A man in a car exposed himself to girls who were walking down the street in the Lyon Park neighborhood, south of Clarendon.

The incident happened last Wednesday around 7 a.m.

An Arlington man has been arrested and charged with three counts of Attempted Malicious Wounding after police say he tried to hit several people with a hammer.

Police say they were dispatched to an apartment on the 3800 block of Washington Blvd, in the Virginia Square neighborhood, around 3:45 p.m. this past Saturday after a man became irate over a missing item. The encounter then escalated to attempted physical violence, according to police.

ATTEMPTED MALICIOUS WOUNDING, 2019-05110181, 3800 block of Washington Boulevard. At approximately 3:45 p.m. on May 11, police were dispatched to the report of trouble unknown. Upon arrival, it was determined that at approximately 3:30 p.m., the known suspect approached the victims inside of a residence and became verbally irate over a missing item. The encounter escalated and the suspect and one of the victims became involved in a physical altercation. The suspect then produced a hammer and began swinging it at the victims. The suspect fled prior to police arrival. None of the victims were injured during the incident. Arriving officers located the suspect walking in the area. Kemoh Sesay, 27, of Arlington, Va., was arrested and charged with Attempted Malicious Wounding (x3). He was held on no bond.

A 20-year-old Alexandria man is facing a litany of charges after police say he resisted arrest while driving drunk.

ASSAULT ON LAW ENFORCEMENT, 2019-05050200, 1100 block of N. Vernon Street. At approximately 10:26 p.m. on May 5, police were dispatched to the report of a dispute inside a vehicle. Upon arrival, officers located the vehicle and made contact with the allegedly intoxicated driver. The driver was uncooperative and refused to comply with the officer’s commands to stop the vehicle. Once the vehicle was eventually turned off, the driver exited and actively resisted officers’ attempts to place him in handcuffs. A brief struggle ensued, and, with the assistance of additional arriving officer, the suspect was successfully taken into custody. During a search of the suspect’s person, he was found to be in possession of a knife and an open container of alcohol was located in the vehicle. While at an area hospital being treated for minor injuries and the execution of a search warrant, he allegedly spit on an officer. The passenger of the vehicle sustained minor injuries that did not require medical treatment and the officer sustained minor injuries, which were treated at an area hospital. William Salgado, 20, of Alexandria, Va., was arrested and charged with Assault & Battery on Law Enforcement, Obstruction of Justice, Carrying a Concealed Weapon, Attempted Person Under 21 Driving After Illegally Consuming Alcohol and Attempted Drinking While Driving/Open Container. He was held on no bond.

A man was robbed in a bathroom in the Buckingham neighborhood this past Sunday night.

Police say three men told the man he had left some belongings behind after leaving the bathroom of a local business, on N. Glebe Road just north of Route 50.

“When the victim reluctantly returned to the restroom, the suspects followed him, assaulted him and stole his personal belongings and an undisclosed amount of cash,” police said.

ROBBERY, 2019-04280253, Unit block of N. Glebe Road. At approximately 8:42 p.m. on April 28, police were dispatched to the report of a robbery by force. Upon arrival, it was determined that the victim was inside a business and had exited the restroom when he was approached by three male suspects who engaged him in conversation. The suspects convinced the victim that he had dropped something when he was in the restroom. When the victim reluctantly returned to the restroom, the suspects followed him, assaulted him and stole his personal belongings and an undisclosed amount of cash. The suspects fled the business on foot prior to police arrival. Arriving officers canvased the area and a K9 track was initiated, and subsequently the victim’s belongings, with the exception of the cash, were located nearby. The victim suffered minor injuries. Suspect One is described as a black male, 18-25 years old, 5’11”-6’3″ tall, with a thin build, 150-180 lbs., with short, black hair, wearing a black shirt or hooded sweatshirt, and dark jeans. Suspect Two is described as a black male with short dreadlocks, 17-20 years old, 5’11”-6’0″ tall, with a thin build, approximately 150 lbs. and wearing a green hooded sweatshirt. Suspect Three is described as a black male, 17-20 years old, 5’11”-6’0″ tall, with a thin build, approximately 150 lbs. and wearing a red hooded sweatshirt.

(Updated at 5:45 p.m.) Arlington County’s crime rates have continued to fall for seventh straight year, with a few exceptions, according to a new report from the police department.

The new data comes from ACPD’s annual crime report which the department released today (Tuesday). The 37-page document reports falling crime rates between 2017 and 2018 for many offenses, including burglary, kidnapping, assault, embezzlement, prostitution, and forcible sexual assault.

The county’s murder rate held steady, with four murders reported in both 2017 and 2018. However, the data also shows some increases in offenses for drunkenness, and bribery and extortion.

ACPD spokeswoman Ashley Savage noted that bribery and extortion charges can result from online or phone scams, and that both were “prevalent in 2018” which caused the department to lead several community awareness campaigns.

Chief M. Jay Farr noted that by May of last year the department was suffering from a staffing shortage with only 320 “functional” full time officers out of the 361 the county budgeted for.

“Our Department has a dedicated pledge of serving the community with duty, honor, and commitment,” Farr wrote in a statement in the report. “While we have experienced challenges this year, our sworn and civilian staff have risen to the task each day and embodied our pledge through their actions.”

Drunkenness

The biggest crime increase noted in the report was for offenses related to “drunkenness” charges: in 2017, 273 offenses were recorded related to drunkenness charges, compared to 622 last year.

Savage told ARLnow one reason the number is so high could be an issue with last year’s data.

“The number of drunkenness arrests appear to be underreported to the state in 2017 due to a data processing issue,” she said. “Our Records Management Unit is currently working with Virginia State Police to rectify the issue.”

Another reason could be ACPD’s crackdown on “nightlife safety.” In addition to increasing patrols around Clarendon bars last year, the department also partnered with restaurants to train staff in responding to emergency situations and report them to law enforcement:

In recognizing the importance of training to support effective standards, the police department’s Restaurant Liaison Unit has collaborated across county agencies to provide a thorough ARI training program for restaurant staff. These trainings include responsible alcohol service, fake identification detection, understanding their civil liability, public safety expectations, CPR, and Bar Bystander sexual assault intervention training.

The report noted that as part of ACPD’s “Restaurant Initiative” it trained 28 restaurants and 260 employees in the health and safety protocols.

Drugs

Arlington has seen the number of people seeking treatment for opioid addiction skyrocket in recent years. However, data shared in today’s report indicates that while the number of opioid-related incidents reported to 9-1-1 last year (153) remained close to 2017’s number (157), the number of overdoses decreased (53 in 2018 compared to 74 in 2017) and fatal overdoses also fell from 19 in 2017 to 11 in 2018.

A man has been accused of stealing from a Lyon Park church.

Police were called to the Clarendon United Methodist Church just before midnight Saturday for a “report of a burglary in progress.” A man who had broken into the church before had burglarized the church and was leaving the building with several items when officers arrived, according to Arlington County Police.

BURGLARY, 2019-04200282, 600 block of N. Irving Street. At approximately 11:48 p.m. on April 20, police were dispatched to the report of a burglary in progress. Upon arrival, it was determined that the property manager was alerted to the presence of a known male suspect who had gained entry to a church. Arriving officers located the suspect exiting the building in possession of items allegedly stolen from inside. During the course of the investigation, it was determined that the suspect had entered the building unlawfully on multiple prior occasions. William Barker, 56, of No Fixed Address, was arrested and charged with Burglary (x2) and Trespassing (x2).

A burglar tried to break into a home in Douglas Park early Monday morning, at one point picking up an axe and rapping it against a glass window, according to police.

A resident was inside the home on the 4200 block of 16th Street S. at the time and called police. A suspect was soon located and arrested by officers. No one was hurt.

BURGLARY, 2019-04080006, 4200 block of 16th Street S. At approximately 12:45 a.m. on April 8, police were dispatched to the report of a burglary just occurred. Upon arrival, it was determined that the male victim was inside his residence when he heard his screen door open. Upon investigating, he observed a male suspect inside the screened-in porch of his residence. The suspect allegedly attempted to open the door leading directly into the residence and then proceeded to knock on the door’s window pane with an axe located on the victim’s property. Arriving officers canvased the area and located a subject matching the description provided by the victim. Darrell Graham, 53, of No Fixed Address was arrested and charged with Burglary. He was held on no bond.

Also in this week’s crime report were a pair of reported robberies.

ROBBERY (late), 2019-04060062, 1300 block of Lee Highway. At approximately 5:50 a.m. on April 6, police were dispatched to the late report of a robbery. Upon arrival, the male victim reported that at approximately 5:00 p.m. on April 5, a known suspect approached him and asked for the beverage he was drinking. When the victim refused, the suspect struck him and stole the beverage. The victim declined medical treatment. The suspect is described as a black male in his 40’s with black hair. The investigation is ongoing.

ROBBERY (late), 2019-04030059, 4200 block of S. Four Mile Run Drive. At approximately 8:20 a.m. on April 3, police responded to the late report of a robbery. Upon arrival, it was determined that at approximately 6:40 a.m. on March 28, the victim observed the known male suspect attempt to steal his friend’s bicycle. When the victim attempted to intervene, the suspect brandished a knife and threatened him. The suspect fled the scene on the bicycle. The suspect is described as a black male, approximately 15-18 years old, with a slim build, wearing all black clothing and a black baseball hat. The investigation is ongoing.


A convenience store was robbed in broad daylight Monday afternoon, and the suspects were able to flee the scene with cash.

The robbery happened on the 1200 block of Fort Myer Drive, near Rosslyn, around 2 p.m. That block is home to the popular Quarterdeck restaurant and the Fort Myer Market, a convenience store.

Police say two men hopped the counter and struggled with one of the people inside the store, before grabbing cash from the register and running off.

Police are trying to locate a group of alleged car thieves they say flipped a stolen car before attempting to steal others in the Fairlington neighborhood.

Around 11:30 p.m. Saturday night police arrived at the scene of a flipped car on the 4800 block of 28th Street S, according to a crime report posted today. Officers discovered that the vehicle was a sedan stolen from D.C. and determined that its passengers broke into several other cars in the area while trying to flee the crash scene.

The suspects allegedly stole one car, a Silver 2016 Kia Optima, from the neighborhood after flipping their own and attempted to break into several other vehicles, ACPD spokeswoman Ashley Savage told ARLnow.

Residents posted pictures of the scene on Facebook. One picture shows a log sitting in the passenger seat of one of the cars, wood chips and glass from the broken window strewn across the center console.

“Approximately four vehicles were tampered with,” confirmed Savage. “The driver’s side windows of two vehicles were smashed and a log was located at the scene.”

MOTOR VEHICLE THEFT/TAMPERING WITH AUTO, 2019-03300280, 2019-03300275, 2019-03310014, 4800 block of 28th Street S. At approximately 11:34 p.m. on March 30, police were dispatched to the report of suspects tampering with vehicles. Upon investigation, it was determined the suspects were operating a vehicle previously reported stolen out of Washington D.C. when they struck a parked vehicle, causing theirs to overturn. The suspects then exited the vehicle, tampered with approximately four vehicles, before stealing a vehicle with the keys left inside and fleeing the scene. The occupants of the crashed vehicle are described as two black males and two black females. The investigation is ongoing.

The Fairlington Villages condo association acknowledged the break-ins in a statement posted on its website and social media Monday, writing:

Management is aware of the events over the weekend regarding vehicles being vandalized and police activity. As it is an ongoing investigation, the police has no information to release at this time. We will update the community as soon as information becomes available.

As a safety measure, if you’re outside at night, please be aware of your surroundings and please keep your phone with you.

Forty-one auto thefts have been reported in Arlington since January 1, up from 32 stolen vehicles reported in the same period last year, according to ACPD’s Community Crime Map.

All told, there were 176 reports of stolen vehicles in 2018, an increase from 158 in 2017. Records from 2016 are not available as police rolled out the crime map that year.

Police are investigating how a bullet wound up in a home near Shirlington.

A man found the bullet while cleaning his home on the 4500 block of 28th Road S. last week and called police, believing the bullet had been fired from outside the home. The man also told police that the bullet damaged a hanging picture frame.

No one was injured and the investigation is ongoing, according to an Arlington County Police Department crime report.

MISSILE INTO OCCUPIED DWELLING (late), 2019-03150177, 4500 block of 28th Road S. At approximately 3:10 p.m. on March 15, police were dispatched to the report of suspicious circumstances. Upon arrival, it was determined that on March 14 at approximately 7:00 p.m., the victim was cleaning his residence when he located a bullet on the floor of the living room which is believed to have caused damage to a hanging picture frame. No injuries were reported. The investigation is ongoing.

The subject refused to comply with the lawful commands of officers to leave the premises and became combative. ROBBERY (late), 2019-03170184, 1700 block of N. Moore Street. At approximately 2:45 p.m. on March 17, police were dispatched to the late report of a robbery by force. Upon arrival, it was determined that at approximately 1:35 p.m., a store employee attempted to prevent two alleged shoplifting suspects from leaving the business. The suspects pushed the employee and struck him in the face before fleeing the scene on foot. The victim refused medical attention. Suspect One is described as a tall black male, in his 20s – 30s, wearing a dark blue jacket, dark colored jeans, dark shoes and a backpack. Suspect Two is described as a shorter black male, wearing a blue and red jacket, blue jeans and a backpack. The investigation is ongoing.

MALICIOUS WOUNDING, 2019-03150030, 2900 block of Clarendon Boulevard. At approximately 2:09 a.m. on March 15, officers on routine patrol were approached by a victim suffering from a superficial laceration to the neck. The victim did not require medical attention. Upon investigation, it was determined that the victim’s friends were speaking with two unknown males when the victim approached them and told them it was time to go. The unknown male suspects began following the group and following a verbal altercation, one suspect produced a blade and struck the victim in the neck. The suspects fled the scene prior to police notification. Suspect 1 is described as a white male, bald with tattoos, between 5’8″ – 5’9″ tall and approximately 140lbs. Suspect 2 is described as a white male, approximately 5’8″ with an athletic build. He was wearing a short sleeve black shirt and light colored jeans at the time of the incident. The investigation is ongoing.

UNLAWFUL ENTRY, 2019-03160029, 4100 block of 3rd Road N. At approximately 2:30 a.m. police were dispatched to the report of a possible unlawful entry into a vacant apartment. Upon arrival, officers located a suspect inside the residence who allegedly entered through an unsecured window. Alberto Bollera, 34, of Hyattsville, MD was arrested and charged with Unlawful Entry and Drunk in Public.

ATTEMPTED BURGLARY, 2019-03160302, 4100 block of S. Four Mile Run Drive. At approximately 11:39 p.m. on March 16, police were dispatched to the report of a suspicious person. Upon arrival, it was determined the victim was inside her residence when she observed the door handle to her residence moving. The suspect fled the scene prior to police arrival. The suspect is described as a black male, 40 – 60 years old, wearing a camouflage jacket, light colored sweatshirt and light colored pants. The investigation is ongoing.

ATTEMPTED ROBBERY, 2019-03130240, 1700 block of Crystal Drive. At approximately 10:55 p.m. on March 13, police were dispatched to the report of a robbery by force. Upon arrival, it was determined that the victim was walking in the area when he was approached by an unknown suspect who attempted to steal his wallet. The victim shouted at the suspect and he fled the scene on foot. The suspect is described as a black male, approximately 5’7″-5’8″ with a beard, wearing a dark zippered jacket, khaki pants, and a striped beanie hat. The investigation is ongoing.

RECOVERED STOLEN AUTO, 2019-03140086, 3400 block of N. Inglewood Street. At approximately 10:49 a.m. on March 14, police were dispatched to the report of a Grand Larceny Auto. Upon arrival, it was determined that the suspect entered the victim’s garage and stole a vehicle with the key left inside. The vehicle was located unoccupied in Washington D.C. Warrants for Grand Larceny Auto and Grand Larceny were obtained.

BURGLARY (late), 2019-03120045, 4100 block of S. Four Mile Run Drive. At approximately 8:15 a.m. on March 12, police responded to the late report of a burglary. Upon arrival, it was determined that at approximately 2:10 a.m. on March 12, an unknown suspect entered a residence through an unlocked door and stole numerous items of value. There is no suspect(s) description. The investigation is ongoing.

BURGLARY, 2019-03130242, 4100 block of S. Four Mile Run Drive. At approximately 11:07 p.m. on March 13, police were dispatched to the report of a burglary in progress. Upon arrival, it was determined that the victim heard noise originating from outside his patio door. Upon investigation, the victim observed an unknown male suspect outside the door. The suspect fled the scene on foot prior to police arrival and a canvas of the area returned with negative results. The suspect is described as a black male with dark complexion, in his late 30’s to early 40’s, approximately 5’9″ tall and weighing 200 lbs. He has short hair, a mustache and a beard. He was wearing a dark colored jacket, red hoodie, and navy pants at the time of the incident.


(Updated on 3/19/2019) Arlington police are searching for two men they say were involved in a knife attack early Friday morning.

Police say someone approached officers patrolling on the 2900 block of Clarendon Boulevard — the same block as the Cheesecake Factory — with a knife wound on their neck.

ACPD spokeswoman Ashley Savage told ARLnow that as of Monday at 4:45 p.m. the investigation is still ongoing and the suspects had not been arrested.

The attack happened just after 2 a.m. Friday after the victim asked their friends to stop talking to two men as he or she wanted to leave, Savage said. The two men then began following the group and “following a verbal altercation, one suspect produced a blade and struck the victim in the neck,” according to police.

The victim reportedly suffered a superficial laceration to the neck which did not require medical aid.

Police described the suspects as two 5’8″ white men — one balding, tattooed, and weighing 140 lbs, and the other with “an athletic build” who wore a black T-shirt and jeans during the incident.

If apprehended, the suspect who wielded the knife could be charged with malicious wounding, which under Virginia code carries a penalty of between 5 and 20 years behind bars and a fine of up to $100,000.
