A boathouse, a library in Crystal City and a new Metro entrance in Ballston are some of the projects Arlington County is looking to fund over the next three years.

These projects are part of County Manager Mark Schwartz’s proposed $1.25 billion, three-year Capital Improvement Plan, slated for adoption this summer, which includes a long list of investments, from renovating and building community amenities to upgrading county technology.

“In this CIP, we were able to make more investments than we anticipated at this time last year, but our county — and our residents — are still facing longer-term economic uncertainty and this plan was built with that reality in mind,” Schwartz said in a statement last month. “My proposal takes a more constrained approach that will continue to bridge us through the next year of budget deliberations and economic recovery.”

Normally, the county plots out the next 10 years’ worth of projects but the pandemic derailed that kind of long-range planning. The county aims to use the three-year plan as a bridge to return to a 10-year plan for 2023-2032, according to a release.

Stormwater upgrades area slated to get $96 million in funding, including $26.8 million for the Spout Run Watershed, $16.7 million for the Cardinal Elementary School Stormwater Detention project and $5.4 million for the Ballston Pond Watershed Retrofit.

Other highlights include:

  • Early planning for a community boathouse on the George Washington Parkway shoreline in Rosslyn, $800,000
  • Ballston-MU Metrorail Station West Entrance, $67.8 million
  • Phase two of renovations to Alcova Heights Park, including updates the restrooms and the basketball court, ~$1.7 million
  • A new library in Crystal City, ~$1.2 million
  • Two parks in Crystal City, at 15th Street S. and at S. Clark and S. Bell Street, ~$4.6 million
  • Arlington National Cemetery Wall Trail Project, from Memorial Avenue to a new Columbia Pike interchange, ~$25.1 million

Arlington is looking to fund the design phase for a public boathouse, which has been a topic of discussion for more than 20 years. Arlingtonians will be able to vote on this expense as a bond referendum in November.

The long-stalled Ballston-MU Metro West Entrance, at the intersection of Fairfax Drive and N. Vermont Street, is also slated to get funding. The $130 million project is in its design phase and slated to be built by 2026.

In a letter explaining the CIP, Schwartz said the county is investing more in improving transportation and parks and open space in Crystal City as the area develops and Amazon continues to move in.

“With the increasing rate of redevelopment in the National Landing area, I have asked staff to convene a near-term review of the parks and open space plans, learning from the 22202 Livability Initiative, with the objective of being ready for a more comprehensive discussion as part of next spring’s 10-year CIP,” Schwartz said. “In addition, Arlington County is committed to supporting public infrastructure improvements in National Landing.”

Starting this fiscal year, the county will also use a portion of property tax revenues in Crystal City, Potomac Yard and Pentagon City to pay for infrastructure improvements, including the Army-Navy Drive Complete Street project and the design phase of the pedestrian bridge to Reagan National Airport.

Other transportation projects include the Crystal City Metro Station East Entrance and improvements to bus stops, particularly along Columbia Pike, which the plan said serves “the highest bus ridership of any corridor in Northern Virginia.”

Crystal City will also get a limited-service library as early as 2024 as part of an agreement with developer JBG Smith. The county will use community benefits contributions to build a library at 1900 Crystal Drive, where the developer will lease 7,200 square feet of space.

New renderings from JBG Smith envision Crystal City, Pentagon City and Potomac Yard as a lush urban core with glassy high-rises and connected by a surface-level Route 1, along with Metro and commuter rail.

When all of the developer’s projects are delivered, that is.

JBG Smith released an investor relations video explaining its plans for the area — known collectively as National Landing — which include building a number of new apartment and office buildings and partnering with local and state governments to improve transit and technological infrastructure.

“We’ve been incredibly busy during the pandemic, teeing up growth opportunities, delivering new assets, we have a lot of exciting growth in the next 18 months,” JBG Smith CEO Matt Kelly said in the video.

He said about 15 million square feet are under development in National Landing, two-thirds of which are multifamily residential — apartment buildings, mostly. Other big projects include the first phase of Amazon’s HQ2, which the video said is on track to be done in 2023, and the second phase, which includes the proposed Helix building.

“All of these developments are on vacant land or replacing out-of-service buildings,” said Chief Development Officer Kai Reynolds.

One of those is the former Americana Hotel, which JBG Smith purchased in December for more than $27 million, Executive Vice President of Real Estate Development Kristi Smith said.

JBG Smith views this site, planned for an apartment building, “as one of the best development opportunities in National Landing,” given its proximity to HQ2 and its visibility from Route 1, she said.

The video provided updates on the following residential developments, which collectively would add thousands of new apartments to the area:

Construction started on 1900 Crystal Drive in late March and could be completed in 2024, according to the video. Meanwhile, the earliest start date for 2000 and 2001 S. Bell Street, which received County Board approval last month, is later this year.

Both 2250 Crystal Drive and 223 23rd Street S. have a potential start date of 2023, the video said.

The developer also plans to build 750,000 square feet of office space at 2525 Crystal Drive in the form of two V-shaped towers, according to the video.

Reynolds highlighted the pending changes to Route 1, which could result in lowering the highway to grade and transforming it into more of an urban boulevard. The changes are part of an incentive agreement between Amazon and Virginia to invest $5 billion in important infrastructure improvements, he said.

“Amongst the most critical was the lowering of the elevated sections of Route 1, which currently runs north-south within National Landing,” he said. “The new road will feature a modern cross-section that will be pedestrian-friendly to improve walkability within the submarket.”

As for other transit improvements, Reynolds said the second Crystal City Metro station entrance, a public-private partnership between Arlington County and JBG Smith, could be completed between 2023 and 2024.

Meanwhile, progress could move forward on a new Virginia Railway Express station in National Landing, as the state recently finalized a $3.7 billion plan with CSX, Amtrak and Virginia Railway Express.

The new station will be built on land owned by JBG Smith. It will also serve as a connection point for the planned pedestrian bridge to Reagan National Airport, renderings of which are seen in the video.

The Bethesda-based developer also has plans for increasing technological connectivity, too.

Adam Rashid, the Senior Vice President and Co-Head of Smart Cities for JBG Smith, said the company aims to deploy “ubiquitous 5G in National Landing, with the goal of making National Landing the U.S.’s first 5G Smart City at-scale.”

(Updated at 12:20 p.m.) New renderings from the National Landing Business Improvement District explore what Route 1 would look like if it were surface-level.

These images of protected bike lanes, pedestrian refuges and prominent crosswalks are part of a campaign the BID launched this week touting the benefits of transforming the highway — which is elevated over 12th, 15th and 18th streets — into an at-grade urban boulevard.

People Before Cars” aims to advocate “for the implementation of best practices in urban street design and highway-to-boulevard conversions,” according to the BID.

The new campaign builds on “Reimagining Route 1,” a report it released last year envisioning the highway as a leafy, vibrant urban boulevard. Meanwhile, the Virginia Department of Transportation is wrapping up a study of how to improve the thoroughfare, which will likely involve making it surface-level.

“The improvement of Route 1 has been a huge priority for the collective community and was even featured in the historic negotiations that brought Amazon’s HQ2 to the area — further cementing its importance in the overall repositioning of National Landing,” said Jay Corbalis, Vice President of Public Affairs for JBG Smith, the largest property owner in the area.

More than half of Arlington residents surveyed by VDOT said Route 1 is not safe, easy or effective to use. About 45% of respondents said cyclists face dangers in the area and 64% want more protected bike lanes.

By 2040, conditions could be worse for drivers, who could experience heavy traffic at snail-like speeds during the morning rush hour, as the National Landing area and the region continues to grow, VDOT projects. Area employment by then is expected to double while the population is expected to grow nearly 50%.

The competing priorities of keeping traffic moving while making the corridor more attractive and safe is a tough balancing act for VDOT, and the BID is pushing a less car-centric approach.

The BID recommends shortening pedestrian crossings, narrowing vehicle travel lanes, dedicating spaces for all modes of transportation and automating traffic enforcement. It also suggests adding lush landscaping, public art and wider sidewalks. Growth does not necessarily equate to more traffic, the BID argues.

“As our area experiences an influx of new residents and workers in the coming years — a population that is anticipated to favor walking and biking as means of transit over cars — we must do all we can to ensure that Route 1 can safely and effectively serve the needs of our growing community,” said Tracy Sayegh Gabriel, President and Executive Director of the National Landing BID.

According to the campaign, traffic fell by 18% between 2000 and 2018, despite 67% population growth during that time. One-quarter of households in National Landing do not have cars, and the number of cars passing through National Landing dropped from 61,000 in 2005 to 47,000 in 2019, the BID says.

Still, JBG Smith and the BID have raised concerns that VDOT still views Route 1 as a highway where drivers are prioritized, the Washington Business Journal reported, after the department previewed a vision of Route 1 that included nine at-grade vehicle lanes at the intersection with 15th Street S.

That worry is shared by some others, who also question whether crossing the road at-grade is safer than the current underpasses.

A group of civic associations, known as Livability 22202, has recommended taking Route 1 below ground instead.

VDOT is slated to issue a new report on possible improvements this summer. A virtual public meeting will be held Wednesday, June 16 at 6:30 p.m.


A blank canvas awaits artists next to a busy Metro entrance.

The National Landing Business Improvement District is looking for designs for a Crystal City Metro station project: creating a mural on a blank retaining wall to greet travelers.

The winner will have a space about 115 feet long and 20 feet high for their artwork.

The art project comes amid an overhaul of the station plaza with new seating, a more open layout and other changes to the landscape and area planned for this year, according to the BID.

Other imminent changes slated for the area include a second entrance for the Metro station closer to Crystal Drive as well as the ongoing construction of Amazon’s HQ2 several blocks away.

“As more residents, workers and visitors engage with our community in the coming months, our hope is that this mural, along with the BID’s other art initiatives and creative programming, reflect the exciting and welcoming environment that we are fostering in National Landing,” said BID president Tracy Sayegh Gabriel.

Formerly known as the Crystal City BID, the business improvement district has placed an emphasis on art over the years. In 2020, it held a #LoveNationalLanding art campaign and also sponsored a mural contest in 2019 that transformed the Synetic Theater.

The new mural project calls for “iconic imagery,” providing an Instagram-worthy moment to passersby, and being welcoming to all, according to the project’s request for proposals.

An artist or team of artists must submit a proposal along with an application for consideration by 5 p.m. on Tuesday, June 1. Finalists will be interviewed and receive a stipend for designs.

(Updated at 2:40 p.m.) After months of public review, a proposal for two mixed-use towers in Crystal City from JBG Smith is slated for County Board approval this Saturday.

The 2.4-acre site is located at the intersection of Richmond Highway and 20th Street S., just north of the Crystal Plaza Apartments. As part of the project, initially filed in 2019, the Bethesda-based developer proposes demolishing an existing office building and surface parking lot, and shifting S. Clark Street to the east to create a new S. Clark-Bell Street.

It its place will be two towers with more than 750 residential units.

JBG Smith has made some changes in response to criticism from members of the Crystal City Civic Association, as well as a few transportation and pedestrian commission members.

In January, some criticized the width between the two buildings, separated by the new S. Clark-Bell Street, for being narrower than the width called for in the Crystal City Sector Plan. Residents also said a proposed — mostly cement — pedestrian plaza should include more “trees, gardens and benches,” and worried that a proposed underground garage would have interfered with a network of tunnels known as the “Underground.”

Some plans have changed since then.

The pedestrian plaza “took a great step in the right direction to become something much more green, much more biophilic,” said principal planner Adam Watson during a Planning Commission meeting earlier this month.

As for the “Underground,” JBG Smith is now proposing a “fully enclosed, fully undergrounded, climate-controlled connection” from 12th Street S. to 23rd Street S., Watson said. A previous iteration had the tunnel open up when it connected with the garage.

The final proposals for the above-ground plaza and underground tunnel “evolved over the course of the public community engagement process,” Watson said.

The space between the two buildings, separated by the new S. Clark-Bell Street, still falls a few feet short of the Crystal City Sector Plan but the county is giving this deviation a pass.

“Staff finds the proposed street segment will provide sufficient functionality to support all modes of transportation,” according to the county.

JBG Smith is proposing a space of 76.5 feet between the two buildings, compared to the sector plan’s recommendation of 80 feet. Although 3.5 feet narrower, the street will accommodate two travel lanes southbound, one travel lane northbound, and a buffered bicycle lane in each direction.

S. Clark Street would shift east and — south of the buildings — tie into the existing S. Clark Street, according to the county report.

“The northern end will align with S. Bell Street, north of 20th Street S. and create a new four-way signal-controlled intersection and remove the existing intersection with 20th Street S.,” the report said.

The density of the towers has also decreased slightly. While they are the same height, both have less ground-floor retail space and fewer residential units.

The West tower (2000 S. Bell Street) now has the following specifications:

  • 367,040 sq. ft.
  • 338 units
  • 12,244 square feet of commercial or retail space
  • 250 feet tall

The East tower (2001 S. Bell Street) now has the following specifications:

  • 334,061 sq. ft.
  • 420 units
  • 10,006 square feet of commercial or retail space
  • 200 feet tall

There will be 247 parking spaces for residents and 10 visitor spaces, along with 45 spaces for retail users. Additional parking will be available in existing garages.

Anthony Fusarelli, Jr., Arlington County’s new planning director, has watched the county transform over 15 years from within the Department of Community Planning, Housing, and Development.

When he arrived in Arlington, the Department of Defense was preparing to leave a gaping hole in Crystal City and Pentagon City that Arlington would, in effect, fill a decade later with Amazon’s HQ2.

Elsewhere, he watched as housing market forces and county regulations together drove the redevelopment of single-family homes for contemporary tastes at higher price points.

And in some corridors, he saw the county realize a decades-old vision for transit-oriented development, while others retained their suburban, auto-focused flavor.

Fusarelli will assume his role in early June but he is already imagining the next 40 years of development in Arlington County. Future planning will have to accommodate Arlington’s increasing population and flourishing tech industry, fueled by the arrival of Amazon’s HQ2, as well as the changing nature of work.

All of those things are moving targets, and to meet them, the plans that Arlington uses to guide development will need to allow for a variety of uses to meet the changing needs of the community, he said. That is a lesson he learned from the pandemic.

“I’m looking forward to working with our team to think more about what we can do to better absorb future disruptions and shockwaves as a complete community,” he tells ARLnow.

What that looks like, he said, “is the million-dollar question.”

Practically speaking, he said construction projects need to be adaptable by design: Parking garages that can turn into housing, or apartment buildings with co-working spaces for tenants working from home.

“We have to recognize that our planning work and decisions about buildings inform places that are going to be here for decades,” he said. “The more they can be flexible and adapt with changing times, the better off Arlington will be.”

In many ways, he said, “the possibilities are endless,” but they will involve rewriting regulations and updating county plans guiding development.

Present efforts to refresh these planning documents are focused on Clarendon, Pentagon City and along Lee Highway. Later this year, his department is set to deliver an update to the western end of the Clarendon Sector Plan.

But the Pentagon City and Lee Highway updates will be more comprehensive, he said.

Forty-five years after the Pentagon City Phased Development Site Plan was approved, most of the development it envisioned has been exhausted, he said. The biggest contributor was the 2019 approval of the first phase of Amazon’s HQ2, Met Park.

The second phase — the iconic glassy double helix that’s currently under review — will nearly complete the development called for in the 1970s, he said.

Now, the county is stepping back to imagine a more flexible plan to guide Pentagon City’s future growth, he said. And next door in Crystal City, Amazon plays an equally vital role.

“In many ways, Amazon’s arrival can really serve as a catalyst for a lot of the envisioned development that the county had imagined through the Crystal City Sector Plan,” said Fusarelli, who spearheaded the creation of the 2010 plan.

Meanwhile, future planning for Lee Highway benefits from the work to redevelop Columbia Pike from an auto-oriented shopping center into a more urban, walkable corridor.

“We still have work ahead of us,” he said.

And like Columbia Pike, the county will have to pay attention to how future development “can effectively and harmoniously transition down to low-density residential neighborhoods,” he said.

The county also has a lot of work to do to ensure a diverse range of people can live in Arlington’s more residential neighborhoods. That work will likely require changes to zoning ordinances while keeping racial equity and inclusion top of mind, he said.

“Arlington is challenged by high land values,” he said. “We need to look at other tools, such as zoning regulations, to see if they need adjustments to help us get on track.”

Update at 7:35 p.m. — The suspect is now in custody, Arlington County police confirm. A video reportedly showing the arrest, near the Pentagon City mall, is above.

Jay Williams, who witnessed the arrest, said he saw officers chase the man on foot across 15th Street S. before taking him into custody. The video Williams took shows the suspect struggling as he’s placed in the back of a police SUV.

Earlier: Warrants have been issued for a man who police say shoved a restaurant employee in Crystal City after refusing to pay.

Part of the incident, which happened last Tuesday, was caught on video by a second restaurant employee. The man also allegedly used anti-Asian slurs, which is being investigated as a possible hate crime, according to Arlington County police.

Today, police announced that they’ve obtained warrants for a 28-year-old man, who remains at large.

“The suspect has been identified after a patrol officer recognized him from a previous interaction. Warrants for Defrauding an Innkeeper and Felony Assault and Battery have been obtained for Jordon Bevan, 28, of No Fixed Address,” ACPD said. “This remains an active investigation and officers continue to work to locate the suspect and serve the warrants.”

Court records show Bevan was charged with two counts of petit larceny and one count of resisting arrest two weeks ago. He was released on bond and his next court date was scheduled for June 3, records show.

A police spokeswoman tells ARLnow that Bevan was arrested in the Pentagon City area on Wednesday, April 28 for two other alleged dine-and-dash crimes.

“At approximately 3:40 p.m. on April 28, police were dispatched to the area of 15th Street S. and S. Fern Street for the report of a larceny that had just occurred,” said ACPD spokeswoman Ashley Savage. “Upon arrival, it was determined that at approximately 2:50 p.m. on April 27, the suspect dined at a restaurant and left without paying. On April 28, the suspect returned to the restaurant where an employee confronted him about the previous incident and he advised he would pay for both meals. He then proceeded to dine at the restaurant and allegedly left again without paying.”

“The employees contacted police and pointed out the suspect to the responding officers,” Savage continued. “The officers attempted to place the suspect into custody but he refused to follow commands and resisted arrest. With the arrival of an additional officer, he was taken into custody. He was arrested and charged with Petit Larceny (x2) and Resisting Arrest.”

A man who had his wallet stolen is facing charges after allegedly trying to confront someone he mistakenly thought was the thief.

The incident happened Sunday afternoon on the 1400 block of 28th Street S., near Gunston Middle School in the Long Branch Creek neighborhood.

“The suspect’s wallet and credit card had been stolen the day prior and he had noticed suspicious charges on his credit card,” Arlington County police said in a crime report. “The suspect went to a restaurant where his card had been used and followed a delivery driver to the home to confront the individual who had placed the order.”

“When the victim opened the door, the suspect allegedly brandished a firearm,” said ACPD. “The victim was able to close and lock the door. The investigation determined the victim did not use the suspect’s stolen credit card to place the order.”

A 27-year-old man from Stafford, Virginia was arrested and charged with brandishing a gun within 1000 feet of a school.

“The investigation into the fraud is ongoing,” police noted.

Monday’s crime report included another weekend brandishing, this time along Route 1 in the Crystal City area.

Just before 5 p.m. on Saturday a man in the drive-through line at McDonald’s allegedly became irate at the driver in front of him.

“The female victim was waiting in a drive-thru line when the suspect, who was behind her, began to honk his vehicle’s horn,” said ACPD. “He then approached her on the passenger side and brandished a firearm. The suspect then proceeded to exit the parking lot onto Richmond Highway.”

No injuries were reported. Police are continuing to investigate the incident.

If you see some fresh red paint on the pavement in Arlington, that’s a lane that has been designated for use by buses only.

County crews could be seen painting the new lane markers in Courthouse last week.

The new “bus only priority lanes and stops” are intended “to help improve transit safety, service and reliability,” Arlington Dept. of Environmental Services spokeswoman Kathryn O’Brien tells ARLnow.

Seven red-painted portions of roadway are planned throughout the county, O’Brien said, including:

  • 27th Street S. and Potomac Avenue in Crystal City
  • 33rd Street S. and Crystal Drive in Crystal City
    S. Hayes Street and 12th Street S. in Pentagon City
  • Crystal Drive and 26th Street S. in Crystal City
  • 15th Street N. and N. Uhle Street in Courthouse
  • Clarendon Blvd and N. Uhle Street in Courthouse
  • Wilson Blvd and N. Uhle Street in Courthouse

“They should all be completed within the next week,” O’Brien said of the painting effort.

A man allegedly left a local restaurant without paying, shoved a restaurant employee, and used anti-Asian slurs, according to police.

The incident happened shortly before 6 p.m. on Tuesday along Crystal City’s restaurant row, on the 500 block of 23rd Street S.

Restaurant employees told police they confronted the man after he didn’t pay the bill, but he kept walking away. The man also allegedly pushed an employee to the ground while another recorded the encounter on video.

The alleged assault is being investigated by Arlington County police. The employees, who are of Asian descent, told officers that the man used racial slurs, which has been referred by ACPD to Virginia State Police as a possible hate crime.

The Arlington County Police Department’s Homicide/Robbery Unit is investigating the assault of a restaurant employee and is seeking the public’s assistance identifying the suspect who was captured on cell phone image.

At approximately 5:54 p.m. on May 4, police were dispatched to the 500 block of 23rd Street S. for the report of an assault. Upon arrival, it was determined that the suspect left a restaurant without paying his bill. Two employees approached the suspect outside the establishment and requested he return to pay. The suspect continued walking away and when one employee began recording him, he pushed the other employee to the ground and ran off towards Richmond Highway. The victim of the assault did not require medical treatment.

During the course of the follow-up investigation by detectives, it was alleged that the suspect used racial slurs towards the employees, an Asian male and female. In accordance with Virginia law, this incident has been reported to Virginia State Police as a possible hate crime.

The suspect is described as a white male in his late 20’s to early 30’s with dark brown hair, a light brown beard, approximately 5’9″ to 5’11” tall and weighing between 150 to 160 lbs. He was wearing square rimmed glasses, headphones, a black t-shirt, gray and black sweatpants and black sneakers at the time of the incident.

This remains an active criminal investigation.
