Plans to transform a section of Crystal City into a new retail hub for the neighborhood could soon move ahead, though neighbors and cyclists are still pressing for changes to the redevelopment effort.

Many of JBG Smith’s plans for the “Crystal Square” project, centered on a block of Crystal Drive between 15th Street S. and 18th Street S., are up for approval by the County Board this weekend. The long-awaited project would completely revamp the existing office buildings on the block, adding a new movie theater, grocery store and other retailers to replace the existing Crystal City Shops at 1750.

County staff and planners have generally given the project a green light, given its potential to help speed along the transformation of a block centered around the area’s Metro station. Even still, some people living nearby worry that the construction will blot out some of Crystal City’s limited green space, and won’t address the neighborhood’s transportation challenges.

The heart of the Crystal Square development, backed by the area’s largest property owner, generally isn’t up for dispute. In all, JBG Smith plans to add 84,000 square feet of retail and commercial space along Crystal Drive by renovating some of the existing buildings on the property, and tacking on some additions as well.

The main draws will be a three-story movie theater, reportedly an Alamo Drafthouse location, and a 15,000-square-foot “small format specialty grocer,” like a Trader Joe’s or Whole Foods. Those businesses, and perhaps many others, will generally be centered closest to Crystal Drive’s intersection with 15th Street S., and the existing one-story retail in the area will likely be demolished to connect the theater and the grocery store, removing a small park in the process.

County staff note in a report for the Board that the proposal is “not a complete redevelopment that breaks up the existing superblock with new public streets,” as might eventually be desirable for the area, but it is a chance to “create a high-quality public realm…[that] enhances multimodal access and connectivity by placing large regional draws such as a movie theater and grocer within easy access of the Metro, bus stops, and VRE station.”

However, cycling advocates worry that all these plans will do little to improve connectivity to the Mt. Vernon Trail, leaving people highly dependent on cars in the area. The Washington Area Bicyclist Association is urging cyclists to press for protected bike lanes along both Crystal Drive and 18th Street S. to create a safer, low-stress place to bike that wouldn’t be constantly blocked by parked cars.

JBG Smith declined to comment for this article, but it seems the developer doesn’t see much room for protected bike lanes in the area. While a bike lane along Crystal Drive is included in the Crystal Square plans, county transportation staff told the Planning Commission back in February that “there is not enough space to provide a protected bike lane” on the road.

Eventually, JBG says it could also build a two-story retail building further down the block, at Crystal Drive’s intersection with 18th Street S. That feature has drawn a bit more scrutiny from neighbors, who note that the site was long envisioned as a new park to replace the green space set to be removed in the earlier construction.

“The proposed two-story building would take a chunk out of that green space and destroy the sight line from Crystal Drive up to Clark/Bell [Streets,” Crystal City Civic Association President Carol Fuller told ARLnow. “The CCCA has been fighting this for months.”

Fuller points out that the location is also the proposed place for a second Metro station entrance, but with the county putting the brakes on that project as it deals with a funding crunch, she argues it would make much more sense to delay consideration of adding a new building there as well. Otherwise, she sees it as a “poison pill” impacting the whole development proposal.

The Planning Commission ultimately voted to endorse that building back in May, though many members expressed grave concerns about the proposal. The Parks and Recreation Commission even said it was “premature” to allow the building until securing firm funding commitments from JBG to ensure a park of some kind is indeed built on the space.

Those concerns aside, the Board seems unlikely to take action on that part of the proposal, at least in the near term.

JBG is also asking for permission to revert one office building on Crystal Drive back to office space, doing away with plans to convert it into an apartment building, a move fueling speculation that the company wants to wait to see if Amazon tabs the neighborhood for its second headquarters before committing to plans for the building.

Staff recommend that the Board defer any consideration of that request, and plans for the two-story building, for up to a year, given all the uncertainty still surrounding the site.

The Board will take up consideration of the project at its meeting Saturday (Oct. 20).

Crystal City’s biggest property owner is now testing out a new pavement sealant in a bid to bring down temperatures and reduce the “heat island” effect increasingly plaguing urban areas.

JBG Smith just sealed a pair of its parking lots in Crystal City, in front of an office building at 241 18th Street S., with a new product dubbed “CoolSeal,” which is designed to bring down temperatures on the asphalt by as much as 10 degrees during even the sunniest months of summer.

The reflective pavement treatment is gaining popularity in the Southwest as a way to reduce the amount of heat bouncing off of wide swaths of pavement, though JBG officials believe this is the first time any company has tested out this particular asphalt coating on the East Coast. The company plans to study the impact of the treatment on the roughly 18,000 square feet of pavement over the next year or so, and could someday starting using at its bevy of properties across the D.C. region.

“One of the benefits of being a larger property owner with a diverse portfolio is the ability to try new things,” Brian Coulter, JBG Smith’s chief development officer, told ARLnow. “We think a lot about, ‘How do we improve the built environment and the experience of people on the ground?’ And this could really make a difference in that respect.”

Coulter says he’d never heard of CoolSeal until reading about it in a landscaping magazine a few weeks back, and the product instantly struck him as a good fit for his company.

Researchers have increasingly found that D.C. has some of the most intense urban heat islands in the country, with the high concentrations of parking lots and buildings driving up temperatures in more developed neighborhoods when summer rolls around. Coulter says he never saw the heat in Crystal City as especially problematic, but because the company owns so much property in the neighborhood, he felt it was a natural spot to test out CoolSeal on as large a space as possible.

“It’s a big enough area where you’re not just dealing with a couple parking spaces,” Coulter said. “It just felt like a continuation of some of the other experiments and interventions we’ve done there before, particularly around public art.”

JBG ended up using about 550 gallons of the coating, with workers applying it to the parking lots over the course of the first two weekends in October. The company estimates the effort cost about $50,000, in all.

Yet Coulter believes the experiment could end up being well worth the expense if it works as intended. He says the company plans to measure the sealant’s impact on the temperature on the parking lots, and the surrounding area, through the end of next summer to see how it works in practice.

Should it have a notable impact, Coulter expects JBG could use CoolSeal all throughout its properties in both Crystal City and Pentagon City, as part of the developer’s continuing efforts to link the neighborhoods together. The company has all manner of new projects underway in Crystal City, fueling Amazon HQ2 speculation with its dominance in the area, and is also backing the major PenPlace development in Pentagon City.

“We see those two areas as part of the broader neighborhood, and one way to better establish that is with the pedestrian experience,” Coulter said. “If this is done well, it will work well for the people who visit and the people who live there.”

He doesn’t think CoolSeal needs to be limited to just parking lots, either. He envisions everywhere from basketball courts to bike trails to the roofs of tall buildings being ripe for the heat-reducing treatment, and that goes for all of JBG’s properties around the D.C. area.

“We’re really excited about the possibility and potential of this,” Coulter said. “Because, clearly, if this has the type of impact we’re looking for, it really does fit in nicely with everything we’re trying to do.”


The owner of the Highlander Motel in Virginia Square has secured a key legal victory, potentially allowing the property’s redevelopment to move ahead, and now he’s vowing retribution against county officials for tying up the process in court for years.

The Virginia Supreme Court declined last Wednesday (Oct. 10) to consider an appeal from the county in a case challenging local businessman Bill Bayne’s plans to replace the aging motel with a CVS Pharmacy. That means Bayne should be able to push forward with the redevelopment of the hotel, located at 3336 Wilson Blvd, after a judge twice tossed out legal action from county officials seeking to block those plans.

Bayne, who also owns the Crystal City Restaurant and co-owns the Crystal City Sports Pub, believes the county’s challenges were simply an attempt to scuttle his latest business venture, all at the cost of thousands in taxpayer dollars. With this latest legal victory in hand, he fully plans to renew talks to knock down the 55-year-old hotel in favor of the pharmacy, and then take the county back to court for his trouble.

“It’s not right what they’ve done, and it’s not right for them to do it to anybody,” Bayne told ARLnow. “But there’ll be a day of reckoning in court and a judge will decide if it’s right.”

County attorney Steve MacIsaac did not respond to requests for comment on the court’s ruling. But, in past legal filings and hearings, county lawyers have portrayed Bayne’s plans as not only a violation of some complex zoning laws, but also a “noxious use” of a property that sits quite close to some residential neighborhoods.

Even still, judges have twice disagreed with the county’s arguments in the case, and the Supreme Court ruled that there was “no reversible error” in those decisions for the high court to consider. Bayne believes the court declined to take up the matter for a simple reason: “Would you want to hear a joke case?”

“Why do you have to get told you’re wrong three different times?” Bayne said.

Bayne says his original plans for the pharmacy, as first sketched out roughly three years ago, would’ve netted him close to $45 million over the term of the 50-year lease for the property (which has been in Bayne’s family since at least 1985, county records show).

He hopes to revive a similar deal with CVS now that the court battles seem to be over, but he can’t be sure that the company will look kindly on the delay.

But with the legal wrangling over the years, Bayne expects he’s lost as much as $1.8 million while the project has stalled. He fully plans to recoup those losses by taking the county to court, and he says he’s contemplating legal action against everyone from the county zoning administrator to County Manager Mark Schwartz to current and former County Board members.

“It’s not OK to do this to somebody,” Bayne said. “There will be ramifications for this.”

Bayne says he’s not quite sure on the timetable for any potential litigation just yet. County court records don’t reflect any evidence that Bayne or one of his companies has filed suit against county officials, as of Tuesday morning.


A new bowling alley and restaurant is on the way for Crystal City.

Bowlero plans to open in a 44,000-square-foot space in the base of The Buchanan apartment building at 320 23rd Street S., per a press release. The company is targeting a “mid-2019” opening date, with construction set to start within the month.

The bowling alley will be Bowlero’s third in Northern Virginia, joining locations in Centreville and Leesburg. Per the release, Bowlero “features blacklight bowling lanes, laneside lounge seating, and [an] interactive arcade, all in a family-friendly setting,” and offers a full menu and bar.

Bowlero will move into a space once occupied by the tech company GDIT, and the Queen Amannisa Uyghur restaurant. The fate of the restaurant is a bit murky, however — a sign on the door says it will be relocating to a space next to Legal Sea Food, just down 23rd Street S., but a staff member would only tell ARLnow that the restaurant is currently undergoing renovations, and would not confirm the move.

The only other location adjacent to the Legal Sea Foods is an empty storefront along S. Clark Street between Legal Sea Foods and Virginia ABC. The site was once a Chiles, which closed in 2016.

Bowlero’s arrival in the neighborhood comes on the heels of a spate of changes for the 23rd Street corridor in Crystal City.

Not only are there new restaurants popping up like Federico’s and Los Tios, but JBG Smith is planning on adding an Alamo Drafthouse and other retail offerings nearby as part of its “Central District” project.

Work is kicking off on a massive new development in West Rosslyn, and its developer is offering a first look at its plans to build three new residential towers, a new fire station and an improved Rosslyn Highlands Park.

The D.C. developer Penzance announced today (Monday) that it would be dubbing the project “The Highlands,” which will be located at 1555 Wilson Blvd.

In all, the development will include 104 condos, 780 apartments and 40,000 square feet of retail space, including a new CVS pharmacy replacing the old shop at the location that closed earlier this year.

The Highlands is the result of a years-long effort by county officials to guide the redevelopment of a busy section of Rosslyn while maintaining space for public amenities, including a new Fire Station 10 included in the development and a public school on the adjacent site of the old Wilson School. The 1.2 million-square-foot Highlands development will also be centered around a new park to replace the existing Rosslyn Highlands green space.

“The Highlands will establish a culturally-rich, welcoming, and lively urban-style space that aligns nature with architecture to create a pedestrian-friendly, connected environment, delivering equal parts D.C. culture with Northern Virginian charm,” John Kusturiss, Penzance’s vice president of development, said in a statement.

Penzance, which purchased the property at 1555 Wilson for $67 million back in 2011, has already kicked off initial preparations at the site. In all, the developer plans to build a 27-story tower featuring 449 apartments, a 26-story building populated by the 104 condos and a 23-story building with 331 apartments. Amenities at the site will include “a cabana-covered rooftop pool, private club deck and state-of-the-art fitness center,” according to a Penzance release.

The CVS is the only ground-floor retail tenant the developer has announced thus far, but it expects to unveil others soon. The construction will also include a “north-south connector street” to better connect Wilson Blvd to 18th Street N. for pedestrians, the developer said.

Penzance hopes to hold an official groundbreaking for the project on Oct. 24, and expects the entire project to be finished by 2021. The new Wilson school is set to open next fall.

The Virginia Hospital Center will need to wait a bit longer to kick off its coveted expansion project, but Arlington officials are largely optimistic that they’ve charted out a path to help the county’s lone hospital meet some community concerns and ultimately win approval.

VHC, and the county’s business community, pressed hard to earn a green light from the County Board this weekend, in order to start work on a $250 million expansion the hospital says it desperately needs to manage demand. But the Board chose to follow the recommendation of its planners instead, and push back a final vote on the project until December.

Rather than ordering any substantial reworking of the project’s design, however, the Board asked that the hospital make some more modest changes to its plans.

While those alterations may not address each and every concern raised by people living nearby, who argue that the two new structures the hospital wants to build are hopelessly out of step with the surrounding community, county leaders hope they strike the right balance between addressing neighborhood worries and providing VHC with reasonable goals to meet.

“We didn’t want to kick this back to everybody to noodle over for the next three months,” Board Chair Katie Cristol told ARLnow. “We wanted to be clear about the targets the hospital needs to hit to reach approval… I do this think it’s likely that they meet these criteria. We tried to take the judgement calls out of it.”

Those new requests of VHC include a requirement to add better connections throughout the site of the expansion, in a lot on N. Edison Street immediately adjacent to its existing campus at 1701 N. George Mason Drive. As Cristol puts it, she wants to see less of a “superblock,” particularly after planners and neighbors balked at the potential of the proposed seven-story parking garage and 10-story outpatient facility to effectively wall off the hospital from single-family homes in the neighborhood.

The Board also wants to see the hospital spruce up the facade of the garage itself to help it better fit in to the community, and create a pedestrian connection between 19th Street N. and one of the expansion’s proposed terraces.

All of those requests seem reasonable enough to Adrian Stanton, VHC’s vice president of business development and community affairs. He told ARLnow that the hospital is, of course, “disappointed” by the Board’s decision to delay the proceedings, but largely optimistic about the project’s prospects.

“We’re very confident that we can work collaboratively with the county and community to iron out these remaining issues,” Stanton said. “I truly believe we will, and that’s where we appreciate the Board being very specific.”

But the Board’s requests won’t fundamentally impact a chief concern of many people living near the hospital: the size of the new buildings.

The county’s Planning Commission urged the Board to force VHC to move the largest structures closer to the center of the site, in order reduce their impact on the community. Neighbors similarly hoped for larger setbacks or other measures to help the structures better blend into the area, but felt those requests went ignored.

“None of these hopes were realized,” Suzanne Nirschl-Brown, head of the nearby Taratown Homeowners Association, told the Board Saturday. “We’re the ones with the towering structures close to our homes.”

However, Stanton noted that the hospital is fundamentally “landlocked” by those single-family homes and will need to build large structures to make any expansion happen. Cristol added that VHC did also reduce the size of its garage, simultaneously shrinking the structure and satisfying the demands of transit advocates concerned that offering so many parking spaces would encourage employees to drive to the hospital.

Planners are also concerned that the hospital still hasn’t done enough to lay out what its future construction on the site might look like. Once it can complete the expansion, the hospital hopes to overhaul its existing campus over the coming decades — the Planning Commission called for VHC to go through a different process known as a “phased development site plan” to help the county better scrutinize those long-range plans.

Yet Stanton says that the constantly changing nature of the healthcare industry would’ve made it difficult to predict exactly what sort of facilities the hospital will need to build so far in the future. He added that VHC also fully plans to go through the PDSP process when it proposes any design for a future overhaul of its campus, which he doesn’t expect to happen for the next 10 to 15 years.

The Board agreed to that condition, even if it doesn’t quite meet the demands of planners.

“That’s akin to closing the barn door after the horse is gone,” Planning Commissioner Nancy Iacomini said Saturday. “One of the most important things a PDSP does is make the edge of a site match its context.”

Still, Stanton pledged to work closely with the community over both the next three months and the coming years on all manner of designs. Cristol and her fellow Board members agreed that was well warranted, given the hours of public comment they heard Saturday.

Cristol pointed out that tensions between VHC and its neighbors “go back decades.” One resident of the nearby Halls Hill neighborhood, Tia Alfred, compared the hospital’s design to the infamous “wall” used to separate the historically black community from its white neighbors decades ago.

To some Board members, such recriminations suggested that a lot more community engagement is needed on VHC’s part.

“If only VHC would treat their neighbors the way they treat their patients,” Board member Libby Garvey said Saturday. “I really hope this is one of the first steps between a repaired relationship between the hospital and the neighborhood.”

Stanton says VHC staff will meet with community members “as frequently as they request,” but did underscore the urgency of the hospital’s expansion, nonetheless. He noted that VHC regularly has to send patients seeking some mental and behavioral health services elsewhere, and will continue to feel a squeeze in its emergency rooms until the expansion can move forward.

Stanton added that the hospital expects construction to take from 24 to 30 months, and it will only be able to offer more in-patient beds on its current campus once it can build the new outpatient facility. The county has its own interest in seeing the project go forward as well, as it’s set to provide the Edison Street property with the hospital in a swap for a property on S. Carlin Springs Road.

But even with those pressing needs, and the Board’s specific guidelines, county officials warn that they’re not willing to simply offer a rubber stamp to the plan three months from now.

“I’m not going to support any proposed solutions for today’s problem if I believe it’s going to cause more problems the next time around,” Board member Erik Gutshall said Saturday. “Come back to us with what’s really your best and final offer.”


Despite continued high office vacancy rates, developer JBG Smith has abruptly reversed course on a plan to convert an aging Crystal City office building to apartments.

At an Arlington County Site Plan Review Committee meeting on Monday, the company presented an updated plan to renovate the 12-floor, 242,000 square foot building at 1750 Crystal Drive and modernize the building facade. The change comes less than a year after JBG Smith filed a plan to convert the office building into a 21-story residential tower, which in turn was a change in course from an approved circa-2015 plan to modernize the building and keep it as office space.

The new-new plan changes the building’s address to 1770 Crystal Drive and better integrates it into planned pedestrian improvements and the “Central District” retail cluster, which is to include an Alamo Drafthouse Cinema, restaurants with outdoor seating and a possible small-format grocery store.

The flip back to office will undoubtedly pique the interest of those trying to read the Amazon HQ2 tea leaves.

Betting markets and industry observers think the D.C. area is the most likely destination for the company’s second headquarters, and sources tell ARLnow.com that Crystal City is by far the most likely D.C. area location for it. Meanwhile, office vacancy in Crystal City remains high — it was just below 20 percent as of a year ago, according to county data — and the neighborhood’s largest and most influential landowner has scrapped an ambitious residential conversion plan in favor of sprucing up currently-vacant office space.

Amazon CEO Jeff Bezos said last week that an HQ2 decision will be announced by the end of the year. The company’s request for proposals specifies that HQ2 will require a large amount of office space — 500,000+ square feet — in a relatively short period of time after the announcement.

A spokesman for JBG Smith was not immediately available to comment, according to a PR rep for the company.
