When Amazon decided in 2018 to build its second headquarters in Arlington, the county’s economic development team heard one question from the business community: “Why?”

The county was, in the eyes of many, still the smaller and lesser-known neighbor of D.C., says Kelly Rindfusz, the communications director for Arlington Economic Development.

“We had to prove our worthiness,” Rindfusz said.

After two years of work, AED officially unveiled a new logo, motto, website and advertising materials that she says better answer the question, “Why Arlington?”

The new look and pitch plays up the obvious attractions — being close to D.C. and home to Amazon — and highlights the county’s tech scene, its high concentration of educated workers and thought leaders, and the region’s diversity.

“What was attractive for Amazon and will be attractive for other companies,” she said.

That will be the playbook as AED continues selling Arlington as a destination for multinational companies and key industries, such as cybersecurity and government contracting. Winning over such employers has a direct impact on the county’s economy, lowering its relatively high office vacancy rate, encouraging job growth and generating tax revenue.

The most notable change is AED’s new website, which requires fewer clicks to find resources and makes important information more digestible, Rindfusz said. It also features a searchable small business directory.

“We think it’s a much better marketing tool and it’s certainly easy to navigate,” she said. “It’s clean and concise and hopefully it is meeting its mark.”

To improve its marketing, AED asked companies why they did, or didn’t, choose Arlington. The most basic considerations have to do with cost and office lease availability, but there are others, like transit availability and access to tech companies and universities, Rindfusz said.

“One thing people liked about Arlington was not just its proximity to the nation’s capital, but also being near to the ocean and the mountains, and being a plane ride to New York City,” Rindfusz said.

Despite being a reason for the rebrand, the Amazon factor was a tad more divisive for other businesses.

“Most businesses thought it was a great opportunity, but some were concerned it was going to be too crowded,” she said.

AED’s response to that concern will be to show how Amazon is the reason Arlington is nabbing investments in public infrastructure, Rindfusz noted.

While rebranding was a massive effort for the organization, Rindfusz says AED’s outreach work is just beginning.

“We are in the spotlight and want to make sure we’re shining in it,” she said.

(Updated at 2:25 p.m.) The mystery on Crystal Drive is now solved. A new grocery store that’s been under construction in Crystal City is set to be an Amazon Fresh, a company spokesperson confirmed to ARLnow.

First announced in 2020 as a “specialty grocery store,” the large retail space at 1550 Crystal Drive has been somewhat-secretly transforming for more than a year into an Amazon-owned store. But the company has kept mum about its Amazon Fresh plans in Arlington until now.

“I can confirm Amazon will open an Amazon Fresh grocery store in Arlington, VA on Crystal Drive,” an Amazon spokesperson told ARLnow in a statement. “In addition to traditional checkouts, this store will also have Just Walk Out technology, which gives customers the option to skip the checkout line.”

The new store will also have anti-graffiti window film, according to building permits. The spokesperson could not provide an expected opening date.

Amazon and property owner JBG Smith previously declined to confirm or comment on what was coming to the retro-looking ground floor storefront along Crystal Drive despite obvious clues, like permits describing “a new retail shop providing packaged salads, sandwiches, entrees, soups & various beverages [and] self app check-out.”

Crystal City technically has been without a grocery store for more than 15 years, ever since Safeway closed in 2005. There are Harris Teeter stores in Pentagon City and Potomac Yard and an Amazon-owned Whole Foods in Pentagon City, next to the under-construction HQ2. And, less than two miles away, there will be another Amazon Fresh in Potomac Yard which was announced this past spring.

The company is quickly expanding its grocery footprint across the D.C. area, with stores in Franconia and Chevy Chase having both opened since July. There are also more on the way.

That could include another Arlington Amazon Fresh.

The approaching redevelopment of Fillmore Gardens Shopping Center on Columbia Pike into “The Elliott” will come with 50,000 square feet of ground floor retail, a revamped CVS, and a grocery store. There are rumors that this grocery store will also be an Amazon Fresh, but so far no confirmation.

“Amazon doesn’t comment on rumors or speculation,” the company spokesperson said.


Pentagon City Plan Passes Unanimously — “The Arlington County Board adopted a new vision for a vibrant and livable Pentagon City, following an 18-month planning process. The Board voted 5-0 to approve the Pentagon City Sector Plan (PCSP) and its associated Comprehensive Plan and Zoning Ordinance amendments.” More than 110 people spoke at the Board’s meeting on Saturday, many of them opposed to a portion of the plan that would allow a significant increase in density on the RiverHouse property. This weekend, the Arlington County Board is poised to vote on a planning document set to shape several decades of post-HQ2 development in Pentagon City.

The Board’s meeting this Saturday will be residents’ last chance to weigh in on the Pentagon City Sector Plan, which envisions a denser and less car-centric neighborhood with “ribbons” of tree- and plant-lined walking paths.

The plan culminates a lengthy study of the 116-acre community and the county policies that have governed its growth for 46 years. The last plan for Pentagon City — finalized before the arrival of Metrorail service — described the area as “mostly vacant urban real estate” with some existing residential and industrial uses.

Amazon’s decision to build its second headquarters in Pentagon City precipitated the new study’s launch.

The plan’s critics have grown louder in their opposition as the eve of the vote draws near. They say the plan adds density but not green space and doesn’t guarantee space for new and improved public facilities.

In response, the county says the newest version of the plan reflects a number of additions locals requested that flesh out what open spaces should look like and highlight the need for a school, community center and library. But concerns still remain.

“We believe that in order to realize the vision described in the PCSP, where community members have access to employment, schools, multi-modal transit, open space, and other essential services, the plan needs more clarity and assurances,” writes Kateri Garcia, President of the adjacent Arlington Ridge Civic Association (ARCA), in a letter to the Board.

She adds that ARCA represents “a significant number of citizens who feel that their voices have not been heard within the process and that large increases in density are being pursued without rationale and the appropriate studies to ensure the area can absorb the density.”

Much of the opposition is focused on the future of the large RiverHouse site on the west end of Pentagon City, currently home to three apartment buildings and an expanse of parking lots and grassy areas. Specifically, the plan has reignited old concerns about redeveloping the surface parking lots and open spaces surrounding the complex on S. Joyce Street, a long-time goal of property owner JBG Smith.

The document recommends up to 150 units per acre on the 36-acre site, which currently has a ratio of 49 units per acre. Residents who coalesced into the groups “RiverHouse Neighbors for Sensible Density” and “Dense That Makes Sense” have called for moderated growth instead.

A rally held in front of Grace Murray Hopper Park, a public park on the RiverHouse property that’s set for upgrades under the plan, attracted at least two dozen or so demonstrators from the two groups, many of whom held signs decrying the plan and significantly increased density.

As for a new school or improved community center and library, neighbors want details about how they’d fit at Virginia Highlands Park — or a commitment to put them elsewhere.

“The common theme throughout the Plan is that Virginia Highlands Park is the fallback location for all public facilities. A school. A community center. A library. More recreation. Very little of this is feasible — there’s simply not enough space and we have contention over it already today,” writes former Aurora Highlands Civic Association President Scott Miles in the association’s February newsletter.

Planning Commission member Stephen Hughes sympathized.

“I do find the lack of a site proposed for an elementary school — besides the already provided county facilities — to be lacking,” he said during a meeting last week. “I just believe we could’ve done a better job of achieving a grander legacy for future generations.”

While the plan doesn’t achieve a net increase in green space, it improves “poorly designed, generally privately owned, open space,” sets minimum tree and planting requirements for developments and requires a park within a 10-minute walk for every resident, writes the AHCA representative to the project, Ben D’Avanzo, in the same newsletter.

Construction has started on a pair of multifamily towers in a corner of Crystal City experiencing a bevy of development.

The two towers by developer JBG Smith, located at the intersection of Richmond Highway and 20th Street S., will add 775 apartment units and nearly 27,000 square feet of retail, and will be separated by a new S. Clark-Bell Street.

Demolition of the office building that the towers will replace began last spring, after the project was approved by the County Board in May 2021. JBG Smith expects the project will be completed in 2025.

The West tower (2000 S. Bell Street) will be 25 stories tall and glassy with 355 units and 15,000 square feet of street-level retail. Coming in at 19 stories and 420 units, the East tower (2001 S. Bell Street) will feature “a bold, green-glazed brick façade” and 10,000 square feet of retail, the developer said.

In addition to the new S. Clark-Bell Street, the project will add a tree-lined pedestrian passageway along the East tower and an enclosed, climate-controlled underground connection from 12th Street S. to 23rd Street S.

The underground connection responds to concerns from neighbors who wanted assurances that JBG Smith would protect a network of tunnels known as the “Underground” when building residential parking.

The project also includes funding for parks and open space for a new library at 1901 S. Bell Street — made possible through another under-construction project from JBG Smith at 1900 Crystal Drive.

The developer is currently overseeing the construction of 1,583 apartment units and has another 1,760 units planned for near-term development.

These projects are intended to meet an anticipated influx in housing demand created by Amazon’s HQ2 in Pentagon City and the Virginia Tech Innovation Campus in Potomac Yard, the developer says.

“The start of construction at 2000 and 2001 South Bell Street is a major milestone in National Landing’s ongoing transformation and delivers on our pledge to build new housing in lockstep with Amazon and Virginia Tech’s growth in the neighborhood,” said Bryan Moll, JBG Smith’s executive vice president of development, in a statement.

The first phase of Amazon’s HQ2 is still on-track to be completed in 2023 and the Virginia Tech facility will be done in 2024, according to JBG Smith’s announcement.

When complete, 2000 and 2001 S. Bell Street will be a stone’s throw from a stretch of recently revamped dining and retail spaces, named Central District Retail.

The retail development, also by JBG Smith, has an outpost of New York City-based taqueria chain Tacombi, which opened last month, NYC bakery Mah-Ze-Dahr and a CVS.

There’s also a forthcoming, mysterious, grocery store — possibly an Amazon Fresh location — that could fill Crystal City’s longtime need for a grocer.

Arlington County is loaning $150 million to a D.C.-based real estate company buying the Barcroft Apartments along Columbia Pike.

This move — approved Tuesday — is an unusual one, but Arlington County says it did what was necessary in a short amount of time to support the sale to Jair Lynch Real Estate Partners. The company has agreed to keep the property — Arlington’s largest market-rate affordable apartment complex — as committed affordable housing for 99 years.

This includes 612 two-bedroom and 47 three-bedroom committed affordable units, with larger affordable units in short supply in Arlington.

Amazon is also chipping in $160 million to pay for the acquisition of the property at 1130 S. George Mason Drive.

Here’s what else we know about the project.

It’s a big deal.

The last time the county secured a line of credit for a large affordable housing project was in 2007, when it acquired Buckingham Village 3, an apartment building in the Buckingham neighborhood near Ballston.

“Line of credit financing is typically sought when there is an immediate need and when long-term bonds would not be appropriate or possible to issue in the required timeframe,” Erika Moore, a spokeswoman for the Department of Community Planning, Housing and Development, tells ARLnow. “It is a strategy the County uses sparingly and only for short-term types of obligations.”

In addition, Arlington has policies on the books ensuring government operations don’t rely too heavily on this financing. According to that policy, only 20% of the county’s debt can be made up of credit lines and variable-rate debt.

The apartments need some work. 

“Based on preliminary due diligence, staff anticipates units at Barcroft Apartments will need substantial rehabilitation and/or redevelopment,” a county report says. “It is initially planned that phasing for the rehabilitation/redevelopment of the site will be completed over the next ten years, and the majority of the affordable housing units that are renovated or redeveloped may utilize Low Income Housing Tax Credits.”

Jair Lynch told the County Board during its recessed meeting Tuesday that a majority of units will be renovated and “a selection” of vacant units will be demolished and reconstructed.

The company envisions adding free WiFi in common areas, a clubroom, a co-working space, fitness spaces, outdoor grills, improved bike storage and a package room with Amazon lockers.

A forthcoming “Master Financing and Development Plan” will have more details on the timeline for redevelopment, what immediate repairs are needed and how they’ll be paid for.

Moore deferred to Jair Lynch as to what work is needed. Jair Lynch tells ARLnow it can’t say anything beyond what was shared Tuesday.

“Regarding your inquiry, due to the confidential nature of this ongoing transaction, we are unable to provide additional information beyond what has been shared publicly by Arlington County Government at this time,” a spokeswoman said. “We’ll be happy to share more information regarding our involvement on this matter after the sale has been finalized.”

Jair Lynch will likely add some market-rate residential units to the expansive, 60-acre property, the county says.
