The Arlington County Board is set to vote this weekend on a funding agreement that would advance the proposed Crystal City-National Airport pedestrian connector to a preliminary design phase.

The county plans to use up to $9.5 million in federal funds for an environmental impact study and preliminary design work.

The design work is expected to be complex: figuring out how to connect pedestrians along Crystal Drive, and potentially the VRE station, with the airport Metro station — across active train tracks, the GW Parkway and National Park Service land.

“The goal of the project is to create an intermodal connection, focusing on pedestrian access from the core of the Crystal City business district to DCA,” says a county staff report. “The funding agreement allows the County to use Congestion Mitigation and Air Quality federal funding, distributed through VDOT, to develop the required documents and level of design required for federally funded projects.”

“Although the terminals are less than 2,000 feet from Crystal Drive, current pedestrian access is a circuitous network of trails and road crossings that is difficult to traverse,” the report adds.

The project has been championed by the Crystal City Business Improvement District, which envisions a High Line-esque bridge, with park-like features. The primary goal, however, is to make it easy for people to get from Crystal City to the airport without a Metro or car trip — which is seen as an attractive amenity for office tenants and residents. The design work will determine whether a bridge or a tunnel is the best solution for that.

“This weekend’s Arlington County Board vote represents a key step towards advancing our vision for a bold new connection linking Virginia’s largest downtown and Ronald Reagan Washington National Airport,” said Robert Mandle, Chief Operating Officer of the BID. “CC2DCA provides a unique opportunity to leverage existing transportation assets into a multi-modal hub, while also delivering a truly special and iconic piece of urban infrastructure.”

The state’s Commonwealth Transportation Board identified $9.5 million in federal funding in the wake of the Amazon HQ2 announcement. That’s on top of $500,000 in local funding previously allocated.

Once the funding is secured and this phase gets underway, the next phases for the Board to consider will be final design and construction. Last year a study by the BID estimated that construction would cost about $38 million, with annual maintenance fees of $100,000.

Any time Arlington County gets access to land within our 26 square miles is a cause for celebration. It also requires a firm commitment to make the best possible use of this extremely limited and valuable resource.

On December 14, the County Board may vote to acquire the benefit of a new piece of property just blocks from the Crystal City Metro Station. We need to make sure this opportunity isn’t undone by the cry for parking.

South Arlington’s Crystal House apartment complex, comprised of two 1960s-era high-rise buildings, is slated for infill development. The site plan will be on the County Board’s December 14 agenda.

The staff recommendation contains what Planning Commissioners called a “once in a lifetime opportunity” for achieving the Crystal City Zoning Ordinance’s affordable housing obligation. Instead of providing 47 units of committed affordable housing within the complex, Roseland is offering to convey one portion of their property, currently a surface parking lot, to the County. The understanding is that the County could develop this property with at least 81 units of committed affordable housing.

The benefits of this proposal are enticing.

First, by owning the land and working with an Affordable Housing developer, the County Board could create units that would remain affordable to low-income residents for 60 years, unlike the typical 30-year term for on-site affordable units within market-rate developments. Second, the location of this parcel at 22nd and Eads would provide excellent transportation access for the building’s residents. Third, by owning and developing the property, the County could provide a much-needed community facility for the 22202 ZIP code, in addition to the committed affordable housing, such as we see at Arlington Mill.

But these positive benefits are future opportunities that will require a commitment to realize. The only thing Arlington would get in the short-term is a surface parking lot. And it is a particularly contested parking lot. Business owners from the adjacent “23rd Street Restaurant Row” see these 96 spaces as the key to their business.

Any effort to build on the parking lot will continue to face pushback from the merchants. Roseland is offering this parcel not only to achieve bonus density on their site, but also to get out of the parking fight. By accepting the land, Arlington County is stepping into a battle that could stymie any effort to achieve affordable housing.

A thus-far unidentified man is facing numerous charges after allegedly fighting a hotel employee and police in Crystal City early Friday morning.

The incident happened around 2 a.m. Friday, just after Thanksgiving, on the 2300 block of Richmond Highway.

Police say a man who was loitering around a hotel lobby tackled an employee who tried to kick him out, then fled, then came back and “began chasing [hotel] employees.” Police arrived as the man tried to flee the scene again, and the man bit and scratched an arresting officer, according to Arlington County Police.

ASSAULT ON LAW ENFORCEMENT, 2019-11290015, 2300 block of Richmond Highway. At approximately 2:00 a.m. on November 29, police were dispatched to the report of an assault just occurred. Upon arrival, it was determined that the male suspect was inside a hotel common area when he was approached by staff inquiring if he was a guest. The suspect was determined not to be a guest and, upon an employee confronting him, the suspect allegedly tackled the employee to the ground and assaulted him, before fleeing on foot. The suspect then returned to the business and began chasing the employees. Arriving officers observed the suspect attempting to flee the business on foot and yelled for him to stop, however, he disobeyed lawful commands and continued walking away. The officer made contact with the suspect and attempted to place him in handcuffs, however, he actively resisted. A brief struggle ensued, during which the suspect attempted to bite the officer and scratched the officer, causing a laceration. During the course of the investigation, it was determined the suspect had also stolen an employee’s personal belongings. The suspect refused to identify himself, was booked under the name John Doe and charged with Assault and Battery on Police, Assault and Battery (x2), and Grand Larceny.

Meanwhile, another assault on police was reported over the weekend, in nearby Pentagon City. A juvenile female theft suspect, who was wanted for other alleged crimes in D.C., spit on an officer, according to a crime report.

ASSAULT ON LAW ENFORCEMENT, 2019-11300164, 1200 block of S. Hayes Street. At approximately 5:38 p.m. on November 30, police were dispatched to the report of a larceny just occurred. Arriving officers observed two subjects matching the descriptions provided in a lookout on the metro platform. Officers made contact with the individuals, and during the course of the investigation, the female suspect was determined to be wanted out of Washington, D.C. While attempting to take the suspect into custody, she allegedly disobeyed lawful commands, actively resisting and flailing her body. With the assistance of additional arriving officers, she was taken into custody, however, she continued to act disorderly.  While awaiting medical clearance at the hospital, the suspect continued to act disorderly and spit on an officer. Petitions for Assault & Battery on Police, Fugitive from Justice, Obstruction of Justice were obtained for the juvenile suspect.


A mural featuring detailed pink and mint line work on the outside of Synetic Theater, on S. Bell Street in Crystal City, is now complete.

In July, the Crystal City Business Improvement District (BID) launched a design challenge for the mural, in partnership with developer JBG Smith, for individual artists to submit their portfolio for consideration. After receiving 24 entries, a jury of representatives selected five finalists to create conceptual designs.

Runner-up ideas featured tropical florals, silhouettes of people, and geometric shapes. In October, winning artist Jay Shogo was chosen for his wavy line art representing “the experiences and connections we all share with others,” according to the mural website.

“Each design concept that was submitted by our finalists was captivating and thoughtful, and we appreciate the level of artistry that went into creating them,” said Jason Najjoum, Managing Director of the Synetic Theater, in a statement.  “Jay’s dynamic use of flowing lines make for a thrilling design.”

Although two of the five finalists were from the area, Shogo hails from Japan. His artwork can be found everywhere from New York City and Los Angeles to Australia and Korea.

“Jay’s design is sophisticated and bold and serves as a beautiful addition to the Crystal City streetscape,” said Crystal City BID president Tracy Sayegh Gabriel. “There have been exciting productions at Synetic Theater for years, but the street environment hasn’t matched the energy behind the doors — until now.”

The mural was painted in November.

Synetic Theater, which performs at 1800 S. Bell Street in Crystal City, is a physical theater company noted for telling “classic stories through movement, music, technology and visual arts” — but without words.

Restaurant owners, residents, and advisory group members alike are demanding that an upcoming residential development in Crystal City includes more customer parking for the 23rd Street “Restaurant Row.”

At an unusually heated Site Plan Review Committee (SPRC) meeting Monday night, a representative from Crystal Houses developer Roseland Residential Trust outlined its plans for “Crystal House 5,” one of the new residential buildings proposed to be added to the existing apartment complex on the 1900 block of S. Eads Street.

The latest iteration of the development plan has been revised upward — with 819 new residential units planned, up from 798 previously. In addition to four new apartment buildings, Roseland is proposing three groups of townhouses.

Monday’s meeting, however, focused on the contentious issue of parking. Currently, Crystal House 5 is set to build over a Roseland-owned surface lot with 95 pay-to-park spaces.

Per use permit conditions, Roseland reserves 35 of those spaces exclusively for customers and employees of the businesses along 23rd Street S. — aka Restaurant Row.

Roseland plans to build a parking garage beneath the building, along with a small surface lot, with a total of 96 spaces. It is offering to reserve 35 of those spaces — 14 surface and 21 in the garage — for Restaurant Row owners and customers, with the remaining 60 for tenant use only.

However, because all 95 spaces in the current lot are open for public use, business owners argue this will result in a net loss of parking for them. Especially outspoken about this is Stratis Voutsas, who manages a trust that owns several of the buildings along 23rd Street.

Voutsas, along with a few other Restaurant Row business owners, wore matching shirts that said “Keep 23rd Street Weird, Eclectic & Uniquely Authentic, Support Parking For Your Local Business.” Voutsas has also started a petition, which he claims has over 3,000 signatures, emphasizing that the county’s Crystal City Sector Plan envisions the preservation of Restaurant Row.

“At Restaurant Row (500 block of 23rd Street), the plan visualizes preserving and retaining small, neighborhood oriented retailers,” the plan says. “Should redevelopment occur in this area, such retailers should be accommodated, to help support active streetscapes.”

Local restaurateur Freddie Lutz, who owns Freddie’s Beach Bar and Restaurant and Federico Ristorante Italiano, told ARLnow he was promised by a county staff member 35 years ago that parking would be protected.

“When me and [business partner] Ted Sachs were standing on the surface parking lot 35 years ago, someone from the county said to us, if anyone builds on this parking lot they will have to provide parking for 23rd Street Restaurant Row,” Lutz said. “Live and learn, I should have stuck my hand up and asked, ‘Can we have that in writing?'”

Developer JBG SMITH is adding to its already extensive redevelopment plans in and around Crystal City.

The top property owner in the so-called National Landing area (Crystal City, Pentagon City and Potomac Yard) just revealed plans for a new office building, just down the street from Amazon’s planned HQ2.

The building at 101 12th Street S. will replace a sparsely-used open green space the company owns near Long Bridge Park, on the northern end of Crystal City. The development is expected to include a nine-story “trophy” office building with 5,000 square feet of street-level retail, underground parking and a new “expansive park space.”

In a press release, below, JBG says the plans are part of its “ongoing collaboration with Arlington County and private sector partners to deliver a mix of new housing, retail, office, and public spaces to National Landing – the site of Amazon’s new headquarters.”

The developer envisions the area as a gleaming “18-hour” neighborhood, counter to its former image as a dull concrete canyon of aging offices and apartment buildings, with little nightlife to speak of.

In addition, 1770 Crystal Drive and Central District Retail are both currently under construction. JBG SMITH is also serving as the fee developer for Amazon’s new headquarters and the master developer for the Virginia Tech Innovation Campus, all located in National Landing.

Designed to serve as a gateway between Long Bridge Park and the north-end of National Landing, 101 12th Street’s prominent eastern façade and ninth-floor terrace are expected to provide dramatic views of the DC skyline, the National Mall and monumental core, and Reagan National Airport.

JBG SMITH’s submission contains several community benefits including open space, a new expansive park, and street-level retail. A fitness center, first floor terrace, and the ninth-floor terrace will serve as amenities for the future tenants of the planned office. Keeping with JBG SMITH’s plan to foster a vibrant, architecturally distinct environment in National Landing, 101 12th will be layered with gleaming stainless-steel shingles on the 12th and 10th Street frontages to present a complementary variation against the design of surrounding buildings.
