Arlington Man Gets Prison Time for Child Pornography

An Arlington man has been sentenced to spend more than eight years behind bars for downloading child pornography.

James Jeffrey Schroeder, 50, was today sentenced to 100 months in prison for “for receiving and downloading child pornography,” according to a release from the U.S. Attorney’s Office for the Eastern District of Virginia. He pleaded guilty to the crime last October.

Schroeder also was sentenced to 20 years of supervised release and ordered to pay $182,000 in restitution to victims.

Schroeder, a former teacher’s assistant in Texas, got the illegal pornography from the internet and from a family member between 1997 and 2015, authorities said. A review of Schroeder’s electronic media found he had more than 13,000 images and 400 videos of child pornography, many sadistic or masochistic in nature.

Schroeder “worked for an unnamed government agency” after moving here from Texas. During the pornography investigation, he also reportedly confessed to sexually abusing two special needs students more than 20 years ago, according to a Texas newspaper.

ALEXANDRIA, Va. – James Jeffrey Schroeder, 50, of Arlington, a former teacher’s assistant in Texas, was sentenced today to 100 months in prison for receiving and downloading child pornography. Schroeder was also sentenced to 20 years of supervised release and ordered to pay $182,000 in restitution to victims.

Schroeder pleaded guilty on Oct. 28, 2016. According to court documents, from approximately 1997 to 2015, Schroeder received and downloaded child pornography from the internet and from a family member. A forensic review of Schroeder’s electronic media revealed more than 13,000 images and 400 videos of child pornography. Numerous images and videos were sadistic or masochistic in nature.

Settles, Special Agent in Charge of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) Washington, made the announcement after sentencing by U.S. District Judge T. S. Ellis, III. Assistant U.S. Attorney Whitney Dougherty Russell prosecuted the case.

Police: Someone May Have Followed Students Near Washington-Lee High School

(Updated at 12:10 p.m.) Arlington County Police are seeking one or more people who might have followed students near Washington-Lee High School on two recent occasions.

Police said one or more subjects appeared to follow students near the school on Jan. 31 and Feb. 2. Both incidents happened around 6 p.m.

Though authorities said no crime is believed to have occurred during the incidents, the department is looking to identify and speak with the person or people involved.

In the first instance, a person driving a red minivan appeared to follow a girl who was walking in the area of 15th Street N. at N. Stafford Street. “As she picked up her speed, the vehicle accelerated to match her pace,” police said. “The juvenile ran to a friend’s house and the subject proceeded to drive off in an unknown direction.”

Two days later, someone in a black sedan appeared to follow two middle schoolers as they walked near 13th Street N. at N. Nelson Street. When the car made a “sharp turn” and pulled into a driveway, blocking their path, the boys ran home and the driver sped off in an unknown direction.

Police described the person involved in both incidences as a “white male, mid-30’s with a short beard and dark hair.”

The Arlington County Police Department is making the public aware of two instances of suspicious subject(s) appearing to follow students in the vicinity of Washington-Lee High School. At this time, no crime has occurred. The police department is investigating these incidents and would like to identify and speak with the subject(s) involved.

At approximately 6:02 p.m. on January 31, an 11-year-old female was walking in the area of 15^thStreet N. at N. Stafford Street when she noticed a red minivan keeping pace with her. As she picked up her speed, the vehicle accelerated to match her pace. The juvenile ran to a friend’s house and the subject proceeded to drive off in an unknown direction.

At approximately 6:00 p.m. on February 2, two middle school-aged male juveniles were walking in the area of 13^th Street N. at N. Nelson Street when they noticed a newer black sedan appearing to follow them. As they continued walking, the vehicle made a sharp turn and pulled into a driveway, blocking their path. The juveniles ran home and the subject proceeded to drive off in an unknown direction.

The subject involved in both incidences is described as a white male, mid-30’s with a short beard and dark hair.

Crime Report: Shoplifter Bites Security Guard

A store security guard was bit while trying to stop a shoplifter last week.

The incident happened Wednesday afternoon on the 700 block of N. Glebe Road.

While the name of the store was not revealed by police, that’s the same block as the Macy’s at Ballston Common Mall.

MALICIOUS WOUNDING, 2017-01250175, 700 block of N. Glebe Road. At approximately 1:19 p.m. on January 25, officers responded to the report of a shoplifter. A store employee attempted to stop a male suspect who was shoplifting, when a struggle ensued and the suspect bit the employee. The suspect then fled the scene without the merchandise. The suspect is described as a black male in his late twenties, approximately 5’8″-6’2″ tall and weighed 160-200 lbs. He was wearing blue jeans and a collared shirt at the time of the incident. The victim suffered non-life threatening injuries and was treated on scene by medics. The investigation is ongoing.

Crime Report: Woman Opens Window, Sees Man Exposing Himself

A woman opened her window last night only to find a man exposing himself several feet away.

The incident happened around 10 p.m. on the 1400 block of S. George Mason Drive, south of Columbia Pike.

Police say the suspect, a white male wearing a t-shirt and sweatpants, ran away after the window was opened.

INDECENT EXPOSURE, 2017-01170265, 1400 block of S. George Mason Drive. At approximately 10:07 p.m. on January 17, officers responded to the report of an indecent exposure. A female victim opened a window inside her residence and observed a male subject, several feet from the window, exposing himself. The suspect fled the scene in an unknown direction. He is described as a white male, wearing a blue t-shirt, grey sweatpants, and a dark colored winter hat. The investigation is ongoing.

Crime Report: Man Smashes Coffee Mug on Victim’s Head

A man struck another man in the head with a coffee mug on Columbia Pike Friday night.

The incident happened around 9:30 p.m. on the 2000 block of the Pike, east of Penrose Square the “town center” row of businesses.

The altercation involved two men who knew each other, according to an Arlington County Police Department crime report. The victim was taken to Virginia Hospital Center with non-life threatening injuries.

From the ACPD report:

MALICIOUS WOUNDING, 2017-01060359, 2000 block of Columbia Pike. At approximately 9:37 p.m. on January 6, police were dispatched to the report of an assault with injury that had just occurred. Following a verbal altercation between known individuals, the male subject allegedly struck the male victim in the head with a coffee mug. The male subject fled the scene prior to police arrival. The male victim was transported to Virginia Hospital Center with non-life threatening injuries. The investigation is ongoing.

Police: Armed Robbery in Cherrydale Prompts K-9, Helicopter Search

Police are investigating a reported armed robbery that prompted a lot of law enforcement activity in the Cherrydale neighborhood early Wednesday morning.

Arlington County police officers responded to the 1500 block of N. Quincy Street around 12:30 a.m. after two male suspects reportedly approached three victims who had been walking in the area.

One of the suspects brandished a gun and demanded the victims’ belongings, according to police.

Police say the suspects took off on foot so they brought in an ACPD K-9 unit to track them. Fairfax County Police assisted with the search by sending a helicopter.

The suspects were not apprehended and the investigation is ongoing. From an ACPD crime report:

ARMED ROBBERY, 1500 block of N. Quincy Street. At approximately 12:25 a.m. on December 28, officers responded to the report of an armed robbery. Three victims were walking in the area when they were approached from behind by two male suspects. One of the suspects brandished a firearm and demanded the victims’ belongings. The suspects then fled the scene on foot in an unknown direction. A K9 track and an aerial observation assisted by Fairfax County Police helicopter were negative. The first suspect is described as a black male approximately 6’0″ tall, wearing all black with a black bandana over his face. The second suspect is described as a black male, approximately 5’5″ tall, with a slim build. He was wearing a gray hooded sweatshirt. The investigation is ongoing.

Crime Report: Man Hits Woman With Glass Bottle on Christmas Morning

A few people kicked off their Christmas day with an early morning fight.

The incident happened around 2 a.m. in the Nauck neighborhood, on the 2600 block of Shirlington Road.

Police say that following a fight between two women, a man walked up and hit one of the women in the face with a glass bottle.

The victim was transported to the hospital and the suspect remains at large.

From this week’s Arlington County Police Department crime report:

MALICIOUS WOUNDING, 2016-12250025, 2600 block of Shirlington Road. At approximately 2:04 a.m. on December 25, a physical altercation ensued between two female subjects. Following the altercation, a known male subject approached one of the females involved in the earlier altercation and hit her in the face with a glass bottle. The victim was transported to Alexandria Hospital with non-life threatening injuries. The suspect is described as a black male in his mid-twenties, approximately 5’11” tall and weighed 200 lbs. He was wearing a black t-shirt, black jacket, black boots, and blue jeans at the time of the incident.

SIGNIFICANT MEDICAL DOA, 2016-12260080, 2200 block of Crystal Drive. At approximately 2:03 p.m. on December 26, officers responded to the report of a possible death. Upon arrival it was determined an employee located an unconscious male inside of the establishment’s bathroom. Medics arrived and pronounced the male deceased. There were no signs of foul play and the death is not considered suspicious. The investigation is ongoing.

LATE BURGLARY, 2016-12270048, 900 block of Army Navy Drive. At approximately 7:00 a.m. on December 27, officers responded to the report of a late burglary. Upon arrival, officers determined an unknown male subject entered a business and attempted to steal items. When confronted by an employee, the subject dropped the merchandise and fled the scene on foot. No items appear to be missing. The suspect is described as a Hispanic male with a medium build. He was wearing a red sports jersey and a winter hat.

BURGLARY, 2016-12270098, 1000 block of Arlington Boulevard. At approximately 11:49 a.m. on December 27, officers responded to the report of a burglary that had just occurred a few minutes prior. An unknown male subject forced entry into a residence and fled the scene shortly after. It is unknown at this time if the subject stole any items. The suspect is described as a Hispanic male, approximately 5’5″ tall and weighed 190-200 lbs. He was wearing a gray short sleeve shirt, navy blue pants, and white shoes.

Crime Report: Criminals Take a Holiday

After a fairly busy week of police-related stories last week, this week the Arlington County Police Department crime report is as sparse as we can ever remember.

Granted, the crime report does not include an attempted child abduction in Pentagon City, on which we reported yesterday, nor a police warning about a fake jewelry scam.

Playing a role in the slow crime week: very cold weather last week (crime reports are for the period from Thursday to Wednesday) and, potentially, the approaching holiday.

This week’s crime report includes just two incidents deemed noteworthy by police, both burglaries. From ACPD:

BURGLARY, 2016-12160062, 900 block of S. George Mason Drive. Between 3:25 a.m. and 3:40 a.m. on December 16, an unknown subject(s) forced entry into a business and stole an undisclosed amount of cash. The suspect is described as a white male, with a slim to average build. He was wearing a black north face jacket, dark pants with red stripes down the side, dark shoes, gloves, and a dark backpack.

BURGLARY, 2016-12180152, 2900 block of S. Glebe Road. Between 12:00 a.m. on December 1 and 11:30 a.m. on December 18, an unknown subject(s) entered a residence and stole numerous items of value. There is no suspect(s) description.

Crime Report: Woman Finds Man Sleeping in Her Car

A woman found a man sleeping in her car in the Crystal City area early this morning.

Police were called to the 1900 block of Jefferson Davis Highway just after midnight.

The suspect fled but was found by officers, arrested and is now facing larceny and trespassing charges.

LARCENY FROM AUTO (Significant), 2016-12140006, 1900 block of Jefferson Davis Highway. At approximately 12:20 a.m. on December 14, officers responded to the report of a suspicious subject. A female victim found an unknown male subject sleeping in her vehicle. The victim confronted the unknown male subject, causing him to flee the scene on foot. Units positively identified a subject matching the victim’s description. Amir Mansur Haynes, 28, of Washington D.C., was arrested and charged with petit larceny, entering or setting in motion vehicle, and trespassing.

Crime Report: Woman Touched Inappropriately on Bus

Arlington County police responded to Clarendon this past Friday morning for a reported sexual battery incident.

A woman told officers that she had been touched inappropriately by a man who sat next to her on a bus.

LATE SEXUAL BATTERY, 2016-12020127, 3100 block of Clarendon Boulevard. At approximately 10:49 a.m. on December 2, officers responded to the report of a late assault. A female victim boarded a bus and a male subject sat next to her. During the course of the bus ride, the male subject touched the female victim inappropriately. The suspect is described as a black male in his late thirties, approximately 5’0″-5’5″ tall and weighed 140-200 lbs. He was wearing dark brown pants and a light brown jacket.

Crime Report: Man Chokes Woman, Smashes Her Car’s Windshield

A Maryland man has been arrested and charged with choking and assaulting a woman, then smashing her car’s windshield.

The incident happened late Monday night into early Tuesday morning, in the Barcroft neighborhood near Columbia Pike.

Police say the man and the woman knew each other.

From an Arlington County Police Department crime report:

TAMPERING WITH AUTO (significant), 2016-11290004, 5100 block of S. 8th Road. At approximately 12:10 a.m. on November 29, officers responded to the report of tampering with auto. Upon arrival, it was determined that a male subject assaulted a known female victim. After two witnesses broke up the altercation, the suspect left the residence and shattered the windshield of the victim’s vehicle. Ryan Victor Lane, 33, of Cockeysville MD, was arrested and charged with assault & battery, strangulation, and tampering with auto. He is being held without bond.
