Arlington’s 11-Year-Old Police Chief — Carlin Springs Elementary student Nathnael Abraham, 11, served as Arlington’s Police Chief-for-the-Day on Tuesday. As chief Nathnael was especially concerned about bank robberies. “I think the most important crime problem would be robberies — bank robberies, because they’re taking money that belongs to other people, and that’s not OK,” he told NBC4’s Pat Collins. Garvey: Vacancy Rate Still Too High — Even though it’s come down by 1 percent in the past year, Arlington County Board Chair Libby Garvey says Arlington’s 20.2 percent office vacancy rate is way too high. The county has been actively working to attract businesses and bring the rate down. Each 1 percent of vacancy costs the county about $3.4 million in tax revenue. [Arlington County]

Whistleblower Hotline to Be Expanded — Arlington County will be expanding its recently-implemented waste, fraud and abuse hotline this fall. The hotline, currently only available for county employees, will be opened to the general public. In its first year, the hotline received 13 complaints, one of which resulted in a policy change and two of which are still under review. No widespread waste or fraud was uncovered, the county says. New Agreement With JBMHH — On June 15 Arlington County and Joint Base Myer-Henderson Hall signed a new memorandum of agreement for a partnership that will provide services and cost savings to the base. [Pentagram]

The shooting left 50 dead, including the gunman, who pledged allegiance with ISIS.

In his statement, Beyer said “we must make progress on gun safety” while also remaining “committed to the long term fight against Islamic extremism.”

Our hearts are broken. Forty-nine Americans, in the primes of their lives, murdered in the name of an evil ideology, targeted for their sexual orientation. I don’t want to believe the death toll.  As with so many tragedies in our nation’s and the world’s history, we cannot fathom the cruelty and raw evil of man’s inhumanity to man.

But it seems essential that we figure out how to stop these slaughters.

Number one, we must make progress on gun safety. When the Founding Fathers wrote and ratified the Bill of Rights to our Constitution, the right for a “well-regulated militia to keep and bear arms” certainly did not anticipate military grade automatic weapons capable of killing huddled school children and dancing young people by the dozens in seconds. Banning assault weapons must be a meaningful first step.

Number two, we must be committed to the long term fight against Islamic extremism.  Yes, we have our own share of psychopathic, sociopathic young men who kill for ideology or joy. But the ISIS and al-Qaeda inspired missions to kill infidels and to proclaim an Islamic caliphate have created an ideological terror center for the most unbalanced people within a massive, historic, peaceful religion. While respecting the millions of Muslims who live, work, and build communities with us, contributing to our American society and culture – still, we must be relentless in detecting, disrupting, and destroying the extremist cells and their acolytes, here and abroad.

Number three, we must recognize that homophobia cannot be contained. Hatred breeds hatred. We are horrified that one man targeted LGBT victims at two a.m. on an Orlando Sunday morning. But we are not blameless, when we tell government contractors it is okay to discriminate against someone because they are gay or lesbian – or tell transgender school children that we will not respect their gender identity.

Our sincere, sustained message of inclusion will create a powerful wall against LGBT hate.

We live in an imperfect world. But let’s do what we can – ban assault weapons, destroy ISIS, and celebrate our LGBT friends and family. Perhaps this is how we best honor the fallen of Orlando.


Military helicopter landing at the PentagonRep. Don Beyer (D-Va.) is continuing his fight against helicopter noise in the D.C. area.

Following up on frequent resident complaints, last month Beyer added an amendment to the National Defense Authorization Act “to study changes to the region’s helicopter flight routes, operating procedures, and even the types of helicopters flown in the national capital airspace to mitigate the effect of noise on the region’s neighborhoods.”

A letter sent today to Defense Secretary Ash Carter by Beyer and other local members of Congress notes that the bill directs the Defense Department to work with the FAA “to develop recommendations for the reduction of military helicopter noise, taking into account the operational needs of the military while offering residents a much-needed reprieve.”

The letter expresses concern about the noise while offering “to support your outreach to communities to ensure the DOD and the FAA receive the most comprehensive information regarding the effects of military helicopter noise.”

School Board member Noah Simon is sworn in in 2013 (photo via Facebook)Congressman Don Beyer has chosen former Arlington School Board member Noah Simon as his District Office Director.

Simon was elected as an Arlington School Board member in 2012 but resigned in 2014 to focus on his children after the passing of his wife, Kedron, who battled intestinal cancer for 15 months.

Simon will be taking over for Susie Warner, who was district director for former Rep. Jim Moran (and then for Beyer) since 1990. Warner is retiring as of Wednesday, June 1.

“We really looked hard for someone who was deeply embedded in the community,” said Beyer. “It’s tough to bring in someone who doesn’t know too much about the community, so finding Noah was like a godsend.”

Simon says he resigned from the School Board to care for his two kids.

“My schedule wasn’t fair to my kids who were 8 and 10 at the time,” said Simon. With his children now a bit older, Simon decided it was time to re-enter the workforce and, given his continued community involvement, he found a natural fit with Beyer’s office.

Rep. Don Beyer in his Capitol Hill office“Everyone that I have talked to since the news has come out about how he is going to start as our District Office Director has been full of praise, so I am really looking forward to working with him,” said Beyer.

(In the intervening years, Simon remained active in the community. He is currently the PTA president at Swanson Middle School, vice chair of the Dream Project board and a board member of Doorways for Women and Families.)

A district director typically handles specific constituent requests, for help with Social Security, pensions, visas, immigration or other issues.

Simon will be busy: so far in 2016, Beyer’s office has opened 546 individual constituent service cases. For all of last year, the office handled 1,179 cases.

“Constituent service is most enjoyable for me.” Simon said. “I am very interested in conflict resolution, so my skills will transfer well. I am not coming in to fix broken things, because nothing is broken, I plan to keep things going.”

(Updated at 3:10 p.m.) Rep. Don Beyer (D-Va.), Arlington’s Congressional representative, has issued a statement following the release of the National Transportation Safety Board’s report on the fatal Jan. 12, 2015 smoke incident on Metro’s Yellow Line.

Beyer says the report details a “perfect storm of failure” on the part of Metro and called on the agency to “make whatever personnel changes are necessary to prioritize rider safety.”

Beyer’s office sent out the following press release this afternoon.

Rep. Don Beyer issued the following statement today after investigators presented their findings on the 2015 smoke incident at L’Enfant Plaza Metro Station to the National Transportation Safety Board (NTSB) board. The investigator’s findings were critical of the coordinated emergency response. They also highlighted persistent safety deficiencies at the Washington Metropolitan Area Transit Authority (WMATA) during the last three decades.

“NTSB investigators outlined a perfect storm of failure, coupled with systemic deficiencies throughout the first response network,” said Rep. Don Beyer. “I strongly encourage Metro leadership to make whatever personnel changes are necessary to prioritize rider safety. We cannot  jeopardize passenger lives.”

The NTSB investigators cited cascading safety failures within Metro leading to the [incident], including damaged equipment, improper operation of ventilation fans, and an order from the Rail Operations Control Center to send a passenger train into the affected area.

They also focused on a number of mistakes in the emergency response, including improper training, delayed reaction to the emergency call, and other breakdowns in communication.

“The emergency response to the L’Enfant smoke incident was simply inadequate,” Beyer added. “There is plenty of blame to go around and every agency must swiftly implement the NTSB’s safety recommendations to avert future incidents. We owe it to the people of the National Capital Region, and the family of Carol Glover, to do whatever it takes to create a new, high standard of safety in Metrorail.”

NTSB also found that the management and oversight of Metro safety remains insufficient under the Federal Transit Administration, and suggested that the Federal Railroad Administration assume future oversight of WMATA safety.

Later Tuesday afternoon, the remainder of Arlington’s Congressional delegation — Sens. Mark Warner and Tim Kaine — issued to following joint statement.

“More than fifteen months after the smoke incident at L’Enfant Plaza, we are extremely disturbed that many of the safety hazards that allowed that deadly accident to occur have not yet been addressed. As the report states, responsibility for this incident, which resulted in the death of an Alexandria resident, is borne not just by Metro but other regional stakeholders. We urge Metro, the Federal Transit Administration, and regional authorities to move as urgently as possible to ensure that the problems identified in this report finally get fixed once and for all.

“Since that tragedy, a new management team has taken over at WMATA; the FTA has temporarily assumed direct safety oversight; and the federal members of the WMATA Board have been replaced. These steps must be the start of a sustained effort to overhaul Metro. As Congress grapples with the long-term federal role in funding Metro, the best case we could make to our colleagues would be tangible progress by WMATA management on addressing every deficiency identified in this report.”

The arrival of two new gun stores in Northern Virginia in close proximity to families and schools set off a wave of concern from constituents. First, NOVA Firearms opened near Franklin Sherman Elementary School in McLean.  Then NOVA Armory opened its doors in Arlington’s vibrant Lyon Park neighborhood. Almost every person who contacted me expressed strong opposition to gun stores at these locations.

Thanks to Virginia’s Dillon Rule, state control preempts local authority. In these cases, it means Arlington and Fairfax Counties cannot prohibit these stores from opening, regardless of the overwhelming will of local families and schools. The power to stop this from happening rests with a gun-friendly General Assembly, which has refused to help, despite the efforts of Northern Virginia’s delegation in Richmond.

It is difficult to reassure constituents that the federal government can help them when Congress has spent a decade undermining oversight of gun dealers by the agency tasked with inspecting them: the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

Over time the gun lobby and its allies in Congress have deliberately limited the enforcement capability of the ATF, using “appropriations riders,” restrictions snuck into must-pass spending bills that are meant to force a change in policy. The gun lobby has used appropriations riders to prevent the ATF and other law enforcement from properly regulating the sale of guns and investigating illegal gun purchases. Limits on trace data could be used to crack down on bad apple gun dealers, but use of trace data has been blocked by Congress. These tactics jeopardize the oversight ability of the ATF and potentially put our communities in danger.

Yesterday I introduced a bill, the ATF Enforcement Act, to undo these restrictions on the ATF’s enforcement authority. The bill would also remove the requirement that the ATF’s Director be confirmed by the Senate. Since 2006 lawmakers backed by the gun lobby have refused to confirm the nominees of both Democratic and Republican presidents. Only one Director has been confirmed in the last decade.

My bill would repeal these restrictions on the ATF and let them do their job of inspecting gun dealers and preventing criminals and people who are legally barred from owning guns from acquiring them.

It is not the role of the federal government to intervene in local zoning, but we can at least make sure that the federal entity charged with regulating the sale of guns is able to do so properly, without the insidious roadblocks which Congress has put in their way.

Whether or not you agree with their trade, most gun dealers are law-abiding. It is nearly impossible, however, to discipline or prosecute the ones which break the law in the current environment, even the ones who repeatedly supply guns used to commit crimes.

The ATF Enforcement Act will not solve the problem of gun violence or wipe away the objections which so many have expressed against these gun stores. If it passes, however, it will at least help the ATF hold them accountable.

Congress tells ATF to protect the public from criminals who commit crimes with guns, but simultaneously hampers their enforcement capabilities. It’s hypocrisy of the worst kind, and innocent people die because of it. I’m putting forward this legislation to call the gun lobby’s bluff and give ATF the tools it needs to effectively protect our communities.

Garvey Wants Easier Access to TR Island — County Board Chair Libby Garvey says she is committed to getting a more direct connection from Rosslyn to Roosevelt Island built. Such a connection would require a bridge over I-66 and the GW Parkway. Update at 6:10 p.m. — The federal government is open tomorrow. Federal workers has the option of unscheduled leave or unscheduled telework, says the Office of Personnel Management. Arlington County government is also open with a telework option.

Arlington’s congressional delegation is weighing in on tomorrow’s complete closure of the Metrorail system for safety inspections.

Rep. Don Beyer (D):

Our office has been in contact with the Office of Personnel Management. We have urged them to allow unscheduled leave for federal employees, and I urge other employers in the region to be equally flexible, allowing employees to take unscheduled leave or to work from home if at all possible.

I have confidence in the new leadership of Paul Wiedefeld and look forward learning more about the technical details behind this decision. We must overhaul this critical public transit system, and we must continue our federal investment in Metro in order for that to happen. Tomorrow we will get a glimpse of what our nation’s capital will look like without this essential system.

Word that the Memorial Bridge is deteriorating faster than expected and could close by 2021 without a complete overhaul has prompted a response from Northern Virginia’s congressional delegation.

Lawmakers issued the following joint press release today (Thursday), promising to work together to get the quarter-billion dollars in funding necessary to keep the bridge open.

The National Park Service (NPS) today announced that Arlington Memorial Bridge will need to close by 2021 absent funding for a full rehabilitation. The bridge has been undergoing emergency repairs since last year. Northern Virginia Reps. Don Beyer, Gerry Connolly, and Barbara Comstock, along with Senators Mark Warner and Tim Kaine, reacted to the news with urgent calls to fund repairs, estimated to cost as much as $280 million.

“Memorial Bridge was built to symbolize the coming together and reunification of a fractured nation following the Civil War. Today, unfortunately, it also symbolizes the neglect of our nation’s transportation system.” said Rep. Don Beyer. “The prospect of a shuttered Memorial Bridge is one we cannot live with. This challenge demands a solution and the regional delegation will work together to find it.”

NPS devotes much of its $20 million D.C. area transportation budget for repairs to the aging Memorial Bridge. This continued funding allotment severely hinders its efforts to sustain other regional transportation and infrastructure projects.

“To the tens of thousands of Virginians, D.C. residents and visitors who travel across the Potomac River every day, Arlington’s Memorial Bridge is a critical piece of our regional transportation system,” said Sen. Mark Warner. “The extended closure of this major commuter artery will be devastating to the economy and quality of life in the capital region. We will work together as a delegation to identify the necessary resources so the National Park Service can keep Memorial Bridge open.”

“Arlington Memorial Bridge is a key transportation link for thousands of daily Northern Virginia commuters as well as visitors to our nation’s capital,” said Sen. Tim Kaine. “It speaks to the state of our nation’s infrastructure that replacing this ‎National Park Service-owned bridge would cost as much as the entire yearly budget for Park Service bridges across the country. My colleagues and I in the National Capital Region’s congressional delegation took steps in last year’s transportation bill to make it easier to fund major projects like this. It is critical that we take the next step toward a new bridge before we reach the point at which it becomes unsafe to use the current one.”

Over 68,000 vehicles cross the bridge between Washington, D.C. and Arlington, VA every day. Closing the Memorial Bridge would cost local governments a projected $168,000 per day ($75 million per year) by 2021 in transportation outlays alone according to the Metropolitan Washington Council of Governments. Transit studies suggest that traffic from the bridge would spill over onto other area bridges, particularly the 14th Street Bridge and Roosevelt Bridge. The impact on an already-strained transportation system could likely produce new, extreme levels of gridlock in the nation’s capital and its Northern Virginia suburbs.

“The potential closure of Memorial Bridge, a major commuter route for many Northern Virginians, will have a profound negative effect on all our regional roadways,” said Rep. Gerry Connolly. “It is disheartening this announcement comes as we celebrate the National Park Centennial. I can think of no better way for Congress to celebrate the Park’s 100th birthday than to redouble its efforts to invest in our Park system. This is a federally-owned bridge, and thus a federal responsibility that Congress must address.”

“Arlington Memorial Bridge is a national treasure as well as a major thoroughfare for Northern Virginia commuters,” said Rep. Barbara Comstock. “It’s used every day by 68,000 vehicles as well as people coming and going to our airports, local landmarks, and work. We must ensure proper funding for the bridge so that this critical piece of infrastructure remains safe and usable. The alternative would cause serious traffic problems for my constituents and the region and harm the local and national economy.”


U.S. Capitol domeArlington’s members of Congress are touting wins for federal workers, veterans, Metro and the Virginia economy in a new federal spending bill.

The bill, a rare bipartisan budget compromise, passed both houses of Congress this morning. It includes a raise for the federal workforce, $150 million for WMATA, $30 million for Arlington National Cemetery, and billions for the Dept. of Veterans Affairs and various other military spending priorities.

The office of Rep. Don Beyer (D-Va.) described it as “good news for federal employees” in a press release.

There is finally some good news for federal employees in the omnibus spending bill passed by Congress this morning.  The $1.1 trillion spending package included a pay raise for federal employees and service members, as well as significant additional funding for the Office of Personnel Management (OPM), some of which is earmarked for cybersecurity.

“Federal employees suffered through enough with years of wage stagnation, furloughs and shutdowns, and, perhaps most egregiously, the theft of their personal information as a result of the OPM hacks,” said Rep. Beyer.  “In addition to cybersecurity investments to prevent future breaches, this deal gives our federal workforce a modest 1.3 percent pay raise for the second year in a row.”

“These efforts will help improve the recruitment and retention of federal employees to help our government grow the new American economy,” Beyer added.

The agreement provides $272 million for OPM and the OPM Inspector General, a $132 million increase over the previous year. The legislation also provides $21 million for critical upgrades to OPM’s cybersecurity infrastructure and to ensure protections to prevent similar security breaches are installed. Individuals affected by the OPM data breaches will be provided with identity protection coverage for 10 years — much more than the previous commitment —  and identity theft insurance in the amount of $5,000,000.

Ballston Metro overcrowding Jan. 7, 2015 (photo courtesy Rebekah Solem)Metro announced yesterday that Paul Wiedefeld, the former CEO of BWI Thurgood Marshall Airport, has been selected as the agency’s next General Manager and CEO.

Following a lengthy search process, the WMATA Board of Directors is expected to make Wiedefeld’s appointment official on Nov. 19.

With Metro in turmoil due to ongoing rail service reliability problems and financial challenges, state officials and lawmakers welcomed the appointment of an experienced executive to Metro’s top post.

Paul Wiedefeld’s transportation and executive experience gives him the tools to provide WMATA with the leadership a first class transit system needs.
