A proposed streetscape improvement project has revealed rising construction costs in Arlington County due to ongoing work to add new lanes to I-66 and I-395 — and associated projects.

“We believe the shortage of qualified contractors resulting from the abundance of work generated by the I-66 & I-395 Express Lanes projects is contributing to the higher than expected bid prices,” according to a county staff report.

The project in question — which “will reconstruct curbs and sidewalks to install [Americans With Disabilities Act] compliant curb ramps and sidewalk areas,” mostly along the Rosslyn-Ballston corridor — will be considered by the Arlington County Board at its Saturday (June 15) meeting.

The county selected Fort Meyer Construction Corporation, which submitted the lowest bid for the project at $718,580.97.

“We have observed a high volume of construction in the region because of many projects, including major ones such as the I-66 and I-395 Express Lanes, and this work is distributed over a limited number of qualified contractors,” Ramzi Awwad, the engineering bureau chief at the Department of Environmental Services, told ARLnow today (Thursday).

“Contractors have indicated they are paying more to compete for qualified laborers, and we have observed less competition in the form of lower numbers of bidders for some projects,” Awwad said. “The result is higher than expected costs in comparison to estimates.”

He added that this trend has affected other recent projects, especially in the last six months.

VDOT does not provide funding to offset the rising construction costs in Arlington, according to Awwad.

On Saturday, the Board will vote to accept Fort Meyer’s bid and could approve an additional $107,787 for the project in case costs rise further.

For now, the pedestrian proposal is still within the $2.02 million budget set for the two-phase project.

The pedestrian project aims to make eight areas in Rosslyn and Ballston ADA compliant by extending curbs, widening sidewalks, repainting crosswalks, and building new curb ramps. One of the sites is the intersection of 36th Street N. and N. Kensington Street, which aims to make students walking to Discovery Elementary School safer.

VDOT is planning a community meeting to discuss changes that might be coming to the “Shirlington Circle” interchange of I-395.

The somewhat labyrinthine interchange has been the scene of several notable crashes over the past few years. VDOT has been studying ways to improve it over the past few years.

The meeting is planned from 7-9 p.m. next Wednesday, June 12, at Drew Model School (3500 23rd Street S.). The transportation agency says it will reveal options for reducing congestion and crashes while soliciting public comments.

VDOT is permanently closing a ramp that allowed drivers heading southbound in the HOV lanes of I-395 to merge into the main southbound lanes near the Pentagon.

The closure, which is expected to happen later this week, will mean that drivers who take the southbound HOV lanes of the 14th Street Bridge from D.C., but who want to get into to the main lanes in Arlington, will need to take the earlier exit, closer to the bridge.

The closure is part of the 395 Express Lanes project.

The slip-ramp connecting the HOV lanes to the regular (or general purpose) lanes on I-395 South near the Pentagon will close permanently starting on or about June 1, according to the Virginia Department of Transportation.

Drivers wanting to access the southbound general purpose lanes from the southbound HOV lanes on this stretch of I-395 will need to use the slip-ramp located north of the Pentagon, near Boundary Channel Drive after crossing the 14th Street Bridge from D.C. into Virginia. Motorists traveling to the Pentagon or Crystal City — or non-HOV drivers who missed the exit near Boundary Channel — must take the exit at Eads Street. Drivers heading to the I-395 general purpose lanes should then follow signs to Army/Navy Drive and Hayes Street.

Tips for Motorists:

In the mornings:

  • Southbound motorists traveling on the I-395 HOV lanes from Washington, D.C. should move into the general purpose lanes immediately after crossing the 14th Street Bridge at the ramp near Boundary Channel Drive. Don’t wait to switch lanes until after you pass the Pentagon, as this slip-ramp will be closed.

In the afternoons:

  • For HOV motorists traveling southbound from D.C., nothing changes.
  • For non-HOV drivers, exit the HOV lanes after crossing the 14th Street Bridge at the ramp near Boundary Channel Drive.
  • Anyone heading to the Pentagon or Crystal City – or non-HOV drivers who missed the exit near Boundary Channel – should take the exit at Eads Street. Follow signs to Army/Navy Drive and Hayes Street to return to the I-395 South general purpose lanes.

Getting to I-395 South from the Pentagon:

  • Non-HOV drivers should take North Rotary Road to South Washington Boulevard to the I-395 southbound general purpose lanes.
  • HOV drivers should take the Eads Street ramp near the Pentagon to get directly onto the I-395 HOV lanes.

This planned ramp closure is part of the new I-395 Express Lanes configuration, which will provide eight miles of faster, safer and seamless travel from the I-95 Express Lanes north to the D.C. line, as well as direct connections to the Pentagon and Crystal City. Expect lane closures and heavy traffic on I-395 this weekend and at least four consecutive weekends due to a bridge rehabilitation project.

VDOT says crews will be working to “rehabilitate five bridges along I-395 between the Springfield interchange and Washington, D.C. line,” but the work will require closing at least two lanes at a time throughout the weekend, from Friday nights through Monday mornings.

This weekend’s work will take place between Duke Street and Pentagon City, in the northbound lanes.

Travelers should expect lane closures on the I-395 general purpose lanes beginning the weekend of April 26-28, and continuing for at least four consecutive weekends, depending on weather. The weekend closures, which will occur from Friday nights until Monday mornings, are needed for crews to safely rehabilitate five bridges along I-395 between the Springfield interchange and Washington, D.C. line. Motorists are encouraged to use alternate routes. If travel in this area is unavoidable, drivers should use caution and plan extra travel time.

What Drivers Should Expect:

A man died early Tuesday morning after crashing his motorcycle on I-395 in Arlington.

The crash happened around 2 a.m. on northbound I-395 at the Washington Blvd exit, just prior to Pentagon City. The force of the crash ejected the rider, who died on scene, and caused the motorcycle to catch fire.

At 1:58 a.m. Tuesday (April 23), Virginia State Police were called to the scene of a single-vehicle crash in Arlington County. Based on witness accounts, a motorcycle was traveling north on I-395 at a high rate of speed when it ran off the left side of the highway and struck the cement Jersey wall. The motorcycle then crossed over all northbound lanes of I-395 and continued off the right side of the interstate at the Exit 8A ramp. The motorcycle struck the guardrail and its rider was ejected. The impact with the guardrail caused the motorcycle to catch fire.

The motorcycle’s operator died at the scene. State police is still in the process of locating and notifying the next of kin.

The crash remains under investigation.

A crash reconstruction effort closed the ramp during the early morning hours.

Drivers heading northbound on I-395 should expect lane closures and periodic traffic stoppages tonight near Pentagon City.

The traffic impacts are due to a planned overhead sign installation.

By midnight, only one northbound lane is expected to remain open, causing delays for anyone heading in the direction of D.C.

Update at 5 p.m. — All lanes of the Beltway have reopened, though residual delays remain.

Earlier: A crash has closed most lanes of the Beltway near S. Van Dorn Street in Fairfax County, creating yet another traffic mess in Northern Virginia.

A truck crash and subsequent fire led to the complete closure of the Beltway just before 2 p.m. today. Since then, a single lane of traffic has reopened on the Inner Loop and two lanes have reopened on the Outer Loop.

Virginia State Police say they’re investigating the crash, which involved a truck carrying insulation:

At 1:38 p.m. Thursday (April 4, 2019), Virginia State Police responded to an overturned tractor-trailer in the westbound lanes of I-495 at the 172 mile marker in Fairfax County. The impact of the crash caused the vehicle to catch fire. The driver of the tractor-trailer was not injured in the crash. The tractor-trailer’s load is insulation, which is not deemed as a hazardous material. The cause of the crash remains under investigation.

Motorists are advised to plan ahead and avoid travel through this particular area. State police, VDOT and Fairfax Fire and EMS are on scene.

The crash could have major traffic implications into the evening rush hour. WMATA has already announced that it will run additional Blue Line trains to help.

The situation is reminiscent of last week’s Beltway crash that shut down the Inner Loop just before the American Legion Bridge, sending tens of thousands of commuters trying to get to Maryland and D.C. into Arlington.

Thus far, traffic impacts in Arlington do not appear to be nearly as severe, although as of 3:45 p.m. delays on northbound I-395 heading into D.C. were starting to extend past Pentagon City.
