Driven in part by Amazon’s HQ2, demand for office space in Arlington is on the rise.

That’s according to a new quarterly Northern Virginia market report from commercial real estate services firm JLL, which says “tech demand across the Herndon-to-Crystal City corridor” is leading to more office space being leased than is being built.

Here are some key takeaways and quotes from that report:

1. Metro ridership may be dropping, but office tenants still want to be near a Metro station

The Silver Line corridor, from the RB Corridor through Tysons to the Toll Road, continues to capture a disproportionate share of leasing activity, driven by tenants favoring Metro access…

Metro access continues to drive pricing, with newer Class A product on-Metro commanding a 35% premium over newer Class A product off-Metro; Class B/C saw an overall jump in asking rents this quarter driven by increases in Crystal City.

2. Technology is driving office demand, including in Arlington, but much of the tech talent is in Fairfax and Loudoun counties

Northern Virginia dominates the region’s tech office market and will continue to grow its leadership position, with a tech corridor solidifying from Data Center-centric Loudoun County, through the Toll Road and Tysons, and into RB Corridor and Crystal City…

Driven by the origins of tech in this market, neighborhoods west of Tysons offer the most access to talent, primarily along the Toll Road and into Loudoun County.

3. The Rosslyn-Ballston corridor has higher office rents, but “National Landing” — Crystal City, Pentagon City and Potomac Yard — has a bigger office development pipeline

Tysons and the Toll Road offer the most scale for future ground-up development, holding 50% of the proposed office pipeline; meanwhile, inside the Beltway, greater Crystal City will form as a development hub for obvious reasons, while the RB Corridor’s future pipeline is minimal.

4. Expect rent increases to accelerate, as office buildings fill up following a decade of high vacancy

Submarkets continue to see minimal to no net effective rent growth versus a decade ago, driven by concessions remaining at peak levels, particularly as tenants are cross-shopping more than ever; however, we believe this trend is nearly over, particularly in Crystal City, RB Corridor and the Toll Road, due to market demand and tightening.

5. Defense contractors, a usual staple of Northern Virginia office demand, are not having as much of an impact on the market

The defense budget declined by $111 billion from 2011 to 2016, driving significant occupancy losses. However, the budget is surging again, up 16% since 2017…

Historically, when defense spending surges, absorption surges, and when it declines, occupancy declines; while this cycle is still early, it is already different. One reason – the major contractors all rightsized during the downturn and remain focused on efficiency in their space utilization.


Arlington Gets Best View of Fireworks — On a hazy night, Arlington — particularly Rosslyn — had the best view of the expanded D.C. fireworks. Smoke obscured the viewing for many parts of the District. [Twitter, Twitter, Raw Story]

A pair of commercial property tax hikes in D.C. may drive additional economic activity in Arlington, according to a new report.

Commercial real estate services firm JLL says higher commercial property taxes in the District — a 2.2% hike from $1.85 to $1.89 per $100 of assessed value — “will cause rent paid by office tenants to jump further, at a time when the market’s supply-demand paradigm strongly favors tenants.”

The report also says an approved 72% increase in the District’s deed transfer and recordation tax will cause commercial property sales activity to “grind to a halt in the mid- to long-term.”

The new taxes will take effect Oct. 1, at the beginning of D.C.’s new fiscal year, as part of a $15.5 billion budget that includes new investments in affordable housing.

Between D.C. making itself more expensive for commercial property owners and lessees, and the arrival of Amazon’s HQ2, JLL says conditions are ripe for increased economic activity in Northern Virginia and Arlington, in particular.

DC’s losses will be Northern Virginia’s gains. These tax hikes come at a time when Northern Virginia is heating up as an investment alternative to DC. Transaction costs were already substantially lower in Arlington County than in Washington, and now will be even more so. It is no stretch to say that this will attract capital away from DC and toward Arlington’s top-tier offerings, of which there will be many when HQ2-related demand spurs the development of new buildings and the lease-up of old ones.

Bisnow, which first reported on the study, quoted JLL Managing Director of Research John Sikaitis as saying the new dynamic could drive increased investment interest and office leasing in Arlington.

With the increased taxes on commercial property sales making deals harder to pencil in D.C., the JLL researchers expect investors will begin to look across the river. Northern Virginia has traditionally not been viewed as the same type of core market as D.C. in the eyes of outside investors, but an improving office market and expected growth from Amazon HQ2 has them taking a closer look.

“No one denies now that Arlington is a core market with a significant amount of future urban demand,” Sikaitis said. “You’re now seeing institutional investors start to look at Arlington from an investment perspective, which didn’t happen 12 or 24 months ago. Their allocation to D.C. could be allocated to Arlington.”


The former Long and Foster offices in Fairlington may become a preschool.

The real estate company vacated the building at 4800 31st Street S. last year. Now, the Fairlington Villages condo association says the building’s owner has interest from a preschool operator to move in.

The association is holding a special Board of Directors meeting on Monday (June 17) at 7 p.m. to discuss the proposal.

The demand for childcare in Fairlington is high. An existing preschool a block away, the STEM Preschool at 3120 S. Abingdon Street, is planning a significant expansion.

A building in one of the highest foot traffic areas of Rosslyn is getting a big upgrade.

The owner of the Rosslyn Metro Center building at 1700 N. Moore Street announced today that it will be starting construction on a $35 million renovation project later this month. The building, which is next to the Metro station, will also be getting a new food hall and fitness studio.

“As part of this effort, the building’s exterior, lobby and common areas will be totally renovated and will include a state-of-the-art conference facility and flexible work space,” according to a press release. “The addition of new retail, a 30,000 square foot fitness studio with a dedicated outdoor terrace, and the chef-driven destination food hall by Oz Rey housing 12 artisanal food stalls and two lounges that extend onto an outdoor terrace overlooking the streetscape.”

Oz Rey, an Austin, Texas-based “culinary experience company,” plans to fill the dozen food halls with locally-based vendors offering “premium coffee, as well as things like a burger/sandwich concept, Asian stalls, and a fresh seafood purveyor,” the Washington Business Journal reports.

Arlington’s first food hall — a term that essentially refers to an upgraded version of a traditional mall food court, populated by local chefs and vendors instead of chains — opened earlier this year in Ballston and continues to add vendors.
