Abigail Brooks and her husband moved into their new home on N. Ivy Street, which was built in 2020, in April of this year.

Since then, she says they’ve been stuck in a Residential Permit Parking program quagmire. While they live on a street that is in an RPP zone, they have not been able to get their address approved for a permits, meaning the couple could get ticketed for parking on their own street.

“Our house was built along with two others and it is only ours that is not showing correctly for parking,” she said. “I have tried different forms, emails, calling, etc. and still cannot get this resolved.”

Brooks said she has also found some people with the same issues through the gym to which she and her husband belong.

“A couple of us did new construction at the same time so we’ve shared lessons learned, timelines, etc.,” she said.

In a months-long email back-and-forth with the parking team, provided to ARLnow, county staff repeatedly said the Brooks’ address is not eligible for the program. Even an attempt to get a county real estate appraiser to confirm her home’s assessment information and thus parking permit eligibility was unsuccessful.

But Department of Environmental Services spokesman Eric Balliet found that Brooks is correct: her home should be eligible.

“The resident is likely facing this issue because of a technical problem we’re experiencing that is preventing us from adding newly created addresses to our database,” he said. “This problem only affects newly created addresses… not existing addresses.”

The problem — affecting four households that the county knows of — was first identified in June 2021, but staff had a workaround in the database. That workaround stopped functioning in mid-July, Balliet said.

“We anticipate having the problem fixed by next week,” he said.

Until this issue is resolved, Balliet said residents can fill out a paper permit application and pay the permit fees in-person at county government headquarters. Staff will manually add the resident’s parking permit order to the system.

Brooks said it is unfortunate that she couldn’t get the same answer from the county.

“If they had responded and explained the issue, I would have understood and stopped bothering them for it to be fixed,” she said.

She praised other county functions for finding ways around the issue.

“Utilities, trash, recycling, etc. found workarounds for the issue we had with our address and personally ensured we got what we needed,” she said. “The real estate assessment team also were trying to be so helpful during the parking situation and we really appreciated how much they followed up with us to see if there is anything they could do to help resolve.”

Earlier this year, the county approved a number of changes to the Residential Permit Parking program. After considering paid, two-hour parking in RPP zones, the idea — which elicited public outcry — was nixed, but the program was expanded to make some multi-family properties, like apartment buildings, eligible.

Although the changes are in place, county staffers are still focused on renewing resident and landlord permits and passes for the 2021-2022 program year. They are still not processing petitions to establish new permit parking zones; the creation of new RPP zones has been frozen since the summer of 2017.

“We are finalizing updated petition procedures that incorporate changes the County Board adopted in February,” Balliet said. “We look forward to releasing those to the public in the coming weeks.”


Commuters in Ballston now have access to new bus bays on Fairfax Drive, outside the entrance to the Ballston Metro station.

The refreshed bus bays feature “new bus shelters, sidewalks, and planters,” said Eric Balliet, a spokesman for Dept. of Environmental Services. He added that work along Fairfax Drive should be “substantially complete in August.”

These upgrades are part of a four-phase project to update the transit facilities and public areas surrounding the Metro station. Improvements to multimodal facilities along Fairfax Drive comprise the project’s first phase.

The county expects the project will be 100% complete next summer, he said. The goal of the project is to increase transit usage and safety, improve the facilities as well as access to them and circulation around them, and enhance their design and provide sustainable infrastructure.

With phase one nearing substantial completion, the county is embarking on the second phase. Access to bus bays and pedestrian paths along the east side of N. Stuart Street will be impacted during this phase, which is expected to last until spring 2022, the project webpage said.

“Access to businesses along east side of N. Stuart Street will be maintained throughout this phase,” the webpage noted.

Since Sunday, some ART and Metrobus service along N. Stuart Street and N. Stafford Street has been relocated to the new bus stops on Fairfax Drive and temporary ones on the west side of N. Stuart Street. On Monday, attendants could be seen helping commuters get to the right bus stop.

WMATA say it is still working to provide printed schedules for riders.

Phases three and four will focus on upgrades to two plazas, one on N. Stuart Street and one on Fairfax Drive, and each phase is expected to last three months. Once all four phases are complete, commuters will see a number of additional upgrades, such as additional bike parking, expanded public space along Fairfax Drive, a dedicated “kiss-and-ride” curb space and a dedicated shuttle bus curb space and bus shelter.

In addition, “landscaping and benches for the planter areas, bus stop flag poles and real-time bus information displays will be added toward the end of the project,” Balliet said.

The County Board approved the project in December 2019, and construction — expected to last 18 months — was slated to begin in the summer of 2020.

“The project experienced delays due to the need to relocate telecom and electric utilities lines,” Balliet said. “We now expect the entire project to be completed in summer 2022.”


Arlingtonians may not know Peter Golkin by name, but many have likely seen his tweets.

Golkin is a spokesman for the Arlington Department of Environmental Services, or, as he considers himself, “a 21st century town crier, but without the bell.”

Among other duties, Golkin has run the department’s social media accounts for the last four years. Under his watch, DES’s Twitter account has amassed more than 7,000 followers, which is a lot of followers for a department that focuses mostly on public works and transportation — topics Golkin admits can seem dry.

The social media savant has found that a little humor goes a long way toward people internalizing his announcements, and his wit has even caught the attention of some celebrities, on whom he sometimes relies to spread his messages.

“A lot of government stuff can be real technical or just downright boring,” Golkin said. “If we can make it even slightly entertaining, or if we can just make people pause for two-tenths of a second before scrolling down and absorb some county information, then that’s a good thing.”

Whether it is a timely joke or a goofy graphic, Golkin manages to add humor to even the simplest announcements about COVID-19 guidelines or recycling rules:

Normally upbeat in his social interactions, Golkin does have a nemesis: FOG.

He regularly warns about putting fats, oils and grease down the drain, a big no-no in the world of wastewater management. Such common kitchen waste can turn into a gelatinous solid and clog the pipes, endangering the plumbing of a resident’s home or even their whole neighborhood.

“I think that photo should be the next county logo,” said Golkin of the famous fat-filled pipe image he frequently tweets. “I think all of Arlington could be united by it if we make it official, [putting] it on stationery [and] all the county vehicles: ‘No fats, oils and grease in Arlington.'”

One of the account’s most dedicated fans is none other than Star Trek’s William Shatner. Shatner’s fandom began when Golkin got wind that the Captain Kirk actor was interested in electric bikes. He invited him to come to Arlington to ride the streets.

(Updated at 3:50 p.m.) Arlington County will start collecting residents’ food scraps on Labor Day.

Residents receiving county curbside collection services — mostly those in single-family homes and townhouses — will be able to toss unused food into their green yard waste bins and bring them to the curb on collection day, starting Monday, Sept. 6. Those scraps will be composted in Prince William County and returned to Arlington as soil.

“This is going to be for everybody who is a part of the household solid waste collection program,” said Erik Grabowsky, the chief of the Solid Waste Bureau of the Department of Environmental Services, during a community forum last week.

Arlington will be the first jurisdiction in Virginia to provide the service to all residential customers, he said.

The initiative is part of the county’s goal to divert 90% of resources from landfills and incinerators by 2038. It is also the last significant program to be implemented from the county’s 2004 solid waste management plan, Grabowsky said.

“There are many good reasons for adding a food scraps collection program,” he said, such as diverting useable waste from landfills and incinerators. Creating and using compost “will build healthier soils and also allow us to pay attention to the amount of food waste we are generating — which may change purchasing habits and may save us money.”

County household waste collection customers should have received a postcard previewing the service change and will soon receive an informational cart hanger, he said. The second of two virtual community forums will be held tomorrow and the county will be delivering “starter kits” with a two-gallon food caddy, 40 compostable bags and educational materials, throughout the month of August.

Acceptable food waste and food scraps include:

  • Vegetables and fruits
  • Meats, including bones, and old meat grease (sopped up with a paper towel)
  • Dairy products and eggshells
  • Breads
  • Coffee grounds, paper coffee liners and tea leaves (but not tea bags)

Residents should still put disposable containers and other products marketed as “compostable” in the trash.

“A lot of the materials have plastic liners,” said Adam Riedel, a county environmental management specialist. “We want to ensure the highest quality product, which means keeping out those contaminants.”

That could change if the federal government issues stricter regulations for creating and marketing disposable products as “compostable,” he said.

DES recommends keeping the pail, lined with a compostable bag, on a kitchen counter. Just before one’s weekly trash pickup time the food scraps should be bagged, put in the green cart and rolled out for collection.

Riedel said he keeps his pail on the counter and he notices no odor, but for those who are worried, he suggested keeping the pail or scrap bag in the freezer or refrigerator.

Grabowsky said he does not envision proper disposal requiring much enforcement.

“People generally comply with rules and regulations,” he said. “I don’t think we’re going to have a contamination problem. If we do, we’re going to have to start having more aggressive action.”

The scraps will be converted into nutrient-dense soil at Freestate Farms in nearby Prince William County, per a new agreement approved by the County Board in February. The facility is run via a public-private partnership between Prince William County and the private corporation.

Arlington resident Amber Haynes says her family has been living without the certainty of clear water for the last year.

Every time they plan to do laundry, Haynes and her family run the water to clear out the murky sediment that builds up. The family uses bottled water for brushing their teeth and disconnected the ice machine. Even the dog drinks bottled water.

“Showering is disgusting, but it has to happen. The bottom of our shower is red,” she told ARLnow on Tuesday. “We have to be strategic about when we do things.”

The family lives near Virginia Hospital Center, which is in the midst of a large expansion project. Haynes is one of a handful of families in the area who have been dealing with discolored water, which residents attribute it to ongoing construction at VHC.

In 2018, the hospital narrowly received County Board approval for the expansion project, which includes a large parking garage and a seven-story outpatient pavilion.

Community leaders say the response to the issue has been frustratingly slow.

“We really feel like we’re not being well represented,” said Wilma Jones, the president of the John M. Langston Citizens Association, which represents the historically Black neighborhood of Halls Hill. “The neighborhood has just had enough.”

Jones called the situation a “mini-Flint-like issue,” a reference to the Michigan city’s large-scale water crisis.

“We know that if this was occurring in neighborhoods like Country Club Hills, they would have resolved the issues a long time ago, rather than continuing to ask residents to be patient and deal with water they cannot drink or use to brush their teeth,” she said earlier last week. “Neither the county nor the hospital is providing drinking water for the impacted families.”

The residents say their complaints were not taken seriously until recently, when the water reached its murkiest point and two County Board members participated in a meeting between hospital administrators and neighbors.

“It’s a flurry of activity right at the end now that it’s gotten so bad and more people know about it,” Haynes said.

Arlington County and VHC both confirmed they are working to resolve the discoloration, which they attribute to the construction of a new water main that is almost ready to go online, according to county and hospital officials. The new main was made necessary due to the hospital expansion, we’re told.

Katie O’Brien, a spokeswoman from the Department of Environmental Services, said the county has been working on resolving the issue since staff first learned about the problem in mid-February. The department was not aware of complaints made before then, she said.

Hospital officials, meanwhile, say they are taking the problems seriously.

“We are aware of concerns expressed by a select number of households near the Hospital and have been working closely with our contractors and Arlington County to resolve the issue,” said Adrian Stanton, Vice President, Business Development & Community Relations. “VHC has been working diligently with our contractors to make sure the issue is resolved quickly, authorizing double crews to work through the holiday weekend to complete the work.”

Arlington County is planning to buy a vacant home in East Falls Church that was damaged in the July 2019 flash flooding.

The county intends to demolish the home at 6415 24th Street N. and use the property to make improvements “that would help alleviate or reduce the severity of localized flooding,” Stormwater Communications Manager Aileen Winquist tells ARLnow.

The county acknowledged it doesn’t have to buy the property to make the upgrades, but these kinds of purchases could give it flexibility with solutions.

After the July deluge, county staff evaluated flood-prone areas to find properties that the county could buy and use for stormwater infrastructure improvements, according to a staff report. This property, valued at $683,800, is one of the four high-priority locations that the county identified.

“The agreement is the first negotiated acquisition to be considered by the County Board as part of this program,” the report said.

The County Board is slated to approve the purchase from the home’s owners during its meeting this Saturday.

Winquist said the locations of the three other properties, whose owners were currently not interested in selling, are available via a public records request.

The Department of Environmental Services has not yet settled on the mitigation approach it will take on the 24th Street N. property, which has not been repaired since the flooding, Winquist said.

“The County is still analyzing projects to reduce flood risk in this watershed, which may include upgrading that section of pipe or storm drain,” she said. “The County is exploring the use of this property for infrastructure, detention, or overland relief as part of a larger-scale solution.”

During the 2019 storm, some nearby homes in the neighborhood experienced flooding, “but not to the extent of this property,” Winquist said.

The county will demolish the structure starting at least six months after the sale, expecting to spend some $200,000 to $250,000 to do so. The sellers plan to allow the nonprofit Second Chance to salvage materials from the home ahead of demolition.

Property owners can contact the county to have their property considered for the program, but the county will have to consider such acquisitions carefully given the complexity of the flood mitigation solutions, Winquist said.

Although voters approved a $50.8 million bond in November for various stormwater projects, the county said the money for the property purchase wouldn’t come from that.

A pie shop owner says an ongoing county construction project has cost her tens of thousands of dollars in lost revenue.

About six weeks ago, Heather Sheire arrived to work at Livin’ the Pie Life at 2166 N. Glebe Road to find bulldozers tearing up the pavement in front of the shop.

“That’s how much notice I got from the county that there was going to be a disruption,” owner Sheire tells ARLnow, who opened the shop in 2016. She is now seeking financial compensation from county.

The construction was due to the ongoing Lee Highway and Glebe Road intersection improvement project which isn’t set to be substantially completed until the fall.

“Our parking was getting blocked and, then, 21st Road [N.] was getting blocked and, then, the sidewalk was getting blocked,” Sheire says, frustration rising in her voice. “Then, I started to notice our sales were down.”

The shop relies on walk-ups, she says, with about 90% of sales coming from walk-in orders.

Sheire even bought one of those feather-like flags as a way to catch people’s eyes from the road, but it was removed by construction crews.

March 3 was a tipping point. Again, Sheire saw a construction truck parked across the entrance of the shop’s driveway. So, she finally reached out to the county.

“[They] were sympathetic, but I need more than sympathy and friendlessness,” Sheire says. “This was having a very substantial economic impact on my business.”

She tells ARLnow, after comparing numbers from years past, that she believes the business has lost “tens of thousands of dollars” as a result of this construction project.

“I have a historical record from [March] last year to this year… we went from being down 10% to 46%,” she says.

Eric Balliet, spokesperson for Arlington’s Dept. of Environmental Services, confirms that Sheire did reach out.

“Once we were made aware of the pie shop owner’s concerns, the project team responded by making every effort possible to accommodate the business during streetscape construction along their store frontage,” he writes to ARLnow.

According to Balliet, this included scheduling construction mostly on Mondays and Tuesdays (when the shop is closed), upgrading bike racks, installing a curb along parking spaces to prevent vehicles from damaging the building, and relocating street signs to improve visibility of the storefront.

Also, as part of the project, the county has upgraded the pie shop’s front walkway to concrete and expanded access to the store’s parking spaces for those driving northbound along N. Glebe Road.

Sheire agrees, for the most part, that the county has either already done the things promised or she believes they will — except for improving access to parking.

“It is trickier to get into the parking now than before. They added a short wall along the sidewalk on Glebe that now must be navigated to get into and out of the parking from Glebe,” she says. “It’s become a maze, a puzzle to get in there.”

But even fixing all of that will not change the financial damage that has already occurred to her business.

“[We] deserve some kind of financial compensation because they were literally blocking access to our business,” Sheire says. “It’s wrong for the county to initiate a project like this without taking into account the economic impact it has on a small business.”

In March, she received her business license tax bill from the county, which set her off.

“That was the straw that broke the camel’s back,” she says. “I felt like Arlington County had not given me value for my business license.”

She contacted the Arlington County Treasurer Carla de la Pava and other top local officials about waiving the tax, or offering some sort of compensation, but was told that could not be done.

Responding to increasing storms, flooding and ongoing development, Arlington County will be changing its stormwater management regulations for single-family home construction projects.

The new requirements — and how they came about — have developers worried.

Arlington’s Department of Environmental Services will require developers to use tools such as water storage tanks to ensure new homes can retain at least 3 inches of rain, which will affect applications submitted after Sept. 13, 2021.

Currently, developers are only on the hook to improve the quality of water runoff, using rain gardens, planters, permeable driveways and tree cover.

DES staff tell ARLnow the new system will manage more water, protect downhill properties, reduce plan approval times, and give homeowners stormwater facilities that are feasible to maintain.

In a statement, staff said the change “reflects future-focused and balanced responsiveness to a diverse customer base that includes downhill neighbors, property owners, and builders.”

But some developers who work in Arlington County says the changes blindsided them and they want more input. They predict significant potential cost increases to homeowners and argue that this shifts the burden onto individuals, rather than placing responsibility with neighborhoods or the county itself.

“There is broad concern with the roll-out of this,” said Yuri Sagatov of Sagatov Homes. “There are just a lot of questions and there aren’t a lot of answers. We’re all waiting to get more information from the county to see how the changes might impact properties.”

Staff said these changes were precipitated by the increase in heavy rainfall, the growing intensity of storms, and a sense among residents that the county is not doing enough to protect properties — particularly those that are downhill from development, from the runoff caused by new homes.

A county study last summer found that the soil under new homes is 10 times less permeable than the soil under existing homes, staff said.

With the tanks, which appear to be above ground in photos, the goal is to retain rainwater during flash flooding events like that of July 8, 2019.

“Gravity detention tanks… promote a ‘slow it down and soak it in’ strategy to capture and release runoff slowly as a more robust and reliable way to handle intense rainfall,” says a DES memo.

It seems like a feasible alternative to more expensive underground systems, but the challenge will be blending them in aesthetically.

“They are talking about massive above ground cisterns,” the owner of one remodeling firm told ARLnow. “I would think neighbors would hate this. They’re going to be hideous.”

As for engaging developers during the process, county staff said enhancements to an existing program only require the county to consult with stakeholders. The county surveyed neighbors, home builders and engineers in 2019 and met with engineers early this year.

State and county agencies have already started preparing the roads for the wintery weather.

Arlington’s Dept. of Environmental Services tells ARLnow that they began pre-treating streets with brine — a salt and water mixture — yesterday.

That pre-treatment process is continuing today. Full deployment of the county’s snow plow teams will start early Sunday, a DES spokesperson says, with 92 drivers and 46 trucks equipped with salt spreaders and plows.

There will be staggered shifts the operations center due to COVID-19 protocols.

DES is asking residents to re-familiarize themselves with snow removal processes, which includes plowing only after snow depth hits at least two inches. In addition, they are requesting residents who park on narrow roads to put vehicles elsewhere so that plows can make their way through.

In fact, they are making a competition out of it and are asking folks to post pictures of their creative parking skills.

 

A number of major Arlington roads are maintained by the Virginia Department of Transportation, including Lee Highway, Arlington Blvd, Glebe Road, and others.

VDOT spokesperson Ellen Kamilakis tells ARLnow that residents should be seeing brine tankers out right now. The current cold and clear conditions are perfect for spraying brine.

“The goal is for it to evaporate and leave the salt residue, those white brine lines,” she says. “Today is perfect to be doing it. People are going to be seeing them everywhere.”

She cautions that they often work in pairs, a tanker and a trailing vehicle, and move slowly. The crews make a lot of U-turns, she says, so drivers should avoid getting between them.

Kamilakis says that there are about 130 trucks deployed right now covering Arlington County and the interstates that cut through the county.

With the region having not seen snowfall like what is being predicted in a while, she says that residents may “not have their snow legs yet” and have forgotten what it’s like to drive in the snow.

Kamilakis cautions folks to monitor the forecast, drive carefully and slowly, and brake earlier. If VDOT puts out the call to stay off the roads, to do so.

“If we’re asking you to stay off the roads, it’s serious enough for us to ask that,” she said.

Another thing Arlington residents should take note of: the county’s snow removal ordinance, which requires that sidewalks be shoveled within 24 hours of the end of a snow event with six inches or less of accumulation, or 36 hours for storms that drop more than six inches.

Arlington should consider glass-only curbside collection in order to boost its recycling rate, one of the companies that helps recycle the county’s bottles and jars says.

Jim Nordmeyer, vice president of sustainability at bottle maker O-I Glass, said in an interview that while Arlington’s current drop-off containers for glass have been effective, a dedicated collection truck would further increase glass recycling levels amid a drop in glass supplies.

“[Arlington has] a premium stream of glass that comes back into the container industry,” Nordmeyer said. “We’d like to encourage a lot more…. The best way [to do this] is at the curb, glass-only collection.”

By Nordmeyer’s estimates, there is approximately 14 million pounds of glass available for recycling in Arlington annually. If 70% of residents, the national average for curbside recycling, participated in a curbside glass recycling, then nearly 10 million pounds of glass could be collected annually.

In the first year of Arlington’s drop-off glass program, the county says it collected 2 million pounds of glass.

Arlington currently has five drop-off sites, following the removal of glass last year from its curbside recycling list. A rise in the cost of single-stream recycling, where all recyclables are put in the blue bin, was largely behind the move.

Kathryn O’Brien, a spokeswoman for the county’s Department of Environmental Services, told ARLnow the county sees a dedicated curbside collection for glass as financially impractical.

“We have considered glass-only curbside collection and have determined that this option is cost prohibitive,” O’Brien said. “Our internal estimates are that adding curbside glass collection would increase the [Household Solid Waste Rate] by 15%-20%.”

The rate, which is paid by Arlington homeowners who receive curbside collection, is currently $26.58 a month. A 15-20% increase would add around an extra $5 per month, or $60 per year, to the bill.

Nordmeyer said the county can “offset the cost of that second [glass collection] truck with the savings they are getting from reduced fees at the material recovery facility and reduced fees in material going to the landfill.”

Boosting glass recycling levels is especially important after a sharp national decline at the start of the pandemic, Nordmeyer said.

With bars and restaurants shut down and material recovery centers closed to protect employees, glassmakers like O-I lost the recyclable material they rely on to make products. According to Nordmeyer, the average recycled content in each O-I container is around 35%.

O-I receives Arlington glass at its manufacturing plants in Danville and Toano, Virginia. The glass is first transported to Fairfax County from the drop-off bins, then it is taken by glass recycling company Strategic Materials. Once processed, the glass is sold to manufacturers like O-I.
