There were two incidents of men arrested for downright creepy behavior at Ballston Common Mall on Monday.

First, a man was arrested for allegedly masturbating while watching women work out at the Ballston Sport & Health Club in the mall.

INDECENT EXPOSURE, 03/05/12, 4200 block of Wilson Boulevard. At 6:20 am on March 5, a subject was seen masturbating in a public area of the mall while he was watching women exercise through a gym window. Alexei Rodriguez, 37, of no fixed address, was charged with indecent exposure and trespassing. He is being held without bond.

Just three hours later, a man was arrested for allegedly hiding inside a stall in the women’s bathroom.

PEEPING TOM, 03/05/12, 4200 block of Wilson Boulevard. On March 5 at 9:40 am, a male subject was found in a female bathroom stall peeping into the remaining area by Mall Security. Jacques Toube, 50, of Riverdale, MD, was charged with peeping and was held on a secured bond.

Arlington County Police are looking for a man who exposed himself to a teenage boy on a bike path near I-66 and the W&OD trail over the weekend.

The crime happened around dusk on Sunday. The boy’s stepmother sent the following warning out to other local moms on an email listserv following the incident.

Could you let the group know that there was a flasher on the bike/foot bridge over 66. He exposed himself to my 15 year old step-son who was coming from the Westover side. My step son turned and ran back towards Westover. It happened around 5:45 pm. The guy did not chase him, but did lunge toward him. We reported it to the police who checked the park and bridge, but he was gone. Here is a description: white male, 40’s, blond hair with some gray, 6 ft, 200lbs wearing a trench coat. No shoes. Smoking a cigarette.

An item from yesterday’s daily police report provides a bit more detail.

EXPOSURE, 11/06/11, 1500 block of N. Potomac Street. On November 6 at 5:30 pm, a teenage male was riding his skateboard on a footbridge when an unknown male exposed himself to the juvenile. The suspect is described as a white male, 6’, and 220 lbs. with medium length blond and gray hair. The suspect was wearing a trench coat and did not have shoes on.


In this week’s Arlington County crime report, a man exposed himself to a female jogger along a bike path in Rosslyn. The incident took place around 10:00 p.m. last Wednesday.

EXPOSURE, 10/26/11, 1400 block of Lee Highway. On October 26, at 10 pm, a woman was jogging on a bike trail near the Key Bridge. She witnessed a man hiding behind a sign shining a flashlight on his genitalia as she ran past. The suspect is a Hispanic or African American male with a light complexion. He was wearing a suit, and covered his face with pantyhose or a stocking.

Men in various states of nudity caused quite a bit of trouble over the past week. This week’s Arlington County crime report lists five separate indecent exposure cases, including two arrests.

EXPOSURE-ARREST, 09/23/11, 2400 block of Arlington Boulevard. On September 23 at 4:45 am, an officer witnessed a man running nude on the highway. Mark Dewitt, 48, of Arlington, was charged with Indecent Exposure. He was held on a $3,000 bond.

EXPOSURE-ARREST, 09/23/1, 2300 block of Walter Reed Drive. On September 23 at 1:50 pm, a man was seen exposing himself on a bike trail. Russell Bixby, 48, of no fixed address, was charged with Indecent Exposure and released on a summons.

EXPOSURE, 09/23/11, 3200 block of Arlington Boulevard. On September 23 at 7:40 am, a man was jogging and suddenly stopped in front of three teenage girls. He acted as if he was going to tie his shoe, but exposed himself instead. The girls went to school and reported the incident. The suspect is described as a white male, 5’8″, and 165 lbs. wearing black running shorts and a baseball cap.

EXPOSURE, 09/25/11, 1300 block of N. Meade Street. On September 25 at 8:20 pm, a woman was walking and noticed a man walking behind her who was exposing himself. The suspect was 25 year-old a white male, 5’10” wearing a light colored shirt, dark pants, and large glasses.

EXPOSURE, 09/25/11, 1500 block of N. Rhodes Street. On September 25 at 9 pm, a man approached a woman sitting on a step smoking a cigarette. He touched her leg and when she pulled away, he exposed himself. The suspect was a white Hispanic male in his mid-20’s, 5’5″ and 150 lbs. He was wearing an orange baseball cap, blue t-shirt and dark shorts.

Also this week, a woman who got into a vehicle she initially thought was a taxicab was touched inappropriately by the driver. Later, she realized the car was, in fact, probably not a taxi.

ASSAULT AND BATTERY, 09/25/11, 4600 block of Washington Boulevard. On September 25 at 2:30 am, a woman reported that she got into a car in Washington D.C., assuming it was a taxi. She sat in the front seat and the driver touched her breasts. She fled the car at her designation, and now believes the vehicle was not a taxi. The suspect is a white Hispanic male in his mid-40’s, 5’7″ and 180 lbs.

In this week’s Arlington County crime report, the serial groper who targets Eastern European lifeguards strikes again.

 SEXUAL BATTERY, 08/12/11, 3400 block of S. Utah Street. On August 12 at 9:20 am, an unknown man approached a female lifeguard from behind while she was unlocking the pool gate and touched her breasts. The suspect was a white male between 25 and 35 years of age, 5’10” with a medium, muscular build. He was wearing a light blue t-shirt, khaki knee length shorts, a dark blue baseball cap and large black sunglasses.

That same day — Friday, Aug. 12 — a man in a van exposed himself to a teenage boy in the Buckingham neighborhood.

EXPOSURE, 08/12/11, 4200 block of N. Henderson Road. On August 12 at 7 am, a 17-year-old male was walking to the high school when and unknown man in a vehicle exposed himself to the juvenile. The suspect was driving a brown van and was described as a white male in his 40’s, with a chubby face, a “buzz cut” and glasses.

Two teenage girls were the victim of perverted behavior on the streets of Arlington over the past week. Last Tuesday, according to the Arlington County crime report, a 14-year-old girl was touched by a man while she was walking home from school.

SEXUAL BATTERY, 06/07/11, 2600 block of John Marshall Drive. On June 7 at 2:30 pm, a 14 year-old female was walking home from school. An unknown male walking in front of her abruptly turned around and touched her chest. The suspect is described as a white male in his late 20’s, 5’7″ and of an average build. He had dark hair and was wearing a white t-shirt, gray mesh shorts, a white baseball cap and black sneakers.

Then, on Monday, a man exposed himself to a 16-year-old girl in Virginia Square.

EXPOSURE, 06/13/11, 3800 block of Wilson Boulevard. On June 13 at 9 pm, a 16 year-old female was walking home from work when an unknown man exposed himself in front of her. A taxi driver heard her yell and ran to assist. The suspect fled and the cab driver drove the girl to the police department. The suspect is described as a Middle Eastern or Indian male in his late 20’s, 5’8″ and 180 lbs. He was wearing a light colored shirt, khaki pants, and “Crocs”.

In this week’s Arlington County crime report, a young woman was allegedly attacked by a man near Shirlington.

ABDUCTION-ARREST, 05/31/11, 2600 block of S. Arlington Mill Dr. On May 31 at 11 pm, a man grabbed a young woman walking and pulled her to the ground. The suspect covered her mouth with his hand, but she fought back and was able to run from the area. Police located the suspect. Marvin Mejia, 40, of no fixed address, was charged with Abduction and Assault and battery. He was held without bond.

In another incident, a teen girl was walking home when a man exposed himself to her.

EXPOSURE, 06/02/11, 1400 block of N. Jackson Street. On June 2 at 3:15, a 16 year-old girl was walking home when an unknown man sitting on the steps to a residence called out to her. When she turned to look at him, he exposed himself. The girl walked on and called her father to meet her.

Two men were arrested on exposure charges in this week’s Arlington County crime report.

EXPOSURE-ARREST, 05/11/11, 1700 block of S. 14th Street. On May 11 at 5 pm, police received a call regarding a disorderly intoxicated subject. When they located the suspect, he repeatedly exposed himself to the officers through a glass door. Samuel Crews, 27, of Arlington, was charged with Indecent Exposure. He was held on a $2,500 bond.

EXPOSURE-ARREST,05/14/11, 1800 block of Wilson Boulevard. On May 14 at 1:30 pm, a man was seen exposing himself while driving a vehicle. Terry Von Hurtt, 57, of Woodbridge, was charged with Masturbating in Public. He was held on a $1,000 bond.

In this week’s Arlington County crime report, a young man with a “baby face” exposed himself to a woman in Clarendon, followed her, and then ran off.

INDECENT EXPOSURE 04/05/11, 1000 block of N. Highland Street. On April 5 at 1 am, a woman was walking home when an unknown man jumped out from behind a tree. He exposed himself to her and followed her for a short time. The suspect is described as a white male around 20 years old, 5’8”, 140 lbs, with a “baby face”. He was wearing a dark sweater, jeans, and round gold framed glasses.

On Wednesday, March 30, a teenager in the Leeway Overlee area was spit on and called a racial slur by another teen.

ASSAULT AND BATTERY 03/30/11, 2400 block of N. Harrison Street. On March 30 at 5:25 pm, a teenager spit on the leg of another teenager and called him a racial slur. The suspect is described as a 17 year-old white male, 5’10” and 250 lbs. He was wearing jeans, a black baseball cap and black framed glasses.

Last Thursday two guys tried to flee from the police in the Penrose area. One of the suspects was caught and charged with pot possession and felony eluding.

ASSAULT ON POLICE-ARREST 03/31/11, 2300 block of S. 2nd Street. On March 31 at 2:30 am, police conducted a traffic stop. The driver of the vehicle drove off while the officers were touching the vehicle. The driver and passenger fled on foot and left their car at a dead end. One subject was apprehended. Raymond Harris, 39, of Danville, was charged with Possession of Marijuana and Conspiring to Commit Felony Eluding. He was held without bond.

A man exposed himself to a Yorktown High School student while she was walking to school yesterday morning, according to an email sent to parents.

Dear Parents:

This morning, a Yorktown High School student was walking to school when a man exposed himself to her. The incident occurred near N. 27th St. and N. Ohio Dr.

Upon arriving at school, the student reported the incident to administrators. The student’s mother and the Arlington County Police Department were called immediately. Arlington County Police are currently investigating the report and they plan to monitor the area.

We want to ask everyone to remind students to take precautions when walking to and from school, or at other times when they are out in the community. Students should walk in pairs or groups as often as possible and should immediately report any incidents to a teacher, administrator, or parent when something like this occurs so that appropriate actions can be taken.

If you have questions, do not hesitate to call any administrator at Nottingham.

The incident was first reported by Ballston Patch, which also reported that an incident two weeks ago, when a man made an “inappropriate comment” to a female Williamsburg Middle School student as she was walking home from school.


Update at 12:20 p.m. — Police have provided more details and this sounds more like mischief than malevolence. The suspect touched the girl’s rear end, then mooned her and her companion before running away, police say.

We’re hearing that police are investigating an attempted sex assault that occurred just before 1:00 last night in the Williamsburg neighborhood of north Arlington.

According to initial reports, a man in his late teens or early 20s dropped his pants and then grabbed the victim, a 17-year-old girl.

It happened at the intersection of North Tacoma Street and Williamsburg Blvd. A police K-9 was brought in to try to track the subject — no word yet on whether any arrests have been made.
