The rollout of the I-66 Express Lanes began this morning (Monday) with tolls already on the high side for solo drivers, and high prices could be the norm depending on traffic.

Tolls as high as $25-30 were reported this morning for non-HOV drivers heading from the Capital Beltway to Washington, D.C. on eastbound I-66.

And when an ARLnow reporter logged onto the 66 Express Lanes app just before 8:30 a.m., solo drivers could still expect to be hit in their wallets, even just traveling eastbound on I-66 within Arlington.

At that time, a trip from Sycamore Street in East Falls Church to Rosslyn would cost a solo rider $11.50, while a separate journey from the Glebe Road exit to the Pentagon would cost $7. A trip from the Beltway to Washington on I-66 cost $21 at the time.

A fact sheet on the Virginia Department of Transportation’s website said tolling “will be dynamic and will fluctuate depending on the amount of traffic on the Express Lanes.”

“As with other Express Lanes facilities, dynamic pricing will manage demand for the lanes to provide users a reliable trip,” VDOT continued. “When traffic volumes increase, tolls will rise, and when traffic volumes decrease, toll rates will fall.”

Eastbound I-66 inside the Beltway is free for carpoolers with at least two people in the car and an E-ZPass Flex device set to HOV. Solo drivers can take I-66 towards D.C. in the morning, as long as they’re willing to pay a toll that will vary with demand.

The High Occupancy Toll restrictions and charges will apply only to the peak demand direction during rush hour — 5:30-9:30 a.m. in the morning and 3-7 p.m. in the evening.

Traffic appeared to be flowing relatively freely on I-66 this morning from the overpass by Washington-Lee High School, where Gov. Terry McAuliffe (D) broke ground on the HOT Lanes last year.

Virginia State Police had warned drivers to plan ahead and recognize the change in traffic patterns at the Express Lanes, and to not stop or back up.

And VSP spokeswoman Corinne Geller said there were “[no] significant crashes or traffic problems to report with this morning’s rush hour.” Based on social media accounts, eastbound I-66 inside the Beltway experienced delays on the Theodore Roosevelt Bridge heading into D.C. — a fairly typical occurrence for the morning rush.

“State police thanks all the motorists who put the extra effort into planning ahead and being prepared for the I-66 changes,” Geller said.

After more than a year of work, the switchover from HOV to HOT lanes on I-66 is upon us, and Virginia State Police are asking commuters to be prepared for changes to their routines.

Starting with Monday’s morning commute, the inbound lanes of I-66 inside the Beltway will be free for carpoolers with at least two people in the car — and, now, an E-ZPass Flex device set to HOV. All other drivers will be able to take I-66 towards D.C. in the morning, as long as they’re willing to pay a toll that will vary with demand (as announced by electronic signs).

The High Occupancy Toll restrictions and charges will apply only to the peak demand direction during rush hour — 5:30-9:30 a.m. in the morning and 3-7 p.m. in the evening. During the evening commute, lone drivers heading outbound (westbound) on I-66 will be charged, even if they’re heading to Dulles airport.

Another change: drivers of hybrid vehicles who were previously able to use I-66 during HOV-only times will now have to pay.

In a press release, below, Virginia State Police said Sunday night that drivers should get ready for changes to the morning commute and a stepped-up police presence along I-66.

With the opening of the new 66 Express Lanes, Virginia State Police are encouraging all drivers to plan in advance if needing to travel I-66, especially during the Monday morning commute on Dec. 4, 2017. State police will have additional troopers on I-66 to help ease the flow of traffic, especially as motorists become accustomed to the new Express Lane changes.

“If you will be traveling I-66 on Monday morning and/or afternoon, then please plan ahead and before your trip research your options with the new Express Lanes,” said 1st Sgt. Steve Mittendorff, Virginia State Police Area 45 Office Commander. “Your morning and afternoon drives on I-66 inside the Beltway are going to look much different from what you are used to, so take advantage of the maps and detailed information provided at http://www.66expresslanes.org. Familiarize yourself with where the traffic lanes change to decide if you want or can use the Express Lanes on I-66 inside the Beltway during the designated hours.”

Plan Ahead. Recognizing and being prepared in advance of the change in traffic patterns at the Express Lanes entrance will help keep traffic moving safely and smoothly along I-66 during the morning and afternoon rush hours.

Don’t stop or back up. Drivers should never stop or back up in an attempt to avoid the Express Lanes. If you accidentally find yourself in the Express Lanes, then just keep going in the Express Lanes and get off at the first exit. Go to http://www.66expresslanes.org and follow the directions on how to pay the toll online. Backing up or stopping puts you at risk of causing a crash and being seriously injured or killed.

Voting is underway among some Fairlington residents on whether new sound walls should be added as part of the I-395 Express Lanes project.

Ballots have been mailed out to some neighborhood residents on whether sound barriers should be installed to mitigate the noise from the extended High Occupancy Toll lanes. The toll lanes will be extended for eight miles north from Turkeycock Run near Edsall Road to the vicinity of Eads Street in Arlington, near the Pentagon.

The first round of ballots went out to residents in the north of the neighborhood in late September.

But Guy Land, president of the Fairlington Citizens Association, told ARLnow it was his understanding that a second round of ballots were mailed out earlier this month as less than 50 percent of the first round were returned. The results of the second round of balloting will be final, regardless of turnout.

AECOM Engineering Company is the contractor behind the sound walls, and is running the vote. An AECOM spokesman did not respond to a request for comment.

In a presentation to FCA last year, the Virginia Department of Transportation said approximately 4.7 miles of highway in Arlington is eligible for the sound barriers, in addition to 3.4 miles in Alexandria.

Residents are eligible to vote based on their proximity to the proposed walls, and the noise the highway creates. Renters vote as well as homeowners, although the votes of owners have a higher weight.

FCA’s November newsletter detailed some of the concerns residents have with the sound barriers.

“The proposed walls are 25 feet high, which will impact sight lines and sunlight for residents on lower floors,” the newsletter reads. “The walls also require 10 feet of clear space on either side, which will require the destruction of a fair number of trees and shrubs around the neighborhood perimeter. And the walls themselves may only provide five decibels of noise reduction, according to designers.”

More than 2,000 local children benefitted from a summer program sponsored by the company that manages highway toll lanes in the region.

Transurban, which manages the high-occupancy toll lanes on the Capital Beltway and will manage the soon-to-be-extended I-395 HOT lanes, donated $18,000 to its Outdoor Kids Fund.

The fund supported outdoor programs and environmental education for kids who attended summer camps at Upton Hill Regional Park in Arlington and Cameron Run Regional Park in Alexandria. Attendees learned about water safety and the environment, then celebrated the end of camp with a day at Upton Hill.

They were joined on their last day by officials from Transurban, as well as representatives from the parks’ managers the Northern Virginia Regional Park Authority, Arlington’s Department of Parks and Recreation and Arlington County Board vice chair Katie Cristol.

“NOVA Parks is a tremendous regional asset, and kudos to Transurban for providing a grant that will benefit many kids in Arlington and Alexandria,” said County Board chair Jay Fisette in a statement.

The project to extend the Interstate 395 Express Lanes from Fairfax County through Alexandria and Arlington to the D.C. line celebrated its ground-breaking ceremony this morning.

The toll lanes will be extended for eight miles north from Turkeycock Run near Edsall Road to the vicinity of Eads Street in Arlington, near the Pentagon.

The Virginia Department of Transportation partnered with toll road manager Transurban and contractors AECOM Engineering Company and Lane Construction to deliver the project. Construction is now underway and scheduled for completion in fall 2019.

The project will add a third reversible HOT lane on I-395, accessible for free by vehicles with three or more occupants and an E-ZPass Flex transponder, or for a toll by all others.

The lanes will generate funding for other transportation options in the region. Using toll money, Transurban will pay $15 million each year to local jurisdictions to help them pay for improvements. Among other projects, the south parking lot at the Pentagon is set for an overhaul, as are several nearby bridges.

The ceremony, atop a Pentagon City parking garage, marked the official start of construction. Gov. Terry McAuliffe (D) was joined by Virginia Transportation Secretary Aubrey Layne and elected officials from across the area, including Arlington County Board chair Jay Fisette and fellow Board member Libby Garvey.

Layne said such partnerships between state government, local agencies and federal stakeholders have been crucial to move the project along, heralded as the largest in the United States.

“We knew what the construction was going to be, but it took collaboration and trust to get this project underway,” Layne said.

McAuliffe hailed the project for solving a “major headache for so many commuters going into and out of the District, and going to and from our great Pentagon.”

He added that as Virginia’s population continues to grow — with people attracted by its low taxes, strong business environment and other amenities like breweries and wineries, McAuliffe said — projects to improve congestion on the Commonwealth’s roads are vital.

“This is finally going to be solved, and this is going to be a game-changer for residents of Northern Virginia,” McAuliffe said.

For its part, Transurban promised to be good partners throughout construction and beyond.

Jennifer Aument, Transurban’s group general manager for North America, said workers are committed to the safety of all road users during work, and urged drivers in the area to avoid distractions, wear their seatbelt and watch their speed around the construction zone.

Aument also said Transurban would be a “good neighbor” and work with nearby neighborhoods to minimize any other disruptions.

“Now, we’ll get to work,” she said.

Work has already got underway in the existing I-395 high-occupancy toll lanes. On Monday, August 7, VDOT announced full night-time closures of the lanes in both directions from the southbound HOV exit ramp near Boundary Channel Drive to the northbound exit ramp from the 95 Express Lanes near Edsall Road.

And weather-permitting, some southbound regular lanes of I-395 will be closed overnight this week between Duke Street and Edsall Road. VDOT advised drivers to travel safely and pay attention to signs posted on the road.

(Updated at 3:45 p.m.) Virginia Gov. Terry McAuliffe (D) held a special ceremony this morning announcing the construction of equipment that would allow for new high occupancy toll (HOT) lanes on I-66.

McAuliffe hosted the event at Washington-Lee High School — which overlooks the highway — and was joined by Va. Secretary of Transportation Aubrey Layne and Arlington County Board chair Libby Garvey.

“Since the beginning of our administration, we made it our top transportation priority to improve Virginia’s infrastructure and unclog the bottlenecks on our most congested highways,” McAuliffe said during the ceremony. “This initiative, coupled with Virginia’s new SMARTSCALE transportation prioritization process, will unlock Northern Virginia from the traffic congestion that was strangling this region’s economic potential.”

Workers will soon begin the $60 million project to install tolling equipment along the interstate from the Beltway to the Lee Highway exit in Rosslyn, according to a press release from McAuliffe’s office.

The new equipment will allow drivers to pay a toll of about $5-6 on average to bypass traffic during morning and afternoon rush hours, according to VDOT. Vehicles with two or more occupants, buses and motorcycles will be exempt from paying the toll.

Toll revenues will go toward funding alternative forms of transportation, McAuliffe said.

“The toll revenues will now fund travel options like ridesharing and enhanced commuter bus service, making those choices more attractive and much more user friendly so more people will leave their cars in the garage to get to work,” McAuliffe explained in his remarks. “We are committed to creating a carpool culture for I-66 travelers.”

Additionally, the Commonwealth Transportation Board will commit nearly $10 million toward projects such as improving commuter buses from Loudoun, Prince William County and Fairfax, local buses in Arlington and Fairfax, new carpool incentives and new bikeshare programs, according to McAuliffe’s office.

Along with the new tolling equipment, I-66 will also be partially widened. The plan calls for an extra lane to be built within the existing eastbound right-of-way from the Dulles Connector Road to the Fairfax Drive exit in Ballston.

The new HOT lanes are expected to open some time next summer.
