The Arlington County Board took two steps over the weekend to preserve and upgrade existing affordable housing while building hundreds of new units.

During its meeting on Saturday members unanimously approved a nearly $23 million loan from the county’s Affordable Housing Investment Fund (AHIF) for renovations to the Park Shirlington Apartments, a 1950s-era, garden-style complex with 293 units at 4510 31st Street S., on the edge of the Fairlington neighborhood.

The Board also approved $124,000 in rent assistance to offset potential increases resulting from the renovations.

“This project has a long history and is very important as one of the larger affordable housing developments in the county,” said Melissa Danowski, a staff member in the housing division of the county’s Department of Community Planning, Housing, and Development.

The vote marks a change in plans for the county, which was initially planning to buy and build up part of the property with a partner developer, Washington Business Journal reports. Instead, Standard Property Co. and the National Foundation for Affordable Housing Solutions will oversee soup-to-nuts renovations and pledge to keep the rent affordable for 75 years.

The renovations will begin in winter 2022 and end in 2024, with 10-20 units redone at a time. Residents will have access to vacant “home-hotel suites” so they do not have to find another place to stay while their unit is redone, said Steven Kahn, a director of Standard Communities.

Each unit’s interior will get new appliances, fixtures and cosmetic upgrades. Building systems such as HVAC will be modernized and common areas will be renovated. The developer is considering including free- or reduced-price internet.

“I’m very happy that this thought about preservation has led to preserving a community, while essentially rebuilding the units,” Board Chair Matt de Ferranti said. “That’s a really positive step. It is a huge victory for our community as a whole.”

Following the vote, the Board took action to approve an agreement with Amazon to develop affordable housing near its HQ2. Amazon will donate a $40 million parcel of undeveloped land on the Crystal House Apartments site to the county to be developed into new affordable housing.

This is a gift beyond any of our requirements, but it’s a partnership really that helps serve affordable housing,” de Ferranti said.

More than 550 units could be developed as affordable for moderate- to low-income households. At least 148 will be committed to households earning 50% or less of the area median income (AMI), and a minimum of 406 will be for households earning 80% or less of the AMI.

The county aims to partner with an affordable housing developer, to be selected later, and complete construction by Jan. 1, 2028.

Since August, JBG Smith has been assembling the bones needed to turn part of Arlington and Alexandria into the world’s first large-scale “Smart City.”

And today (Tuesday), the developer is set to cinch two crucial parts of the skeleton. This morning, it announced a partnership with AT&T to install 5G network throughout Crystal City, Pentagon City and Potomac Yard, collectively known as National Landing.

“The goal of this collaboration with AT&T is to further enhance National Landing and create the only neighborhood that provides entrepreneurs, universities, and global technology companies the digital infrastructure necessary to shape the future of their industries,” JBG Smith CEO Matt Kelly said.

This evening, the County Board is poised to grant access to the backbone of the network: currently unused, county-owned dark fiber assets. The county would receive $3.5 million in exchange.

The speedy wireless network could draw more innovative companies to the area and help bring futuristic experiences — such as self-driving vehicles, immersive and augmented reality, building automation and environmental sustainability — to fruition, according to their press release.

Parts of the 5G network could be operational in the first half of 2022, JBG Smith Smart Cities Vice President Vardahn Chaudhry tells ARLnow.

“5G is complex in that it requires robust underlying digital infrastructure both underground and across the built environment,” he said. “JBG Smith and AT&T are still working through the details of the infrastructure deployments and will share more in the coming months.”

The real estate company made its ambitions known last August, when it acquired seven blocks of Citizens Broadband Radio Service spectrum spanning Arlington and Alexandria through a national Federal Communications Commission auction.

Still missing the underground network backbone, JBG Smith eyed Arlington County’s unused fiber optic assets in National Landing, from when the county built a ring of dark fiber nearly 10 miles long called ConnectArlington.

The network was designed to support county government and Arlington Public Schools and give local businesses access to cheaper, higher-speed internet, but an ARLnow investigation found legal issues made it difficult for businesses to use it.

County staff recommend the County Board approve the 75-year agreement with JBG Smith, which is planning to market National Landing — home to Amazon’s HQ2 — as an “Innovation District.”

“Consistent with the intent of the original ConnectArlington investment, the primary benefit of this Agreement will be to assist in the creation of an Innovation District that will establish the area as a magnet for human talent and innovation — the key driver of economic prosperity today and moving forward,” according to the report.

JBG Smith said it already possess other things needed for the project: expansive real estate holdings, from existing office space and apartments to developable land, which provides the buildings, street furniture and underground infrastructure needed for the roll-out.

U.S. Sen. Mark Warner (D-Va.) said he is thrilled to see two private-sector organizations leading the 5G charge.

“American competitiveness in the deployment of 5G networks — and innovation in the emerging technologies [that] 5G unlocks — remain key to our national and economic security interest,” he said. “This collaboration can be a blueprint for how digital infrastructure is deployed, and I am heartened by the prospects of the innovation this may unlock to advance our country’s competitiveness globally.”

County staff valued the transfer at $3.5 million after weighing how much it would need to recoup construction costs and advance county goals against how much it would cost JBG Smith to build its own assets.

Nerds of all backgrounds are reveling in their geekdom this weekend in Crystal City.

BlerDCon — an anime, gaming, comics and sci-fi convention — has returned to the Hyatt Regency Crystal City (2799 Richmond Hwy), one year after the 2020 convention was canceled due to the pandemic. It’s taking place today through Sunday, July 18.

BlerDCon will feature a food truck rally, cosplay contests and music, but there will be pandemic precautions: Guests will be required to wear a mask and bring a vaccination card.

The event is not just for Black nerds, or “blerds.” The website said the “universally inclusive fan convention” welcomes people of color, the LGBTQ community and people with disabilities.

Other highlights include a maid cafe, a comedy show, gaming and a “Blerdfunk Concert.”

There will be a number of special guests, according to the website: “Rupaul’s Drag Race” star Dax ExclamationPoint, comedian Roxxy Haze, and actress Karan Ashley, who was the Yellow Ranger on the hit kids show “Mighty Morphin Power Rangers.”

Crystal City could get more affordable housing under a new agreement between Amazon and Arlington County, announced earlier today.

The tech giant said in a new blog post that it would hand over to the county the rights to $40 million in vacant land within the Crystal House apartment property, on which Arlington County could develop more than 550 new affordable homes.

“Amazon is committed to promoting economic inclusion for all families and fostering a thriving community in and around Arlington,” said Catherine Buell, Amazon’s head of community development.

Construction is slated to begin in 2025, the Amazon blog post said.

The contributions are part of Amazon’s new Housing Equity Fund, a more than $2 billion commitment to create and preserve more than 20,000 units in Amazon’s three primary footholds: the Seattle area, Nashville and Arlington.

This announcement follows up on a commitment Amazon made in January to preserve 1,300 affordable housing units in Arlington as property values are rising amid its expansion. As part of the commitment, the company financed $381.9 million in loans and grants to a D.C. area housing nonprofit so that it could buy and stabilize rent at Crystal House (1900 S. Eads Street), a set of two apartment buildings one block from Amazon’s future HQ2.

The financing allowed Washington Housing Conservancy to preserve units in the existing Crystal House apartment complex, which has 828 units, for low- to moderate-income residents for 99 years.

“We are excited to build on our earlier work to preserve affordable housing at Crystal House in the heart of our new headquarters,” Buell said. “This donation to the County brings us a step closer to achieving up to 1,300 total affordable homes at the site for families earning moderate- to low-incomes.”

If the agreement is approved, the county will be carrying out a development plan that the County Board approved for the Crystal House property in December 2019. This site is set to have six more “Crystal Houses,” adding 820 units in total, as well as two public open spaces and a protected bike lane along S. Eads Street.

According to a county report, WHC does not intend to serve as the property’s developer, so Amazon purchased development rights for the vacant land. It approached the county in early 2021 with its plan to give the property to the county to develop.

According to Arlington County’s map of projects, the project’s status remains “approved.”

The Arlington County Board is set to review the agreement during its regular meeting this coming Saturday, July 17.

“Amazon is demonstrating dedication and commitment to the Arlington community with this game-changing opportunity to increase affordable housing in the County,” said Arlington County Housing Director Anne Venezia. “Future development on the Crystal House site will help bolster critical housing supply goals in an area with limited affordable housing options.”

If the board accepts the gift, the county will embark on a national search for a master developer and sub-developers. The site could have 554 affordable units on it by Jan. 1, 2028, according to a county statement.

Of those units, at least 148 will be committed to households earning 50% or less of the area median income, and at least 406 will be committed to households earning 80% or less of the AMI.

(Updated 10:35 a.m.) Tacombi, a New York City-based taqueria chain, is expected to open in Crystal City in a couple of months.

The new spot will be located in the revamped Central District Retail shopping plaza, also known as “Crystal Square.” This recently redone property at 1550 Crystal Drive, owned by JBG Smith, has attracted a number of other retail options that have opened already or are set to open over the course of the year.

A CVS opened in February and hit NYC bakery Mah-Ze-Dahr opened in mid-June. Another location of the boutique gym, Solidcore, is set to open in August, according to a spokeswoman.

A spokesperson for Tacombi said Thursday that it expects to open its 3,000 square-foot space in Crystal City in September.

“All of our taquerias are bright, open and airy spaces where guests can enjoy warm hospitality and a menu with selections from different regions throughout Mexico,” she said. “We look forward to bringing a little piece of this incredible country to our new friends in Arlington, and to swinging open our taqueria doors this fall.”

Tacombi got its start on the beaches of Yucatan, Mexico. The owner sold tacos from a Volkswagen Bus and eventually opened his first taqueria in the mid-2000s in New York City. Nine other locations have since opened in NYC.

These openings are happening amid a handful of other openings in Miami and Queens, the spokeswoman said. The taqueria will cement its presence in the D.C. area with a Bethesda location also set to open in September.

“We were drawn to Crystal City’s evolving identity and to its own journey from a largely-industrial zone in the sixties to today’s quickly developing community,” she said. “And while National Landing is part of a cosmopolitan world capital, it also maintains the neighborhood quality that best allows us to share authentic Mexican culture.”

The taqueria made headlines this year for its work during the pandemic feeding thousands of food-insecure New Yorkers.

Also coming to Central District Retail will be a thus-far unnamed grocery store, rumored to be a possible Amazon Fresh location. The store will be built in the existing office building at 1550 Crystal Drive, according to Arlington County.

“JBG SMITH declines to comment,” a spokesperson for the property owner said when asked about it yesterday.


(Updated at 9:45 a.m. on 7/8/21) Three water “elements” will be the focal points of the planned park space at PenPlace, the second phase of proposed Amazon’s HQ2.

And Kate Orff, the landscape architect designing this park, is drawing her inspiration from Roaches Run and the historic Alexandria Canal, as well as the churning waters of Great Falls Park and the sylvan streams of Rock Creek Park.

The park at PenPlace will run north-south through the 11-acre site situated at the intersection of Army Navy Drive and S. Eads Street. PenPlace will be anchored by a lush, futuristic building, dubbed “The Helix,” and feature three, 22-story office buildings with ground-floor retail.

Orff said aspects of the waterways inspiring her will come together to form three distinct “water moments” throughout the 2.5-acre park, said Orff, the founder of SCAPE — a landscaping design firm — in a new video.

This video was published today (Wednesday) in a blog post, along with pictures of her proposed designs and of the waterways that captured her imagination. These designs are not yet finalized.

“In homage to the historic hydrology of the site and local waterways in nearby Rock Creek Park and Great Falls Park, SCAPE’s design incorporates water features on a north-to-south axis across the park, interpreting the natural elements of cascades and streams at a human scale,” the blog post said.

PenPlace’s grounds will be publicly accessible and compliant with the Americans with Disabilities Act, the blog post said. Throughout the 2.5 acres, visitors will be immersed in “botanical experiences” incorporating “beloved local ecosystems.”

There will be three water elements: a “Headwaters” fountain at the northern end of the site, creating a cooling climate in the forest plaza. There will be a central confluence next to a green where people can gather. Finally, there will be a stormwater meadow that will filter stormwater and serve pollinators. (An earlier version of this article incorrectly stated the three elements will be connected via a river.)

The grounds will pay tribute to the forests and meadows of the mid-Atlantic that these waterways nourish. For Orff, the project allows her to tap into her roots.

“I’m from this area, so I have a deep love for the mid-Atlantic region, and the Appalachian cove forests, the Blue Ridge Mountains, the tributaries of the Potomac,” said Orff, a Maryland native and University of Virginia graduate, in the video. “We’re going to try to bring a magnified version of these ecosystems into this park at HQ2. It will feel different. It will feel special. It will feel unique.”

Orff added that the park grounds are designed to connect to existing Arlington County parks.

“Restoring ecosystems, creating immersive ecological spaces and a vibrant public realm, carving out habitat, creating an inclusive process driven by a community vision — the concepts behind PenPlace’s design are all part of our DNA as a firm,” Orff said in the blog post. “We’re excited to bring Arlington a true community park anchored in the local ecologies that make this place unique.”

The planning process for PenPlace kicked off in March.

Meanwhile, Amazon officials previously said that construction of the first phase, Metropolitan Park, continues on-schedule. This phase will feature a public park.

(Updated at 2:05 p.m.) Plans to build a second entrance to the Crystal City Metro station are a third of the way to completion, and the public has a new window to comment on them.

The second entrance set for the corner of 18th Street S. and Crystal Drive will be the product of a public-private partnership with developer JBG Smith, the preeminent property owner in Crystal City. The County Board approved the partnership last summer.

When complete, the nearly $95 million project — financed by the county and various grants — will improve connectivity and accessibility in the area and partially fulfill the state’s commitment to Amazon to invest in transportation infrastructure, according to transportation planner Robin McElhenny.

People can learn more about the project next Wednesday during a pop-up event at the station. WMATA will hold a public hearing on Tuesday, July 13 and people can submit public comments to the transit agency until Friday, July 23.

The public can expect more detailed versions of the designs, which are about 30% complete, in September, McElhenny said during a Transportation Commission meeting last night (Thursday). That is when staff aim to present the project to the County Board, she added.

Meanwhile, staff are hammering out agreements with JBG Smith and WMATA regarding roles and responsibilities during the project’s next phase, which includes finishing the designs and completing construction, she said. These agreements could be voted on by the County Board in December.

“This is somewhat optimistic — there are a lot of milestones that need to be reached between now and December — but it’s something we’re seriously working toward,” the transportation planner said.

After this point, construction could take two and a half years, she said. Budget documents indicate the county expects the project to be ready in the fall of 2023.

The project will connect transit users to the Virginia Railway Express station — also set to be expanded and relocated — as well as bus services and cycling trails, she said. It will also meet accessibility needs, as the station has one elevator and Metro requires stations to have two, and relieve congestion.

“This will be an important investment to mitigate any crowding,” she said.

Transportation commissioners voiced their support for the project.

“I’m really happy to see it moving forward,” Transportation Commission Chair Chris Slatt said. “I think there’s really huge opportunity for this to be a multimodal hub.”

He urged staff to consider protected bike lanes, predicting unprotected ones will get clogged up by pick-up and drop-off activity.

“This is a great project and I wholeheartedly support it,” Commissioner Jim Lantelme said. “It’s one of the keys to this area continuing to develop in the good way that it is.”

This current design phase is being funded by a $5 million grant from the  Northern Virginia Transportation Authority.

Arlington County has estimated costs of about $95 million for the project, some of which will come from federal, state and regional grants.


Rasa, a fast-casual Indian restaurant, is opening in Crystal City later this week.

The D.C.-based eatery will open its third location — its first in Virginia — at 2200 Crystal Drive on Friday, July 2. Rasa initially announced its expansion into Arlington nearly two years ago.

In April, the restaurant applied for a permit to sell beer, wine, and mixed drinks which dropped the hint that they were on the verge of opening.

“We’ve had our eyes on opening a RASA in Virginia for years, and National Landing feels like the perfect launching pad,” said Rasa co-founder Sahil Rahman. “It is one of the most exciting neighborhoods in the country, and we look forward to feeding the community soon.”

Rahman and co-founder Rahul Vinod opened the first Rasa in December 2017 in D.C.’s Navy Yard, near Nationals Park. The second location opened in August 2020 in the District’s Mount Vernon Triangle neighborhood.

The new restaurant is 1,550 square feet with seating for up to 32 diners. The design and menu “mirrors” the other two locations, notes a press release.

The menu is bowl-based, Indian fare with eye-winking names like “Aloo Need Is Love” (vegan with sweet potatoes, eggplant, beets, lentils, and tamarind ginger chutney) and “Tikka Chance On Me” (chicken tikka with spinach, radishes, toasted cumin yogurt with mint cilantro chutney).

There will also be a rotation of vegan soft serve dessert, like at the Mount Vernon location, including mango lassi and masala chai flavors.

The restaurant is exploring collaborating with “notable local Virginia-based brands, vineyards, breweries, distilleries, farmers, and other celebrated artisans” for future menu items.

Local artist Nandita Madan, who is Rahman’s aunt, designed custom artwork for the new space, including a large canvas painting paying homage to the restaurant’s name.

Crystal City’s Rasa was initially set to open last year, but the pandemic influenced the timing.

“From safety concerns to supply chain, building out this restaurant during COVID was an absolute rollercoaster, filled with many ups and downs”, said Rasa co-founder Rahul Vinod. “We are incredibly grateful to our team at Rasa, the National Landing BID, JBG Smith, and the community for all of the support as we navigated the pandemic, and we can’t wait to finally welcome folks into our new home soon.”

Rasa’s opening comes as developer JBG Smith’s post-HQ2 vision for Crystal City and the rest of National Landing begins to take shape, charting a more modern, mixed-use and pedestrian-oriented course for what had been seen as an aging collection of concrete-constructed offices and parking garages.

JBG recently released a video detailing more of its plans. In May, plans for two mixed-use towers from JBG Smith were approved by the County Board. Earlier this month plans for a new park began to crystalize, Alamo Drafthouse announced its Crystal City opening date, and a popular New York bakery opened.

Crystal City Metro Mural Finalists Selected — “Six visual artists have been chosen as finalists to paint a new mural at the Crystal City Metro Plaza, according to a release from the National Landing Business Improvement District (BID). The BID put a call out in May for individual artists or teams of artists to submit their credentials by June 1 so judges could determine if they had the experience and the chops to tackle the project.” [Patch, National Landing BID]
