Construction has started on a pair of multifamily towers in a corner of Crystal City experiencing a bevy of development.

The two towers by developer JBG Smith, located at the intersection of Richmond Highway and 20th Street S., will add 775 apartment units and nearly 27,000 square feet of retail, and will be separated by a new S. Clark-Bell Street.

Demolition of the office building that the towers will replace began last spring, after the project was approved by the County Board in May 2021. JBG Smith expects the project will be completed in 2025.

The West tower (2000 S. Bell Street) will be 25 stories tall and glassy with 355 units and 15,000 square feet of street-level retail. Coming in at 19 stories and 420 units, the East tower (2001 S. Bell Street) will feature “a bold, green-glazed brick façade” and 10,000 square feet of retail, the developer said.

In addition to the new S. Clark-Bell Street, the project will add a tree-lined pedestrian passageway along the East tower and an enclosed, climate-controlled underground connection from 12th Street S. to 23rd Street S.

The underground connection responds to concerns from neighbors who wanted assurances that JBG Smith would protect a network of tunnels known as the “Underground” when building residential parking.

The project also includes funding for parks and open space for a new library at 1901 S. Bell Street — made possible through another under-construction project from JBG Smith at 1900 Crystal Drive.

The developer is currently overseeing the construction of 1,583 apartment units and has another 1,760 units planned for near-term development.

These projects are intended to meet an anticipated influx in housing demand created by Amazon’s HQ2 in Pentagon City and the Virginia Tech Innovation Campus in Potomac Yard, the developer says.

“The start of construction at 2000 and 2001 South Bell Street is a major milestone in National Landing’s ongoing transformation and delivers on our pledge to build new housing in lockstep with Amazon and Virginia Tech’s growth in the neighborhood,” said Bryan Moll, JBG Smith’s executive vice president of development, in a statement.

The first phase of Amazon’s HQ2 is still on-track to be completed in 2023 and the Virginia Tech facility will be done in 2024, according to JBG Smith’s announcement.

When complete, 2000 and 2001 S. Bell Street will be a stone’s throw from a stretch of recently revamped dining and retail spaces, named Central District Retail.

The retail development, also by JBG Smith, has an outpost of New York City-based taqueria chain Tacombi, which opened last month, NYC bakery Mah-Ze-Dahr and a CVS.

There’s also a forthcoming, mysterious, grocery store — possibly an Amazon Fresh location — that could fill Crystal City’s longtime need for a grocer.

You might have never heard of the “9th Street Greenway,” an unheralded ribbon of greenery that crosses Ballston and Virginia Square, but it’s been decades in the making.

On a cold winter’s day, there’s a calmness to the ten-block-long stretch. The greenway follows 9th Street N, starting near N. Kansas Street and American Legion Post 85, in Virginia Square. It eventually crosses Oakland Park and Welburn Square, before ending as a walking path at N. Vermont Street, next to the Westin hotel.

No signs announce what it is, but the greenway’s features distinguish it from surrounding blocks. The corridor has pedestrian-only pathways, fountains, trees, other greenery, benches, and even some public art. Once you know of its existence, it makes sense.

Yet, the 9th Street Greenway — which was first mentioned in the 1983 Virginia Square Sector Plan — is by no means a finished product, even if it’s been in development for nearly 40 years. County officials and advocates say that was always the intention.

There remains plenty of places for more green space, plus the final connection to Clarendon, which has never been made.

“Major recommendations of this plan call for several zoning changes, improvements in the condition of streets and sidewalks, changes in traffic patterns, and the creation of a ‘greenway’ and additional public open space,” reads the 1983 Virginia Square Sector Plan.

The greenway was noted again in the updated 2002 sector plan.

While it may seem odd that a project first discussed four decades ago isn’t completed yet, county officials tell ARLnow that this was always the intention.

Much like Arlington itself, the 9th Street Greenway is ever-evolving, being developed, and a product of public-private partnerships with the goal of enhancing the livability of the neighborhood.

“The vision for 9th Street in the Virginia Square Sector Plan featured pedestrian access, possibly with more greenery/landscaping and other non-commercial ground floor uses, that would provide an alternative to the busier streets of Fairfax Drive and Wilson Boulevard,” writes Department of Community Planning, Housing and Development spokesperson Elise Cleva. “We expect implementation to occur primarily through partnerships with private property owners when redevelopment projects are considered and approved.”

There are no current active projects or any redevelopment that would impact the 9th Street Greenway, officials note, and there’s no timeline for when it might be considered complete.

Peter Owen was the chair of the Arlington Transportation Commission when the concept was discussed again when devising the 2002 Virginia Square sector plan. He tells ARLnow that the intention, even back then, was that it was very long-term planning.

“My understanding was that it might take a generation or even two for all of those blocks to redevelop and make this path even more available,” Owen says.

Chris Slatt, current chair of the Arlington Transportation Committee, though, tells ARLnow that one can see the 9th Street Greenway’s influence in the not-yet-finalized Pentagon City Plan, with its ribbons of green space, pedestrian focus, and commitment to parks and plazas.

They both admit the idea and the goal of the 9th Street Greenway doesn’t match what’s there yet.

“Right now, it’s a sidewalk with not much to see and do,” says Slatt.

“When walking along it, if you didn’t know it was planned, you wouldn’t know it was supposed to be coherent,” Owen says.

Slatt and Owen say there’s value in continuing the commitment to what was started all those years ago, particularly the connection to Clarendon.

Owen says he walks it often, and even if the 9th Street Greenway remains in an unfinished state, there are components that show what a fully realized vision could bring to Arlington.

“My favorite part is the part near Welburn [Square]… where it’s like a little Eden with the fountain and the outdoor patios protected from traffic,” Owen says. “It’s wonderful.”

A group of neighbors is calling on the county to take a moderate approach to residential redevelopment in the shadow of Amazon’s HQ2.

Next month, on Tuesday, Feb. 22, the Arlington County Board is poised to consider adopting a new planning document that lays out a vision for the next 30-plus years of growth in the Pentagon City neighborhood. The plan calls for a significant amount of redevelopment and infill development, mostly residential, more green spaces and new “biophilic” walking and biking paths.

The Pentagon City Planning Study draft was created because Amazon’s arrival exhausted nearly all the development envisioned in the 45-year-old plan currently guiding the neighborhood’s growth.

One significant source of near-term infill development would be at RiverHouse apartment complex on S. Joyce Street. Its owner, once Vornado and now JBG Smith, has long eyed redeveloping its surface parking lots and open spaces. The document recommends no more than 150 units per acre on the 36-acre site, which currently has a ratio of 49 units per acre.

That’s excessive for a complex with 1,670 units already, according to members of “RiverHouse Neighbors for Sensible Density.” The group and an associated movement, “Dense That Makes Sense,” are made of nearby residents who say a lack of community engagement has allowed the draft to move forward that recommends adding too many units to RiverHouse, among other concerns.

“RNSD is especially concerned about the Plan’s proposal for developer JBG Smith’s property, RiverHouse — already the fourth largest apartment complex in the Greater Washington, D.C. area,” the group said in a statement. “Because the Plan was developed without wide and diverse community representation, the Plan 1) does not represent a balanced community perspective, and 2) fails to articulate how it will deliver the community benefits it promises.”

Since August 2020, the county’s outreach has included interviewing stakeholders and property owners, asking the public to submit slides showing their vision of Pentagon City, and holding focus groups, five virtual public workshops, and a walking tour, said Erika Moore, a spokeswoman for the Department of Community Planning, Housing and Development.

They received 60 slides from community members on their vision, and 146 responses on an online engagement after a virtual open house, she told ARLnow. County staff also met with several county commissions, committees and civic associations as the plan was being drafted. In addition to emails and newsletters, she said there have been signs sharing information on the plan in public spaces.

“The population growth scenarios in the draft plan are not requirements for development,” Moore said. “The scenarios were developed to analyze implications for population growth, transportation, urban design, economic development, and other factors.”

This is not a new concern. Neighbors pushed back against JBG Smith’s 2019 proposal to add 1,000 units to the site (for a density of 72 units per acre) and at the time, some Arlington County officials and planners were also skeptical of the plan. Now, the new plan’s upward limit of 150 units per acre has some Dense That Makes Sense members longing for JBG Smith’s initial plans.

With seven weeks until the County Board is set to vote, the group is urging the Board to pause the plan.

George Mason University is breaking ground on the massive $235 million expansion of its Arlington campus.

“This is the start of something big for Mason,” Carol Kissal, the university’s senior vice president for administration and finance, said in a statement. “And when it’s done, it will have fundamentally changed our campus, as well as the broader Arlington community.”

Initial work is beginning this week, a GMU spokesperson confirms to ARLnow, despite the weather. A formal groundbreaking is set for the spring to coincide with the university’s 50th anniversary, we’re told.

Right now, there’s a hole at Fairfax Drive in Virginia Square where the old Kann’s Department store once stood. That was demolished in March to make way for a 400,000 square-foot building that will be the centerpiece of the expansion.

As construction gets underway, fencing will go up mostly around the driveway of the FDIC building on N. Monroe Street, a press release notes. Excavation and relocating of an underground storm pipe, water line, and electric line will also take place. There will be drilling, as well, to install beams to support sheeting and shoring.

Neighbors are being told to expect some impacts from construction during the multi-year project.

“There may be some noise. You may feel some vibrations,” said a GMU facilities manager in the press release. “But it’s all safe and done in compliance with rules and requirements. The reality is, the end result will be worth it.”

The building will house faculty from Institute for Digital InnovAtion and the university’s new School of Computing. The university is expected to occupy about 60% of the space with the remaining 40% potentially leased to private companies.

The university is predicting that the expansion, which was planned in the wake of Amazon’s decision to open its HQ2 here, will add 3,000 to 4,000 students to the Arlington campus by the time it opens in the summer of 2025.

While it may be a gaping hole now and a state-of-the-art university facility later, the Fairfax Drive site was in the past the Arlington outpost of the popular D.C.-based Kann’s Department Store. The store featured three floors, an escalator, and some unusual attractions. Apparently, the shoe department had a large glass-windowed display with live spider monkeys from Brazil.

In 1975, the university bought the building and turned it into its law school. At the time, it was believed to be the only law school in the country to have an escalator.


Work has begun on the long-awaited second phase of the Red Top Cab development in Clarendon.

This is the second of two phases for the “Clarendon West” project by Arlington-based Shooshan Company and its partner, Trammell Crow Residential.

“Construction has started with piles being driven,” CEO Kelly Shooshan told ARLnow this week. “So, we are a go.”

The local developer anticipates delivering the project by the end of 2023 or in early 2024.

The second phase, at the corner of Washington Blvd and 13th Street N., is comprised of one 269-unit multifamily building. Shooshan increased the number of units from 247 in the winter of 2020.

In October, Shooshan made a pitch for one extra hour of work on Saturdays, but the County Board denied that request, saying it would be too disruptive for nearby residents. At the time, work was expected to begin in November.

Project representative Adam Stone told ARLnow in December that construction had yet to start because some permits were still being finalized.

In 2015, the Arlington County Board approved a proposal for a three-building, mixed-use development, replacing the old Red Top Cab headquarters and dispatch center, and two small commercial buildings.

The first phase, comprised of two buildings with a total of 333 apartment units on N. Hudson Street and 13th Street N., was completed in the spring 0f 2021. Construction broke ground on the pair of buildings in March of 2019 and the complex, dubbed The Earl Apartments, was sold to another property owner last July.


The H&R Block on Columbia Pike has closed, even with tax season just around the corner.

The signage has been taken down from 2607 Columbia Pike and all the furniture is gone, leaving only beige carpet and scattered cords.

A company spokesperson tells ARLnow that the office is being relocated and is “working as quickly as possible to reopen,” but didn’t give a reason why the tax preparation company closed this particular location.

The closure likely has something to do with the approaching redevelopment of Fillmore Gardens Shopping Center, which housed the tax preparation company’s local storefront.

All the tenants at the shopping center, including Legend Kicks, Atilla’s Restaurant, and the Columbia Pike Partnership (CPP), received a notice to vacate by May 31 of this year, according to CPP’s deputy director Amy McWilliams.

Over the last two years, several have already moved out, including the Salsa Room in early 2020.

The plan is to replace the one-story aging structure, located just west of Penrose Square, with the Elliott, a multi-story, mixed-use building with about 250 apartments and 50,000 square feet of ground-floor retail space. There will be a renovated CVS and a grocery store, according to Urban Turf.

There are rumors that the grocery store could be an Amazon Fresh location. The shopping center is located about two miles from Amazon’s under-construction HQ2 in Pentagon City.

Developer Insight Property Group says on its website that construction on the redevelopment project is expected to begin this year. ARLnow has reached out to the company for more information about plans and the project, but has yet to hear back as of publication.

A spokesperson for the county tells ARLnow the project could kick off as early as February. That’s when the County Board will likely consider a special use permit which will allow developers to finalize engineering, building, and landscaping plans, and demolition by the fall.

“In this scenario, construction would likely conclude by early 2025 at which point the new building could begin to be occupied,” writes Erika Moore, a spokesperson for the county’s Department of Community Planning, Housing and Development.

During construction, CVS is expected to move its pharmacy services to a trailer in the existing parking lot, notes Moore. The trailer will remain open until the project’s completion, at which point CVS will relocate into the new building.

The county couldn’t comment on the status of the other tenants.

(Updated at 5:40 p.m.) A local nonprofit intends to redevelop and add affordable housing for people with disabilities to its property near Crystal City.

Melwood, which connects people with disabilities with public- and private-sector jobs and opportunities, currently runs a workforce development site from the building at 750 23rd Street S., in the Aurora Highlands neighborhood.

It envisions redeveloping the property into a 100% affordable, 104-unit building with about 30 units set aside for people with disabilities. The five-story building would also house workforce development services and community programming.

“This project builds on Melwood’s ongoing commitment to create more inclusive spaces and empower people with disabilities to live, work and thrive in their communities,” the company said in a statement to ARLnow. “By redeveloping the 23rd St. S. property, Melwood and its partners will be addressing another persistent gap for people with disabilities and their path to independence — affordable, accessible housing.”

Melwood took an early step forward by filing an application for a Special General Land Use Plan (GLUP) study this week. The application says the study is needed because the property falls outside of any adopted county sector plan documents.

The Maryland-based nonprofit — which has operated in Northern Virginia for many years — acquired the Arlington property during its merger in 2017 with Linden Resources, a local nonprofit that similarly provided employment opportunities to people with disabilities. Melwood says it began discussing options for the site with community members and stakeholders in 2020.

“From these conversations, Melwood heard the community’s strong interest in leveraging its facility to support affordable housing in addition to Melwood’s existing program offerings,” which currently support about 500 Arlington residents, the nonprofit said.

The proposed apartment building will address the “significant need” for independent, affordable housing for Arlington residents with disabilities, Melwood says, adding that in 2019, 22% of locals with disabilities lived under the poverty line and couldn’t afford housing.

Melwood requests that the county change the land-use designation from “public” to “low-medium” residential uses so that the property can eventually be rezoned for apartments, according to a letter from Catharine Puskar, a land use attorney representing the nonprofit.

The privately owned property is designated for public uses because, until 1981, the building operated as the former Nellie Custis School.

After the school closed, Arlington County swapped the Aurora Highlands property for a parcel near the Ballston Metro station with Sheltered Occupational Center of Northern Virginia, another work center for people with disabilities, the letter said. As part of the land swap, the county gave the center a special permit to operate on land zoned for public uses.

The property includes the tiny, .8-acre Nelly Custis Park. Long before the current iteration of the park was built, a project some objected to, the occupational center had to grant to the county an open space easement for a public park as part of the land swap.

The public easement and the park will stay, but Melwood is allowed to use the parcel to calculate how many units can fit in its proposed apartment building, Puskar said.


Arlington County is soliciting public input on what the potential redevelopment of a Clarendon parking lot should look like.

The lot at 2636 Wilson Blvd, between the Clarendon Whole Foods and the PNC Bank, is currently occupied by “ghost kitchen” trailers. Property owner Ballston-based CRC Companies envisions rental housing and retail at the site on the Clarendon-Courthouse border.

Currently, the General Land Use Plan (GLUP) for the site only allows “service commercial” uses and buildings up to four stories tall. CRC Companies requested a change to the GLUP to allow for taller apartments and hotels, a change Arlington County is currently studying.

Now, the county is seeking public feedback on the study’s scope and the size of the potential redevelopment, which CRC Companies has named Courthouse West. Planners previously said this work will add clarity where existing Courthouse Sector Plan documents “lack sufficient planning guidance” to inform a County Board decision on the developer’s requested changes.

These documents do identify the lot — bounded by N. Danville Street, Clarendon Blvd, N. Cleveland Street and Wilson Blvd — as a “key redevelopment site,” since it mostly falls within a quarter-mile radius of the Courthouse Metro station, per a recent staff presentation.

Through Sunday, Jan. 9, survey respondents can choose one of three preliminary scenarios for an apartment building:

  • a 6-story, 70-foot tall building with 150 residential units and 11,000 square feet for commercial use
  • a 10-story, 110-foot tall building with 215 residential units and 16,000 square feet for commercial use
  • a 17-story, 180-foot tall building with 300 residential units and 16,000 square feet for commercial use

In all three scenarios, planners say they’re assuming parking would be underground and a tenth of the site would become some type of public space, likely along Clarendon Blvd, according to the staff presentation.

The survey asks participants to consider how the building’s architecture could transition into the shorter shopping areas and houses nearby.

Respondents can also indicate what additional topics the study should address, including:

  • Public space
  • Affordable housing
  • Improvements to vehicle access and loading
  • Parking
  • Streetscape, bicycle, and pedestrian improvements
  • Safety improvements
  • Stormwater improvements
  • Biophilic elements
  • Historic preservation
  • Public art

The Long Range Planning Committee is expected to hold a meeting on the results of the survey in January.

LRPC members are interested in “exploring higher density and height on the site” and seeing “residential uses, appropriate tapering and height, public space and affordable housing, and biking and pedestrian improvements,” county planner Tim Murphy said during the presentation.
