The lower levels of the county government’s headquarters in Courthouse will undergo renovations starting next Monday, Sept. 20, and lasting through January 2023.

Most public areas of the Ellen M. Bozman Government Center (2100 Clarendon Blvd) will remain accessible while the lower levels are being revamped, according to the county.

The $4.8 million project, which the County Board approved in July, includes a variety of renovations to the first three floors and the creation of additional spaces.

“The renovations are designed for better, more concentrated use of space by the public and staff,” the county said. “They also include a new reception area on the lobby level, more conference rooms, and security enhancements.”

There will be renovations to the lobby, second and third floors, the ninth-floor break-room and parking garage-level common areas. Arlington Public Library’s Plaza Branch, located in the lobby, will get a children’s area. More conference rooms will be added and the first-floor reception area for the Department of Community Planning, Housing and Development will be reconfigured.

A county report from July said the renovations will support the county’s “new approach to building security as well as enhance customer interaction and engagement.”

Visitors will still be able to access lower-floor public service counters, including Voter Registration and Elections, the Treasurer’s Office and the office of the Commissioner of Revenue. Directional signs in common areas will guide visitors to their destinations.

Starting Monday, Sept. 27, the Treasurer’s Office will move to the first floor so people can pay their real estate and vehicle taxes in-person through the Tuesday, Oct. 5 due date.

The library’s Plaza Branch, which has been closed throughout the pandemic, will remain closed to the public during construction.

The County Board awarded the $4.8 million contract to Vienna-based Cooper Building Services. Funding will come from a $23.7 million tenant improvement allowance that was provided by landlord JBG Smith when the county renewed its lease in 2018.

The county previously used part of its tenant allowance on a contract to design the interior upgrades. There will be around $14 million left over after these renovations are complete.

Arlington County owns the land under the Bozman Center while JBG Smith owns the building. A letter of intent to restructure the ground lease agreement, announced in March, could eventually extend the land lease to JBG from 2062 to 2119.

Arlington County is inviting the public to provide feedback on the planned development for the vacant Wendy’s lot at 2025 Clarendon Blvd.

Greystar Real Estate Partners is proposing to turn the 0.57-acre lot about a block from the Courthouse Metro station into a 16-story apartment building, with up to 231 residential units and 4,000 square feet of retail.

Through Thursday, Sept. 16, residents can comment on land use — whether the building should be used for apartments or offices — as well as building size, architecture, transportation and open space.

Initially, the project was set to be an office building, proposed by the former developer, Carr Properties. After receiving the County Board’s go-ahead in 2015, the fast food spot was demolished in 2016 but the office building never materialized. The vacant lot has instead been used as a staging area for 2000 Clarendon, a condo project across the street.

A Greystar representative said in a presentation that Carr could not secure a tenant for the office building. So the new developer has turned to apartments instead.

“While a conversion from office to residential use will always require some changes to a building, we took a fresh look at the previously approved project, while changing it to fit a residential floor plan and adding a modest amount of additional height,” the representative said.

For the new project, the county and Greystar are interested in feedback on the architecture.

Greystar and architect Cooper Carry liken the building to a ship, said county planner Adam Watson. At the “prow,” pointing west towards N. Courthouse Road, an “angular glass vessel” set on marble-clad columns will rise above the plaza, while the façades along Clarendon and Wilson Blvd will feature red brick, he said.

“We really look forward to hearing your thoughts and comments on what you’d like to see in terms of signature gateway architecture at the site,” he said.

A 1,497-square-foot public pedestrian plaza will sit under the columns, at the intersection of Courthouse Road, Wilson Blvd, and Clarendon Blvd. Greystar is looking to fill the retail space with a restaurant that can use the plaza for outdoor dining, according to a spokesman.

Below ground, the new project includes a parking ratio of .32 spaces per unit, for a total of 74 spaces for residents, but no retail parking, according to a staff presentation. There will be 252 secure bicycle parking spaces and eight visitor spaces.

At 16 stories and 165.5 feet tall, the project clocks in much taller than recommended maximum of 10 stories in the Rosslyn to Courthouse Urban Design Study. But Greystar has a plan for securing its desired height and density.

The project includes a 104,789 square foot transfer of development rights from Wakefield Manor, a small garden-apartment complex less than a half-mile from the proposed development. The housing on N. Courthouse Road — featuring art deco and moderne design elements — has a historic easement, according to the county.

After the comment period ends, the county expects to hold virtual site plan review committee meetings in October and November. Dates for commission meetings and a final approval from the County Board have yet to be determined.

On Sunday, 13 pints of Miller Lite stood vigil at an empty, but reserved, table at The Celtic House Irish Pub & Restaurant on Columbia Pike.

The beers represented the 13 U.S. servicemen and women who died in suicide bombings at Hamid Karzai International Airport in Kabul that also killed 170 Afghan civilians. Terrorist group ISIS-K claimed responsibility for the attacks conducted during the evacuation.

A woman, who wishes to remain anonymous, had purchased the beers after seeing posts on Facebook of similar scenes at other bars and thinking to herself, “This is good. This is something to do.”

Similar scenes played out in Courthouse at Ireland’s Four Courts and across the country, as individuals and bars have poured out beers and placed them at reserved tables to pay tribute to the fallen troops.

For the Celtic House patron, the little tribute and the now-complete withdrawal effort, were personal.

“Just by way of background, my husband died from suicide last year,” she told ARLnow. “He had several tours in Afghanistan. This is the kind of thing, that if he were still here — well, first of all, he would’ve been super upset — but this is something he would’ve done. It was a way to honor those who were lost and honor him, in a way.”

The woman said the last few weeks have been hard on her, and she had to stop watching the news coming from Afghanistan. Going to the bar, which she said is her local watering hole, was also a way of distracting herself from the news of Hurricane Ida that devastated her hometown of New Orleans (the remnants of which are now bound for the D.C. area).

The reaction to her beer purchase was positive, she said.

“I didn’t have my phone yesterday,” she said. “I got the guys to take a picture, and send it to me. I did post it on Facebook, and got positive reactions there, and I sent the pictures to a bunch of my husband’s friends.”

The Celtic House didn’t charge her for half of the beers, she said — but she would’ve still done it if they had. The bar posted the picture on Twitter on Sunday.

A similar tribute could be seen at Ireland’s Four Courts. On Saturday, a group of Marines who were regulars four years ago and have since moved back to the area, ordered 13 beers, General Manager Dave Cahill said.

They were placed on a table reserved all weekend with a napkin note that read “reserved for our fallen heroes.”

Cahill connected the tribute to the “Missing Man Table” tradition of setting a table for fallen or missing soldiers with a number of symbolic pieces. People with loved ones buried in Arlington National Cemetery regularly come to the pub and place a mug on the table in memory of the deceased friend or family member, he said.

“We have a lot of Marines who come in here,” he said. “A lot of Marines would be deployed here for a number of years, and people who are visiting Arlington Cemetery come in as well.”

The Celtic House patron said hers was a “trite little gesture,” but she encouraged people to reach out to the veterans in their lives, support organizations and get involved in other ways.

“The idea should be that, all the people who were with them — and not even the people wounded — they’re all going to suffer unimaginable trauma from seeing their friends blown to pieces, and trying to rescue them. One hundred seventy civilians were also killed,” she said. “Just get involved. See what you can do.”


A kitchen trailer in Clarendon that popped up last summer in a vacant lot has since been joined by two others.

And now they’re producing meals from more than a half-dozen “ghost kitchens” available on food delivery platforms such as DoorDash and Grubhub. Out of these kitchens come fried chicken sandwiches, asada fries and Asian street food, among other dishes.

The three trailers between the Clarendon Whole Foods and the PNC Bank are owned by REEF Technology, a company focused on turning underutilized, urban parking lots into food and logistics hubs. The food service arm of Reef is called NBRHD Kitchens.

In total, according to signage on the property, these three trailers produce meals for seven restaurant concepts. They’ll be bringing activity the vacant lot while Arlington County embarks on a special study to determine if the zoning codes for the property, near the border of the Clarendon and Courthouse neighborhoods, should allow for a new apartment building.

“REEF launched its delivery restaurants in Arlington in June 2020, being the first municipality in which the company establishes its operations,” the company tells ARLnow. “REEF’s delivery restaurants in Arlington are among the highest performing.”

The company also has two kitchen hubs in D.C. — at P Street NW and K Street NE — and each can support between four and six brands. But REEF did hint at possible expansion.

“As Arlington continues to be a great performing location, REEF continues to look at opportunities to grow its footprint in terms of delivery restaurants and other business verticals,” REEF said.

REEF’s growth and expansion mirrors the trends that the food delivery platforms DoorDash and Grubhub tell ARLnow they’re observing. Spokespeople for the companies said delivery-only kitchens have proliferated particularly in the last year in response to pandemic challenges and the rising costs of establishing a physical location.

“Delivery-only virtual (or ghost) kitchens on Grubhub have been a rising trend over the last year, representing a flexible way for restaurant owners to experiment with new menu concepts, brand a subset of existing menu items, or capture unmet customer demand without adding overhead,” a Grubhub spokeswoman said.

DoorDash doesn’t collect data on the breakdown between delivery-only restaurants and those with storefronts, but the pandemic blurred that line anyway, as traditional dining establishments turned to different models to keep operating when dine-in wasn’t an option.

“For many restaurant owners, ghost kitchens provide a more cost-effective way to expand their business — reaching new markets and customers — because they don’t involve the typical overhead costs associated with opening a new restaurant,” said Emily Tung, the director of DoorDash Kitchens. “Many independent businesses have been successful in their ghost kitchen endeavors and our goal is to support our partners across all their locations and help accelerate their online success.”

But the ghost kitchen activity at this location is destined to be temporary, as the company that owns the lot aims to redevelop it.

Dubbed Courthouse West, the lot at 2636 Wilson Blvd is bounded by N. Danville Street, Clarendon Blvd, N. Cleveland Street and Wilson Blvd. The property’s owner, CRC Companies, has asked the county to change the land-use designation — which currently allows for one- to four-story buildings — to one that allows for hotels or taller apartments.

(Updated at 2 p.m. on 8/30/21) Lorton-based RĀKO Coffee Roasters is opening RĀKO, its first brick-and-mortar coffee shop, on Saturday in Courthouse.

And to celebrate the grand opening of the café at 2016 Wilson Blvd, RĀKO will offer $1 coffees from 10 a.m. to 1 p.m. on Saturday and Sunday, with specially-priced natural wines available all day Saturday until 9 p.m.

The roasting company, founded by sisters Melissa and Lisa Gerben in late 2019, sources and roasts sustainably farmed, single-origin coffee. They planned to open a café last year, but the pandemic delayed that, and they launched an online store and a D.C. pop up location instead.

Now, the Gerbens have a space, in the former location of The Olive Oil Boom, to sell fresh roasted coffee from around the world, espresso drinks, food, cocktails and natural wines.

“Through its thoughtful offerings like the signature baklava latte made with cinnamon, cardamom, and clove infused honey syrup, RĀKO aims to make specialty coffee approachable,” according to a press release.

The company and shop are named for a mountain in Ethiopia called Rako, which translates to “challenge.”

“The brand’s name underscores its mission to create elevated and exceptional coffees while giving back to the communities it touches, both locally and globally,” the release said.

Weekday happy hours will start at 4 p.m. The drinks menu will center natural wines, a collective term for wines that eschew the chemicals, additives and extra processes found in many commercial wines, from cultivation to harvest to production.

“Much like its coffee program, the natural wine program is both approachable and dynamic, with the opening menu aptly named Summer Crush, boasting a curated selection of refreshing summer wines by women winemakers,” the release said.

Coffee will seep into the cocktail menu, from an espresso martini to a Negroni made with coffee-infused Campari.

To eat, RĀKO will offer seasonal foods, such as cucumber gazpacho and strawberry and manchego salad, meze and cheese boards. It will also serve “pocket foods” such as salteñas, empanadas and sambussas, a nod to the coffee-growing regions of Bolivia, Colombia and Ethiopia, respectively. Breakfast and baked goods will come from local bakeries.

All this will be in a trendy space that can accommodate 55 people and double as a private event space. RĀKO will be decorated with local art, textiles from Guatemala and vibrant paintings of Ethiopian flora.

“Lush and comfortable, the café is designed to be a space where guests can recharge and connect over a specialty coffee or a glass of biodynamic wine,” the release said.

The sisters aim to host a variety of events at the space, including wine tastings and latte art classes.

RĀKO regular hours are Monday through Thursday from 7 a.m. to 10 p.m., Friday from 7 a.m. to 11 p.m., Saturday from 8 a.m. to 11 p.m. and Sunday from 8 a.m. to 10 p.m.

A man armed with a pair of knives threatened officers outside Arlington police headquarters Wednesday evening, police said.

The incident happened just before 5 p.m., outside the entrance to the police department on 14th Street N. in Courthouse.

“The suspect approached officers outside the police department, brandished two knives, pointed them towards the officers in a threatening manner, advanced towards them and made a statement about the officers killing him,” said ACPD spokeswoman Ashley Savage, who noted that the information is preliminary.

“An officer deployed a Taser which did not incapacitate the suspect. The suspect did not comply with the officer’s commands and continued to brandish the knives in a threatening manner,” Savage continued. “The officers created distance and deployed a second Taser which incapacitated the suspect and he was taken into custody. He was treated on scene by medics and charges are pending.”

Police vehicles could be seen speeding towards the scene as the incident unfolded. Police and sheriff’s deputies blocked 14th Street N. to traffic while the suspect was treated and detectives documented the scene.

Savage said officers demonstrated restraint in using non-lethal force while facing down a potentially deadly threat.

“Based on the information we have at this time, our officers showed great restraint in safely resolving a dangerous encounter with an armed suspect to protect the safety of the community, officers and the involved individual,” she told ARLnow.


(Updated at 4:25 p.m.) Two more overnight car break-in sprees have been reported, this time in the Courthouse and Douglas Park areas.

Following some 18 cars being broken into in the Arlington Forest neighborhood early Monday morning, a thief of thieves struck early Tuesday morning along several blocks in the Courthouse area, just blocks from police headquarters.

Police say nine vehicles “were found to have had their door handles removed and the air bags stolen.”

There is no suspect(s) description. The investigation is ongoing.


The county review process is just about to begin for Greystar Real Estate Partners’ proposed redevelopment project for the vacant Wendy’s site in Courthouse.

It’s the same process that former developer Carr Properties went through seven years ago to get county approval to build an office building. After Carr received the County Board’s go-ahead in 2015, the fast food spot was demolished in 2016 but the office building never materialized.

For almost five years the triangle lot sat vacant; for the last two years it was used as a construction staging area for the 2000 Clarendon condo project across the street. Now, the site plan review process is about to kick off for Greystar’s plans to turn the 0.57-acre lot at 2025 Wilson Blvd into a 16-story apartment building, with up to 231 residential units and 4,000 square feet of retail, according to the county’s site plan website.

In September, residents will have an online engagement opportunity in which they can comment on land use, building size, architecture, transportation and open space. Site plan review meetings are slated for the fall, but dates for the final approvals from the Planning Commission and the County Board are still to be determined.

As part of the project, Greystar proposes a nearly 3,300-square-foot public pedestrian plaza at the intersection of N. Courthouse Road, Wilson Blvd, and Clarendon Blvd. The plaza, with movable tables and chairs and space for temporary vendors, would surround a possible retail entrance at the tip of the Wendy’s site, facing N. Courthouse Road.

The project includes a 104,789 sq. ft. transfer of development rights from “Wakefield Manor,” a small garden-apartment complex less than a half-mile from the proposed development. The housing on N. Courthouse Road — featuring Art Deco and Moderne design elements — is designated as having “a historic easement,” according to the county.

That could be part of Greystar’s plan to achieve higher density while providing affordable housing. Greystar’s proposal clocks in at 166 feet tall and 16 stories, much higher than the recommended maximum of 10 stories in the Rosslyn to Courthouse Urban Design Study.

Documents filed in April stated Greystar “is open to the provision of on-site affordable housing to further justify the increase in height” but said nothing further than that the developer is committed to “work with staff throughout the site plan process to develop an affordable housing plan.”

Another development preparing for site plan review also proposes using the transfer tool. Insight Property Group plans to transfer density from garden-style apartments it owns on Columbia Pike to the Ballston Macy’s, which is set to be redeveloped as an apartment building.

Greystar, meanwhile, has another project in the works nearby. Demolition has started of the low-slung commercial buildings that make up the Landmark Block, making way for a new 20-story apartment building adjacent to the Courthouse Metro station.

After operating a new hair salon in Courthouse for two months, owner Carissa Lawlor says she is ready to do more than cut and color hair.

Lawlor, who opened hŌm Salon at 2020 Wilson Blvd on May 19, aims to use her 1,500-square-foot space to foster community and encourage wellness with courses and pop-up shops.

“The idea to open the salon was to elevate the salon experience, for our guests to connect with our community, encourage staff to grow, monthly specialty classes, yoga classes, life coaching,” said Lawlor. “Being your real self isn’t just beauty — it’s all encompassing…That’s why we’re here, really.”

hŌm’s first personal wellness course is scheduled for Friday, July 30 at 6:30 p.m. For $25, stylists will teach attendees tips and tricks for curling and blow-drying their hair as well as styling skills.

Starting Saturday, Aug. 7, the salon will host pop-up markets on the first Saturday of every month. Vendors will have booths inside and along the sidewalk. With hours from 9 a.m. to 1 p.m., the market is timed to line up with the neighborhood farmer’s market.

For Lawlor, promoting wellness also has an ecological component. Her salon recycles around 95% of its waste, including foil and hair color packaging, which is converted into asphalt filler, car and bicycle parts and clean energy products.

“We have maybe two pounds of trash a week, not even,” said Lawlor.

The salon, which offers more than 40 services, specializes in brow styling and blonde coloring. Prices start at $51 for a hair cut and $166 for highlights. From 3-5 p.m. on weekdays, the salon offers blowouts for $25.

hŌm is open from 9 a.m. to 8 p.m. Wednesday through Friday and 9 a.m. to 6 p.m. Saturday and Sunday.
