After a four-year hiatus, BikeArlington is reviving its 18-mile bicycle tour showcasing Arlington’s most “notorious” historical sites this Sunday.

However, there is currently a waiting list.

Initially launched in 2015, the Notorious ARL Bike Ride aims to educate residents about Arlington county’s most infamous figures and places, while also helping people build confidence doing longer rides.

While on the tour, participants will visit notable places, including the spot where ex-spy Robert Hanssen collected a trash bag filled with $50,000 from Russian agents; the former workplace of Lorena Bobbit; and the famous Rosslyn parking garage where the informant “Deep Throat” met with Washington Post journalist Bob Woodward, who reported on the Watergate scandal.

Guiding the tour is longtime Arlington resident and former BikeArlington staffer Henry Dunbar. Having previously led three Notorious ARL Bike Ride in 2015, 2018 and 2019, Dunbar is set to guide his fourth tour on Sunday, Jan. 7.

Cyclists will meet at Barcroft Sports and Fitness Center at 4200 S. Four Mile Run Drive at 1 p.m. The tour is expected to last about three hours, concluding at around 4 p.m.

In 2020, Dunbar put the tour on “pause” after the onset of the pandemic, citing health risks and a desire to promote shorter, beginner-friendly rides.

“This particular ride is now 18 miles long, with several hilly sections, so it tends to attract riders who are already riding,” Dunbar told ARLnow.

The tour was brought back after repeated calls for its revival.

“So, I asked Henry if he’d be willing to lead it again this year and he said he would,” WalkArlington and BikeArlington’s program director Mary Dallao told ARLnow.

While the tour largely follows its original format, Dunbar said he has introduced minor changes to the route. Dallao emphasized that participants should be comfortable with hilly terrain and cycling on busier streets.

Although the current tour is fully booked, Dallao confirmed there is a waiting list. Dunbar said he is open to the idea of another extended tour later in the year, but made no firm commitments.


Sometime next year, three residential streets in Arlington without sidewalks could get upgrades to allow for safer pedestrian and cyclist use.

To help address demonstrated safety and access issues on S. Lynn Street, N. Wakefield Street and 12th Street S., Arlington County’s Neighborhood Complete Streets Program is considering piloting “shared streets.”

On these streets, the county would slow down traffic and give cyclists and pedestrians more space through signs, barriers and other features, rather than building a sidewalk.

County staff picked these streets because they have incomplete sidewalks and characteristics “that make adding a sidewalk prohibitively difficult,” says Neighborhood Complete Streets Program Manager Michelle Stafford.

These characteristics include limited public right-of-way, difficult terrain and high parking demand. The streets also ranked above other streets nominated for the pilot program because of their crash histories as well as their proximity to schools, commercial corridors and transit.

“People currently drive, bike and walk in the street in these locations, but we can add features to the street to make that shared street conditions safer and more comfortable for all,” Stafford said in a recent presentation.

The identified streets in the Arlington Ridge, Douglas Park and Bluemont neighborhoods, and the challenges they pose for adding sidewalks, are as follows:

Shared streets can surmount these challenges, according to pilot project manager Brian Shelton.

“Shared streets can meet the desires of adjacent residents and function foremost as a public space for recreation, socializing and leisure,” Shelton said. “Many streets in Arlington already function as a shared street, however, we are missing some of the treatments which would enhance pedestrian comfort on these roadways.”

Shelton said staff have looked at recommended shared street tools from the National Association of City Transportation Officials, or NATCO, and opted to pursue a handful of strategies that make use of temporary materials and do not require significant construction.

These include midblock treatment options, such as chicanes — which narrow the road such that drivers are forced to slow down — and street entrance changes, including curb extensions.

Entrances to shared streets also typically have advisory signs and pavement markings to “eliminate the confusion of how the street is intended to be used,” Shelton said.

This fall, the county solicited feedback from residents on how the projects might change how they feel travelling these roads. This input will be used to refine designs, which are set to be finalized for funding hearings in early spring of next year.

Later this coming spring, the county expects to start implementing these shared streets. County staff will monitor these streets to ensure each corridor is functioning as intended, per the county website.


A nearly $20 million project to make Boundary Channel Drive and the I-395 interchange near Crystal City and the Pentagon safer has resulted in significant traffic pattern changes.

Last week, the Virginia Dept. of Transportation permanently closed two ramps: the southbound I-395 ramp to eastbound Boundary Channel Drive and the eastbound Boundary Channel Drive ramp to southbound I-395.

The closures will allow VDOT to reconfigure the ramps between I-395, Boundary Channel Drive and Long Bridge Drive.

The traffic pattern changes are the next step in a multi-year project to upgrade this area for drivers and make pedestrian and cycling improvements nearby. After two years of design work, construction began in September 2022 and will continue through early 2024.

“The project aims to improve safety and operations on that stretch of southbound 395,” Mike Murphy, a spokesman for VDOT, told ARLnow. “One such way is closing those two ramps in order to eliminate and mitigate some of the weaving areas, or spots where you have vehicles trying to get on southbound 395 mixing with vehicles trying to get off.”

The ramp closures will require drivers to do the following:

  • Southbound I-395 drivers must now use Exit 10A to access both westbound and eastbound Boundary Channel Drive via the western roundabout.
  • Eastbound Boundary Channel Drive drivers must now use the western roundabout to access southbound I-395 via the same loop ramp used by westbound Boundary Channel Drive drivers to access southbound I-395.

Ahead of the closure, public safety watchdog Dave Statter posted to social media a highlight video of the notorious section of highway.

Here, reckless drivers could be seen backing up, crossing multiple lanes of highway traffic and pulling other stunts to circumvent bollards and access the left-hand ramp to Route 1.

The video included several memorable moments over the last two years, including when an Oscar Mayer Wienermobile and a Metro bus both tried the maneuver.

Statter and his videos got a shout out from VDOT as part of the closure announcement.

Statter also observed that the Boundary Channel Drive onramp, set to close at 5 a.m. on Friday, made it through one more rush hour.

“Did the governor give a short reprieve on the death sentence for the Boundary Channel ramp to I-395S?” he said on X, the platform formerly known as Twitter. “Besides @VaDOTNOVA crews, this bus and contractor’s van appear to be the last vehicles on the ramp just before 8:45 a.m.”

Murphy confirmed that the ramp from southbound I-395 to eastbound Boundary Channel Drive — the one with the green overhead sign saying “Exit 9 to Clark St” — closed around 4:30 a.m. on Friday. The ramp from eastbound Boundary Channel Drive to southbound I-395 closed around 8:45 a.m. Friday.

After a nearly 50-year ride, Papillon Cycles on Columbia Pike shuttered on Tuesday.

The bike shop, founded by Ted Decapiteau in 1976 and later acquired by Bailey Garfield in 1989, shared a heartfelt goodbye on its Facebook page yesterday.

Although his retirement was already on the horizon, Garfield, 70, shared with ARLnow he had hoped to hand over the reins to a new owner. However, the business had become increasingly unprofitable post-pandemic due to a combination of factors, including a lack of foot traffic, supply chain issues and the soaring rent costs.

“The bicycle industry, in general, is not good right now. Every week some of our major suppliers are showing signs they’re in economic distress… It’s a perfect storm,” he told ARLnow, adding that he knows several other small business owners on the same block who are also still struggling.

The building at 2801 Columbia Pike — housing Papillon and other neighboring retailers on the block — may be razed for a mixed-use development, according to filings with Arlington County.

The Christopher Companies proposes building an 88-unit, 7-story building with 5,800 square feet of retail space, UrbanTurf first reported in 2022.

Garfield said he is in the dark about the project but observed that Alexandria-based Seaport Properties hasn’t renewed long-term leases for several building tenants, including Papillon.

“I don’t know what’s going to happen. Eventually, they’re gonna put in a 6- to 8-story mixed-use building here and we’re seeing what they’re doing all up and down the Pike. I don’t see how this is going to be any different,” Garfield said.

Medics treated two people after a violent collision on a local trail Friday evening.

The crash on the Custis Trail, at the intersection of eastbound Langston Blvd and Ft. Myer Drive in Rosslyn, was caught on camera.

In the video, posted by local public safety watcher Dave Statter, a cyclist can be seen crossing Ft. Myer Drive at the intersection. The cyclist then collides with a person on a motorized scooter or skateboard who turned in front of them.

Both people remained nearly motionless on the ground as a pair of cyclists pulled up and started providing aid. Firefighters can then be seen arriving on scene, ahead of the arrival of two ambulances.

The incident happened around 5:15 p.m. Friday, according to scanner traffic. The extent of the injuries are unclear and an Arlington County police spokeswoman had no further information about the incident.

(Updated at 3:25 p.m.) Cyclists and runners can snag some free safety gear in Arlington later this week.

This Wednesday through Friday, BikeArlington and WalkArlington volunteers will be handing out free bicycle lights and reflective vests from 4-6 p.m.

The giveaway days and locations are:

  • Wednesday — Along the Custis Trail in Rosslyn, at the corner of N. Lynn Street and Langston Blvd near the electronic display counting bicycle trips, or “Bikeometer.”
  • Thursday — Along the Mt. Vernon Trail in Crystal City, just behind the Crystal City Water Park.
  • Friday — At the intersection of the W&OD Trail and Columbia Pike, next to the Barcroft Shopping Center.

The goal of the event — dubbed “Lighten Up, Arlington!” — is to educate the public about cyclist and runner safety and remind people that days will shorten next week due to the end of Daylight Saving Time.

“The Bike Light Giveaway started over 10 years ago… as a way to shine a light on the importance of visibility while riding and walking during the darker months,” Arlington  Dept. of Environmental Services spokesperson Claudia Pors told ARLnow.

Volunteers will be handing out about 2,000 sets of lights, which people can attach to their bicycles, shoelaces or bags, says Mary Dallao, WalkArlington and BikeArlington’s program director.

“Staying visible after dark is so important when you’re out there biking and walking, so as we turn the clocks back and it gets darker earlier in the evening, we are happy to provide these lights to help keep people safe,” Dallao said.


Arlington County is in the early stages of designing a multi-use trail facility along Long Bridge Drive.

Now through mid-October, the county is gathering input on how people currently use this corridor, which will inform designs set for public review next spring.

The trail would connect a bike network through Crystal City to the future Long Bridge Rail Project: a planned $2.3 billion bridge over the Potomac River set to double rail capacity and provide an adjacent bike and pedestrian bridge between Crystal City and the Southwest Waterfront area of D.C.

This trail, expected to cost $7.8 million, will be a better connection to the entrance of the proposed bridge, behind the Long Bridge Aquatic Center, than the existing bike lanes along Long Bridge Drive and Long Bridge Park Esplanade, according to the county.

“Preliminary planning work has identified a need for a minimum 12′-wide multi-use trail between the new bridge and Crystal City, as this route is expected to become a major multimodal commuter route between Arlington and D.C.,” per the project webpage.

“Without this project, most commuters will likely attempt to navigate the Long Bridge Park Esplanade and walking trail, which is not intended for use as a commuter cycling route,” the site continues.

The proposed trail will link to a half-mile shared-use path on Boundary Channel Drive, being built by the Virginia Dept. of Transportation, connecting the Mount Vernon Trail to the Pentagon and Long Bridge Park.

Headed toward Crystal City, the trail will connect with a planned multi-use trail at 12th Street S. and forthcoming cycle track along Army Navy Drive.

When complete, Long Bridge Drive trail will help meet demand for more active transportation connections amid current and expected growth in Crystal City and Pentagon City, the county says. These areas are seeing significant redevelopment — largely residential — in part spurred by Amazon’s second headquarters.

“A direct link from Long Bridge Park to the Mt. Vernon Trail will dramatically improve multi-modal connections both for the immediate vicinity and for links between the regional activity centers of Crystal City, Pentagon City, [the] Pentagon, Potomac Yard and the regional trail network,” it says.

The county has set aside $7.8 million in local funds designated for infrastructure improvements in Crystal City. The project was identified for funding in the adopted 2023-32 Capital Improvement Program.

Arlington County says the trail would advance its goals to improve connections to public spaces, neighborhoods, schools and transit stations and improve safety for all road users.

“Providing a multi-use trail that fully separates people walking and biking is an essential safety tool for a corridor that provides motor vehicle access to a major interstate, especially when we anticipate a significant increase in bicycle and pedestrian traffic along the corridor in the coming years,” the county says.

This weekend, the Arlington County Board is set to consider a proposal to funnel nearly $400,000 into the second phase of the Bluemont Junction Trail safety project.

Phase 2 includes moving and updating three trail connectors to be accessible to people with disabilities and improving cyclist and pedestrian intersections between the W&OD Trail and the Four Mile Run Trail on both sides of Wilson Blvd, per a county report.

The plan also calls for resurfacing a 480-foot segment of Four Mile Run Trail and repairing a nearby pedestrian bridge.

The project is part of a multi-year county effort to address poor visibility between trail users and drivers along the Bluemont Junction Trail, which crosses the Bluemont neighborhood and connects Ballston to the W&OD Trail at Bluemont Park. Plans were developed by the county with input from the public and the Bluemont Civic Association, the Bicycle Advisory Committee and the Pedestrian Advisory Committee

In the project’s first phase, which spanned the fall of 2021 to last summer, the county and the Virginia Dept. of Transportation made upgrades to roughly 4,500 linear feet and 13 connector trails, the report said. This included reconfiguring the trail’s intersections with N. Emerson Street and N. Kensington Street.

The second phase, however, demands more “in-depth engineering” than the milling and repaving carried out in the first phase, the report said.

Rep. Don Beyer has earmarked $325,000 in federal funds for the second phase of the project, which has an estimated total cost of $711,662.

The community will have an opportunity to provide input on the designs and proposed improvements if the funds are allocated, a county staff report notes.

Cyclists will ride almost 350 miles from Kitty Hawk, North Carolina to Arlington in the second annual Memorial 2 Memorial bike ride this month.

“The purpose is to have fun, celebrate Air Force heritage, promote fitness and recruiting, and importantly, support wounded Airmen, Guardians, and their families,” Robert “Surf” Beletic, the ride’s director, told ARLnow.

The Memorial 2 Memorial ride, or M2M, starts at the Wright Brothers Memorial in Kitty Hawk this Thursday and finishes at the Air Force Memorial in Pentagon City on Sunday.

It is open to all military and civilians. While most participants ride all four days — and can expect to climb a grueling 5,600 feet of elevation along the way — anyone can ride along for a single day.

Registration is free but funds raised from sponsorships and donations will benefit the Wounded Airmen and Guardians Program. Organizers are aiming to raise $15,000 for the program.

The Air Force Cycling Team (AFCT) and the Air and Space Forces Association (AFA) organized the inaugural M2M ride last year to commemorate the 75th anniversary of the U.S. Air Force.

According to the ACFT website, they were inspired by the Register’s Annual Great Bike Ride Across Iowa (RAGBRAI), in which they have participated since 1995, as well as the Air Force’s history.

“The U.S. Air Force can trace its roots back to two bicycle mechanics tinkering in a garage… from the bike trails to contrails and beyond,” Beletic said.

Last year, over 100 cyclists participated, per an AFA press release. This year, organizers expect around 130 riders, including about a dozen from Arlington.

“The AFCT and AFA are building the M2M with a view to it becoming America’s favorite ride where thousands participate, have fun, tackle a big challenge, and learn a bit about the Air and Space Forces,” Beletic said.


Redevelopment plans for a Holiday Inn and office building in Ballston are headed to the Arlington County Board for approval.

The developers, Hoffman & Associates and Snell Properties, intend to replace the hotel (4600 Fairfax Drive) and Arlington Center Building (4610 Fairfax Drive) with a seven-story, 432-unit apartment building and two five-story, 15-unit buildings.

The development duo also propose building a new private road and alley for parking and loading activity, as well as new sidewalks and streetscapes along them.

The site is located west of N. Glebe Road, along N. Fairfax Drive, just before it becomes an on- and off-ramp to I-66. It is five blocks from the Ballston Metro station and two blocks from a proposed western entrance, currently in an early design phase.

“This site has a lot of surface parking, structured parking, an office building, the Holiday Inn, and a disconnected relationship to our neighbors to the south,” Cathy Puskar, a land use attorney for the developers, told the Planning Commission last week. “It’s been here quite a long time… so we are very eager to move forward with that.”

Hoffman and Snell have cleared nearly every step in the public review process. On Saturday, the Arlington County Board is set to review their request for easements in order to build on the site.

Much has changed since the initial submission more than a year ago.

“This project went through a substantial evolution as we went through the [Site Plan Review Committee] process,” Arlington County planner Adam Watson said during the Planning Commission meeting.

In response to public feedback, the layout changed and a bicycle and pedestrian path was widened to 12 feet and moved.

The 5-story buildings are now to the west of the 7-story building, rather than to its south. Watson says this creates a better height transition from the tall George Washington University building at 950 N. Glebe Road to the single-family homes west of the 4600 Fairfax Drive site.

Now, the proposed path separates the 7-story and 5-story buildings. Watson says this furthers county plans to add a “West Ballston Connection” linking with the Bluemont Junction, Custis and Ballston Pond trails at Fairfax Drive.

Watson said the project now delivers “a much improved streetscape, especially along Fairfax Drive” and less impervious surface area. It preserves more trees to increase the buffer between the development and the single-family homes nearby, he said.

“We really loved that first version… but we are very proud of where we are today,” Puskar said. “Despite some painful cuts and changes, we listened, and this is why we have such a good plan in front of you today.”

While the developers directed the bulk of residential traffix to Fairfax Drive — as opposed to the smaller private road south of the site, to allay concerns about traffic flow — some residents still have misgivings, Planning Commissioner Jim Lantelme said.

Climate Change, Energy and Environment Commission representative Mark Greenwood praised the project’s use of electricity rather than gas, but suggested the developers replace the gas stoves with induction ones, while adding more parking for electric vehicles.

Velocity Bike Cooperative is hosting a grand opening for its new Arlington location this weekend.

The location at 2647 N. Pershing Drive has been serving customers for a few months, but will formally celebrate its opening on Saturday, June 10. The event will include a ribbon cutting at 11 a.m. and giveaways.

“During Saturday’s celebration, we will offer a 20% discount on bikes and accessories,” said John McClanahan, a volunteer for the cooperative. “Giveaway items will include socks, shirts, caps, and basic tune-ups with pickup at Arlington. And, we’ll offer coffee, water, juices, and small pastries.”

Founded by John Patterson and Christian Myers in 2009, Velocity aims to foster an inclusive biking community through “affordability, education, and embracing the fun of riding,” according to its website.

The new Lyon Park location is its second location; the first is at 2111 Mt. Vernon Avenue in Alexandria’s Del Ray neighborhood.

Velocity’s storefronts facilitate sales, bike donations, bike education, as well as do-it-yourself and full-service repairs. Regular shop hours in Arlington are Tuesday-Friday from noon to 6 p.m., Saturday from 10 a.m. to 5 p.m., and Sunday from noon to 5 p.m.
