A portion of Columbia Pike near Pentagon City is set to be closed and re-routed to side streets early next year due to work to expand Arlington National Cemetery.

The work, which will add 60,000 burial sites and space for the 9/11 Pentagon Memorial Visitor Education Center, will also involve moving Columbia Pike closer to I-395, so that gravesites can be placed where it currently curves around the Air Force Memorial.

Grading work along the new planned path of the Pike has already started, as have some occasional lane closures.

“Crews have implemented various, intermittent lane closures on the project to begin work,” Amber Vincent, Public Affairs Specialist at Arlington National Cemetery, told ARLnow. “In the next six months, longterm lanes closures/shifts will be implemented to access work areas within the project.”

Lane closures are planned on Southgate Road, which runs alongside the Pike next to the current cemetery border, the spokeswoman said. That will be followed by the construction of a new road connecting the Pike and Southgate, west of the Air Force Memorial, and then the closure of the Pike itself.

“Long term lane closures are roughly 1-2 months out and will take place on Southgate Road and Joyce Street in order to begin preparations for what will ultimately be a full closure of Columbia Pike,” said Vincent. “While these closures are in place, a new roadway (South Nash Street) will be constructed between Columbia Pike and Southgate Road one block east of Oak Street.”

“We anticipate South Nash Street to be complete and open late 2022 or early 2023,” she continued. “At that time, Columbia Pike will be closed and traffic will utilize the newly constructed South Nash Street and Southgate Road to bypass the closed section of Columbia Pike to Joyce Street.”

Known as the Arlington National Cemetery Defense Access Roads (DAR) Project, the work is being funded by the federal government and managed by the Federal Highway Administration (FHWA) as is part of the 70-acre southern expansion of the cemetery.

The detours will maintain pedestrian access, we’re told, while the project will add a new sidewalk and a shared-use trail, add street lighting, and put utility lines underground.

“Access to existing facilities, as well as pedestrian and vehicle will be maintained throughout construction,” Vincent said. “Arlington National Cemetery and our partners… recognize that pedestrian infrastructure is important to those living in the D.C.-Maryland-Northern Virginia area and we have made appropriate plans to incorporate adequate pedestrian access to and around the Southern Expansion area.”

In the fall, parking was permanently prohibited on Southgate Road between S. Oak Street and Columbia Pike. After its use as a detour, that portion of Southgate Road will eventually become part of the cemetery.

Officials are still eyeing a late 2025 opening for the new burial ground, Vincent said.

Taqueria el Poblano is closing its Columbia Pike location later this spring, its co-owner confirms to ARLnow.

A decade ago the local staple known for its margaritas and its Southern California-inspired Mexican cuisine opened at 2401 Columbia Pike, amid a wave of new businesses centered around the then-new Penrose Square development. But the restaurant has decided to not re-up its lease for another ten years.

A two-step of decreased revenue and increasing rent drove the decision, co-owner Thomas Stevens says.

While the lease ends March 31, the restaurant and property owner BM Smith agreed on a 60 day extension to allow Taqueria El Poblano to remain open for Cinco de Mayo.

The restaurant is planning to close at the end of May, but not before a proper send-off Stevens promises. The several month lead time gives both staff and regulars a chance to say goodbye.

“We are sad and our regular customers are sad,” he says. “But it’s a business and we just couldn’t make ends meet here.”

Sales at Taqueria el Poblano’s other two locations, in the Lee-Harrison Shopping Center and in Del Ray, remain solid and those nearly 20-year-old locations will remain open for the foreseeable future, we’re told.

Stevens believes the Pike’s “transient” nature is a reason why Taqueria el Poblano didn’t survive on Columbia Pike. The location has fewer regulars than the other locations, Stevens says, and the volume of sales needed to cover rent per square foot just wasn’t there.

“For whatever reason, this one doesn’t do the same business as the others,” Stevens says.

A representative for BM Smith says that Taqueria el Poblano has always been a good tenant and was one of the first when Penrose Square reopened after a two million dollar facelift.

As of this moment, the space remains available to rent starting June 1, but BM Smith expects it to be filled quickly after Taqueria el Poblano moves out.

In the meantime, Stevens says the restaurant is going to relish the last weeks on the Pike. Formal announcements are forthcoming about Cinco de Mayo festivities and the goodbye party.

“We will have a farewell to the neighborhood, a send-off party,” he says. “We will miss it here.”

A D.C. man convicted of raping a massage therapist in a Columbia Pike apartment building in 2018 has been sentenced to life in prison.

It was the second rape conviction for 63-year-old Salodus Zeloter Hicks, thus leading to the lengthy sentence from Arlington County Circuit Court Judge Louise DiMatteo.

Hicks was arrested less than a week after the crime, after a 16-hour standoff at a home in Northwest D.C. Arlington County police were assisted by D.C. police and the FBI; Hicks was safely apprehended after he finally surrendered.

In a statement, Arlington County Police Chief Andy Penn called Hicks “a sexual predator [who] will never have the opportunity to target another member of our community.” Arlington’s top prosecutor, Attorney Parisa Dehghani-Tafti, said the sentence “is severe, but warranted.”

After being found guilty by an Arlington County jury in September, Salodus Zeloter Hicks, 63, of Washington D.C. was sentenced on Friday, February 25, 2022, to life in prison plus 12 months for a rape that occurred in 2018. Judge DiMatteo imposed a sentence of life in prison on the charge of rape (2nd offense) and 12 months on the charge of assault & battery.

At approximately 4:02 p.m. on September 17, 2018, police responded to the 5500 block of Columbia Pike for the late report of a rape. Upon arrival, it was determined that the victim and suspect made contact through an online advertisement for massage therapy. After the suspect arrived for the massage appointment, he asked for sexual services and when the victim refused, he strangled and raped her.

Following the assault, the suspect fled the scene but was captured on surveillance video. A press release requesting the public’s assistance helped identify Hicks as the suspect. On the evening of September 26, 2018, detectives attempted to execute search and arrest warrants on the suspect at his residence in NW Washington, D.C. The suspect refused to exit the residence and following a 16-hour barricade, he surrendered and was taken into police custody with assistance by the FBI’s Washington Field Office and Metropolitan Police Department. Once in custody, the search warrant was executed and additional evidence linking him to the rape was recovered.

“Mr. Hicks never made any statements about what occurred, but the evidence did all the talking for him,” said Chief Andy Penn. “The persistent investigative work and prosecution led to an ultimate sentence that ensures a sexual predator will never have the opportunity to target another member of our community.”

“I’m grateful to the survivor for her courage in testifying against her attacker, and to the police and our trial team for their dedication in investigating and prosecuting the case,” said Commonwealth’s Attorney Parisa Dehghani-Tafti. “A life sentence is severe, but warranted, because Mr. Hicks previously had been convicted of rape. Our duty first, last, and always is to protect the community from the sort of harm Mr. Hicks caused while affording him a fair trial, and we did that.”

Two people were arrested along Columbia Pike today after a man was shot to death Saturday morning a few blocks away.

Arlington County police say a 46-year-old woman has been charged with murder and a 48-year-old man was charged with conspiracy to commit murder in connection to the death of 45-year-old D.C. resident Reginald Scott, who was found dead in a parked car.

The suspects were arrested Sunday morning at a bus stop at Columbia Pike and S. Quincy Street. Witnesses described to ARLnow a “heavy police presence and crime scene tape” across a two-block stretch of the Pike after the arrests.

Scott was found dead about four blocks, shortly before 8 a.m. Saturday, inside a car that was parked in a business parking lot on the 3600 block of the Pike.

No motive for the killing has been released.

The preliminary investigation into the suspicious death indicates the victim, Reginald Scott, 45, of Washington D.C., suffered an apparent gunshot wound. The Office of the Chief Medical Examiner will determine cause and manner of death. This incident is being investigated as a homicide.

During the course of the investigation, detectives developed possible suspect descriptions based on evidence located at the scene and witness interviews. Arrest warrants were obtained and the suspects were located near a bus stop at Columbia Pike and S. Quincy Street on the morning of February 27. They were taken into custody without incident. April Puckett, 46, of No Fixed Address has been charged with Murder, Use of a Firearm in the Commission of a Felony and Felon in Possession of a Firearm. James Harris, 48, of No Fixed Address has been charged with Conspiracy to Commit Murder. The suspects are being held without bond in the Arlington County Detention Facility.

It’s been two months since Arlington County and Amazon agreed to loan more than $300 million to facilitate the sale of the Barcroft Apartments on Columbia Pike.

In exchange for these loans, developer Jair Lynch Real Estate Partners agreed to preserve 1,334 units on the site as committed affordable units for 99 years.

Since the deal in December, Jair Lynch has started conducting initial property assessments to understand what substantive repairs and renovations need to be done in the short term to improve residential quality of life and building safety, Anthony Startt, the company’s director of investments, tells ARLnow.

It’s also working with Barcroft Apartments property management company Gates Hudson to meet with residents individually and at welcome events and administer surveys to understand their living situations.

“We are assuring all of our residents that no one will be displaced,” he said.

The garden apartments at 1130 S. George Mason Drive sprawl across 60 acres and house more tenants than some rural towns. They happen to be some of the last market-rate affordable apartments in Arlington, and proponents of the county’s $150 million loan heralded the significant investment in preserving affordable housing, while critics said the deal went through too quickly and without enough community oversight.

Now, the hard work on the county side begins: drafting a long-term investment plan and figuring out how to involve the community, particularly Barcroft residents, in the planning process. Community leaders and County Board members say this will have to balance blue-sky ideas with the financial constraints that come with an affordable housing project, all while working within the parameters of the Neighborhoods Form-Based Code that governs development in the area.

“There are a lot of cool things people would love to see, but the money first has to go toward preservation of 1,334 units, which I don’t know of a larger housing preservation deal in the D.C. area, ever,” says John Snyder, the chair of the Columbia Pike Partnership board (formerly the Columbia Pike Revitalization Organization, or CPRO).

He served as a representative of the Douglas Park neighborhood on the working group that developed the the Neighborhoods Form-Based Code.

Snyder’s must-haves include an on-site bus stop and bicycle stations to ensure there isn’t a large influx of cars clogging up S. George Mason Drive. His wish list includes a municipal swimming pool and playgrounds. There’s also interest in a daycare or a school.

“It’s going to be very interesting as all of this moves forward in the planning process,” Snyder says. “I just envision people getting great ideas and looking at the other end of the table where the engineers and accountants are sweating, wondering how they can do this… In other places, maybe we can raise the rent, but we can’t here.”

The County Board has encouraged county planning staff to prioritize a review the Neighborhoods Form-Based Code — which has some guidance on building size and placement, but not other topics such as form or ground-floor retail — to ensure the plans act as a floor, and not a ceiling, for whatever Jair Lynch proposes.

Columbia Gardens Apartments at 5309 8th Road S. (via Google Maps)

(Updated 10:45 a.m.) Nearly 60 residents and families on Columbia Pike are scrambling to find new housing options under the shadow of a looming redevelopment project.

The impacted tenants live at Columbia Gardens Apartments (5309 8th Road S.), a collection of market-rate affordable garden apartments. Some families have lived there for upward of 20 years, but now, 62 units will be replaced with townhouses through a by-right development project.

Residents have about 50 days to find new homes. Last weekend, they received letters via certified mail giving them until March 31 to vacate, listing nearby complexes with openings and local movers, and offering $200 in rental assistance. The complex owner had transitioned them to month-to-month leases before giving them the notice, which would have been 120 days by law if they had renewed for a year.

“Everybody’s stressed,” says tenant Maria Torres, 31, who has a daughter at Campbell Elementary School. “They want to stay in the same area because they want their kids to stay in the same schools. We’re in the middle of the pandemic and the school year, and some people don’t have the money to just go and give a deposit and a month of rent.”

Tenants knew eventually the apartments would be torn down, since the property owner is also redeveloping the property it owns nearby at 843 S. Greenbrier Street, a separate project that received County Board approval in November 2020. But, she says, management didn’t indicate when notice would come for them.

“We thought they were going to give us time,” says Torres, a 15-year Pike resident. “We didn’t imagine it’d be only 45 days.”

Now, the 58 households will be competing for affordable housing in Arlington, which is grappling with a shortage of options as well as habitability concerns, such as rodents and mold, at some complexes with units set aside for low-income residents. This bottleneck could drive longtime residents out of the county, tenant advocates say.

“We have a shortage of affordable apartments,” said Elder Julio Basurto, a community leader working with the tenants. “Where are they going to go?”

Advocates and some local elected officials say the notice is unjust and poorly timed, and are trying to buy tenants more time to resettle. Long term, they aim to reform the state housing codes to require longer notice periods for month-to-month renters and enact local policies to support low- and moderate-income communities at risk of displacement as the Pike redevelops.

“This is a horrible situation in the middle of winter, in the middle of a pandemic, with kids going to local schools having to potentially move out of school,” said Del. Alfonso Lopez, whose district includes most of Columbia Pike. “Everything about it is horrible, and it needs to be addressed immediately.”

Columbia Gardens’ owner, Merion Companies, says it’s doing what it can to help — but ultimately, the old buildings need to come down.

“There is no good time to [give notice],” said managing member Ryan Bensten. “We’re completely sensitive to that fact and have tried to do the right thing by our tenants to minimize heartache and impact.”

He said Merion provided a list of 13 locations where the group found vacancies and are trying to place some families in other units on the Columbia Gardens property not yet slated for development. He has three staff members dedicated to answering calls and working with tenants.

“These buildings have lived beyond their useful life,” Bensten said. “We’re moving on with a redevelopment — the project is complex with a lot of moving parts and we’re doing our best to be responsible to our tenants as we can.”

On short notice 

At the core of this saga is a frustration with Virginia code, which requires landlords to provide 30 days of notice to tenants on month-to-month leases in the event of a renovation project, as opposed to 120 days of notice for year-long leases.

It’s a provision that dates back at least to 2005, says Lopez, but was most recently clarified in 2015 as part of a law providing protections to residents of mobile homes.

Merion acquired the property around four years ago, and as tenants’ year-long leases expired, they transitioned to month-to-month arrangements, Bensten says.

“Typically, in Virginia, the month-to-month lease automatically kicks in once your lease has expired and if the landlord doesn’t make an attempt to renew the normal lease,” says Kellen MacBeth, who chairs the Arlington branch of the NAACP’s Housing Committee and is Vice-Chair of the Arlington Housing Commission.

Both tenants and landlords can terminate a month-to-month lease with 30 days of notice, which is convenient for landlords and can sometimes benefit tenants, he said.

“But in the case where the tenant has a family and has established themselves in this neighborhood — this is their home and they’re not looking to make major changes — it can be really challenging, as we see here,” MacBeth said. “Thirty days is not a lot of time to pack up your family and move.”

Before Five Guys was a big burger chain, it was a small fry tucked away in a shopping center on Columbia Pike.

Today, Five Guys Burgers & Fries has more than 1,500 locations worldwide and grosses nearly a billion dollars in revenue. But 35 years ago, it was nothing more than a tiny beloved burger joint at the corner of S. Glebe Road and Columbia Pike in Westmont Shopping Center, a strip mall that’s now rubble and in the midst of redevelopment.

“It was the only place that would lease us space. Seriously, we were brand new, without any restaurant experience, selling burgers and fries,” Five Guys founder Jerry Murrell tells ARLnow via email. “They were willing to rent us space and it was also pretty inexpensive. We liked that it was tucked back and hard to get to. We knew that if we could survive and grow there, then we might really have something.”

It was 1986 and Murrell was struggling. Living in Alexandria at the time, he had tried — and failed — at several different business ventures. But, as he recollected to Guy Raz in a 2017 episode of “How I Built This,” there was one thing he knew how to do: Grill a hamburger.

So, he made the bold decision of using his children’s college funds (with their permission, of course) to open a burger and fry stand.

“Something was telling us it was the right thing to do,” he told Raz in 2017.

The banks wouldn’t lend Murrell the money, so he took the $35,000 cash meant for his kids’ education and rented the spot. He called the shop “Five Guys,” after his four sons and himself, with every intention of changing the name later. But Murrell never did.

Next door to Five Guys was what Murrell describes as “one of the best bakeries in Northern Virginia.”

“Janie [Murrell’s wife] and I had been going to Brenner’s Bakery for a long time,” Murrell says. “They baked what we considered to be the best bread, which was high quality and expensive.”

Brenner’s had been there since 1946 and was a beloved landmark itself. Despite paying about seven times more for a hamburger bun than McDonald’s, Murrell bought all of his buns from the Arlington baker. While Brenner’s Bakery went out of business in 2001, Murrell says that Five Guys still employs two of the shop’s bakers.

The fries were also what made Five Guys special. The trick, as Murrell described to Raz, was that they used the same small Idaho potato dealer that was used for the famous beach fries at Thrasher’s in Ocean City, Maryland.

When the doors opened that first morning in 1986, Five Guys had no customers.

“We opened at 11 a.m. and no one came in until 11:30 — that was a stressful half hour,” Murrell says. “However, once the first person came in, then everyone seemed to follow.”

By the end of that first day, there was a line out the door — though, that may have had more to do with how small the restaurant was.

Westmont Shopping Center was a perfect spot for Five Guys to grow: out of the way, next to a baker, and very well supported in Arlington. Murrell says that local press coverage was always positive and generous, to the point that he felt like everyone was “really rooting for us.” One local publication even called the burger joint “downright primitive.”

“We thought that was the best,” writes Murrell. “It made us feel like people understood us.”

Murrell and his other four guys — which, now, includes a fifth son and his wife, Janie — continued to grill up burgers on the Pike until 1998, when the original shop closed. But, by then, Five Guys had expanded to several other locations in the D.C. area.

Arlington County is looking to buy and eventually redevelop an office building on Columbia Pike.

The county says the vacant, three-story building at 3108 Columbia Pike would make a good home for both the Columbia Pike library branch — currently located on the ground floor of the Arlington Career Center — and affordable housing. Until that project materializes, it will serve as a parking lot.

This weekend, the Arlington County Board is slated to review a proposal to buy the property, appraised at $8 million, for $7.55 million. Money would come from funds already appropriated in previous budget cycles for land acquisition and bond premiums, according to a county report.

It will cost about $1.5 million to tear down the 1960s-era building and turn it into an interim parking lot, the report said. Staff determined retrofitting the building would require “major reconstruction” to meet modern safety and accessibility standards.

The one elevator cab and the restrooms don’t meet accessibility standards, the fire alarm system and the heating and cooling systems need to be replaced, and the building does not have a fire sprinkler system, the report said.

“County staff recommends that the building be demolished, and its footprint paved to the same level as the existing parking lot, providing a 43,101 square foot (approximately 1 acre) site available for future redevelopment for branch public library and co-location of other County Board priorities, such as affordable housing,” per the document.

The acquisition comes after renovations wrapped up to the current Columbia Pike library branch (816 S. Walter Reed Drive) last summer, consolidating the library to one floor to add seats at the Career Center above it. With enrollment there expected to continue rising, Arlington Public Schools is preparing to start construction on a new career center, next to the old one, in 2023.

APS will keep the existing Career Center building as a “flexible space.”

The county says an interim parking lot would be helpful during the construction across the street.

“The existing parking lot is in very good condition with 63 parking spaces,” the report said. “Removal of the building by demolition, with paving and restriping, could add another 58 spaces (for a total of 121 parking spaces) for interim use as a surface parking lot for the Career Center redevelopment and/or metered public parking, pending future redevelopment.”

The county has 60 days after signing the purchase agreement to inspect the building and rescind the offer if need be.


A whiff of freshly brewed coffee and the sound of bacon sizzling greets customers walking through the door at Bob & Edith’s Diner on Columbia Pike.

Old framed photos line the white, tiled walls. Alternating blue and yellow stools line the counter as the grill behind it smokes. Blue-tabled booths, adorned with ketchup bottles, are ready for diners.

It’s a little after the breakfast rush at 9:30 a.m. on Thursday, staff says. But there are still customers here. A group of three says that this is their first time at Bob & Edith’s, coming at the recommendation of their dentist. There’s a sense of comfort here, they note, like they have walked into a friend’s place. One remarks happily that the coffee mug is ceramic, as opposed to paper.

At that moment, three heaping plates of bacon, pancakes, toast and eggs arrive at the table.

For the last five decades, Bob & Edith’s Diner has become a Columbia Pike landmark. A remnant of days’ past, among constant modern development. The diner has embraced its old-school charm and has expanded to four other locations in Northern Virginia. And there are plans for many more.

When asked why he thinks his parents’ diner has continued to thrive after all of these years, owner Greg Bolton says it’s pretty simple.

“It’s good all-American food, cooked right in front of you,” says Bolton. “We haven’t changed a whole heck of a lot in 50 years.”

On November 1, 1969, North Carolina-native Bob Bolton officially opened his diner in a building formerly occupied by “Gray’s Donut Dinette.” He named it after himself and his wife, Edith.

It was a very small restaurant at the time, Bolton says, only 10 stools and a counter. It also had only eight or nine items on the menu, which was pasted on the wall.

Back then, a huge portion of the diner’s customers were from the Navy Annex on S. Courthouse Road and the Pentagon. The diner even had a special specifically for those workers: The SOS, the Serviceman’s Special, which was a chipped beef breakfast.

Bob Bolton worked the grill and loved talking to customers about football, his son says. It must have made for pretty good conversation since Bolton was a die-hard Dallas Cowboys fan, a fierce rival of the hometown Washington Football Team.

When asked why his dad (and Greg as well) was a Cowboys fan, the younger Bolton laughs.

“Because they are the best team in America,” he says.

To this day, every Bob & Edith’s location is adorned with Cowboy paraphernalia, no doubt boiling the blood of local football fans and the former Washington football players that have come into the diner.

“Oh, they hated it,” Bolton says.

In the early 1980s, Bob expanded the menu and added tables, matching pretty much what one sees today… save for a few old photos that customers have stolen off the wall over the years, Greg says. When his dad and mom died, Greg Bolton took over the diner.
