A 54-year-old Alexandria man is in jail after police say he broke into and stole items from two cars and tampered with five others.
The arrest happened last night around midnight, in a pair of neighborhoods along Columbia Pike.
The man was caught, police say, after an alert off-duty officer spotted him trying to break in to several parked cars, then detained him until on-duty units arrived.

VEHICLE TAMPERING (Series), 2022-08250293/08260015, 2500 block of 9th Road S./1100 block of S. Walter Reed Drive. At approximately 11:56 p.m. on August 25, police were dispatched to the report of a vehicle tampering. The investigation determined that an off-duty police officer observed the suspect attempting to enter into parked vehicles in the area before making contact with him and detaining him until the arrival of additional units. During the course of the investigation, it was determined that the suspect allegedly entered into and tampered with seven victim vehicles and stole personal items from two of the vehicles. During a search of his person incident to arrest, drug paraphernalia was recovered. [The suspect], 54, of Alexandria, Va., was arrested and charged with Vehicle Tampering (x4), Petit Larceny from a Vehicle (x2), Grand Larceny from a Vehicle, Credit Card Theft, and Possession of Controlled Paraphernalia. He was held without bail.

Cut-through traffic may not make many headlines here in Arlington, but it has been a big topic of conversation in our neighbor to the south.
Alexandria communities, particularly those along Duke Street, have long complained about drivers trying to beat the traffic on the main road by taking neighborhood streets. The city has even implemented a pilot program intended to cut down on cut-through traffic, which some residents say is made worse by navigation apps steering people around traffic congestion.
Outwardly, there has not been a similar outcry here in Arlington. In fact, the county — at least as of a few years ago — has actually seen traffic volumes decline on many major roads despite population growth.
But that doesn’t mean that cut-through traffic is not a concern for some. Last month a proposed new road segment in Douglas Park was put on hold, in part due to worries about cut-through traffic. Last year, cut-through traffic was brought up as VDOT considered various plans to turn Route 1 in Crystal City into an “urban boulevard,” which raised the possibility of some existing traffic spilling onto neighborhood streets.
In 2017, meanwhile, an Aurora Hills resident said in a letter to the editor that changes to S. Eads Street resulted in cut-through traffic in her neighborhood. (To our knowledge, that particular concern has faded in recent years.)
Typically, when traffic on local roads becomes a significant safety concern in Arlington, the go-to action for the county government is to slow rather than restrict traffic, by implementing traffic calming measures, like speed bumps, narrowed lanes and reduced speed limits. But there are still examples of local streets near schools, for instance, with restrictions intended to prohibit cut-through drivers, as well as other instances in which a road was split into two dead-end sections for similar reasons.
This morning we’re wondering whether, in 2022, Arlington residents consider cut-through traffic to be a significant problem here.
Arlington County police are investigating another series of airbag thefts.
The latest series was reported on the 1900 block of S. Eads Street in Crystal City just before 5:30 a.m. Thursday. A tipster tells us that thieves appeared to target Honda Civics parked at the Crystal House apartment complex.
LARCENY FROM AUTO, (Series), 2022-07280041, 1900 block of S. Eads Street. At approximately 5:21 a.m. on July 28, police were dispatched to the report of a destruction of property. Upon arrival, it was determined that between 8:00 p.m. on July 27 and 5:15 a.m. on July 28, the unknown suspect(s) smashed the windows to ten vehicles. Air bags were stolen from seven of the vehicles and tires were stolen from two of the vehicles. There is no suspect(s) description. The investigation is ongoing.
The seven airbag thefts reported yesterday are in addition to the nearly three dozen reported earlier this month in several Arlington neighborhoods, including Rosslyn and Pentagon City. Those thefts targeted Honda and Acura vehicles, police said.
On the same block of S. Eads Street yesterday morning, meanwhile, officers responded to another crime: an alleged break-in attempt at a business. A 57-year-old suspect was arrested and is being held without bond on charges of Unlawful Entry and Possession of Burglarious Tools, police say.
UNLAWFUL ENTRY, 2022-07280259, 1900 block of S. Eads Street. At approximately 10:57 a.m. on July 28, police were dispatched to the report of a burglary in progress. The investigation determined the suspect allegedly attempted to force entry into a business before fleeing the area on a bicycle when a witness confronted him. A lookout was broadcast and responding officers located the suspect in the area of the 2000 block of S. Fern Street and took him into custody without incident. During the course of the investigation, burglarious tools were located on the suspect’s person and within his property.

Arlington County police want you to know that loud mufflers are against the law, and they’re now using electronic signs to get the message across.
The department has deployed four electronic signs in various parts of the county amid an effort to get the word out about a change in state law.
On July 1, Virginia police were again authorized by the state legislature to pull over vehicles for excessively loud exhaust systems. That followed a year in which, in the hopes of reducing racial disparities in traffic stops, state law had been changed to prohibit pulling drivers over for noise alone.
The 2021 law backfired when complaints about loud cars dramatically increased.
An Arlington County Police Department spokesperson tells ARLnow that the department has deployed electronic signs with the message “No Loud Mufflers… It’s the Law” to the following locations:
Route 110 near Memorial Bridge (2)
S. Joyce Street and Army Navy Drive, in Pentagon City
500 block of S. Glebe Road, between Arlington Heights and Alcova Heights
“The signs are used to enhance ACPD’s efforts to educate motorists on Virginia’s [law] governing exhaust systems,” said Alli Shorb.
As we reported last month, ACPD is seeking to inform members of the public about the change before issuing citations.
With its enforcement authority restored, the Arlington County Police Department says it will start with a public education campaign. After that, spot enforcement will take place, and the department will evaluate whether “other traffic enforcement efforts are needed.
“With changes in legislation, ACPD first begins with a period of education as our goal is to seek voluntary compliance with the law,” department spokeswoman Ashley Savage tells ARLnow. “ACPD is sharing information regarding the legislative change through social media, listservs and with community members and organizations. Once sufficient public messaging is completed, the department will evaluate if random rotating enforcement of observed violations as part of our routine patrol duties, is sufficiently addressing the issue or if other traffic enforcement efforts are needed.”
“Community members can report an ongoing and recurring loud exhaust issue using our ongoing transportation complaint enforcement request,” Savage added. She noted that this is essentially a return to the same rules that were in place prior to the 2021 law.
“It’s important to note that the language of the legislation has not changed,” Savage said. “The provision restricting officers from stopping a vehicle for this violation is being removed effective July 1, 2022 which will essentially move this to a primary offense, rather than a secondary offense.”
The police department has used its fleet of electronic signs for different purposes over the years.
A pair currently up along Langston Blvd in northern Arlington are advertising a public safety block party and imploring residents to lock their homes at night, respectively. In 2013, a sign placed near the crash-prone Route 50 and Washington Blvd interchange famously flashed “Don’t Hit the Car in Front of You.”
Thanks to a change in state law, cops in Virginia can again start pulling over the drivers of vehicles with loud, modified exhaust systems.
But it’s not going to happen right away.

Arlington County police say a group of four kids under the age of 18 broke into about seven cars in the residential Gulf Branch neighborhood early Tuesday morning.
Police managed to detain a suspect after a brief chase on foot, but no damage or thefts were reported and the victims declined to press charges.

Arlington County has not required a tax decal on cars since 2019, but that has not ended the annual $33 per-vehicle decal fee — yet.
Also known as a “motor vehicle license fee,” the yearly charge is assessed for all cars kept in Arlington regardless of their value, unlike another annual vehicle expense, the Vehicle Personal Property Tax. But the former is now on the way out.
The County Board is set to vote Saturday to eliminate the $33 fee, following the approval of the new Fiscal Year 2023 budget last month. The lost revenue is being offset by “a portion of the additional personal property tax revenue projected due to rising vehicle assessments,” according to a report to the Board.

The MVL fee was originally known as the decal fee due to the previous requirement to display a decal on the windshield of all vehicles having situs in Arlington County as proof of payment of the annual MVL fee. The fee was intended to help cover the cost of compliance efforts related to the filing and payment of vehicle personal property taxes. In FY 2008, the initial fee of $25 was increased to $33, the maximum amount allowed per Virginia Code. Due to the automation of compliance efforts in FY 2019, the decal requirement was repealed and the fee remained payable with vehicle personal property tax bills due each year on October 5th.
“Since this flat fee of $33 ($18 for motorcycles) is applied to all vehicles each year, households with cheaper and older cars are burdened the same as affluent households owning more expensive vehicles,” the report goes on to say. “The removal of this fee, with revenue offset by the more progressive tax (personal property tax), continues the County’s priority of more equitable tax burden in our community.”
Currently, Falls Church, Fairfax County and Prince William County each collect a $33 annual license fee, like Arlington, while Alexandria does not collect the fee.
Many Arlington car dealerships are struggling to stock cars amid a nationwide shortage of computer chips.
At Mercedes-Benz of Arlington in Ballston, formerly known as American Service Center, a lot once stocked with around 130 used cars available for sale has emptied out to 63 vehicles, according to Ron Moghisi, who manages pre-owned sales. He said many of the cars were purchased at nearly 30% over the normal list price.
“There’s a lot of demand, but there’s just nothing for us to buy and to resell, because the price is so high that it won’t make sense,” Moghisi said. “Let’s say you buy a bicycle for $10 that you can sell for $12. It doesn’t make sense to buy it for $16, because you’re going to get stuck with it. Some dealers are taking the risk and buying them, and God help them.”
Employees at the Koons Arlington Toyota and Brown’s Arlington Honda dealerships in Cherrydale told ARLnow they also have fewer available new and used cars to sell. At Brown’s Honda, around 50 used cars are currently available for sale, whereas 150 to 200 cars would normally be in stock, according to a pre-owned salesman. Prices at the dealership are up between 20% and 45%, in line with used car price increases nationally.
The scarcity of computer chips can be traced back to the beginning stages of the coronavirus.
When lockdowns first went into effect, car sales crashed, leading automobile companies to reduce orders for chips and other parts. Chip manufacturers, in response, cut production in order to avoid financial losses.
The strategy helped chip companies survive the pandemic. As car sales bounced back, however, automobile companies found that there weren’t enough chips for them to maintain the levels of production they wanted, as ramping up chip production can take a long time. Ford Motor Company slashed production by 50%. Meanwhile, Jeep temporarily stopped manufacturing two of its models because it didn’t have the chips needed to make them.
As the supply of cars dwindled, dealerships around the country, including those in Arlington, suffered. At the Mercedes-Benz dealership, Moghisi said that the low supply of both new and used cars has forced the dealership to hike its prices for used cars in order to maintain profitability.
“There are not many new cars around, which really means people are not trading [in] their cars, and therefore, there’s a shortage in the market for premium cars,” Moghisi said.
According to Eddy Malikov, the manager at the used-car dealership Arlington Auto Group, consumer demand is starting to decrease as a result of the rise in prices.
“I think there’s less demand now in the U.S market at least from what our business has seen. We sold around 30 cars in the first two weeks last month. This month we’ve done around 18 vehicles,” Malikov said. “I would say demand might be going down and prices and supply are going back to where they should be.”
For Moghisi, as the shortage stretches on, the stress builds for him and his employees.
“We’ve been playing the waiting game — just have to wait and see what happens. We buy whatever we can get, which is not enough,” Moghisi said. “The way this has affected the industry is, dealerships are making less money, which has put a pressure on employees. If there are no cars to sell, we can’t make a living.”
It could be a while before the automobile industry and car dealerships have fully recovered from the ongoing chip shortage. Intel CEO Patrick Gelsinger told analysts last month that the chip companies may not catch up to demand for another one to two years.
“We hear different stories. We hear it’ll be fixed by November, December, then we hear by next July. We don’t know,” Moghisi said. “I don’t think we’ll have to shut down the department. Eventually, it’ll get fixed, it’s just a matter of time. The only issue is we have to dig into our savings.”
On a quiet residential street near Arlington Blvd, cars can be heard accelerating as they turn a corner, with their aftermarket exhaust giving off a loud “roar.”
Meanwhile, near Columbia Pike, cars rev up and drag race on S. Columbus Street by Wakefield High School.
“I’m eight stories up — not at street level, so to speak — so maybe you expect the noise to dissipate,” Betsy Thomassen tells ARLnow. “It’s Wednesday, and it’s happened five to six times… it’s just incredibly loud and a nuisance. In my condo, my furniture sometimes vibrates. That’s kind of incredible really.”
According to residents who have spoken to ARLnow, and who’ve posted on social media sites like Facebook and Nextdoor, there been a surge in modified cars speeding through neighborhoods. Some residents say the uptick is particularly bad along the Columbia Pike corridor and in the Clarendon area, and along the highways that crisscross the county.
“Anywhere there’s a corridor, you have high performance cars,” said Clarendon-Courthouse Civic Association President David Cheek, who even compiled a video, below, of modified cars roaring through his neighborhood. “It’s really rude to accelerate in an area with a lot of people, in a loud car, but there’s a ‘do whatever you want’ mentality.”
After nearly a year of receiving more complaints than usual, the County Board is preparing to take a number of steps to mitigate noise in Arlington and enforce noise maximums on cars and motorcycles, according to Board member Takis Karantonis.
One avenue members are pursuing is via the state legislature. The Board aims to have something on their legislative agenda for the next regular session in January, Karantonis said. They’re also looking to train police officers to engage drivers in conversations and get them to change their attitudes.
“I think that the County Board as a whole is interested in a way to enforce and discourage overwhelmingly noisy motoring in Arlington, especially in neighborhoods,” he said.
Diagnosing the problem
A lot of the especially noisy cars are running aftermarket exhaust systems made for racing, Cheek said. He theorizes that with extra time on their hands during the pandemic, more folks got interested in car modifications.
There is an entire, sophisticated industry around these mufflers, but there is very little regulation, Karantonis said, adding that he understands that modified cars sell like hotcakes in motoring and touring fairs.
One reader told ARLnow that the new noise isn’t always associated with higher speeds.
“They often ‘sound’ as though they are also speeding, yet I’ve seen several that are loud, but didn’t appear to be speeding,” one said. “I suspect that those nature of the modifications.”
As a car and motorcycle enthusiast, Cheek said he understands the appeal of modifying a vehicle and wanting to enjoy it.
“I feel for them,” he said. “But they have to understand there are a lot of people who’re upset about it — on Columbia Pike and in Clarendon — and that it’s not fair to everyone else.”
He added that noise pollution “isn’t just annoying — it impacts your mental health, and it actually affects your life.”
Considering legislation
Karantonis said there are a few paths on the table, from enacting legislation to educating drivers.
Legislative action will be somewhat tricky, in part because a new state law went into effect in March that says police officers cannot initiate a traffic stop for, among other things, loud mufflers. The code still allows drivers to be ticketed for noise if they were pulled over for a violation such as speeding.
The law, sponsored by Del. Patrick Hope (D-Arlington), was passed to reduce racial disparities in traffic stops, as some police officers historically used pretextual reasons — such as a loud car or expired tags — to pull over residents and search their cars.
