Arlington County has a plan to lure in fitness-lovering tourists with retro sports ads.
The County Board is considering accepting $10,000 in state funds for a marketing campaign designed to attract exercise enthusiasts to Arlington, as the state celebrates the 50th anniversary of the “Virginia Is for Lovers” slogan.
A staff report to the Board said the Arlington Convention and Visitors Service (ACVS) will use the money to promote sports tourism in the county:
The goal is to attract travelers from at least 50 miles away to stay in Arlington hotels on vacation. Centered on the fall race season and major Arlington-based events like the Army Ten-Miler and Marine Corps Marathon, ACVS’s initiative will appeal to fitness-focused leisure travelers through retro, 1969-style visuals and sports accessories, along with creative storytelling via blogs, videos and national social-media influencers.
The item is included in the Board’s agenda for its meeting this Saturday.
If approved, the county would accept $10,000 from the Virginia Tourism Corporation and apply the funds to the Arlington’s Economic Development Commission.
“This fall, ACVS will use the grant funds to collaborate with local fitness and neighborhood organizations to fuse Virginia’s ’50 Years of Love’ campaign with the idea that ‘Arlington is for Fitness Lovers,'” said the report.
For years, businesses have come and gone from the retail space on the ground floor of the Eclipse condo building in Potomac Yard. Now relief may be on the way.
The Arlington County Board is set to vote this weekend on a site plan amendment that will allow the landlord of the 3600 and 3650 S. Glebe Road buildings to lease the retail space to “retail equivalent” businesses, defined as:
Uses that have characteristics similar to retail such as the hours of operation, the customer base and the level of activity that provide visual interest and create an active street life, but are not retail uses. Uses include but are not limited to museums, galleries, day care uses, medical and dental offices, colleges and universities and hotel lobbies; as well as certain innovative office elements and residential amenities such as fitness centers, community rooms, etc.
The tiny shopping plaza is located in a roundabout between the two buildings, well off the beaten path — north of the busy Potomac Yard Shopping Center in Alexandria but south of Crystal City. To the west, across Route 1, is Arlington’s sewage plant.
A procession of sit-down restaurants has tried and failed to open and attract customers. One even had to put out a press release after they learned that Google Maps was steering would-be customers to an empty plot of land several blocks away. And that’s not to mention the extended closure of the adjacent Harris Teeter store, the block’s biggest draw, following a major sewage backup in 2012.
“The applicant has experienced sustained difficulty in attracting and retaining retail tenants for certain base retail spaces since 2006, when its Retail Attraction and Marketing Plan (RAMP) was approved,” the staff report for the site plan amendment notes.
“This space, along with others, are located on an interior circle drive, off South Glebe Road, and the applicant sites the lack of visibility as an obstacle for retaining retail tenants,” the report adds. “Recently, a physical therapy practice sought to lease a retail space, but could not be certified for occupancy because it is an office use, rather than retail use.”
Currently, the circle is home to a small collection of restaurants and service businesses. Should the County Board approve the change, it may be able to attract other businesses more equipped to survive in the low foot traffic area. No changes are proposed for the Harris Teeter space, the staff report notes.
(Updated at 3:40 p.m.) New renderings show one of the three luxury condo buildings being built in Rosslyn.
The Pierce is part of the Highlands development of three high-rise housing buildings on 1555 Wilson Blvd, which is slated to include 884 luxury housing units and 40,000 square feet of retail space when it’s completed.
At 27 stories tall, the Pierce will include a total of 104 one-, two-, and three-bedroom condominium residences, according to a spokeswoman for the developer Penzance. The size of the units range between 1,266 to 2,403 square feet.
The project originally faced opposition for replacing what was once recreational space and Arlington Fire Station 10. In exchange, Penzance pledged to build a new fire station on the ground floor of the new development, along with a landscaped public plaza and an extension of N. Pierce Street to 18th Street — a deal the county accepted in 2016.
A new 360-tour using renderings of the luxury units in the Pierce building show 10-foot ceilings, quartz countertops, and windows facing the Potomac or Rosslyn. A spokeswoman added that bathrooms in the units will have heated floors.
Other renderings show such building amenities as a gym, pool, and rooftop space for residents. In total, the building offers 2,250 square feet of outdoor amenity space, and an additional 8,600 square feet of shared amenity space when you include the rooftop pool in the adjacent Evo building.
The project recently generated some controversy after the developer asked the County Board to extend permitted construction hours by one hour in the mornings, to 6 a.m. on weekdays and 8 a.m. weekends, through the end of the year. The developer previously said the project is slated to finish in 2021.
Some in the area are unhappy with the proposed extended hours.
“This will be disruptive to all in the area, including businesses, residents, and the already increasing traffic issues,” one tipster told ARLnow. “I also want to note that this is yet another time Arlington County Board shows a disregard for the community in the area.”
The County Board is scheduled to vote on the new hours during a meeting this Saturday. The item is currently included in the meeting’s consent agenda, which is typically reserved for matters expected to pass without debate.
The STEM Preschool at 3120 S. Abingdon Street in Fairlington is planning a sizable capacity increase.
According to an application filed on this Saturday’s Arlington County Board agenda, the facility is proposing an expansion from 66 children to 106 and employee increase from 15 to 22.
The new capacity is nearly double the 55 children originally approved by the County Board in 2014. In October 2015, the board approved a use permit amendment, allowing the facility to expand to its current capacity of 66 children.
In a report on the project, staff said the facility can accommodate the number of children proposed with the expansion.
Staff noted that the facility also has adequate parking under current zoning and has more than it would need under a new zoning ordinance taking effect on July 1, which would shift the parking measurement from one space per staff person to one space per eight children.
In the report, staff recommended approval of the application.
“The operation of the existing child care center has not and is not expected with the increase in capacity to adversely affect the health or safety of persons residing or working in the neighborhood and is not in conflict with the purposes of the master plans of the County,” staff wrote. “Overall, staff believes that the amended use will continue to be a quality addition to the community and have minimal impacts on neighboring areas.”

ADUs are residential dwellings built on existing properties that are separate from the primary residence, like a basement apartment or a standalone structure — sometimes called a “granny flat.”
The County Board first approved standards for accessory dwellings in 2008. The Affordable Housing Master Plan in 2015 urged the creation of more ADUs as a low-cost way to boost housing options in Arlington. Regulations were loosened in 2017, but those changes only impacted apartments created within single-family homes, like in a garage or attic.
Staff at the May 6 Planning Commission meeting said there have been 10 new ADUs approved in Arlington since Jan. 1, 2018, demonstrating that there is some local interest in these types of residential units.
At that time, staff had recommended ADUs with a 1-foot side and rear setback from the property line, but the Board rejected it. Now staff is recommending a 5-foot setback, which they say is enough to mitigate the impact on a neighbor’s property but gives the homeowner enough flexibility within their own property.
Staff estimated between 37 percent and 44 percent of lots in Arlington could accommodate a detached accessory dwelling.
“The proposed zoning ordinance amendments would enable the construction of new detached accessory dwellings and reduce barriers to the conversion of existing accessory buildings into accessory dwellings,” staff said in a report. “The proposed amendment balances design flexibility, privacy and separation concerns, and the county’s housing goals.”
The project has attracted some concerns from both sides of the discussion. At the Planning Commission meeting, a local resident, whose accessory dwelling permit was denied last year, said he was excited for the new ordinance, but was frustrated that ADUs were subject to regulations like annual inspections.
Meanwhile, earlier discussions about ADUs exposed concerns from some residents that the new buildings could increase density and crowding in residential neighborhoods and have negative impacts on trees, stormwater management, noise, privacy, traffic and parking. Concerns were also expressed about ADUs being used as short-term rental units offered through services like Airbnb.
(Updated at 5 p.m.) Arlington will now join Alexandria and Fairfax in renaming Jefferson Davis Highway as “Richmond Highway.”
Virginia’s Commonwealth Transportation Board unanimously approved changing the name for the highway, which is also known as U.S. Route 1, earlier this morning.
The state Board’s approval was the last step in the months-long process to strip the Confederate president’s name from the roadway. The Arlington County Board unanimously approved a renaming resolution last month.
One of the attendees at this morning’s meeting asked the CTB “what the direction was for the future” considering that renaming one highway may lead the Board to “be overrun with requests for the future.”
CTB Secretary Shannon Valentine responded by sharing a passage from a letter Gov. Ralph Northam sent the group urging them to approve the name change.
“While it is necessary for us to honestly discuss and interpret Virginia’s history, I feel strongly that commemorating the president of the Confederacy through the name for a major thoroughfare is not appropriate,” Valentine read.
The Arlington Chamber of Commerce shared the news on social media, calling it an “action to support businesses.” The Chamber said hotels along Route 1 have lost business due to the Jefferson Davis Highway name, according to WTOP.

In their request to the state Board, Arlington County requested the CTB change the name to either Richmond Highway or Richmond Blvd.
The county argued to CTB that renaming would help “to avoid confusion and promote consistency” for motorists and businesses.
It’s the same argument local officials used before their own vote last month and one that potentially counters the historical preservation arguments that opposed other local Confederate renaming resolutions like changing Washington-Lee High School to Washington-Liberty.
The county estimated last month that the costs involved in rolling out the new name would be around $17,000.
“No street numbers will be changed, and the United States Postal Service will, in perpetuity, continue to deliver mail to the businesses and residences along the highway addressed to Jefferson Davis Highway,” an April county press release on the name change read.
The General Assembly renamed the highway to honor Davis in 1922. Arlington County Board Chair Christian Dorsey spoke at the CTB meeting, which was held at a Crystal City hotel, and told the Board that the Jefferson Davis’ name “symbolized white supremacy in a Jim Crow south,” reported WTOP.
The Crystal City BID thanked the Board for its Wednesday vote in a tweet, sharing applause symbols with the message.
Virginia Attorney General Mark Herring, whose legal opinion in response to an inquiry from Del. Mark Levine allowed Arlington County to seek the renaming, called the CTB’s vote “a step in the right decision.”
Near the end of the meeting, Valentine said the CTB is considering forming a “task force” to handle future Confederate re-naming requests and create guidelines.
(Updated at 10:15 a.m.) The Arlington County Board is set to vote on planned renovations to Madison Manor Park.
Board members will decide whether to approve a $2.82 million contract for upgrades to the 5.4 acre park at 6225 12th Road N., in the Madison Manor neighborhood, along the W&OD Trail.
County staff members have discussed the upgrades with residents since 2017. The final version of the plans shared in a staff report to the Board include:
Renovating and painting the basketball court for basketball and volleyball
Renovating the combination athletic field, picnic shelter and playground
Installing some fencing around the playground, athletic field, and basketball court
Landscaping improvements with 70 percent native species
If approved, the Board would award the contract to Gaithersburg, Maryland-based construction company Highway and Safety Services, Inc.
The playground, picnic area, walkways, signage, and parking area are also listed in the project’s description but no details were shared on the intended changes to those parts of the park.
The county has said one goal of the renovations is to better comply with the standards from the Americans with Disabilities Act.
The county’s Department of Parks and Recreation designed the new park upgrades, according to its website on the project.
Plans to construct a public park in the center of Arlington’s Nauck neighborhood may move forward this week after decades in development.
The Arlington County Board will consider awarding a construction contract during its meeting this Saturday, May 18, which would turn an area of what is now mostly empty land, at 2400 S. Shirlington Road, into a town center park.
The contract would provide “construction of park improvements, utility undergrounding, street improvements and street lighting” in the space.
The county’s website lists a 2020 projected finish date for the park, dubbed Nauck Town Square, and says construction will include an outdoor stage, a plaza, on-street parking, and tables.
McLean-based concrete contractor Ardent Company LLC is the winner of the county’s competitive contract process for the project. The company would be awarded $4,853,460 for the work if Board members approve the contract, per the staff report.
Discussions on the project date back to the 1998 Nauck Neighborhood Comprehensive Action Plan. The project area includes the former Lucky Seven food market site; the store caught fire in 2012 and was torn down.
Board members originally approved the town square project as part of the 2004 Nauck Village Center Action Plan. It is described in the recent report as “an anchor project to serve as the social and cultural center of the neighborhood.”
In 2013, the National Endowment for the Arts awarded Arlington $75,000 for public art as part of the town center project.
The county tapped artist and landscape architect Walter Hood for the project’s design, which then-Public Art Administrator Angela Adams said was one of the reasons Arlington won the federal grant.
“I think that what we’re going to get with Walter’s involvement is a very sophisticated design that continues to make great public spaces here looking contemporary and fresh, but also reflective of the community,” Adams told ARLnow at the time.
The item for Saturday’s discussion is currently included in the Board’s consent agenda for the meeting — a placement usually reserved for items expected to pass without debate.
It’s unclear whether the town square will retain the Nauck name after completion. Last week, the Arlington County Civic Federation approved the Nauck Civic Association’s request to change its name to the Green Valley Civic Association — a move the County Board is expected to consider in the coming months.
Arlington County Board will take a final vote this Saturday on a plan to add capacity for 600 additional students at Washington-Lee High School by building classrooms in its nearby office building.
Arlington Public Schools requested a permit change in order to convert the former administrative offices at the Education Center (1426 N. Quincy Street) on the W-L campus into educational space. The 24,600-square-foot space is slated to be converted into classrooms, a science lab, gym, and a “commons” area, with a fall 2021 completion date, according to a staff report submitted to the Board.
If approved, the updated use permit would allow APS to make others changes:
In addition to the conversion of use, the request also includes minor exterior alterations to the building, including replacing ground floor windows. Site modifications include a new pedestrian connection between the main W-L building and the Ed Center, provisions for new off-site bus and parent pick-up and drop-off, additional bicycle parking, and improvements to a pedestrian crossing at North Quincy Street to enhance pedestrian safety.
The request comes as the student population in Arlington continues to grow. School Board members already approved an APS budget that factors in an additional 1,000 students next year. W-L’s expansion into the Education Center is one of the solutions officials have picked to house the additional enrollment growth.
The staff report described the expansion as “a sustainable alternative to building a new school facility to address capacity needs.” The report indicated 55 teachers and staff would be needed at the Education Center if it’s converted to classrooms.
The building previously served as APS administrative headquarters but has been empty since staff relocated to an office building in the Penrose neighborhood.
The Arlington School Board approved the expansion project two years ago and funded it last year with $37 million in the budget. Washington-Lee is set to be officially renamed Washington-Liberty High School this summer.
The Arlington School Board unanimously passed a $669.5 million budget Thursday night.
The budget includes funding for Arlington’s continually expanding school enrollment, with 1,000 more students expected to attend class in the county next year alone. Members also approved a $10.7 million pay increase for Arlington Public Schools staff and funded a study to evaluate salary structure ideas for the future, such as using cost-of-living adjustments instead of discretionary “step” increases.
Arlington Education Association President Ingrid Gant, whose organization represents APS employees, pushed for the increase during a Board hearing on Tuesday, telling members, “it is embarrassing, it is appalling, it is downright disrespectful that members of the School Board want educators to give their all… yet we only give them crumbs come budget time.”
The School Board had previously marked up their own version of a draft APS budget. On April 12, all members, save Barbara Kanninen who abstained, approved a $669.3 million APS budget. Board members hailed the newly-approved final budget and thanked the County Board for a tax hike that will provide additional revenue for the school system.
“It’s clear that this community cares deeply about education and the future of our schools, and we thank the families, students and employees who participated,” Board Chair Reid Goldstein said of the many budget meetings over the last two months.
Goldstein said the County Board, which unanimously passed a budget that includes a two-cent property tax rate hike, helped APS close $6.7 million budget gap that School Board members originally said they couldn’t close without making unpopular cuts. The gap was smaller than the $43 million gap County Manager Mark Schwartz initially feared APS would face come fiscal year 2020.
