A man who was charged with a hate crime after allegedly shoving a restaurant employee in Crystal City and refusing to pay for his meal pled guilty to a lesser offense.

In May 2021, Jordon Bevan left a local restaurant without paying, pushed an employee and used anti-Asian slurs, the Arlington County Police Department alleged at the time.

Bevan was charged with a hate crime, which is a felony, along with the misdemeanors of resisting arrest, defrauding an innkeeper and petit larceny. The nature of the slurs he is alleged to have used is unclear and court documents reviewed by ARLnow only detail Bevan using the term “Asians.”

The “dine and dash” case and hate crime allegations were widely reported, with a video of the incident broadcast on local TV news.

The hate crime charge was later amended, however, to the misdemeanor assault and battery, according to court records. Bevan pled guilty to that in September 2021 and was not prosecuted for the other crimes.

After his May arrest, Bevan was discharged to reside in Ohio with his mother and seek mental health treatment, including psychiatric visits and medication, according to court records.

“There was a strong mental health component to this case, which included a resolution requiring mental health treatment, along with restitution and no contact provisions, all pursuant to a plea agreement wherein other charges were dismissed,” Arlington’s Commonwealth’s Attorney Parisa Dehghani-Tafti told ARLnow. “That usually happens on our motion. There was a follow up hearing in December 2021 to ensure mental health compliance and our notes indicate the court deemed that Mr. Bevan was compliant.”

Mental health symptoms noted during an evaluation after his arrest were later found to no longer be present “likely due to treatment with antipsychotic medicines,” according to Bevan’s court file.

When asked if the hate crime charge was dropped because of insufficient evidence, a plea deal or otherwise, Dehghani-Tafti said there were multiple factors to consider.

“For each case, we take into consideration the evidence that supports the elements of the charge, mitigating evidence such as mental illness, and what is the just thing to do for all the parties involved,” she said. “Balancing all those things, here it made sense to focus on mental health treatment.”

According to a statement from the restaurant employee who was shoved, Bevan came into the restaurant and ordered what she described as too much food. She said she tried and failed to persuade him to shorten his order.

After being served he changed tables. The employee said she noticed he had disappeared when she went to take orders from other customers.

“My son and I went to follow him,” she said. “I asked him to pay for the food, but he kept saying ’emergency.'”

The woman continued to ask Bevan to pay while her son recorded the confrontation. When her son called the police, Bevan tried to run away.

“I went in front of him to block him, but he kept trying to run,” she said. “He said, ‘Asians, get out of my face.'”

She said she fell after he bumped into her with his shoulder and he got away as she rose to give chase.

When asked if ACPD could confirm provide more information about the hate crime allegation, spokeswoman Ashley Savage told ARLnow that “no additional details are available to ensure the integrity of any future court proceedings.”

Court records show Bevan was also charged with two counts of petit larceny and one count of resisting arrest in April 2021 for separate, alleged “dine and dash” incidents in the Pentagon City area.

Records indicate he was only prosecuted for one count of petit larceny, for which he paid a $151 fine. He has a court date on Tuesday, Oct. 11 to review his progress.

It’s a little less park-like than New York City’s High Line, but Arlington County has come up with a concept for new pedestrian bridge from Crystal City to National Airport.

Now, it is asking people to share their feedback.

Over the past year, the county, the Virginia Department of Transportation and a Boston-based civil engineering firm have evaluated 16 possible bridge and tunnel connections across active train tracks, the GW Parkway and National Park Service land.

After concluding the site could not accommodate tunnel entrances, VDOT and the county were left to consider two bridges. Today (Tuesday), Arlington launched a public engagement period for a preferred alternative, moving the needle forward on what’s being called the Crystal City to Ronald Reagan Washington National Airport Multimodal Connection project — or CC2DCA.

The county proposes starting the bridge at the planned Virginia Railway Express Crystal City station at 2011 Crystal Drive  and ending in the second level of DCA’s Terminal 2 parking garage.

If built, it would take about five minutes to walk the 1,300 feet from the station to the airport, per a press release from the National Landing Business Improvement District.

The bridge would be an enclosed girder bridge running perpendicular to the rail tracks.

Then, the CC2DCA would run at an angle over the GW Parkway.

Initially, the county considered an arch bridge, but a bridge supported with girders would allow the county to link the connector with the Mount Vernon Trail without re-aligning it, per a staff presentation.

Once it links up with DCA’s Terminal 2 parking garage, pedestrians would have a dedicated walkway through the garage to the terminal. This path would eliminate 40 parking spaces, according to the presentation.

Ballpark estimates put the project at $43 million, the presentation said. So far, CC2DCA already has over $38 million in committed funds.

Now through Nov. 6, people can share their feedback in English, Spanish and Chinese, attend a public meeting on Tuesday, Oct. 25, or submit comments via email, according to the project webpage.

“The team is sharing concepts to make sure needs and priorities are aligned,” Dept. of Environmental Services spokeswoman Claudia Pors tells ARLnow. “This is the preferred recommended alternative to date, but it hasn’t been approved by any agencies as of now.”

After collecting public feedback, the county plans to present its recommendation to federal agencies in December, Pors said.

The preferred alternative could be confirmed by next spring and the design phase could start by the end of 2023, per the National Landing BID press release.

The second-place contender would have started at 2231 Crystal Drive and ended at the third level of the Terminal 2 parking garage. Staff ultimately decided against it because it was projected to cost $64.5 million, would eliminate 130 parking spaces at the airport and it would not be as centrally located for rail users, per the staff presentation.

(Updated at 2:55 p.m.) A conference highlighting innovations in how people talk to their technology is returning to Crystal City next Monday.

VOICE22 will feature speakers from national and international companies and has backing from big-name tech companies, including Amazon, Google and Salesforce.

The conference is “the world’s largest voice-tech trade event and conference” said Pete Erickson, who founded the Ballston-based startup Modev, which is hosting the event.

“This market is being made before our eyes as people, machines and algorithms are increasingly working in tandem, making Conversational AI a must-have for most consumer-facing organizations,” said Erickson.

Scheduled speakers represent JPMorgan Chase, Walmart, Instacart, Nat Geo, Intuit, Capital One and NPR. The conference will feature panels on customer service, retail, entertainment and publishing, transportation, healthcare, and financial technology.

“Modev is bringing the top brands in the world together to accelerate Conversational AI with our clients, and VOICE22 is the perfect showcase for high-profile key decision-makers, partners and influencers to shape this global market,” Erickson said.

Erickson founded Modev, a Ballston-based startup that also produces the VOICE Global event, presented by Google Assistant, and the award-winning VOICE Talks internet talk show.

North of 600 attendees are expected to attend, but Modev is shooting for 1,000. Attendees represent companies around the world, but a few in attendance hail are regional, including McLean-based Witlingo and Centreville-based XAPP.AI.

The local startup’s conference, now in its fifth year, was held in Arlington for the first time in 2021. The 2018 and 2019 conferences were both held in Newark, New Jersey and together attracted some 7,000 attendees. The conference was held virtually in 2020 due to the pandemic.

This was the first major tech event to relocate to the area since Amazon announced it would build its second headquarters in Pentagon City in 2018, Arlington Economic Development previously said.

VOICE22 kicks off on Monday, Oct. 10 at the Hyatt Regency Crystal City (2799 Richmond Hwy) and will run through Wednesday, Oct. 12.

In the shadow of Amazon’s HQ2, the Americana Hotel stands vacant and ready for redevelopment.

The hotel at 1400 Richmond Highway, which JBG Smith purchased in late 2020, is in a prime location. Met Park, the first phase of Amazon’s headquarters, is across the street. PenPlace, the project’s second phase, is down the road. The Crystal City Metro station is a block south.

But the prospect of building apartments and retail right next to a global tech company’s second headquarters came with two issues: physical problems with the land and questions about when, and how, neighboring properties and Route 1 would change.

The Americana property slopes down significantly. It abuts an elevated portion of Route 1 that the Virginia Department of Transportation proposes lowering. The building is surrounded by apartment buildings, a hotel and a VDOT-owned patch of grass, all of which could be redeveloped or reconfigured in the future.

JBG Smith representatives say the proposal, filed in April and accepted by the county this month, accounts for these conditions and questions. They say it meets a county zoning requirement that towers be separated by 60 feet and a recommendation in the Crystal City Sector Plan that podiums be separated by 40 feet.

“We have designed the building around trying to maintain the maximum flexibility for that future development, but there is nothing in the current plan that is in any way not compliant or fully in accordance with the sector plan and zoning ordinance,” land use attorney Kedrick Whitmore told members of the Long Range Planning Committee this summer.

The aging Americana Hotel — which was once featured in a Russell Crowe movie — would be replaced with a 644-unit, 19-story tall building with 3,674 square feet of ground floor retail, according to the application materials. A below-grade parking garage would provide 191 on-site parking spaces and an existing garage at the Bartlett Apartments (520 12th Street S.) would provide an additional 206 off-site spaces.

The developer aims to achieve LEED Gold certification.

“The building includes work-from-home, fitness, and other amenity spaces, as well as outdoor access to balconies and two rooftop terraces with unobstructed views of the surrounding landmarks,” Whitmore wrote in a letter included in JBG Smith’s application.

And the developer aims to break ground before VDOT gets started on rebuilding Route 1 at-grade. VDOT plans to wrap up a second study phase of the proposed changes early next year.

“We do acknowledge that’s an issue we have to discuss with county staff and VDOT,” Jack Kelly, a Vice President with JBG Smith, told the LRPC. “We made high-level assumptions on setbacks, based on what we know about the future alignment of Route 1.”

The developer also had to do “a lot of guesswork” to design around potential redevelopment projects for the adjacent Embassy Suites by Hilton Crystal City National Airport, The Paramount apartments and the VDOT parcel, said Malcolm Williams, an associate with JBG Smith, in the same meeting.

Dracula returns to Synetic Theater in Crystal City next month (photo courtesy of Synetic Theater)

Just in time for the spooky season, Crystal City’s Synetic Theater is debuting a “bloody” adaptation of Dracula.

The two-decade-old, local non-profit theater is bringing one of the world’s most famous horror stories to its stage next month, with shows starting on October 13. The show is set to run Thursday through Sunday through Nov. 6.

A special Halloween performance on Monday, Oct. 31 is planned. Additionally, on Oct. 28, Synetic is hosting its annual Halloween party Vampire Ball, which will include a performance of Dracula plus food, dancing, physical theater, and themed cocktails.

Located inside the Crystal City Shops near the Metro station, Synetic Theater first opened in the neighborhood in 2010 after previously making its home in Rosslyn. It’s known for its physical and nearly wordless theater.

This adaptation of Dracula will adhere to Synetic’s well-known style, something co-founder and the show’s director Paata Tsikurishvili believes will help tell the 125-year-old story of the “vicious vampire.”

“With minimal dialogue in our storytelling, this production relies heavily on visuals, music, physicality, and most importantly, audience interpretation,” Tsikurishvili told ARLnow about what makes their version of Dracula unique. “Whether it’s Shakespeare or Stoker, Synetic provides room for audiences to find their own meaning in our productions.”

This will be the third time that Synetic Theater has adapted Dracula, with previous performances in 2005 and 2009, and will include a number of actors reprising their roles, including Dan Istrate as Count Dracula.

Tsikurishvili said the 2022 version will have “significant updates to the costumes, choreography, and set design” but the set will continue to be “very minimalist” to allow “audiences to fully focus on the actors, movement, and story.”

It’s been something of a rough go for the venerable physical theater company over the past few years.

In late 2018, Synetic nearly lost its lease at 1800 S. Bell Street, but building owner JBG Smith backtracked and agreed to allow Synetic to stay in the building until at least the end of this year. The pandemic happened just over a year later, forcing Synetic to shut down performances. It was only late last summer when the theater got back into its space and started doing regular performances again.

With all that is happening in the world today, Tsikurishvili told ARLnow that showcasing the story of Dracula now is “very fitting.”

“When you think about the moral of Stoker’s story — it’s about confronting darkness, but not alone,” he said. “In this season and in this show, we explore otherness and what it takes to push differences aside and work together against evil.”

(Updated 11/06/22 at 11:40 p.m.) Ballston-based Federated Wireless is moving its corporate headquarters to Crystal City — and it is bringing 5G connectivity with it.

The move marks the next step developer JBG Smith is taking to turn the area into the world’s first large-scale “Smart City,” with futuristic experiences such as self-driving cars and virtual reality powered by a speedy wireless network.

Federated Wireless, currently located at 4075 Wilson Blvd, will occupy approximately 36,000 square feet of office space at 2121 Crystal Drive, per a press release from property owner and developer JBG Smith.

This building is home to aerospace company Lockheed Martin and a park, as well as a forthcoming restaurant called “Surreal.”

As part of the move, the wireless services company will design, deploy and manage 5G Private Wireless networks for commercial tenants and residents living and working in JBG Smith’s offices and apartments in Pentagon City, Crystal City and Potomac Yard (known collectively as National Landing).

The area is saturated with companies that need what private 5G provides: high-speed data and few communication delays. National Landing’s roster includes Amazon’s second headquarters, Boeing’s recently relocated global headquarters, Virginia Tech’s Innovation Campus and numerous tech, defense and cybersecurity companies.

“We will be developing a showcase to demonstrate the power and cutting-edge capability that Private Wireless can bring defense contractors, government, retail clients, residential tenants, smart cities, and other customers and citizens in the area,” Federated Wireless Chief Commercial Officer Chris Swan said in a statement.

That could draw more innovative companies to the area, too.

JBG Smith has said its “smart city” would be replete with Internet-connected devices supporting futuristic experiences such as self-driving vehicles, immersive and augmented reality, building automation and environmental sustainability.

The company already had expansive real estate holdings, from existing office space and apartments to developable land, to realize this goal — but it needed the technology to do so.

Over the last two years, it has assembled the radio frequencies and fiber networks needed to support the vision.

In 2020, JBG purchased seven blocks of Citizens Broadband Radio Service (CBRS) spectrum from the Federal Communications Commission. In 2021, it announced partnerships with AT&T and Arlington County to bring about ubiquitous indoor and outdoor public 5G in 2021.

And now, Federated Wireless is providing a third piece to the puzzle.

The game-changer here is that the 5G Private Wireless network we’re building with JBG Smith is the catalyst that will bring that reality to life in National Landing,” Federated Wireless CEO Iyad Tarazi said in a statement.

“Our partnership with JBG Smith is all about enabling shared spectrum solutions to power the next generation of connected businesses, cities and people,” he added.

Earlier: Pull out your lederhosen and dirndls for an Oktoberfest celebration returning to Crystal City next weekend.

German lagers and cider will flow freely at the outdoor festival on Saturday, Oct. 1 from 12-4 p.m. There will be games and live polka music from Alte Kumpel Band.

The festival, sponsored by the National Landing Business Improvement District, will be held at the patio and terrace space between 22nd and 23rd Streets S., near 556 22nd Street S. — formerly Athena Pallas restaurant, before it closed this summer.

Entry to the event, dubbed the National Landing Oktoberfest, is free and open to all ages and dogs (on leashes), but attendees must register and show their ticket to get in.

Food and drinks are available for purchase, and attendees’ first beer comes with a free stein — while supplies last.

The Oktoberfest is being held rain or shine and drink tickets are non-refundable, according to the event website.


Dog poop, a lackluster park and imposing tower façades.

These are lingering concerns for some county commission members and residents who recently reviewed designs for two proposed apartment towers from JBG Smith in Crystal City.

The developer proposes building two towers with a total of 1,440 apartment units where the restaurant Jaleo (2250 Crystal Drive) used to be, and where an 11-story office building stands (223 23rd Street S). The new towers would have ground-floor retail and a parking garage underground.

Architects went back to the drawing board after a meeting in July to improve designs, and generally, these improvements were welcomed during a Site Plan Review Committee meeting last week.

Still, commissioners, community members and county staff said a planned interim park should be more vibrant — with ample amenities to separate dogs and their droppings from other visitors — and the towers should have more pedestrian-scale architecture, so that walking by does not feel claustrophobic and shady.

“I do hope there will be signs saying ‘This is not a dog park’ because people will try their hardest to use it as such,” said Ben D’Avanzo, a nearby resident representing the Aurora Highlands Civic Association, during the meeting on Thursday. “There’s only so much we can do to control that and prevent what happened at Met Park happens here.”

Before Amazon began rebuilding the park, Metropolitan Park was best known for being a large patch of grass where dogs from neighboring apartment buildings relieved themselves.

The 2010 Crystal City Sector Plan envisions three park spaces, totalling some 26,000 square feet, but one of those parks would require JBG Smith to redevelop apartments at 2221 S. Clark Street. In the interim, as part of this project, JBG Smith will create a temporary 8,000 square-foot park on the southwest corner of 223 23rd Street S.

Commissioners had also criticized initial designs for the park near JBG Smith’s planned towers for being “just a lawn,” said Planning Commissioner James Schroll during a meeting last week.

“Some of the concerns we received from you guys is that there may be foot traffic cutting through this lawn and there were concerns pet owners would use it for dog relief, and we didn’t really want that,” said Amanda Walker, with OJB Landscape Architecture.

Landscapers added pet relief areas and plantings around the park’s edges to prevent people from creating desire paths. The park is designed to allow for flexible, removable furniture to accommodate concerts, fitness classes and picnics and become a “destination for the community,” Walker said.

“Right now, this looks good, but we’ve got lots of parks that look like this all over the area. It’s going to be hard to attract people to it in this interim period,” said Michael Dowell, representing the Crystal City Citizen Review Council. “If we really want to take a chance, let’s get some massive sculpture — that you can move…”

“… to the next interim park,” said Chris Slatt, representing the Transportation Commission at the SPRC meeting, completing Dowell’s sentence.

Arlington-based oxygen-monitoring tech startup OxiWear is aiming to go to market by the end of next month.

After raising $1.25 million last year, OxiWear founder Shavini Fernando told ARLnow that they are now in midst of testing in order to start selling the small, ear-worn blood oxygen alert system by late October. The hope is to, at least initially, appeal to the fitness and exercise market.

After that, the aim is to get the U.S. Food and Drug Administration to approve the device for prescriptions by mid-2023 and for off-the-shelf retail by the end of next year.

That would cap the Rosslyn resident’s five-year journey to offer a device that has saved her life to others.

For years, even though she was a swimmer and lived an active lifestyle, Fernando struggled to breathe. Doctors in her native Sri Lanka said she had asthma, but after a particularly troubling episode in 2015 when her face turned blue, she was diagnosed with severe cardiovascular disease and told that she had two years to live.

Fernando flew to the United States for a second opinion. Getting off the plane, she suffered a stroke. Soon, it was discovered she suffered from severe pulmonary hypertension (PH) due to Eisenmenger Syndrome. Meaning, there’s a hole in her heart that can lead to cardiac arrests and hypoxia strokes.

“With that, it damages my lungs due to the overflow of blood to the lungs,” she said. “It’s called Eisenmenger when it comes to that stage and it’s irreversible.”

 

Fernando has had to deal with near-fatal situations, including four cardiac arrests and two strokes. She is also not allowed to fly above certain altitudes, meaning she hasn’t been able to fly home to Sri Lanka since leaving in 2015.

While there’s no cure for Eisenmenger, Fernando thought there might be a way that she could monitor her oxygen levels in order to prevent potentially fatal consequences. In 2015, she started working on a wearable device that would alert people like her when their oxygen levels drop to dangerous levels.

“Once we get a cardiac arrest, you only have three minutes. That’s not enough time to call 911. That’s where OxiWear comes in. You get the alert ahead of time before you go into cardiac arrest or have a stroke,” she said.

It does that by being attached to the ear and pulsating when the wearer’s oxygen levels dip below a certain level. The ear is one of the best and most accurate body parts for measuring oxygen, Fernando said.

Additionally, the device connects to a mobile application that allows the user to keep an eye on their levels at all times. If they do drop dangerously, it will buzz the device as well which will send out an alert to emergency contacts.

“In case you can’t call for help, someone will know you need help,” Fernando said.

Beyond medical necessities, OxiWear is also being marketed to high-performing athletes.

Oxygen levels, even more than heart rate, can give a sense of how fatigued an athlete might be or how well they are adapting to certain environments. Earlier this year, OxiWear signed an agreement with a company that does high-altitude obstacle courses and endurance races.

“It gives the coach an idea of an athlete’s… tolerance level and how long they can stay the course. And, also, how they behave in different environments,” she said.

This is one of the reasons why Ted Leonsis — local owner of the Capitals, Wizards and Mystics — has been such an advocate of OxiWear and Fernando, with not just financial investment but mentorship as well.

(Updated at 3 p.m.) A pair of large events are planned for Saturday, resulting in road closures in Rosslyn and the Crystal City area.

First up, the Rosslyn Jazz Fest, scheduled from 1-7 p.m. in Gateway Park, will close the following roads from 7 a.m.-10 p.m.

  • EB Langston Boulevard, from Fort Myer Drive to N. Moore Street
  • Fort Myer Drive driveway access, from 19th Street N. to N. Moore Street

“Traffic is expected to be impacted in the area and motorists should seek alternate routes to reduce road congestion,” the Arlington County Police Department said. “Attendees are encouraged to use Metro and other forms of multimodal transportation. The Rosslyn Metro Station (Orange, Silver, and Blue lines) is located within walking distance to the event.”

Later that day, a more extensive set of road closures will be put in place between 3-5 p.m. for the 20th Annual Arlington Police, Fire, Sheriff, & ECC 9/11 Memorial 5k race.

Street parking in the area of both events will be restricted, with temporary “No Parking” signs placed along various streets, police said.

There’s also a third major event that will be coming through the county Saturday morning: the D.C. Bike Ride, the route for which goes over the 14th Street Bridge and loops around near the Pentagon.


The Alamo Drafthouse Cinema in Crystal City is currently hiring and wrapping up construction as it prepares for its premiere later this year.

In a recent update, the upscale theater chain posted construction photos and new details about its upcoming opening at 1660 Crystal Drive. The plan is to open “this fall,” the post said. ARLnow reported the hope was October.

There were also some specifics in regard to the look, feel, and aesthetic of the nine-screen, 50,000-square-foot complex.

“The cinema’s front facade will boast a beautiful marquee, reminiscent of the grand movie palaces of old, which will be accompanied by a vibrant vertical Alamo sign further up the building,” reads the post.

A collection of vintage posters will line the staircase and escalator on the way to the second floor, where there will be the box office and a 50-person bar “with a soon-to-be-announced theme and overlooking Crystal [Drive].” The bar will have signature cocktails, local beers, appetizers, and a happy hour. Adjacent to the bar, there’s set to be a rooftop patio as well.

The theaters will range from 50 to 237 seats, each with 4K laser projectors, power recliners, swivel tables, and server call buttons. The “Big Show” theater will feature a particularly large screen and lots of speakers.

“A peek behind the curtain in our Big Show auditorium, featuring a 66-foot wide PLF screen and over 70 (!!) speakers supporting an immersive Dolby Atmos surround sound experience,” says the update.

The theater is also looking to hire a number of positions, including projectionists, bartenders, servers, box office concierge, and a marketing manager.

The Texas-based theater chain first announced it was moving into Crystal City more than five years ago. Its location at 1660 Crystal Drive is next to a CVS, an Amazon Fresh and Tacombi Taqueria — and a few blocks from the future, 25,000-employee Amazon HQ2.

The theater was originally supposed to open this past spring, but that got pushed to the fall due to supply chain and construction delays.

Franchisee Cojeaux Cinemas will operate the Crystal City location, as is the case with the other four Alamo Drafthouses in D.C. and Virginia.

After a rough two years due to the pandemic, it appears that the moviegoing industry is rebounding somewhat after a good summer. That includes Alamo Drafthouse, which filed for bankruptcy early last year.
