Yet another armed carjacking has been reported in Arlington, this time in the Columbia Forest neighborhood.
The carjacking happened in the early morning hours of Saturday, on the 1000 block of S. Frederick Street just south of Columbia Pike.
“At approximately 4:36 a.m. on August 5, police were dispatched to the report of an armed robbery,” said today’s daily Arlington County Police Department crime report. “Upon arrival, it was determined the victim stopped his vehicle in a parking lot when the suspect vehicle, with four occupants, approached. One suspect then exited the suspect vehicle, brandished a firearm and demanded the victim’s vehicle.”
“The suspects then fled the scene in the suspect vehicle, a black SUV, and the victim’s stolen vehicle, a 2019 black Toyota Camry,” the crime report continues. “The victim’s stolen vehicle was later located unoccupied in Washington D.C.”
Several carjackings and an unsuccessful carjacking attempt were reported by ACPD in July. More than a dozen carjacking have been reported so far this year, by ARLnow’s count, many involving BMWs carjacked in the Crystal City area.
A 29-year-old Arlington man has been charged in the death of a three-month-old girl last fall.
Jerard Hargrove is charged with homicide and child abuse after a medical examiner this month determined that the child died from a blow to the head.
The child died in the hospital on Oct. 8, 2022, after being found unresponsive at a residence in the Columbia Forest neighborhood a month earlier, on Sept. 1. The medical examiner’s finding brings the number of homicides in Arlington last year to two.

The Arlington County Police Department’s Homicide/Robbery Unit is announcing charges have been obtained in a 2022 infant death investigation. Jerard Hargrove, 29, of Arlington, VA, was arrested and charged with Homicide and Child Abuse/Neglect (x2). He is being held without bond in the Arlington County Detention Facility.
At approximately 7:22 a.m. on September 1, 2022, police were dispatched to the 1000 block of S. Frederick Street for the report of cardiac arrest involving a 3-month-old female infant. Upon arrival, Mr. Hargrove reported he was home with the infant when he located her unresponsive. Medics treated the infant on scene before transporting her to an area hospital. The infant remained hospitalized and died on October 8, 2022.
A death investigation was then initiated by the Department’s Homicide/Robbery Unit. In April 2023, the Office of the Chief Medical Examiner ruled the manner of death a homicide with cause being complications of blunt force injury to the head. Indictments for Mr. Hargrove were subsequently presented to and returned by a grand jury.
The identity of the deceased is being withheld in accordance with Virginia Code § 19.2-11.2 which limits Virginia law enforcement agencies from directly or indirectly identifying deceased juvenile victims of a crime.

(Updated 03/29/23 at 4:30 p.m.) The next batch of neighborhood-level improvement projects is headed to the Arlington County Board for approval.
These include installing new LED streetlights along 35th Street N. in the Rock Spring neighborhood, fixing a missing sidewalk link along a street in Alcova Heights, and improving two parks — one in South Arlington and one in North Arlington.
The four were winnowed down from nearly 60 prospective projects. Of them, one — improvements to Baileys Branch Park in Columbia Forest — meets new equity criteria that the Arlington Neighborhoods Program says it has started using to evaluate worthy projects.
For decades, this program has served as a community-driven process by which residents can identify small-scale infrastructure projects that are vetted and then recommended to the Arlington County Board for approval. A long-standing criticism has been that this process favored wealthier neighborhoods where residents had the time, resources and connections to be more civically engaged.
Last year, the Arlington Neighborhoods Advisory Committee struck “conservation” from its name, saying it connotes exclusivity, and added equity criteria to how it evaluates projects. At the start of this year, the Arlington County Board welcomed these changes to “embrace equity.”
The new criteria are two-fold: first, whether the neighborhood has a high population of people of color, and second, whether it has high rates of poverty and lower rates of higher education, homeownership and English proficiency.
“The equity considerations are a work in progress and will be evaluated and refined as needed over time,” per the report.
More details about the project are as follows.
35th Street N. from Little Falls Road to Williamsburg Blvd, in Rock Spring, is going to get new, “cobra-style” LED streetlights for $268,710. Road safety is a particular concern in this part of residential North Arlington. This stretch is a few blocks from where Washington-Liberty High School student Braylon Meade was killed by a teen accused of drunk driving.
Bailey’s Branch Park (990 S. Columbus Street), a 2-acre park with a playground and green space in Columbia Forest, will get $750,000 in improvements, including the removal of invasive plants, additional native trees and plantings, new site furnishings and park signage.
After invasive plants are removed from Thrifton Hill Park, new site furnishings, a picnic shelter and potentially, a dog run will be added. This will cost $985,000. The park at 2814 23rd Street N. in the Maywood neighborhood has trails and provides access to Custis Trail.
A missing sidewalk link, with crosswalks and ramps that are accessible to people with disabilities will be installed along a 200-feet stretch of 7th Street S., near where it curves and intersects with 8th Street S. in the Alcova Heights neighborhood. This street improvement will cost $342,741.
The recommended projects went through the standard public engagement process for Arlington Neighborhoods Program, according to the county report, described as a “collaborative effort that seeks input from residents and civic associations on concept designs.”
The Rock Spring and Alcova Heights projects went through a two-step petitioning effort for affected residents and received the necessary support to qualify.
“The Columbia Forest and Maywood park projects were approved by their civic associations at one of their advertised meetings,” the report says. “All four civic associations continue to support each of the projects in their respective neighborhoods.”
Shots rang out in the Columbia Forest neighborhood near Columbia Pike last night, leading to a police investigation but no reported injuries.
“At approximately 6:24 p.m., police were dispatched to the 1000 block of S. Frederick Street for the report of shots heard,” Arlington County Police Department spokeswoman Annemarie Antignano tells ARLnow. “Responding officers canvassed the area, recovered evidence confirming shots had been fired and located damage to an unoccupied, parked vehicle and an occupied apartment. No injuries related to the shots fired have been reported.”
Police said they did not have a description of the suspect or suspects.

Separately, this past weekend’s crime report included another gun-related incident from Friday night.
Police say a driver brandished a gun during a road rage incident near Clarendon, leading to the arrest of a D.C. man in the Virginia Square neighborhood.
BRANDISHING (late), 2022-03110208, Wilson Boulevard at 10th Street N. At approximately 6:45 p.m. on March 11, police were dispatched to the late report of a brandishing. Upon arrival, it was determined that at approximately 6:00 p.m., the victim was driving in the area when the suspect attempted to unsuccessfully merge into his lane. The suspect then rolled down his window and a verbal dispute ensued before he allegedly brandished a firearm. The victim then drove away from the area. A short time later, officers located the suspect vehicle in the 800 block of N. Pollard Street and observed the suspect return to the vehicle. Officers initiated a traffic stop and took the suspect into custody without incident, during which a firearm was observed in the passenger seat and recovered. [The suspect], 30, of Washington, D.C., was arrested and charged with Brandishing a Firearm. He was released on a summons.
A Connecticut man has been jailed after police say he stole items from two cars and then tried to run from officers.
The arrest happened early Monday morning in the Columbia Forest neighborhood, near Columbia Pike.
Officers initially responded after a man said his car was moved and a man was rummaging through it. The man brandished the gun as the car’s owner approached, according to police.
The suspect allegedly led arriving officers on a brief foot chase before being taken into custody.
WEAPONS VIOLATION, 2021-11290031, S. Frederick Street at 10th Street S. At approximately 3:19 a.m. on November 29, police were dispatched to the report of a suspicious person. Upon arrival, it was determined that the victim had left his parked vehicle running and upon returning, discovered it had been stolen. The victim canvased the area of S. Frederick Street and 10th Street S. and located his vehicle parked and the male suspect rummaging through it. As the victim approached the vehicle, the suspect turned and allegedly brandished a handgun before fleeing the scene on foot. Arriving officers canvased the area and observed the suspect walking in the 900 block of S. Columbus Street. As officers attempted to speak with the suspect, he ran and a brief foot pursuit was initiated before he was taken into custody without incident. During the course of the investigation, a handgun, items belonging to the victim and items from a separate larceny from auto in the 5000 block of 10th Street S. were recovered. [The suspect], 21, of Norwich, Ct., was arrested and charged with Grand Larceny Auto, Brandishing a Firearm, Carrying a Concealed Weapon, Larceny from Auto (x2), Vehicle Trespassing (x2). He was held on no bond.
Arlington County Police are investigating another series of vehicle break-ins.
In the latest incident, about 10 cars had windows smashed and airbags stolen in parts of south Arlington. The thefts were reported in the Columbia Forest and Shirlington areas early Saturday morning.
Police say they don’t have a suspect description and are continuing to investigate.
Vehicle break-ins have seemingly become a regular occurance in Arlington. Last week, the police department’s crimereports detailed more than 17 vehicles being broken into and at least one stolen, mostly in overnight crime sprees. On local listservs and in an email sent by a victim to ARLnow, some reported their vehicles being broken into via electronic means.
Police spokeswoman Ashley Savage said police are taking a number of steps in response, but still need the public’s help.
“ACPD officers proactively patrol Arlington’s neighborhoods to identify and prevent criminal activity,” Savage told ARLnow. “The department’s efforts are enhanced by the active involvement of residents. Residents are encouraged to report suspicious activity to police for investigation by calling 703-558-2222 or 9-1-1 in an emergency.”
“We also encourage residents to reduce the opportunity for crime by participating in the 9 P.M. Routine,” Savage added, referring to the department’s campaign to remind residents to lock their doors and remove valuables from their cars.
A widespread power outage has left hundreds in the dark around Wakefield High School and the Columbia Forest neighborhood south of Columbia Pike.
As of 10 p.m., Dominion was reporting 865 customers without power in Arlington County. Many more were without power along Columbia Pike before their electricity was restored.
The first reports of an outage came in around 7:30 p.m., as storms rolled through the area.

Firefighters from Arlington, Alexandria and Fairfax battled a townhouse fire in the Columbia Forest neighborhood Saturday evening.
The fire broke out in the attic of a townhome on the 4800 block of 10th Street S., near Columbia Pike and Four Mile Run, around 5:30 p.m.
Firefighters were able to get the blaze under control before it could spread.

Someone slashed the tires on seven vehicles parked in the Columbia Forest neighborhood near Columbia Pike, according to police.
The vandalism spree was reported Saturday morning around the intersection of S. Columbus Street at 10th Street S.

DESTRUCTION OF PROPERTY (Series), 2018-01280098, S. Columbus Street at 10th Street S. Between 2:30 a.m. on January 27 and 11:00 a.m. on January 28, seven parked vehicles had their tires slashed. Some residents in Columbia Forest will be without water tonight (July 20) and traffic will be diverted for emergency repairs along Columbia Pike.
Crews from the county’s Department of Environmental Services will be making emergency water main repairs at the intersection of Columbia Pike and S. Frederick Street, beginning at 8 p.m. The repairs are scheduled to last until 8 a.m. July 21.

DES said approximately 100-150 people will have water service affected. The Columbia Forest Civic Association said that water will be turned off for the buildings at 5200, 5300 and 5353 Columbia Pike.

Someone is breaking windows at homes along Columbia Pike.
At least three instances of objects being thrown at and shattering residential windows were reported Friday and Saturday night. The incidents took place in the Barcroft and Columbia Forest neighborhoods, on either side of the Pike near Four Mile Run.

The investigation is ongoing.

Upon arrival, it was determined an unknown subject(s) threw an object at a residential window causing it to shatter. A short time later, another resident in the area reported their window had been struck by an object and broken. There is no subject(s) description and no injuries were reported.
