The Arlington County Board at its March 17 meeting(Updated at 3:10 p.m.) More than five months after the Arlington County Board canceled the Columbia Pike and Crystal City streetcar, the county is still a year away from any alternative plan.

“Transportation is complex,” County Manager Barbara Donnellan told the Board yesterday in an update on the area’s transit plans. “We really need to move forward in a deliberative way. We want a transit alternative very fast, but we’re going to make sure that the community is involved in whatever we do in terms of coming up with an alternative.”

Arlington Transportation Director Dennis Leach said the post-streetcar plan for Columbia Pike and Crystal City will likely mean more buses — buses that may be larger and fancier than those currently serving the corridors. While the county did previously study alternatives to streetcar, Leach said those plans need to be updated.

The future of transit in the area will be determined by the results of the county’s upcoming Transit Development Plan, to be completed by spring 2016. The TDP will be submitted to the state to make the county’s transit projects eligible for funding.

Top on the list of priorities, Leach told the Board, is building a facility for maintenance and storage for whatever buses the county decides to run on along the Pike.

“The facility issue is a really critical issue for Arlington, both for our existing ART service and for expanded service,” Leach said. The under-construction ART bus facility on S. Eads Street “does not quite meet the storage need for our fleet that we anticipate having this year. For Northern Virginia, we have some really serious facility challenges. These facilities are really hard to site.”

The county is already planning on expanding ART bus service — it’s cheaper than the equivalent Metrobus service — and Donnellan has asked the Board for funding to increase service for the ART 41, 42, 43 and 45 lines by this summer.

The county continues to progress on its major Columbia Pike multimodal improvements project, the Columbia Pike transit station project and projects in Crystal City and Pentagon City, but a unified, enhanced transit plan is not coming until next year. In all, county staff says it will spend $200 million in the next on transit improvements to the Columbia Pike and Crystal City corridors over the next six years.

The TDP will encompass countywide transit projects, but Leach said staff’s focus will be on the Pike and Crystal City.

Some County Board members used Leach’s update on post-streetcar planning to rehash old arguments made by both sides before the streetcar’s demise.

“People were told there would be another option that can be built faster and at a fraction of the cost, and it would be bus rapid transit,” Board member Walter Tejada said to Leach, referencing streetcar opponents, specifically John Vihstadt and Libby Garvey. “I’m not hearing you say that those are being considered as alternatives right now.”

Vihstadt responded by asking Donnellan if any developments had been cancelled or scaled back after the streetcar cancellation, to which Donnellan responded it was too early to tell –“I have not gotten any indication” that development was slowing, she said.

Fisette and Tejada went back and forth asking Leach to explain the federal definition of Bus Rapid Transit. According to the Federal Transit Administration, BRT is defined as 50 percent or more of a line using a dedicated lane during peak traffic periods. Columbia Pike is not feasible for a dedicated lane, but, theoretically, a combined Pike-Pentagon City-Crystal City-Potomac Yard line, using dedicated lanes in Crystal City, could meet the definition of BRT.

“I’m all about providing factual information to the community, not incorrect information that could unintentionally mislead,” Tejada said.

Board Chair Mary Hynes and member Jay Fisette — the two members who changed their votes to join Garvey and Vihstadt in cancelling the streetcar last year — admonished both sides for hijacking the discussion.

“The last 45 minutes has been disappointing,” Fisette said. “I don’t like seeing us devolve into last year’s competing facts. It’s certainly not appealing. It’s best that we, jointly, keep our eyes moving forward.”

Garvey, meanwhile, said she wanted to see the transit planning proceed expeditiously.

“Now we have to do a whole countywide process before we can look at the Pike again, and I think that’s not the intention,” she said. “I understand it all has to go together, it’s a good thing… The more I can hear a sense of urgency about moving forward the happier I will be and I think the happier our citizens will be.”

Leach responded that county staff has a leg up in the planning process due to the “body of work” already in place. He said a contract is in place for the design of new transit stops — the cheaper successor to the infamous $1 million Columbia Pike “Super Stop” — but construction isn’t likely until “early 2016.”

Hynes said the study, which will join the community facilities study and Long Bridge Park aquatics center study, also announced yesterday, is important to keep the community reminded of the Board’s effort.

“I don’t want anyone listening today thinking that we are abandoning Columbia Pike,” she said, citing the multimodal improvements and transit station projects and examples. “We need the community to understand that our commitment to those things is deep, is strong, is ongoing and it’s funded.”


Renderings of the future Long Bridge Park Aquatics, Health & Fitness FacilityThe delayed and oft-maligned plans for the Long Bridge Aquatics Center are being thrust back into the forefront, and Arlington County is hoping the public can guide its next steps.

On Tuesday the Arlington County Board charged County Manager Barbara Donnellan — and, after June, interim County Manager Mark Schwartz — with undertaking a broad public input process and coming back with recommendations for the aquatics center and the second phase of the Long Bridge Park project in January 2016.

The Board that hears the recommendations and moves forward with the park’s second phase of construction will lack the current chair and vice chair, Mary Hynes and Walter Tejada, who are retiring at the end of the year.

“A lot has changed in Arlington in the years since we began plans to develop Long Bridge Park,” Donnellan said in a press release. “Given budget realities and the changing needs of our community, it makes sense to broadly engage the community in a thoughtful look at options to determine the best path forward.”

The new proposal figures to be significantly scaled down from the previous plans, which were put on hold when construction bids came in well over the project’s $79.2 million budget. Arlington had hoped it could receive funding if the aquatics center were used in the D.C. Olympics in 2024, but the city lost the bid to Boston last year.

With a community facilities study fully under way, reshaping the transit future of Columbia Pike and Crystal City and other efforts, County Board member Vihstadt said “we have a lot on our plate this year” and asked Donnellan if she feels county staff can manage taking on another initiative.

“I think it would irresponsible not to give it one more shot this year,” Donnellan said. “This is a brownfield we have the opportunity to bring forward into a wonderful asset for the community, and I don’t want to lose this opportunity.”

The Board asked if Donnellan could bring forward recommendations by November or December, but Donnellan pushed for January as a timetable.

“I hope it doesn’t drag on forever,” Tejada said.

While it may be scaling back its ambitions, Arlington still has $64 million earmarked for Long Bridge Park. County voters approved $44 million in bond funding toward the park, and developers have chipped in another $20 million as community benefits.

Phase I of the park’s construction is already finished, with turf fields, parking, an esplanade and a rain garden. Arlington has to date spent about $15 million of its $79.2 million budget for Phase II on various work, including rebuilding Long Bridge Drive, engineering services, utilities and soil work.

The outreach process for the park will begin next month, with a “reconstituted” Long Bridge Park Advisory Committee, public surveys and community meetings. The county is also seeking partnerships and/or sponsorships, hoping business interests or other entities can inject more funds into the project.


The last hurdle for the redevelopment of the Wendy’s in Courthouse has been cleared.

The building will have more than 196,000 square feet of floor area and 6,960 square feet of ground floor retail. The glass column designed to face west is viewed as an “iconic architectural feature,” the developer, Carr Properties, wrote in its site plan application.

The developer agreed to transfer development rights of the Wakefield Manor apartments in exchange for the incoming building’s additional density. The County Board wanted to preserve the market-rate affordable housing complex — buildings County Board member Jay Fisette called “beautiful” and “historic” — which is just a few blocks away from the Courthouse Metro.

In addition to the development rights, Carr Properties has agreed to make the office building LEED Gold-certified, contribute more than $530,000 to the Affordable Housing Investment Fund, and pay $557,250 for open space in the Courthouse area. The county also considers the public plaza Carr Properties plans on building at the intersection — which will sport a seasonal kiosk — a community benefit.

The site will only have 244 parking spaces, less than the county zoning ordinance calls for, and Carr Properties will contribute $450,000 to an enhanced transportation demand management plan to mitigate the effects of loss of parking. It’s reportedly the first redevelopment that has been allowed with less-than-required parking since the County Board made that an option in 2013.

There’s no indication of when the Wendy’s will be torn down. The Wendy’s will follow Taco Bell as fast food options in Courthouse that have made way for new developments. The Wells Fargo will be replaced by a location in the ground floor of the new building.

Randolph Street (photo via @IAFF2800)Arlington’s fire stations have been understaffed for too long, Arlington’s fire union says, and after one of the deadliest years from house fires in some time, firefighters are pushing harder than ever for help.

In the past 12 months, five people in Arlington have died from three separate fires. After an early-morning fire in Douglas Park last June, two firefighters had to be sent to the hospital, and a fire in January might have been fatal had the residents of the house in the Old Glebe neighborhood not had an escape plan and working smoke detectors.

Rescue 109, a truck serving the Pentagon City and Columbia Pike area, that transports firefighters to emergency scenes, responded to most, if not all, of those fires. It, along with Tower 104 in the Rosslyn-Ballston corridor, has been operating with three staffers, one less than the national standard for safe operating.

“There is no doubt that without safe staffing levels on ACFD firetrucks, we will continue to see tragedies occur in Arlington County,” the Local 2800 says on its website.

Last year, Local 2800 issued a similar statement, asking for more staffing. At the time, the Arlington County Board had directed County Manager Barbara Donnellan to conduct a review of public safety staffing and incorporate recommendations into her FY 2016 budget. According to ACFD Chief Jim Schwartz, the study is still ongoing.

There are no new firefighters proposed in Donnellan’s FY 2016 budget. Turning Tower 104 and Rescue 109 into four-person trucks would require adding eight full-time equivalent positions, or $1.3 million, the Local 2800 says.

“The staffing study turned out to be a larger project than I think anyone envisioned,” Schwartz told ARLnow.com today. “I am the one who has been pushing the four-person staffing issue for many, many years. It has been a very, very high priority for us. We’ve been through tough budget times that has made it difficult to add fire staff.”

To try to cover the vacancies, the ACFD has applied for a federal Staffing for Adequate Fire & Emergency Response grant. The grant would pay for the positions for two full years, after which Schwartz says the County Board has pledged to assume the ongoing costs.

The ACFD last received a SAFER grant in 2007, and has been denied that last two times it applied. Schwartz said he feels the last two rejections “gives us a leg up this year,” considering the Federal Emergency Management Administration, which awards the grants, likes to “spread the money around.” Schwartz expects to receive a decision on the grant at the end of the summer.

Eden Center fire and explosionThe Local 2800 has been meeting with County Board members this week, proposing it adds between $500,000 and $600,000 to the FY 2016 budget to cover overtime costs and staff the two undermanned trucks.

“This is much cheaper than the 8 FTE option of $1.3 million because it would utilize existing employees and would not incur additional benefits or pension costs,” the Local 2800 leadership told ARLnow.com in a joint statement.

Schwartz said he does not support the Local 2800’s proposal, and added he is already concerned about the amount of overtime his firefighters have been working. The ACFD must have at least 73 people working at all times, and is already forced to keep firefighters for overtime beyond the 56 hours a week they each work.

“On more occasions that I am comfortable with, we have to hold someone on a mandatory basis because we cannot get someone voluntarily to fill the 73 [required on-duty positions],” he said. “I’m concerned about the effect [more overtime] would have on safety. I have great concern about the stress, and the effect extra hours has on performance.”

According to the fire union, the lack of sufficient fire personnel has already led to a hazardous situation. During last March’s house fire in Nauck, the Local 2800 says “a firefighter assigned to Rescue 109 attempted a heroic rescue of two civilians trapped on the second floor of a house fire. While searching for the trapped residents, the firefighter suffered major burns to his body and respiratory tract, requiring a multiple day stay at the Washington Hospital Burn Unit and several months away from work recovering.

“In this situation, only having three firefighters created a difficult, if not impossible task to effect the rescue of the two trapped civilians,” the union leadership continued. “Additionally, had the burned firefighter not been able to self-extricate the house via a ladder, only one other member of Rescue 109 was available to help get him out.”

Schwartz denied that the lack of staffing was to blame for the two deaths in Nauck, saying “I would argue any suggestion that a fourth person on that company would have in any way changed the outcome either to the victims or the firefighter.”

On top of the two understaffed trucks, Schwartz told ARLnow.com ACFD currently has 14 vacancies, from retirements and firefighters leaving the department, that it is looking to fill in the near future.

A chart showing the trends of affordable housing in Arlington since 2000In five years, there could be virtually no market-rate affordable apartments left in Arlington, according to county planning staff.

In 2000, 19,740 apartments owned by for-profit property owners in the county were affordable for someone making up to 60 percent of the region’s area median income, according to findings from the county’s three-year Affordable Housing Study. In 2013, there were 3,437 “MARKs,” as they’re called.

(“Affordable” is defined as costing less than 30 percent of a household’s income.)

If the trend holds, there will be a “negligible” amount around the county by 2020, according to Russell Danao-Schroeder, senior housing planner in the county’s Department of Community Planning, Housing and Development.

“If you just look at that chart [above], and if you do a trend line analysis projecting that out, it’s easy to see where that goes,” Danao-Schroeder said. “It crosses zero before 2020.”

That is the reality the Arlington County Board will grapple with as it works toward adopting an Affordable Housing Master Plan in July. The affordable housing study has completed its research and staff, along with the Affordable Housing Study Working Group, released findings and recommendations last month in a draft master plan.

While affordable, market-rate housing is drying up, the county could try to kick-start committed affordable housing development to balance the scales. The county currently has 6,731 committed affordable units (CAFs) rented or leasing, with another 220 being developed, less than 10 percent of total apartment stock.

The draft master plan sets a goal of making 17.7 percent of all housing units in the county affordable at 60 percent AMI. If county projections hold true, that would mean asking developers to build 15,800 CAFs in the next 25 years. Even Danao-Schroeder, who helped draft the plan, admitted the goal isn’t pragmatic.

“That 17.7 percent number is what we would need to have sufficient housing for households at all income levels,” he told ARLnow.com on Friday. “That’s an awful lot. It’s going to be hard to hit that, but that’s the mark that we need to aim for.”

Members of the County Board have time and again reaffirmed their commitment to affordable housing, and a county-run survey of Arlington residents indicates the community approves of the Board’s efforts. In 2012, the Board launched the study with a charge of creating “a shared community vision of Arlington’s affordable housing as a key component of our community sustainability.”

The occupations of residents in Arlington's committed affordable housingProponents of affordable housing often say it’s necessary for Arlington to have places for people like teachers, policemen and firefighters to live within the county. However, according to a survey of 336 CAF residents — 5 percent of the county’s CAF population, “a fairly large sample size” Danao-Schroeder said — only 1.8 percent work in education. Of those respondents, none were Arlington teachers or classroom aides.

There is no data for public safety employees, CPHD staff said. If any live in CAFs, they would be among the 6.3 percent who responded “other” to the survey.

“Arlington County pays their teachers well and pays their public safety people well,” Danao-Schroeder said. “Other areas in other service sectors that we all depend upon in our daily lives are the primary clients and tenants of affordable units.”

The largest industry represented in CAFs is restaurant and food service at 16.7 percent. Construction workers account for 11 percent of CAF residents, with office workers like receptionists in third place at 9.2 percent, followed by taxi and other drivers at 8.3 percent.

(Updated at 5:35 p.m.) Change and a fresh perspective is needed on the County Board — that was the overall message from the five Democrats seeking the nomination for two open board seats.

While all of the candidates touted their “progressive values” at Wednesday’s Arlington County Democratic Committee meeting, most suggested that the Democratic status quo is in need of a refresh.

Katie Crisol“The County Board needs new insights and perspectives… we need leaders with renewed energy and optimism,” said Katie Cristol, a relative unknown in political circles who delivered an energetic speech to the standing room only crowd. “I am running to bring a fresh start to Arlington County.”

Cristol, an education policy consultant who serves on the Arlington Commission on the Status of Women, said she would remain true to Arlington’s “vision of inclusion, diversity and smart growth.” She spoke of the county government’s need to communicate more effectively with its citizens and to seek out the perspective of younger residents and renters, while also spurring the local economy.

“We can build an agile county government that is responsive to residents,” Cristol said. “As a County Board member I will seek to drive economic redevelopment that preserves our core values of transit-oriented smart growth and the distinctive character of our neighborhoods.”

Cristol also spoke of her advocacy for women’s reproductive rights and on behalf of survivors of sexual assault.

“I will be an unrelenting voice for women and for families,” she said. So far, Cristol is the only woman seeking the Democratic nomination to replace retiring Board members Mary Hynes and Walter Tejada.

Christian DorseyChristian Dorsey, who sought and lost the Democratic nomination to Chris Zimmerman and Walter Tejada in 2002 and 2003, said he has decided 2015 is the right time to try again and “propel the next progressive wave in Arlington.”

“We are an extremely well-planned community… but even in a well-planned community like Arlington we still face challenges, and those challenges are immense,” Dorsey said, adding that he has “the right set of skills and perspectives for this point in time in Arlington.”

That perspective includes having served on the board of the Arlington Street People’s Assistance Network, as chair of the Arlington Tenant-Landlord Commission and as executive director of the Bonder and Amanda Johnson Community Development Corporation in the Nauck neighborhood.

“We have to be honest, Arlington is a privileged place but we still have people who are suffering from stagnating wages, many people in our community are on fixed incomes… people don’t have the means that they used to,” Dorsey said. “That means that we have to deliver good government at maximum value, but also come up with innovative ways of making it a little easier for people to go through life.”

“You can save money by doing good,” Dorsey said. “Progressive values often make very sound fiscal sense.”

Andrew SchneiderAndrew Schneider, president of the Yorktown Civic Association and a life-long Arlingtonian, has made “listening” and “solving old problems in new ways” central tenets of his campaign.

“If we’ve learned anything over the past twelve months, it’s been that the public confidence in Arlington has been shaken,” said Schneider. “My candidacy is founded on helping to restore that confidence. You do not restore the public confidence through the sandbox politics and knee-jerk opposition that has characterized our community dialogue over the past two years.”

Walter Tejada at the Arlington County Democratic Committee meeting, March 4, 2015When Arlington County Board member Walter Tejada retires at the end of his term this year, he hopes his replacement represents the same “progressive values” he worked toward in 12 years on the dais.

Tejada is the last member of the County Board who still defends the now-canceled Columbia Pike streetcar “unapologetically and unequivocally.” He has been one of the more vocal supporters of adding affordable housing and providing immigrants safe haven in the county.

“I will never apologize for these efforts,” he told the Arlington County Democratic Committee Wednesday night.

Tejada touted Democratic accomplishments during a 14-minute-long speech, including the county’s triple-AAA bond rating, its low crime and unemployment rates and a host of recognitions as a great place to live. He challenged the criticism that the County Board has ruled with a “groupthink” mentality; he said it’s been a good thing for the county.

“The group-thinking mentality that was created got us to be one of the best communities in the United States,” he said. “And yes, we have some genuine challenges to confront ahead. Yet, some of our problems are first-world problems to tackle. Are we victims of our own success?”

Among Arlington’s problems are a school capacity crisis that seems to grow every year, one that some critics say the County Board and School Board have not acted swiftly enough to fix. The county’s urban corridors are redeveloping with increasing density, in some cases threatening open space and forcing even more tough decisions from county leaders. Then there are rising housing costs, which have prompted Tejada and his Board colleagues to place affordable housing among their chief priorities.

While the county faces these challenges, the voting landscape appears to have shifted to favor “change” candidates. Independent John Vihstadt was elected twice in 2014; Tejada reminded the partisan crowd that Vihstadt “has been named Republican volunteer of the year, who ran on an anti-government agenda and who does not share our Democratic values.”

Tejada expressed concern that Democrats’ reaction to last year’s elections will make them stray from the “progressive and Democratic values” he holds dear; he repeated that phrase a half-dozen times during his remarks.

“What are we, as Democrats, going to do about it,” he asked, “when we allow ourselves to become a new Arlington of rich, entitled people, lacking in compassion, empathy and a sense of community, viscerally opposed to government of any kind, opposed to everything in alleged overspending on every front?”

Tejada and County Board Chair Mary Hynes are both retiring at the end of their terms in December.

Parade Now Scheduled for March 10 — The Clarendon Mardi Gras Parade has a new make-up date. After being postponed due to snow  last month, the parade was originally rescheduled for St. Patrick’s Day, March 17. Urban Chicken Issue May Be Clucked — Those who want to raise chickens in their backyards in Arlington are losing their last ally on the County Board. It was Chris Zimmerman, who left the Board early last year, and Walter Tejada, who’s retiring at the end of this year, who were the primary supporters of urban hen raising in Arlington. As for those seeking the two available County Board seats this year, per County Board member John Vihstadt: “Any attempt to introduce poultry into the 2015 campaign would quickly lay an egg.” [InsideNova]

Christian Dorsey Officially Announces Candidacy — Christian Dorsey has officially announced his candidacy for County Board. In doing so, he also announced endorsements from Del. Patrick Hope, Schools Board member Abby Raphael and Commissioner of Revenue Ingrid Morroy. “We must become an engine of innovation to provide maximum value for the resources our taxpayers provide,” Dorsey said in his announcement. “Many of our taxpayers are facing stagnating wages… We must attract investment so that our growth is sustainable and includes opportunities for all.” [Christian Dorsey]

The County Board room during discussion of the Columbia Hills development (photo via @ArlingtonVA)The first two residential developments designed with the Columbia Pike neighborhoods form-based code were approved last night, bringing hundreds of new residences into the Pike’s development pipeline.

The Arlington County Board approved a 229-unit, eight-story affordable housing complex on the western end of Columbia Pike and 50 new townhouses to replace the historic George Washington Carver homes in Arlington View.

The Carver Homes were built in the 1940s for residents displaced by the construction of the Pentagon, and many of the families who lived there when it was built now own residences in the co-operative. While preservationists lament the loss of a piece of the county’s history, the residents urged the County Board to approve the development.

“I know first hand that our co-op has been deteriorating for many years,” Velma Henderson, a Carver Homes owner who has lived in the co-op for 68 of its 70 years in existence, told the Board. “Busted and frozen pipes, leaky roofs and crumbling foundations, to name a few… We have a long and proud history in Arlington, so it was important for Carver Homes to select a developer who had the vision and resources to create a high-quality development. This plan considers Carver Homes’ needs.”

The 44 units will be bulldozed and replaced with 50 townhouses, 23 of which will be duplexes. Six of the duplex units will be committed affordable units, and the developer, Craftmark Homes, also has agreed to build a public park on the property and extend S. Quinn Street through the parcel at the corner of S. Rolfe and 13th Streets.

Arlington is also beginning to compile an oral history of the property, which will be available at Arlington Central Library when completed.

“My mother’s dream was that we would benefit from the sale of the property,” said James Dill, a co-op owner whose mother was displaced by the Pentagon construction. “We’ve been banking on it for 50 or 60 years that, at some point in time, Arlington County would grant us our piece of the American dream, and we’ve been holding firm on that.”

The County Board unanimously approved the redevelopment. County Board Chair Mary Hynes thanked the owners — who have been working to sell the property for most of the past decade — and the community for their patience. Board member Libby Garvey remarked that many of the residents were forced out of their homes in the 1940s for the Pentagon to be built, and the Board could, in a very small way, “right that wrong.”

“I think we’re really touching history,” Garvey said. “This was temporary housing 70 years ago. How much temporary housing lasts 70 years? So it’s time.”

The conversation surrounding the Arlington Partnership for Affordable Housing‘s proposal for its new affordable housing buildings next to its expansive Columbia Grove community on S. Frederick Street was quite different.

Opponents, many of whom live close to the site, said there is too much concentration of affordable housing on the western end of Columbia Pike.

“Presently our community is home to about 18 affordable housing communities in the immediate area,” Erin Long, a homeowner in the Frederick Courts Condominiums across the street. “What’s become known as the western gateway node of Columbia Pike cannot sustain the affordable housing development as it’s planned.

“It’s clear that plan is for those units lost at the east end of the pike to be relocated to the west end,” she continued. “It’s absolutely inappropriate for every lost unit to be relocated to us. We deserve to benefit from the redevelopment of Columbia Pike, not serve as the repository for those displaced from other nodes.” (more…)
