-Liberty High School students of a certain grade level “having large parties.” The police spokeswoman this was the first such incident at this property this year, but was unable to say whether similar incidents have happened at other vacant houses.

Loyal fans of One More Page Books in East Falls Church are helping the store keep the lights on — literally.
The bookstore, a staple in the community for 12 years that often works with Arlington Public Library and local schools, recently held a fundraiser to help pay for needed maintenance and to help the shop stick with its current slate of publisher vendors.
As of Monday evening, the well-loved bookstore at 2200 N. Westmoreland Street raised nearly $36,000 — surpassing its $35,000 goal — from some 400 donors over the course of 10 days. The largest was an anonymous $2,500 donation.
“We are overwhelmed with the response and the words of encouragement from our customers and the community,” owner Eileen McGervey told ARLnow. “It is difficult to ask for help and then to have such a rapid response is humbling.”
McGervey says she wishes the funds would go toward something “fun and exciting,” but instead it will go to fixing its lighting and HVAC system.
“About a third of our ceiling lighting units are no longer working, so there are certain parts of the store that are dark,” she said.
The funds will also make One More Page whole after paying for recent repairs to its air conditioning unit and plumbing.
“Since the overflow pan is in the ceiling, we have had water come down into the store — books and water are not a good mix,” McGervey said.
Any money leftover could help pay for “a few fun ideas for the store design,” she says.
McGervey says the bookstore is cutting costs where it can but that applies to future expenses, not those the store has already had to incur. In addition to fixing the AC unit, that includes ongoing costs associated with maintaining its website, which was upgraded during the pandemic to facilitate online ordering.
“The profit margin for small businesses is notoriously small, and over time, even new small expenses or slight revenue dips add up,” she wrote in the fundraiser. “And, like all of you, our rent and other expenses continue to rise.”
When rent rose by 30% in 2019, One More Page also turned to the community, hosting an online auction that ultimately helped it raise $20,374. That money paid the publisher vendors McGervey could not pay after covering rent.
The fundraiser for covering repairs and paying vendors this time around is ongoing. McGervey encourages supporters to continue shopping at the store, in person or online, and at Libro.fm for audiobooks. Supports can also attend events, become a Patreon member and buy branded t-shirts.
With the approach of summer comes a slower event schedule but One More Page does have a launch party scheduled for local author Jonathan Harper, for his book “You Don’t Belong Here” on June 4.
The store is also planning to support Arlington Public Library’s event with author Imani Perry at Central Library on June 22 and to likely host a repeat of its “highly popular” Puzzle Exchange night.
On July 18, the shop will celebrate the release of “The Inner Ear of Don Zientara” with Antonia Tricarico and special guests Don Zientara, Amanda MacKaye and Joe Lally, followed by an event to celebrate the July 25 release of “Ghosted” by store staffer Amanda Quain.
