Earlier this month, the candidates for Arlington County Board faced a bevy of tough questions at a forum hosted by the Arlington Committee of 100.

But after the audience went home and the microphones were turned off, that wasn’t the end of the candidates’ work.

Attendees submitted written questions to the candidates throughout the evening, but due to time constraints, they could not all be answered. So with Election Day just two weeks away, ARLnow collated the unanswered questions and emailed the three County Board candidates for their responses.

Candidates’ unedited responses are below.

1. What are the challenges you would tackle in the area of affordable housing?

Audrey Clement: 

The biggest challenge would be to convince my fellow Board Members to:

1)  amend the tax code to create Housing Conservation Districts (HCDs) where landlords would be given incentives to rehab rather than tear down existing affordable housing; and

2) loosen accessory dwelling unit (ADU) regulations to allow renting space in private homes, while limiting the impacts of such rentals on residential neighborhoods.

Erik Gutshall:

While Arlington is a great place to live, it’s undeniably getting harder and harder to put down roots here and stay rooted if a smaller home is what you need as your family shrinks.  Housing affordability is a critical component of the progressive values I espouse; it is also an essential component of a strong middle class in Arlington.

As a County Board Member, I will follow a multi-point plan that includes: (1) the creation of medium density “missing middle” housing along our major commercial corridors, (2) modernization of the our zoning ordinance to enable home sharing and facilitate aging-in-place, (3) tireless support for the 2015 Affordable Housing Master Plan, and (4) continued annual funding for the Affordable Housing Investment Fund and Housing grants.  I will also continue the existing, strong partnerships with non-profit housing providers as well as others in the non-profit community who provide services to Arlington residents living in affordable housing.

As detailed in my “missing middle” housing proposal, Arlington cannot subsidize our way to mass affordability, instead we must unlock the potential of the market to deliver the housing we need.  The good news is that there is ample opportunity in Arlington for us to create the neighborhood-scale housing and retail areas known as “missing middle.”  The missing middle framework uses market forces to diversify our housing supply and responds to the needs of residents both young and old.  These modestly scaled lofts, stacked flats, co-ops, and micro units are designed to preserve neighborhood character and can fit into the edges of single-family neighborhoods and along commercial corridors, with ground floor retail and restaurants to serve adjacent homes.

Charles McCullough:

In the area of affordable housing, I would tackle these three main challenges:

Ensuring that developers pay their fair share:

  • Increase the zoning fee for apartment developers who forego affordable units, as it is currently just 1/3 of the fee allowed under state law.
  • Shift housing assistance funds to direct housing grants in order to support more residents earning less than 40% of the area median income.

Approaching certified and market rate housing with a multifaceted approach:

  • Incentivize the development of multifamily structures designed to address senior mobility needs, as well as co-living spaces designed to meet the needs of young professionals.
  • Ensure accessory dwellings become a viable option for housing while not contributing to parking and density concerns.
  • Explore Housing Conservation Districts as a way to maintain larger-scale areas of market rate affordability with careful caution not to unintentionally make these areas into suburban ghettos.

Providing housing affordability programs to address the needs of low- and middle-income Arlingtonians:

  • Develop new homeowner affordability programs to support community/developer partnership models like community land trusts and low-equity housing cooperatives.
  • Bolster existing homeowner assistance programs that enable our teachers and first responders to live in the communities where they serve.

As a progressive, independent voice on the Arlington County Board, I have the ability to advocate for a variety of reasonable housing affordability solutions that “Put People First” instead of defaulting to developers’ demands.

(Updated at 3:10 p.m.) Columbia Pike burrito spot Pedro and Vinny’s reopened yesterday after having its food establishment license revoked last month.

The restaurant reopened after re-applying for its food establishment license, as allowed by Arlington County Code. Arlington’s health department found Pedro and Vinny’s had “a pattern of repeated violations… that significantly increased the risk of foodborne illness to patrons including improper holding temperatures of foods,” according to Arlington Dept. of Human Services spokesman Kurt Larrick.

An inspector revoked its food license last month when the temperature problems were not fixed. Larrick said DHS approved its new license yesterday, and inspectors will check on the restaurant’s compliance within 30 days,.

“It’s been a lesson, and we’ve learned from our mistakes,” Pedro and Vinny’s manager Richard Arnez said. “We’ve been doing a lot of remodeling, and a lot of the cleaning has been changed. It’s pretty much like brand new.”

The 13-day closure has not impacted the volume of customers patronizing Pedro and Vinny’s, Arnez said. “People are excited to come in, like before,” Arnez said.

The 2599 Columbia Pike location, owned by the food truck of the same name, has not changed its menu or hours, and continues to serve the burritos that earned it a spot on the Five Thirty Eight Burrito Bracket the same month as its closure.

“Our food is great, fresh, everything is good,” Arnez said. “So we’re good to go.”

Pedro and Vinny’s, the popular burrito stand in the CVS parking lot at 2599 Columbia Pike, is closed indefinitely after having its health license revoked.

The restaurant opened in 2011 in what was once an Ollie’s Trolley. It has since served hungry Pike residents, Pentagon employees, and even members of Congress. Earlier this month it was included in the prestigious Five Thirty Eight Burrito Bracket.

Arlington County Dept. of Human Services spokesman Kurt Larrick says the health department placed Pedro and Vinny’s on a one-year probation in February due to repeated food safety violations that “significantly increased the risk of foodborne illness.”

The violations were mostly centered around improper food holding temperatures: the cheese and sour cream were too warm in the refrigerator and the chicken and beef were not hot enough in the countertop well, according to health inspection records. As part of the probation, the restaurant was informed that its food service license would be revoked if they were found not in compliance again, according to Larrick.

Yesterday (Wednesday), an inspector again found “improper hot and cold holding temperatures,” Larrick said. The license was immediately revoked and Pedro and Vinny’s was closed.

Last night, handwritten signs posted on the restaurant’s doors stated that it was “closed for a few days due [to] a kitchen problem.” Larrick said that Pedro and Vinny’s may submit an application for a new license, but will “need to meet all applicable requirements of… Arlington County Code” in order to receive it.


Union Jack's in BallstonUnion Jack’s restaurant in Ballston (671 N. Glebe Road) has been temporarily shut down by the county’s health department.

The restaurant was closed yesterday after a county food inspector discovered that the restaurant did not have any hot water, according to Michael Peter of the Arlington County Dept. of Human Services.

“The restaurant was closed by one of our food inspectors due to an imminent health risk,” Peter told ARLnow.com. “It was reported and confirmed that Union Jack’s had no hot water in the restaurant.”

Sign in the window at Union Jack's (courtesy photo)“With no hot water, there is no way to properly clean and sanitize utensils and dishes,” he continued. “In addition, with no hot water, employees are less likely to wash their hands properly as they engage in food preparation.”

Red “Notice of Food Establishment Closing” signs were posted on the doors of the restaurant, located within Ballston Common Mall. So far, the restaurant has not reopened.

“The Arlington County food inspector left instructions for Union Jack’s to contact her once hot water was running again and she would immediately come to confirm and lift the closure order,” Peter said. “As of 11:18AM, no contact had been made.”

Arlington’s Public Health Division has reversed course and will now allow restaurants to have “dog friendly” outdoor dining areas. As recently as November, the health department was reminding restaurants that no pets — except for service animals — were allowed in any dining area, inside or outside.

Now, restaurants can apply for a variance that would allow dogs in outdoor dining areas.

“Restaurants that wish to allow dogs in their outdoor dining areas now have an administrative process they can initiate to request a code variance,” Arlington’s Public Health Director, Reuben Varghese, said in a statement. “To receive a variance, a restaurant will have to comply with a set of safeguards designed to minimize risks to the dining public.”

“The change is in response to community requests,” the health department said in a press release. “With proper safeguards, restaurants can protect their customers’ health and safety in the presence of dogs.”

“Safeguards include requiring dogs to be leashed and not allowing them on seats and tables, restricting food and drink preparation from the outside dining area, and requiring signs to inform diners they are in a ‘Dog Friendly Area,'” said the press release. “Compliance would be evaluated as part of the routine restaurant inspection process.”

Restaurants around Arlington are starting to post stickers on their doors reminding patrons to leave fido and fifi at home when they dine out.

The stickers were mailed out on Nov. 26 as part of an ongoing Arlington health department initiative to remind restaurants that it’s against county code for animals to be in “areas where food is prepared, cooked or served,” according to Arlington County Department of Human Services spokesman Kurt Larrick.

Restaurants are not required to post the stickers, but a number of eateries, like Sawatdee Thai (2250 Clarendon Blvd), pictured, have already displayed them prominently for customers entering the establishment.

Larrick says the “no pets” rule applies to sidewalk cafes, too.

“The code applies to indoor and outdoor settings,” he said. “With the growth in outdoor dining in the County over the last year or so it seemed like a timely reminder. We started work on the signs this summer but it just took a while to get them done.”

The stickers note, however, that service animals, like seeing eye dogs, are exempt from the regulations. As for why your favorite fluffy friend is a no-no at restaurants, Larrick says it comes down to health concerns.

“The presence of animals would create a risk of people getting sick due to fecal contamination,” he said.


Arlington County’s health department is investigating a possible Norovirus outbreak at an assisted living facility.

The county issued a short statement to ARLnow.com last night confirming they’re “currently investigating reports of gastrointestinal (GI) illness at a long-term care facility.”

Citing “confidentiality rules,” a Department of Human Services spokesman refused to identify the facility. A source, however, tells us the facility is the Sunrise at Bluemont Park (5910 Wilson Blvd) senior living community.

The source says paramedics were called to the building on Wednesday. Medics then called the health department.

“We have not yet identified the cause of the illness; however, it is not uncommon to have GI illness due to Norovirus this time of year,” DHS spokesman Kurt Larrick said. “We are working with the facility on ways to control the spread of illness.”

The county said members of the public can help stop the spread of Norovirus and other gastrointestinal illnesses by washing one’s hands frequently with warm water and soap for 20 seconds and by staying at home if you feel sick.

“Please postpone visiting an assisted living facility, nursing home or hospital” if you’re sick and “keep your sick children home from school,” the county advised.
