Police: Man Picks Up Four Passengers, Assaults One After Attempted Abduction

A Maryland man is now behind bars after he allegedly picked up four passengers in D.C., refused to let one out of his car and then assaulted that person while he or she tried to escape.

County police say 34-year-old Rick Ramey of Bryans Road, Maryland wasn’t working as a rideshare or taxi driver when he managed to convince four people to get into his car around 3 a.m. Friday night (Sept. 28).

Police spokeswoman Ashley Savage says it’s unclear how Ramey met his passengers, or if he was posing as a rideshare driver, but she said “they appear unknown to each other prior to the incident.”

Ramey drove three of his passengers to their intended destination, but refused to let the final one out at their home, police say. From there, the pair started arguing, and the confrontation “escalated and become physical.”

“The victim and suspect exited the vehicle and the suspect struck the victim in the head, causing a laceration,” police said.

Ramey is now facing charges of both abduction and malicious wounding, with a hearing in Arlington General District Court set for Dec. 3. He’s currently being held in the county jail without bond.

Savage says the whole incident underscores the need for people to “take advantage of safeguards in place to keep them safe and never accept rides from drivers who are not operating in an official for-hire capacity.”

“For rideshares, this includes checking that the license plate, driver photo, and driver name all match what’s listed in the app,” she said. “For taxicabs, this includes checking that the driver’s hack license and identity of which company they are affiliated with are prominently displayed.”

MALICIOUS WOUNDING, 2018-09280030, 1200 block of S. Arlington Ridge Road. At approximately 2:58 a.m. on September 28, police were dispatched to the report of a fight in progress. Upon arrival, it was determined that the suspect, who was not working as a rideshare or taxi driver, picked up the victim and three friends in Washington, D.C. After stopping to drop off the victim’s friends, the suspect continued, but refused to stop at the victim’s address or let the victim exit the vehicle. A verbal altercation ensued, which escalated and became physical. The victim and suspect exited the vehicle and the suspect struck the victim in the head, causing a laceration. Rick Ramey, 34, of Bryans Road, Md., was arrested and charged with Abduction and Malicious Wounding. He was held on no bond.

Police: Car Wash Employee Drunkenly Steals Vehicle, Crashes Soon Afterward

An employee of an Arlington car wash is now behind bars after police say he stole and then drunkenly crashed a customer’s vehicle.

County police believe 61-year-old Rigoberto Folgar Hernandez was sent home Friday afternoon (Sept. 28) after showing up to work drunk at a car wash along the 4100 block of S. Four Mile Run Drive.

But Hernandez returned to the business a short time later, when he “drove a customer’s vehicle off the property, went over a median and struck a concrete piling and a parked vehicle,” police say.

Hernandez then exited the vehicle and went back to the car wash, where he was arrested shortly afterward. He’s now facing charges of grand larceny: motor vehicle theft, destruction of property, hit and run, and drunk in public.

Hernandez is set for a hearing on those charges in Arlington General District Court on Nov. 20, and is being held without bond.

Upon arrival, it was determined the suspect had been sent home from his employment at a car wash due to showing signs of intoxication. Crime Report: Man Tased After Striking Deputy During Eviction

An Arlington man is now behind bars after he allegedly struck a sheriff’s deputy and was subsequently subdued with a Taser.

County sheriff’s office spokeswoman Maj. Susie Doyel says deputies were working to evict 53-year-old Vincent Moody from his home along the 1000 block of S. Queen Street when he “became combative.” Moody then “struck a deputy in the face” and was tasered by the deputies, Doyel said.

He’s now facing charges of obstruction and assault on a law enforcement officer, with a hearing in Arlington General District Court set for Oct. 24.

Moody is being held at the county detention center without bond.

BURGLARY (late), 2018-09250202, 2500 block of S. Lynn Street. At approximately 6:07 p.m. on September 25, police responded to the report of a burglary. Upon arrival, it was determined that between 4:45 p.m. on September 24 and 5:00 p.m. on September 25, an unknown suspect(s) gained entry to a residence and stole an undisclosed amount of cash. There is no suspect description(s). The investigation is ongoing.

BURGLARY (late), 2018-09240148, 1600 block of N. Oak Street. At approximately 4:44 p.m. on September 24, police responded to the late report of breaking and entering. Upon arrival, it was determined that between 3:00 p.m. on September 10 and 4:44 p.m. on September 24, an unknown suspect(s) gained entry to the victim’s residence and stole items of value. There is no suspect description(s). The investigation is ongoing.

HOME INVASION ROBBERY, 2018-09220044, 4700 block of 33rd Street N. At approximately 3:17 a.m. on September 22, police were dispatched to the report of a panic alarm. Upon arrival, it was determined that as the homeowner returned to the residence, an unknown suspect brandishing a firearm forced his way inside with two additional suspects. The suspects restrained the residents, assaulted the male victim and made threats of bodily harm to the two additional victims. The suspects stole items of value before fleeing the scene in a silver vehicle. The victims did not require medical treatment. The suspects are described as three black males, wearing dark clothing and white gloves. The investigation is ongoing.

MALICIOUS WOUNDING, 2018-09200132, 2000 block of S. Kenmore Street. At approximately 2:03 p.m. on September 20, police were dispatched to the report of trouble unknown. Upon arrival, it was determined that one victim became engaged in a verbal dispute with two suspects inside a business. The victim then exited the business and got into a vehicle with two additional victims. As the victims began to drive away, the suspects approached the vehicle and the dispute escalated. One suspect brandished a firearm and shot at the vehicle occupied by the victims. The suspects then fled the scene on foot. One of the victims suffered minor injuries and was treated on-scene by medics. The investigation is ongoing.

Crime Report: Airbags Stolen from Numerous Cars

Windows were smashed and airbags stolen from around 10 cars in the Penrose neighborhood last week.

Police say the thefts occurred overnight. There is no description available of the suspect or suspects.

ELUDING, 2018-09120075, 900 block of Army Navy Drive. At approximately 9:50 a.m. on September 12, an officer on routine patrol observed a vehicle with illegal window tint and attempted a traffic stop by activating their emergency equipment. A routine check indicated that the registered owner of the suspect vehicle was wanted for a felony probation violation. The suspect did not stop and fled the area at a high rate of speed. Shortly after, the Emergency Communications Center was notified of a hit and run accident that occurred when the suspect vehicle traveled northbound in the southbound HOV lanes of I-395 and struck one vehicle causing significant damage but no injuries were reported. United States Park Police officers located the disabled suspect vehicle in the 900 block of Ohio Drive SW, Washington D.C. and took two passengers into custody. The driver fled the scene on foot, a perimeter was established and following a search that was aided by United States Park Police Helicopter, the suspect was taken into custody. Dennis Chase, 26, of Washington D.C., was arrested and charged with felony eluding, felony hit and run, abduction and the outstanding warrant for felony probation violation was served. Damion Courtney, 31, was taken into custody on an outstanding United States Marshal Service warrant for parole violation.

Police Arrest Two Men for Shoplifting from Pentagon City Mall

Two men are now facing a series of charges after Arlington police say they shoplifted from a store in the Pentagon City mall and then led officers on a brief foot chase.

County police say the men walked into a store at the Fashion Centre at Pentagon City (1100 S. Hayes Street) “selected multiple pieces of merchandise, concealed them on their persons and exited the store.”

When police saw one of the men leaving the mall, they say “ignored commands by officers to stop and a brief foot pursuit ensued before he was taken into custody without incident.” Officers later found the second man inside the Pentagon City Metro station, and arrested him.

Police identified the men as 27-year-old Anthony Adams of Clinton, Maryland and 30-year-old D.C. resident Kenneth Burley. Adams is charged with conspiracy to commit larceny, grand larceny: shoplifting, identity theft and possession with intent to distribute a controlled substance, while Burley is charged with conspiracy to commit larceny and grand larceny: shoplifting.

Both are being held without bond in the county’s detention center. Burley and Adams are both set for Oct. 23 hearing on those charges in Arlington General District Court.

Clarendon Gym Owner Charged with Buying $50,000 in Cocaine from Undercover Agents

The owner of the Clarendon Fitness gym is now facing federal drug charges, after he allegedly tried to buy $50,000 worth of cocaine from undercover police officers.

Drug Enforcement Administration agents have charged Pascal Shaun Laporte with possession with intent to distribute, claiming that he was willing to buy two kilograms of cocaine from officers posing as Mexican gang members late last month. In an affidavit filed in federal court, the agents allege that Laporte unwittingly spoke with a police informant for close to a year as he looked to find a supplier to sell him hundreds of kilograms of cocaine each month.

Laporte opened Clarendon Fitness, a gym located at 2907 Wilson Blvd, back in 2010 and bills himself as a fitness enthusiast and investor on the business’s website. Neither Laporte nor his attorney responded to requests for comment on the drug charges.

The DEA claims that an informant first told agents about Laporte’s interest in finding a “cocaine supplier” in September 2017. Officials allege that Laporte paid the informant $1,600 to buy an ounce of cocaine two months later, striking a deal in the parking lot of the Arlington Traditional School (855 N. Edison Street).

By August, the informant arranged a meeting between Laporte and two Fairfax County police officers posing as members of “a Mexican drug trafficking organization” at the Tysons Corner mall. Laporte told them he was already “involved with another group of men who were getting him cocaine,” but that he was interested in buying much more, according to the affidavit.

Later that month, Laporte told the informant that he was coordinating with associates in both South Carolina and Florida, and hoped to buy as much as 10 kilograms of cocaine moving forward, if an initial deal with the undercover detectives went well.

On Aug. 30, the agents claim that the informant was able to arrange the sale at a Tysons Corner hotel, at which point Laporte delivered them $45,000, pledging to give them another $5,000 the next day. At that point, officers arrested Laporte.

Court records show Laporte was released from jail on a $30,000 bond on Sept. 6.

These drug charges are not Laporte’s first run-in with law enforcement. Arlington court records show he pleaded guilty to felony assault and battery in 2007, though the charge was eventually reduced to a misdemeanor.

Police also charged him with attempted malicious wounding and the assault and battery of a family member in 2014, but declined to move forward with those charges — he subsequently pleaded guilty to one count of disorderly conduct for preventing someone from dialing 911.

Crime Report: Robbers Crash Truck Through Storefront, Abscond with ATM

Arlington police are still searching for a group of suspects who they believe crashed a pickup truck through the front door of a business, then absconded with an ATM.

County police say the robbery happened just after 3 a.m. last Friday (Sept. 7) at a business along the 1100 block of S. George Mason Drive, near the road’s intersection with Columbia Pike.

The block is home to both a Wells Fargo bank branch and a Liberty gas station.

According to a county crime report, employees saw a “large white pickup truck” back through the storefront. Anywhere from three to four people then jumped out and threw the machine into the truck’s bed, before speeding off.

Police are not sure just how much money was inside the ATM, and described the suspects as “dressed in all black and wearing black masks.”

UNLAWFUL ENTRY, 2018-09080258, 700 block of 22nd Street S. At approximately 11:50 p.m. on September 8, police responded to the report of an unknown male inside the victim’s residence. Upon arrival, it was determined that the female victim located the unknown male suspect asleep inside her residence and items inside tampered with. Nothing was reported missing. Matthew Agvent, 24, of Arlington, VA, was arrested and charged with Unlawful Entry.

INDECENT EXPOSURE, 2018-09080027, 2700 block of Wilson Boulevard. At approximately 1:46 a.m. on September 8, police responded to the report of a suspicious person. Upon arrival, it was determined that the suspect entered a business at closing time and was denied service. The suspect then entered the bathroom, leaving the door ajar, where the victim observed him masturbating. After being asked to leave the business repeatedly, the suspect fled on foot prior to police arrival. The suspect is described as a white male, approximately 5’11”, with an athletic build, defined jawline and round cheekbones, with stubbled facial hair, wearing a striped polo shirt with a white t-shirt under it, a brimmed hat, khaki pants, dark colored boxers and had a tattoo on his back. The investigation is ongoing.

PEEPING, 2018-09080030, 2300 block of 11th Street N. At approximately 2:29 a.m. on September 8, police responded to the report of a peeping. Upon arrival, it was determined that the female victim was inside her residence when she observed the male suspect in the bushes outside the window allegedly looking inside. The suspect fled prior to police arrival. The suspect is described as a white male, approximately 25-40 years old, 5’5″-5’10”. The investigation is ongoing.

ATTEMPTED BURGLARY, 2018-09090133, 1400 block of N. Rhodes Street. At approximately 5:24 p.m. on September 9, police responded to the report of an attempted burglary. Upon arrival, it was determined that the victim was inside his residence when he heard someone attempting to gain access. The victim then made contact with the suspect and escorted him off of the property.  The suspect fled the scene walking north on Rhodes Street prior to police arrival. The suspect is described as a dark skinned male in his 30’s, approximately 5’6″-5’8″, wearing a black skull cap, black and white pants, a dark gray short sleeved t-shirt, black boots, carrying a black backpack and wearing a light colored towel or t-shirt around his neck. The investigation is ongoing.

INDECENT EXPOSURE, 2018-09050097, Washington Boulevard at N. Kirkwood Road. At approximately 12:20 p.m. on September 5, police were dispatched to the report of an indecent exposure just occurred. Upon arrival, it was determined that the female victim was walking in the area when she observed the male suspect with his pants pulled down, exposing himself and masturbating. The suspect is described as a white male, wearing light-washed blue denim shorts or pants, and black shoes. Arriving officers canvased the area with negative results. The investigation is ongoing.

Crime Report: Man Awakes to Would-Be Burglar Inside Northwest Arlington Home

Arlington police are still investigating after a man awoke to find a would-be burglar inside his Northwest Arlington home last week.

Police say the incident happened around 11 p.m. last Wednesday (Aug. 29), when the resident of a home along the 3400 block of N. Dickerson Street was startled awake by noise inside the house.

The man turned on several lights and found items tampered with, when he then saw a man dash out of the house.

Officers arrived soon afterward with a police dog in tow to try and track down the man, but they were unsuccessful.

BURGLARY, 2018-08290263, 3400 block of N. Dickerson Street. At approximately 11:14 p.m. on August 29, police responded to the report of a breaking and entering just occurred. Upon arrival, it was determined that the victim awoke to noise inside his residence. When the victim went to investigate, he located multiple lights turned on, items tampered with and then encountered an unknown male suspect inside the residence. Following the encounter, the suspect fled on foot prior to police arrival. Arriving officers canvased the area and a K9 track was initiated with negative results. No items were reported missing. The suspect is described as a short, Hispanic male with an accent, wearing a ski mask and dark clothing. The investigation is ongoing.

ROBBERY, 2018-08290016, 220 20th Street S. At approximately 1:10 a.m. on August 29, police were dispatched to the report of a robbery just occurred. Upon arrival, it was determined that the victim was inside his residence with four known subjects, whom he had invited over, when he became suspicious of their behavior. The victim then observed the suspects stealing his personal belongings. The victim chased them out of his residence and became engaged in a struggle in which one suspect assaulted him. The suspects then fled with the victim’s belongings, prior to police arrival. The victim was uninjured. Suspect One is described as a black male, 20-22 years old, 6’0″, heavy set, with short black hair, wearing a gray shirt with dark gray horizontal stripes, dark colored shorts and black shoes. Suspect Two is described as a black male, 20-22 years old, 6’0″, thin build, with short black hair, wearing a blue t-shirt, dark shorts and sneakers. Suspect Three is described as a black male, 20-22 years old, 6’0″, average build, bald or closely cropped hair, wearing a black t-shirt, black shorts and black sneakers. Suspect Four is described as a black male, 20-22 years old, 6’0″, average build, wearing a light colored hat, red t-shirt, white shorts, light colored sneakers and a watch. Police: Man Exposed Himself to Woman at Rosslyn Business

Arlington police are searching for a man who allegedly exposed himself to an employee at a Rosslyn business last week.

County police believe the man struck up a conversation with a woman working in a shop along the 1800 block of N. Oak Street last Wednesday (Aug. 29), then “began touching himself inappropriately and exposed himself.” The area is home to businesses including a cafe, a Subway and a hair salon.

Police say the man fled the store before officers could make it to the scene.

They describe him as a “dark-skinned black male in his early 30s, with dreadlocks, wearing a white tank top, black shorts and carrying a black backpack,” and are still investigating the incident.

Crime Report: Police Searching for Suspect in Weekend Clarendon Brawl

(Updated at 9 a.m.) Arlington police are still searching for a suspect involved in an early morning fight in Clarendon this past weekend.

Police say they received reports about an altercation on the 1200 block of N. Hudson Street, just behind businesses like the CVS and Goody’s Pizza, around 4:20 a.m. Saturday (Aug. 25)

They say a verbal dispute turned physical, “resulting in the victim being struck multiple times, causing lacerations.” Police are seeking a suspect in the case on a charge of aggravated malicious wounding, but haven’t released the person’s name or description.

The victim was transported to a local hospital with non-life threatening injuries.

The suspect is described as a black male, 5’10”-5’11”, weighing 170-180 lbs., approximately 35-40 years old, wearing a grey and navy hoodie with the hood up, and black sweat pants.

ROBBERY, 2018-08260021, Columbia Pike at S. Dinwiddie Street. At approximately 1:02 a.m. on August 26, police were dispatched to the report of a robbery just occurred. Upon arrival, it was determined that the victim was sitting on a bench in the area when the known suspect approached her, forced her to the ground and stole cash from her backpack, before fleeing on foot prior to police arrival. The victim was uninjured. A warrant for Robbery was obtained for the suspect.

INDECENT EXPOSURE, 2018-08220138, Unit block of N. Glebe Road. At approximately 1:16 p.m. on August 22, police were dispatched to the report of a male exposing himself. Upon arrival, it was determined that the victim observed the male suspect allegedly exposing himself and masturbating inside a business. Durrell Carter, 37, of Arlington, Va., was arrested and charged with Indecent Exposure, Possession of Marijuana, Identity Theft and Possession of a Fake Identification. He was held on no bond.

RECOVERED STOLEN VEHICLE, 2018-08230162, 14th Street N. at N. Adams Street. At approximately 5:30 p.m. on August 23, a lookout was broadcast, based upon a License Plate Reader hit for a vehicle previously reported stolen out of Pennsylvania. Officers in the area located the vehicle, effected a traffic stop and the driver of the vehicle was taken into custody without incident. Arnaud Aka Kouadio, 35, of Alexandria, Va., was arrested and charged with Possession of Fake Identification and Buying or Receiving Stolen Goods.

RECOVERED STOLEN VEHICLE, 2018-08240194, 700 block of S. Glebe Road. At approximately 4:43 p.m. on August 24, an officer on routine patrol was alerted to a License Plate Reader hit on a parked vehicle that had previously been reported stolen out of New York. While investigating, the suspect returned to the vehicle and was subsequently taken into custody without incident. During the course of the investigation, an additional stolen vehicle was located in the area and was determined to be related to the same suspect. Moulaye Ely, 34, of Alexandria, Va., was arrested and charged with Buying or Receiving Stolen Goods (x2) and Possession of Marijuana.

MISSILE INTO OCCUPIED DWELLING, 2018-08260224, 900 block of S. Buchanan Street. At approximately 11:50 p.m. on August 26, police were dispatched to the report of destruction of property. Upon arrival, it was determined that an unknown suspect threw a piece of cement through the window of an occupied residence, causing it to shatter. There is no suspect description. The investigation is ongoing.

BURGLARY, 2018-08230110, 2200 block of S. Ives Street. At approximately 11:34 a.m. on August 23, police were dispatched to the report of a burglary just discovered. Upon arrival, it was determined that between 10:00 a.m. and 11:30 a.m., an unknown suspect(s) forced entry to a residence and stole items of value. The suspect is described as a black male, clean cut, approximately 5’8″ to 5’10”, in his late 20’s or early 30’s, weighing 160-200 lbs. The investigation is ongoing.

UNLAWFUL ENTRY (late), 2018-08240291, 300 block of 10th Street S. At approximately 11:00 p.m. on August 24, police were dispatched to the late report of a burglary. Upon arrival, it was determined that between 11:45 a.m. and 10:30 p.m., an unknown suspect(s) gained entry to a residence. Nothing was reported missing. There is no suspect description. The investigation is ongoing.

UNLAWFUL ENTRY, 2018-08220098, 2500 block of  20th Road N. At approximately 10:50 a.m. on August 22, police were dispatched to the report of a burglary in progress. Upon arrival, it was determined that building maintenance was checking on an apartment and observed signs of forced entry. Maintenance opened the door to the residence and observed two unknown suspects inside. The suspects fled in a vehicle prior to police arrival. Nothing was reported missing from the residence. Suspect One is described as a black male with a small build, approximately 5’4″, wearing a baseball cap and white t-shirt. Suspect Two is described as a black male with a small build, approximately 5’10”, a short black beard, wearing black clothing and earbuds. The investigation is ongoing.

Police Arrest Man for Masturbating Inside Glebe Road Business

A man is now facing a series of charges after police say he started masturbating inside a business near the intersection of N. Glebe Road and Route 50.

County police claim that 37-year-old Durrell Carter of Arlington walked into the business around 1 p.m. last Wednesday (Aug. 22), when he began “exposing himself and masturbating.” The block where the incident occurred is home to a McDonald’s, a Dunkin Donuts and a car dealer, among other shops.

Carter is now charged with indecent exposure, possession of marijuana, identity theft and possession of a fake ID.

He’s set for a Sept. 24 hearing in Arlington General District Court.

INDECENT EXPOSURE, 2018-08220138, Unit block of N. Glebe Road. At approximately 1:16 p.m. on August 22, police were dispatched to the report of a male exposing himself. Upon arrival, it was determined that the victim observed the male suspect allegedly exposing himself and masturbating inside a business. Durrell Carter, 37, of Arlington, Va., was arrested and charged with Indecent Exposure, Possession of Marijuana, Identity Theft and Possession of a Fake Identification. He was held on no bond.
