Arlington, VA (December 6, 2022) – APAH was recently awarded a $350,000 grant from the Community Foundation for Loudoun and Northern Fauquier Counties to support pre-development activities on a 277-unit affordable housing community for seniors and families in Loudoun County. The development, temporarily called AvonLea, is a unique opportunity for APAH to provide affordable homes that will serve Loudoun County seniors and families. This innovative project will be a model for multigenerational affordable housing in the region.
“Loudoun County recognizes the growing need for housing to meet people at different ages and life stages. This award recognizes APAH’s mission, our growing regional presence, and the need for more housing supply that will allow our communities to thrive. We are thankful to the Loudoun Community Cabinet Board of Directors for providing critical funding that supports our effort to develop quality, stable homes,” said Carmen Romero, APAH President & CEO.
The pre-development grant funds are allocated to support costs APAH will incur during the pre-construction process. Expenses may include preliminary financial applications and legal, architectural, and engineering fees. Additional benefits of pre-development funding include developing longer-term, deeply affordable, and complex infrastructure projects. It can also support a range of financing approaches, including public-private partnerships. Once completed, the property will move toward the construction phase, which is scheduled to begin in 2023.
APAH will bring its mission-driven experience working with local, state, and federal stakeholders to this project, exploring partnerships with service providers to best meet the needs of older adults with disabilities, as APAH has accomplished with the recently opened Loudoun View Senior Residences.
Once completed in 2026, residents in this new community will enjoy convenient access to healthcare, shopping, and social opportunities. APAH’s CORES-certified Resident Services team will provide personal assistance and programming to residents, including supplemental grocery delivery, rent relief resources, and monthly community engagement activities.

For the third year in a row, Arlington Community Foundation is excited to host the Nonprofit Wish Catalog featuring grant ideas of 30 local nonprofits with wishes of up to $5,000 each. Open through December 31, the public is able to view and ‘shop’ these nonprofit wishes and donate any amount toward any goal, all in one easy-to-navigate (and easy-to-donate) place.

In 2020 and 2021, thanks to the generosity of so many donors and community members, the Wish Catalog raised over $100,000 for local organizations each year.

One donor, Patricia Rodriguez, shared, “The Wish Catalog makes it fun to give to nonprofits in our community. We are able to donate to our favorite organizations and to learn about others. The website allows us to easily scroll and click, and then provides us with documentation of our contributions.”

The nonprofits participating in the Wish Catalog reported that the process is easy, and that both the visibility and the extra funding have a positive impact in the lives of our neighbors.

After the inaugural Wish Catalog was fully funded, then-CEO of Bridges to Independence, Samuel L. Kelly, Jr., shared, “The impact of fully funding Bridges to Independence’s wish helped empower 134 local youth to break generational cycles of poverty. Additionally, because the community stepped up this holiday season to fund all the projects, families and youth will be fed, housed, educated, and mentored.”

Each year so far, select named and anonymous donors have generously offered matching dollars throughout the course of the Catalog. The Virginia Department of Transportation (VDOT) reminds travelers that starting Monday, Dec. 5, vehicles will need three or more occupants to qualify as a High Occupancy Vehicle (HOV) on I-66 in Northern Virginia. This change from HOV-2+ to HOV-3+ will apply across the entire I-66 corridor in Northern Virginia from Haymarket to the D.C. line.

Details surrounding the new I-66 HOV-3+ rule are as follows:

  • On the newly-opened 22.5-miles of 66 Express Lanes, located outside the Beltway from Route 29 in Gainesville to I-495 (Capital Beltway), vehicles must have three or more occupants, and an E-ZPass Flex switched to the “HOV On” mode, to travel the lanes toll free. The 66 Express Lanes Outside the Beltway and HOV-3+ rule is in effect 24 hours a day, seven days a week.
  • On the existing nine miles of 66 Express Lanes, located inside the Beltway from I-495 to the D.C. line, vehicles must also have three or more occupants, and an E-ZPass Flex switched to the “HOV On” mode, to travel the lanes toll free. The 66 Express Lanes inside the Beltway and HOV-3+ rule is in effect on weekdays only during peak periods in peak commute directions.

The HOV-3+ requirement on I-66 Express Lanes is consistent with HOV requirements on the other express lanes in Northern Virginia, and supports a regional policy and goal to increase the occupancy requirements on HOV lanes in the region to HOV-3 in order to reduce the number of vehicle miles traveled and comply with the federal Clean Air Act Amendment of 1990. The change also will help VDOT to achieve its goal of moving more people through the I-66 corridor.

The change from HOV-2+ to HOV-3+ also will take effect on the stretch of I-66 west of the express lanes between Haymarket and Gainesville where there will continue to be a traditional HOV lane that operates during peak travel periods.

The National Society Daughters of the American Revolution, Arlington House Chapter, is pleased to announce scholarship opportunities for students living in Arlington County. Over thirty-five scholarships are awarded nationally in fulfillment of the Society’s goal to support General Washington’s desire to foster “an enlightened public opinion”.

The deadline for DAR Virginia state scholarships is January 10th and DAR National scholarships is January 31, 2023.

Governor Glenn Youngkin today announced that Technomics, Inc., an employee-owned decision analysis company that specializes in cost analysis, data management, and data analytics, has invested $1.7 million to expand in Arlington County. The company is leasing an additional 10,000 square feet of space at 1225 South Clark Street to increase capacity. Virginia successfully competed with Maryland, DC, and California for the project, which will create 150 new jobs.

According to the October 2022 Virginia Home Sales Report released by Virginia REALTORS®, there were 8,828 homes sold in Virginia in October 2022. This is 3,828 fewer sales than last October, representing a sharp 30.2% decrease in sales activity. This is Virginia’s largest year-over-year decrease in sales in more than ten years. While there were far fewer sales, it’s important to keep it in context, as last year was an unusually busy year. The sharp slowdown in sales is also partly a result of the market responding to climbing mortgage rates, which rose quickly in October. The average on a 30-year fixed mortgage jumped up nearly half a percentage point in October alone.

Statewide, October’s sold dollar volume was lower than last year, and, on average, homes are taking longer to sell. The average days on market statewide was 29 days, four days longer than October of last year. These trends are allowing the state’s inventory of available homes to build up.

At the end of October, there were 19,523 active listings across Virginia, 764 more listings than a year ago, a supply increase of just over 4%. “We’ve been reporting on Virginia’s waning inventory of available homes for years now,” says Virginia REALTORS® Chief Economist Ryan Price. “In October, we saw the largest inventory build-up the state’s housing market has had in more than eight years.”

“As interest rates have increased and some buyers are choosing to pause their home searches, listings are staying on the market longer, causing the inventory to grow,” says Virginia REALTORS® 2022 President Denise Ramey. “We expect this trend will continue into the near future as buyers continue adjusting to the higher mortgage rates.”

Despite the supply growth, overall inventory remains tight, keeping upward pressure on home prices in many local markets. The median sales price statewide in October was $365,000, an increase of $15,000 from October 2021.
